On Dec. 27, my washing machine pump went out and my husband, Max, decided that instead of fixing it, we would just buy a new washer and dryer. He went to Sherman on Dec. 29, loaded the new washer and dryer onto the trailer that he was pulling behind our Jeep. When he got home, he decided it was too late to unload them and start the installation, so he backed the Jeep into the driveway and left it there for the night. If you can’t remember, the entire day of Dec. 29 was cloudy and it drizzled all day. About 10 p.m., I went to bed and left Max watching TV out MY LITTLE HERO in the sun room. About 10:45 p.m., he decided he needed to close the lid on the boxes holding the washer and dryer so they wouldn’t get wet if it rained harder. As he started to get down off the fender of the trailer and felt himself slipping, he grabbed for the box. The lid tore loose, he fell backwards hitting a tree, spun around and landed on the concrete driveway on his right hip. While all this was happening, I was sleeping. At about 11 p.m. our little 10 lb. Yorkie, Linus, landed in the middle of my chest, barking incessantly. I thought he was hungry, but I had fed him earlier, so I told him to leave me alone and go to sleep. He jumped off the bed, went to the bedroom door, turned around to see if I was following. When he saw me still lying in bed, he jumped on top of me again. This happened three times, with his barking never stopping. I finally got out of bed and followed him to the kitchen. He didn’t stop in the kitchen, but went to the kitchen door leading into the garage. I opened the door, saw the garage door up and the light on, but no sign of Max. Linus went to the entrance of the garage, turned around and continued to bark at me. I called my husband’s name and then I faintly heard him calling “Cea, help me.” I rounded the corner and saw him lying on the sidewalk just before you step onto the front porch. He says, “I have broken my hip, get help.” He was wet and very cold. I covered him with a blanket, called 911 and our son, Steve, who lives only three blocks away. “Thank God.” It had taken Max 45 minutes to pull himself, with his arms, to the front porch. It took Joe Rider and Steve less than 5 minutes to get to our house and the ambulance arrived shortly thereafter. Linus Sharon Clements, KWC Historian, captured some great pictures of birds, such as this Great Blue Heron, when KWC Garden & Nature Club women toured Hagerman National Wildlife Refuge. The article and more pictures are on page 19. It is too late to make a long story short, but, to end this tale, I am convinced that if Linus had not persisted with his barking and jumping on me, Max could have laid out there most of the night and gone into shock, hence the title of the story. At this time, Max’s hip has been repaired by a fantastic physician named Dr. House. Max is in Pecan Tree Rehabilitation Center and getting better every day. Linus will always be MY LITTLE HERO. . . Rockney Barnes accepts award from Randy Schmaltz.

Rockney Barnes has been a valuable employee here at Lake Kiowa for five years. He has worked primarily for the Golf Course, but did spend a short time in the Public Works Department. Rockney has advanced from his original position of Equipment Operator, then to Irrigation Technician, and now is our Second Assistant Superintendent. He remains responsible for the operation and maintenance of our golf course irrigation system.

Following the eventful year during the course renovation, Rockney was previously recognized as the Golf

Department’s Employee of the Year for his outstanding contributions and job performance in rendering the irrigation system operational.

He exemplifies what dedication and hard work can accomplish under duress. Rockney is a family man as well, having two daughters, Taylor 12, and Qori 10, with whom he spends as much time as possible. He served on active duty with the US Marine Corps from 1993-1997 in such hot spots as Bosnia and Liberia.

We extend our heartiest congratulations to Rockney Barnes for a job extremely well done.

Community Manager’s Report Effect Of Recent Texas Legislation On LKpOa Covenants and Bylaws

Early last year, the state legislature enacted new legislation regarding Home Owner Associations and Property Owner Associations. These new laws have a significant impact on how we operate and govern our POA. One of the new requirements is that the POA is required to file its governing documents with the county in order for them to have any legal standing. Accordingly, we have made the necessary changes to our documents and will have all our governing documents filed with the county.

In order to inform the community on how this legislation has affected our bylaws, we have placed the annotated bylaws on the website. The bylaws remain the same in printed form as before the new legislation and the required changes are noted for information purposes. In 2013, it will be time to vote on any recommended changes to our covenants and bylaws and we will remove any conflicts in our bylaws with state laws at that time.

The Security report given at the Jan. 16 LKPOA Board meeting provided disturbing information regarding recent acts of vandalism committed here at the lake. The good news is that the perpetrators were identified, citations have been issued and restitution to those damaged by the acts will be paid.

As in the front page of any major newspaper, or the headline on the 6 o’clock news, the sensationalism of destructive negative news is placed there to grab the readers’ or viewers’ attention. Just as the lookie-lou’s who slow down to see an accident on the side of a road, we are drawn to the scene to get a glimpse of the carnage that may have occurred. While all of the above occurs on a daily basis, this is not what makes the residents of Lake Kiowa the special people they are.

What makes them special is the caring and giving of their time and love to those who are in need. This last weekend I met with two ladies who are starting a program that they call “Soup’s On.” The brainchild of Jaqui Osborn-Stewart and Sharon Gilmore provides a two-prong approach to the residents of Lake Kiowa who are alone or are in need of assistance. As the name implies, first is to fill the

need of those who could use a good home -cooked meal brought to their door. The spin-off of Meals on Wheels, Jacqui just asks that, when cooking dinner, volunteers make a little more than normal and take the extra to those in need.

The second need “Soup’s On” will fill is to provide needed help and comfort to those left alone by the loss of a loved one, or who just need a hand after coming home from the hospital.

No, it’s not sensationalism, but what these two ladies are doing is what has made Lake Kiowa such a wonderful place in which to live, and where we take care of our own.

Jacqui and Sharon are looking for 30 volunteers to help them for just one day a month to visit a friend in need, just to talk to them and to make sure they are all right and to bring them a little something to eat. Can’t cook? Don’t worry, the ladies have it covered. Although this service is something that many of us already do every day, the two of them just don’t want anyone to fall through the cracks and get left behind.

GAVA, Gainesville Area Visual Arts Group, opens its second annual exhibit of members’ paintings called ARTS & FLOWERS. I graduated high school in LaGrange Indiana in 1973 and from Manchester College, North Manchester Indiana in 1977. My wife Kathy and I were married in 1977 and have since lived in Indiana, Kansas, Missouri, and Oklahoma before coming to Texas. We have two daughters and one amazing granddaughter.

Kathy and I have been full time residents of Lake Kiowa since 2000 after three years of being “weekenders”. We moved to Lake Kiowa from Durant Oklahoma after the sale of the business we were involved in. After the company was sold I took two years off then started Brent Reed Financial Services which I still operate.

Since being at Kiowa I have served on the Rules Committee and the Architectural Control Committee, and have been on the Boards of the Kiowa Homeowners Water Supply Corporation serving as president for one year, the Board of the Kiowa Chapel, and currently on the LKPOA Board of Directors where I serve as Treasurer and am a member of the Ways and Means Committee. Outside of Lake Kiowa I am currently the President of the Board of Directors of the Cooke County United Way.

I was born and raised in Denton, Texas. After high school I went to work full time for International Paper while attending Dallas County Junior College part time. I became the youngest Department Head at the age of 21 to have worked for International Paper.

I left International Paper in 1971 to pursue a real estate career which I am still doing today. I started my real estate career part time selling Lake Kiowa lake lots for American Realty in 1970. I bought my first lot in Lake Kiowa in 1970. I owned and operated my own commercial real estate companies until I sold them in 1986.

I purchased Lake Kiowa Realty from long time resident and friend Bernice Wilkenson in 1986 and have grown the business into one of the largest real estate businesses in North Texas. I was founder and director of Team Xtreme racing in 1999 and competed in multiple Indy 500 races and other venues. In 2004 I started Coldwell Banker Real Estate Solutions in Denton, Texas and expanded to Argyle, Texas in 2010. I served on the board of directors for Commonwealth National Bank and Preston Forum Bank.

Jan and I have a merged family that includes one daughter, two sons and one deceased son from an automobile accident in 1993. We have seven grandchildren and the family is scattered between Texas, Wisconsin and Minnesota.

We moved to Lake Kiowa in July, 2000 and have been active in the community since our arrival. I served on the LKPOA board 2002-2005 and held the offices of Secretary and President during that time. I represented our community on the Cooke County United Way board 2005-2008 with two terms as President and I continue to work with the United Way annual campaign. I am in my second year of a three year term on the Lake Kiowa Homeowners Water Supply Corporation and hold the post of vice president. I currently serve on the Ways and Means Committee and Long Range Planning Committee, and also served on the Lake Kiowa Men’s Golf Association 2006-2008.

Following a stint as a cryptologist in the Army Security Agency from 1960 to 1963, I began a 32 year employment with what is now Burlington Northern Santa Fe railroad. My career was spent in the operations arena in Chicago, Seattle, Philadelphia, St Paul, Kansas City and finally Fort Worth. I managed the freight car fleet and spent some time with our industry lobby group in Washington, DC. After taking advantage of an early retirement in 1995 I worked as a self employed consultant until 2001 when we had settled in here.

Born and raised in Southern California; graduated from Twenty-Nine Palms High School in 1964, married the late Tom Tomich in July 1966. Tom graduated from college in 1968 and enlisted in the Army. In 21+ years of Army life, we lived in Georgia, Texas, Tennessee, Germany and Japan. We were blessed with two sons: Todd (1969-1984) and Tony (1971). Tony lives in California with his wife Liane and my three grandchildren, Maddy (8), Hunter (6) and Greyson (3). In December 2008, Tom and I moved to Lake Kiowa and loved it immediately. Unfortunately, Tom passed in May 2009 after only 5 ½ months in Texas, but he savored every minute. My interests: Golf; Poker and Bridge; reading; traveling.

1980 – 2007 – evolved from clerical positions into financial and operational analyst roles, via a dedication to formal and informal training, continual educational improvement and utilization of several mentor relationships

2007 - Retired from Government service as a GS-12 Supervisory Management Analyst. Teamed with high-ranking Army officers and civilians to manage 300+ US Army Reserve Units, thousands of personnel and millions of dollars worth of equipment. Since 2009, I have enjoyed participating in many activities within and outside the Lake Kiowa community.

2011 to present - Recording Secretary, KWCI have volunteered for a plethora of KWC

Board by leveraging the skills I acquired during my 27-year career with the Army and, more importantly, raising a family. I have worked in large team environments creating solutions for complex administrative and logistical problems. I have also worked on small teams organizing resources, setting goals and executing plans. I have managed challenging personalities, ranging from four star generals to 4-year olds. I have also had the great pleasure of developing strong relationships in all my work/life experiences.

It would be my honor and privilege to serve on the Lake Kiowa Board.

Graduated from Atlanta High School, as a class favorite and lettered in three sports. Since my dad died when I was 14, I began work in a local grocery, then electrical contractor, and national pipeline in Mississippi to work my way through high school. I was graduated from Texas A&M Commerce where I received a BS degree in pre law and served as officer of Lambda Chi Alpha fraternity. Following athletic scholarship, I worked summers rough necking in several Texas areas.

I served in the US Army as a communications chief in an aviation company. I was later assigned to fly reconnaissance with drone remote-controlled aircraft.

My wife of 53 years Juliene, and I have three adult children who all live in the Dallas area with their spouses and families - each child has two sons. During our children’s school days, I was elected a life member of the PTA, where I served as president. During these years, I was elected deacon at our local Baptist church where I served on a variety of committees in ministry and personnel matters. I had a career in insurance where I became assistant regional manager of a national company, and later a partner in a Dallas independent firm. The call for entrepreneurial spirit came, and I formed a manufacturer representative company, Nesco Brokerage, where I have served for the past forty years as owner and general manager. We cover four states in sales of upscale three to five star food items to foodservice as well as retail establishments. During my spare time I help my wife with her antique business, and manage our Dallas rentals. Over the years in business we have become acquainted with electronics as needed in business today.

I enjoy fly fishing, golf, and watching local professional sports. I am active in First Baptist Gainesville as well as Prestonwood Baptist church in Plano.

We first came to Kiowa when Juliene’s mother purchased a second home in the mid 80’s. We have owned property at Kiowa since the early 90’s and we built our homestead in 1998. We continued our business in Addison.

Being asked to be a candidate for the board at Lake Kiowa is indeed an honor. We would like to continue our life style, peace and tranquility here. I am willing to give back to the community that has blessed me with a secure location to live and great neighbors.

My wife, Marcy and I moved to Lake Kiowa in May 2007. I served on the Men’s Golf Association as projects director in 2008 and as President in 2009. I became a member of the Rules enforcement committee in 2010 and now serve as the chairman. In 2011 I served as president of the Couples Golf Association. In short I have tried to be a part of this community since Marcy and I moved here.

I was born in Bellingham, Washington on April 1st, 1949. I enlisted in the Army after graduation from Castleberry High School In Fort Worth. I spent fourteen years in the Army including three tours in Viet Nam, two assignments in Germany with the last being with Central Army Group NATO. My last two duty assignments were at the Army Intelligence School and at Midwestern State University (MSU), where I taught in the Military Science Department. I attended MSU where I majored in English with a minor in Business.

In 1981 I became the Director of Community Education, for the Wichita County Chapter of the American Red Cross. Additionally, I was a member of the Wichita Falls Community Council and a member of the Governor’s Taskforce for Indigent Healthcare.

I moved my family to Fort Worth in 1985, where I went to work for the Postal Service. My last promotion was an executive level promotion as Transportation Budget Director for the Southwest Area. I managed a $220,000,000 annual Transportation budget. I was able to come in under budget for five consecutive years. After working Hurricane Katrina in 2005 and helping reconstruct the entire framework of mail delivery in Southern Louisiana I elected to retire.

I would be honored to continue to serve you as a member of the board.

I am fully retired after 22 years in the Air Force and 15 years with Delta Air Lines. In the Air Force, I served in a variety of operational, command and staff positions one of which was at the Pentagon in Long Range Plans and as executive officer to the Director of Air Force Plans. I have also commanded two Air Force squadrons. Pam, my wife of 45 years, and I have been Lake Kiowa property owners since 1995. I served on the Board of Directors from 1997 until 2000, two of those years as Board president. Following that I helped rewrite our Basic Policy, Procedures and Rules and developed our current violation classification system that classifies each infraction as minor, serious or major. I have served on a number of committees and organizations to include the MGA Board of Directors, the Community Manger Selection Committee, the Golf Course Communication Group, the Handicap Committee and the Golf Committee, which I currently Chair. I hold a Bachelor of Science degree in Industrial Arts from Sul Ross State University, a Masters degree in Management from Webster University and I am a graduate of Leadership Lake Kiowa where I continue to serve as a presenter on Lake Kiowa’s Basic Information, Policy, Procedures and Rules. I also serve on the Board of Directors for the Woodbine Water Supply Corporation and the Cooke County United Way.

World premiere of Rex’s Exes - May 10

The North Central Texas Chorale is seeking additional singers for the 2012 spring season. The Chorale is a community-based chorus that has been in existence for over 36 years and has presented quality music in Texas, New York, and abroad.

Mr. Banke serves as the Director of Music Ministries at First United Methodist Church of Gainesville, where he leads a program of seven choirs. He received a Bachelor of Music Education at Samford University in Birmingham, AL and a Master of Music in choral conducting from the University of North Texas. Banke is also an adjunct music instructor at NCTC, where he directs the College Singers and teaches voice. Carolyn Hook is the choir’s accompanist. She earned both of her degrees in piano performance at Oklahoma City University. Mrs. Hook has also served as accompanist for the Tulsa Philharmonic Choir and Oklahoma City Canterbury Choral Society, and has served as a faculty accompanist for Oklahoma State University, Washburn University, and other colleges in Oklahoma.

The spring season will feature the preparation and performance of the

Fauré Requiem. This choral setting of the Roman Catholic Mass is the best known of Faure’s large works. The music is so moving that it has been used in numerous movies and television shows. In addition to our major concert, the Chorale will also perform in the spring for the Cooke County Arts Council Scholarship Concert.

Although a majority of Chorale members are from Gainesville, many other areas including Denton, Lake Kiowa, Sanger, Pilot Point, Muenster, and St. Jo are represented. There is no audition required to sing with the Chorale. We do ask that singers have experience singing in choirs. The ability to read music and sing on pitch is also very important.

Rehearsals are on Tuesdays from 7 to 8:30 p.m. at the First State Bank Center for the Performing Arts on the NCTC Gainesville campus. Rehearsals began Jan. 17.

GAINESVILLE – North Central Texas College is seeking nominations for its annual outstanding alumni and community service awards program for 2012.

The college’s F.M. Hemphill Distinguished Alumni Award and the NCTC Community Service Award will both be given as a highlight of the NCTC Foundation’s annual Starlite Gala recognition event later this spring.

“The distinguished alumni award is the highest form of tribute given by our NCTC Ex-Students & Friends Association to graduates and former students who have achieved distinction in their chosen field and have shown exceptional leadership qualities,” said Debbie Sharp, vice president of advancement and director of both the alumni association and college foundation.

“And, as a public community college,” she added, “we believe it is certainly fitting to recognize individuals, organizations or businesses for meritorious service to the college or the community.

“That is what our annual community service award is all about—showing our appreciation to those who have made a significantly positive difference at the college and in the community by giving of their time and resources over an extended period of time.”

Sharp said she is eager to accept nominations for both these awards and hopes that anyone who knows someone whose accomplishments and efforts should be recognized will take a moment to complete the nomination form. Nominations should be submitted by Feb. 24.

The nomination forms are available online, or they may be picked up in person in Sharp’s office in the M.J. Cox Academic Center (300 Building) on the Gainesville campus. To access the

The NCTC Ex-Students & Friends Association established the F.M. Hemphill Distinguished Alumni Award 17 years ago in honor of the college’s distinguished president of the class of 1926, its first graduating class ever. Dr. Hemphill went on to distinguish himself in the fields of both higher education and public health.

Past recipients of the F.M. Hemphill Distinguished Alumni Award include Margaret Parx Hays, Jane Greer Hardy, Leon Liddell, Irene Clark Stiles, Curtis Gilliland, Shelby Fletcher, Johnny Leftwich, General Lew Allen, Jr., W.E. The Lake Kiowa Genealogy Group meets on a monthly basis, usually the last Thursday of the month. The meetings take place at the Lodge from 1-3 p.m. The group typically meets for lunch at the Lodge before the meeting. GAINESVILLE, TEXAS – Aspiring writers still have time to submit their entries to the 2012 Annual Creative Writing Awards Contests sponsored by North Central Texas College.

Deadline for submitting entries in all categories and divisions is noon on Feb. 27. Writers may submit one entry in each category for which they are eligible.

This year’s contests offer aspiring amateur writers of all ages in Texas and Oklahoma the chance to have their work critiqued by professionals, to have it published and possibly to earn them special recognition and cash prizes.

Sponsored by the NCTC English, Speech & Foreign Language (ESFL) Department, the popular contest usually draws up to 400 or more entries from throughout the region.

According to contest director Gabrielle Fletcher of the NCTC English faculty, the competition comprises four main divisions for amateur writers ranging from middle- school age through adults. Each division features subcategories for poetry, short stories and essays, and the contests are open to all who wish to enter.

The competition, Prof. Fletcher noted, will feature both expert judges and cash prizes for first, second and third place in each division. Winners will be honored during a special awards ceremony at 11 a.m. on April 13, in the NCTC Center for Performing Arts

Still Time to Submit Entries For NCTC Creative Writing Contestson the Gainesville Campus.

This year’s award ceremony will feature guest speaker Joe Galloway, co-author of “We Were Soldiers Once...And Young” as well as numerous articles for United Press International, USA Today World Report, and one of America’s premier war and foreign correspondents for half a century.

On May 1, 1998, Galloway was decorated with a Bronze Star Medal with V for rescuing wounded soldiers under fire in the Ia Drang Valley, in November 1965. He received the National Magazine Award in 1991 for a U.S. News cover article on the 25th anniversary of the Ia Drang Battles, and the National News Media Award of the U.S. Veterans of Foreign Wars in 1992 for coverage of the Gulf War. Recently, Galloway was awarded the 2011 Doughboy Award, the highest honor the Infantry can bestow on an individual. Few civilians have ever received a Doughboy.

Working closely with the Gainesville Medal of Honor Host City Program and NCTC’s Honor Program, there will be various activities associated with Galloway’s visit. Galloway’s book will be available at the ceremony to purchase.

Copies of the 2011 edition of The April Perennial, featuring winning entries from last year, will also be distributed at the awards ceremony.

Middle-school students in grades 6, 7 and 8 may submit entries to the Jerry Simpson Memorial Poetry and

Short Story Contests, while high-school students in grades 9, 10, 11 and 12 may enter their work in the Brad Dill Memorial Poetry and Short Story Contests.

The Clinton Brennan Creative Writing Contest for poetry and short fiction is open to all non-student amateur writers residing in Texas or Oklahoma.

Contests for NCTC students include the Inspired Essayist Contest, the Aspiring Poet Contest, and the Gerald McDaniel Memorial Short Story Contest.

Handouts detailing the guidelines and format requirements for each contest will be available in the libraries on all NCTC campuses. In addition,

All donations to the Outpost are greatly appreciated; however, there are items that are unsuitable or that we are unable to sell to our shoppers. We do not accept: clothing; soiled, torn or broken furniture; dirty or non-working appliances; mattresses or box springs; left-over building materials; old computers, monitors, printers, fax machines, older televisions; built-in appliances; used ceiling fans or chandeliers; large office desks; dirty outdoor grills; non-working lawn equipment; and by law, we cannot

The Lake Kiowa Chapel would like to welcome everyone at Lake Kiowa to services on Sunday morning. These services are held in the Assembly Room of the Lodge from 8 to 8:30 a.m. Rev. John Hare and Rev. J. Ray Smith are the pastors delivering their messages on alternate Sunday mornings.

In February, Rev. Smith will continue his series on the subject of “Faith” with the message on Feb. 5 entitled “When Not Seeing is Believing” and text from Hebrews 11:3. His message on Feb. 19 will be “Who Sets the Standard: You or God?” with text from Hebrews 11:4.

Rev. Hare will deliver the messages on Feb. 12 and 26. His message on Feb. 12 will be entitled “Raising the Bar” with text from Matthew 5:21-37. His message on Feb. 26 will be “Rethinking Judging the Judges” with text from I Corinthians 4:1-5.

Chapel Choir sings for the service on the third Sunday of every month (Feb. 19). The choir practices on Monday mornings in the Lodge at 8 a.m. They welcome anyone that enjoys singing to join them and add to the joyful

noise on this particular Sunday of each month.

VISTO is the recipient of food contributed to the box in the entry to the Lodge. All packaged groceries are appreciated, but VISTO will make very good use of monetary donations as well. Buddypack items for the many children who do not have a supportive

home environment, i.e. weekends, are also greatly needed. You may sponsor a child for the school year for $125 and this child will receive a backpack of nourishment every weekend. A dollar spent by VISTO goes much further than your individual grocery dollars, so consider a check made out to VISTO and sent to P.O. Box 607, Gainesville, TX 76241.

The Lake Kiowa Chapel meets every Sunday morning from 8 to 8:30 a.m. in the Lodge. All residents and guests are welcome. This is an interdenominational service that may precede your regular church service or a round of golf. Casual dress is always welcome. Please come and share this time with your friends and neighbors on Sunday morning at 8 a.m.

Q. Kim, I was making some resolutions for the New Year and realized I didn’t have any resolutions dealing with technology. Do you have any computer resolutions you can share?

A. Happy New Year, Bunny! As a matter of fact, I do have some resolutions dealing with computers, both Mac and PC. I’d be happy to share them; these are standard practices everyone should follow.

If you know me at all, you won’t be surprised that the first resolution is to make sure all your data is backed up. Hard drives fail, computers die and natural disasters and other catastrophes can happen at any time. You want your precious data, including documents, photos and music, safe and sound.

If you use an external hard drive or flash drive, you have to remember to back up regularly. You can’t make one backup today and then forget about it until March. In a crash, you’d lose all the information you created between now and then.

You also need to store your backup in a different location than your computer. That way a burglary or disaster that takes out your computer won’t hurt your backup.

Of course, if you want a secure backup without the hassle, I recommend my advertiser Carbonite. It keeps your important files in an entirely different location under heavy encryption. Plus, it works automatically so you don’t have to think about it. It’s what I use to keep my data safe.

The second resolution is to keep your computer secure. Hackers and viruses dominated the computer news in 2011 and experts warn it’s only going to get worse. Keep up with the latest technology news by signing up for my daily newsletters.

Make sure you have computer security software installed and always up to date. If you need excellent free programs, check out my Security Center. Additionally, it’s important to keep Windows and other vital programs up to date.

Speaking of up-to-date programs, your Web browser is one of the most-used programs on your computer. It’s also one of the easiest ways for hackers and viruses to attack your computers.

Make sure you have the latest version of your browser and keep it updated. You also might think about switching browsers. Chrome and Firefox are much more secure than Internet Explorer 8, for example.

Be sure to practice common-sense security. Don’t open unsolicited email

attachments or click on suspicious links in email. Before you download files from the Internet, make sure you’re on a legitimate company site.

The third resolution is an extension of the second one. Your computer might have all the security in the world, but leaving your wireless network unsecured still exposes you to danger.

Even if hackers don’t attack your computer directly, they can still examine your Internet communication. Worse, criminals can use your Internet connection for unsavory purposes, like piracy or child pornography, and you’ll get the blame.

Make sure you have your wireless network totally secured. I have step-by-step instructions on my site. It only takes a few minutes and saves you endless amounts of aggravation and potential legal trouble.

Four Computer Resolutions For 2012

up as, “watch what you say online.” Email, Facebook, Twitter, Google, other social media sites don’t forget. Anything you post is potentially there forever.

Before you post something, think if you would want your boss, a future employer or your mom to see it. Even if your privacy settings are set up correctly, you never know what might happen in the future.

The same goes for photos and videos. Any content you don’t want the world to see should stay on your computer and out of your online accounts and email inbox (or outbox). Once it’s online, you’ve more or less lost control of it.

These resolutions aren’t all that hard to keep and they’ll make your computing experience in 2012 much nicer.

The Kiowa Quilt Bee was not able to meet on Jan. 2 for their regular first Monday meeting but gathered for an all-day workshop on Jan. 11 in the Lodge. More than a dozen quilters worked on their various quilting projects and shared their ideas. We all look forward to these workshops and this was a special one with the presence of an old friend, Julie Spangler, who is “wintering” with us at Lake Kiowa.

Towana Stafford gave us another clue to our annual Quilt Exchange for 2012. The mystery will be revealed at our Feb. 6 Quilt Bee. So far the clues

are “batik,” “small,” and “special occasion.”

One of our very active quilters, Gussie Utting, has undergone several surgeries and is in need of some comfort and cheer. Towana put out the word and Julie Spangler had just finished the binding on a quilt made from Yolanda’s stash that was earmarked for just such an occasion. Towana made the label and Vicki Liles delivered it to Gussie who is undergoing treatment and rehab. We really appreciate the caring spirit of the quilters in our community.

The Lake Kiowa Watercolor Class meets once a month, on the third Wednesday of the month at the Kiowa Lodge in the Southwest Room from 10 a.m. to 3 p.m. Visitors are welcome and interested painters can contact Gerri Williams at (940) 612-1310. Kiowa Woman’s Club News

President Katherine Thacker (R) presents the check for $485 to Judy Neal and Marcy Titus on behalf of the Kiowa Woman’s Club. This represented proceeds from the sale of the pink pocket planner calendars.

As we are well into the start of a new year with all our hopes and aspirations for better health, more wealth, more blessings and more friends, we know that we must take it upon ourselves to reach these ambitions. Hopefully, many of you attended the Candidate Forum Jan. 22 and you will take the time to vote for whichever candidate you feel will help our beloved Lake Kiowa’s interests. Be sure and check out their biographies and answers to questions from the forum that are printed in this CommuniQué, and then vote. We thank the candidates for their interest in serving our community and “may the best man/woman win.”

We had a typical January cold, blustery day for our meeting this month, as we had our “Just For Us” Tea and celebrated our “cozy relationships” with our special friends. We had a good turnout and everyone seemed to enjoy the love songs from old movies and the reminiscing done by Dave Tanner. Dave loves performing at Lake Kiowa and always makes everyone feel better after his show. We now look forward to next month’s program and learn more about quilting from Lisa Erlandson.

Anyone who misses out on coming to Arts & Crafts is really missing a fun time. The project in January

had everyone making their very own unique outdoor greenery arrangement. Mine is adorning my back patio at this very moment. Then in February we can all make our own special cards. If you are Arts & Crafts “challenged,” as I am, the committee girls are always willing to help.

We look forward to February, as we start the new book in Bible Study. Anyone who is interested can get in on the beginning, as we learn how to let ourselves place our trust in God. Book Review will have their first 2012 meeting in February. Don’t miss the article indicating the time and place for this. Also, watch for the articles on the February Garden & Nature meeting. It will be at 111 Blackfoot Tr. N.

Gourmet groups will “head out” or “cook in” this month. We ask that everyone fill out the questionnaire, which is intended to poll our membership on preferences and get ideas on how to go forward with Gourmet groups next year. We would like everyone’s input and want it to be kept anonymous. We hope that everyone can have a good experience next year in Gourmet.

Of course, we cannot forget the card players. Bridge is having their tournament and continuing lessons. They have even opened up lessons for spouses of members, if they are interested. And, the Canasta players always have a fun afternoon every second and fourth Tuesday.

You certainly need not be bored at Lake Kiowa. There are so many fun

The February presenter promises to be very interesting. Lisa Erlandson hails from the Gainesville area and is presently the incoming President of the American Quilt Study Group among many other quilting affiliations. Her program is titled “To Remember This Time and Place.”

This program examines various quilt styles and techniques used to create quilts that preserve a moment in time from the 1840’s to the 21st century. She will also include tips and ideas to help you develop your own special signature quilt. This program promises to be of interest to both quilters and non-quilters.

Arts & Crafts kicked off the New Year on Jan. 3 with a meeting of twenty clever artisans. Under the leadership of Becky Branham, we took sprigs of cedar and holly, pinecones, magnolia leaves and various seedpods and arranged them into beautiful outdoor bouquets.

Our next meeting will be Feb. 7 with our theme being “Show Your Love Again.” We will be making unique Valentine’s Day cards using various papers, stickers, stamps, ribbon and shiny bits of bling to catch the eye of that special sweetheart. If you wish, you can choose to make other types of greeting cards. We will have plenty of material and bling from which to choose.

Don’t forget to stop by our table at the KWC meeting. You never know what will be our next project.

Our January field trip to Hagerman Bird Sanctuary, despite the threatening weather, was a real treat for all of us who love nature. The “Friends of Hagerman” crew presented us with refreshments, a program and a guided tour of the Hagerman grounds in their facility van. If you were unable to go with us that day, you should plan on taking a trip to see their new facility sometime soon. I promise you will be impressed.

TO DO: It is now time to do pruning of overgrown shrubs and trees. If you have any plants that need to be dug up and replanted, do so as soon as you can. Hold off until Feb. 14 to trim your roses by 1/3 to 1/2. Do not trim climbing roses as they have already

set their buds for spring blooming. Trim these after they finish blooming. Spring will be here very soon and some plants will begin showing signs of new growth by the first part of March.

FEB. 14 MEETING: We have a great program planned for this month. Sandra Haynes from the Red River Rose Society will be presenting an in-depth program on the history and techniques of making Rose Potpourri. Katherine Thacker, 111 Blackfoot Tr. The KWC Evening Gourmet Group enjoyed a Mexican dinner at Serna’s in Gainesville.Gourmet Group 5 at lunch.

Gourmet Group 4 with guest Julie Spangler had a great lunch and shopping spree at Lovejoy’s in Whitesboro.

Gourmet Group 1 traveled to Denton to the Genghis Grill.

The Gourmet groups met Tuesday, Jan. 17. During the meetings a questionnaire was passed out to all members attending. The purpose of the questionnaire is to get information on forming groups for next year. The information is to be kept anonymous and will be greatly appreciated. A

JoCarolyn Chambers says, “It takes an incredible amount of courage for people to attend this seminar, but people feel comfortable to share and to learn how to make the journey less

difficult and to learn from others.” Those turning in evaluations say that the seminar “exceeded expectations,” “many things were said that would make you understand and feel—especially make you think,” as well as “helped with depression and helped with healing.”

The fourth annual recycling fund-raiser benefiting Texoma Community Center (formerly Mental Health Mental Retardation Services of Texoma) will be held Saturday, March 3, 10 a.m.-2 p.m. at 315 West McLain, Sherman. “The last three years, the events have been huge successes due to general public and businesses donating literally truckloads of items. We hope it will be even more successful this time. Do not deliver items to the Texoma Community Center building and dump them before the event. Paint or hazardous materials absolutely will not be accepted,” ended Wright.

MGA Golf NewsOn Saturday, Jan. 14 the Men’s Golf

Association (MGA) met at the Lodge for their regular monthly meeting. Our new MGA President Gerald Smith called the meeting to order with the Pledge of Allegiance.

Gerald welcomed all MGA members to our 2012 kick-off meeting and playday. There were several new members at the first MGA meeting. The MGA Board is working to finalize the 2012 tournament schedule, playdays, identify special projects and support various MGA activities for the year. We will be sharing this information with members over the next few weeks.

Recognition was given to the outgoing 2011 MGA Board members for their commitment and dedication to the MGA during the past year. Those board members include: Gary O’Dell, Phil Handley, Tommy Mann, Robin Howell, Bobby Andrews and John Seefeldt.

The MGA would like to thank Kathy Reed – Lake Kiowa Professional Services, Brent Reed – Brent Reed Financial Services and J.B. Cole – J.B. Cole Insurance Agency for their generous support with the donation of three dozen golf balls, which were given away at the January playday.

Gerald presented to the membership the 2012 MGA Board members, which include the following: Gary James, R. J. Stroup, Joe Dressel, Jay Titus and Bobby Andrews. In addition, other board members continuing in 2012 are: Ted Grant, Eddie Woodruff, Gerald Smith, D. Noble and Gary O’Dell.

Gerald and Gary recognized the 10 hole-in-one winners with plaques and checks. The winners are: Mike Schuitt, Lou Vander Molen, John Burks, Jerry Bergeron, Don Neal, Ronnie Phillips, Jim Cicon, Lowell Kulp, Tim Schniederjan and John Wolek.

The 2012 MGA Dream Team includes the following: A Player - Jim Cicon, B Player - John Leatherman, C Player - Bob Hey and D Player – B. R. Clements. Congratulations to the winners in their specific flights based on number of playdays and specific place finished in monthly playday events. The Dream Team will take on the rest of the MGA members during the April playday.

Joe Dressel, Special Projects mentioned that the MGA is supporting some new work around the restroom facility near holes #13 and #17. You will begin to see landscaping and concrete work that should improve the looks of the area. Also, we are encouraging MGA members to sign up to “care for a hole on the golf course” during the year. By doing so, members will fill in fairway divots during the week.

Just a reminder: the golf course is cart path only and will be so for a couple of months. Take your sand bottle with you to your next shot. All golfers are encouraged to fill in divots on tee boxes and fairways. Also, please repair marks on the greens.

Jay Titus provided a financial report for the MGA, which has an uncommitted balance of $2,100 after earmarking funds for several projects on the golf course. The MGA is in very good financial shape at this time.

Bobby Andrews reported on the MGA membership for 2012: we currently have 308 signed up, 191 of those are also in the hole-in-one pool, and we have 11 new members.

Eddie Woodruff mentioned that we are in the process of finalizing the 2012 tournament schedule and it will be communicated to the members as soon as it has been completed. The January playday was a Red/White/Blue Scramble . We maxed out with 124 players and had a short waiting

list. The weather was absolutely perfect for playing golf. Awards and refreshments (drinks and popcorn) were provided to players in the 19th Hole at the end of the January playday.

The winners were: 1st: Steve Cagle, David Verhaert, Mark Gillings and Tom Nardecchia; 2nd: Jim Cicon, Keith Cole, John Beck and Marsh Sheldon; 3rd: Sam Moore, Phillip Walker, Larry Gingerich and B.R. Clements; 4th: Preston Klutts, Lowell Kulp, Walter Scholl and Bill Dalton;

5th: Craig Lamkin, John Nash, Robert Bergbower and Scott Catlett; 6th: Richard Hundt, Phil Handley, Lou Vander Molen and Mark Bitsche; 7th: Rusty Clark, Paul Dillard, Dick Bernasek and Ken Tackett.

We look forward to seeing everyone on Saturday, Feb. 11 for the next playday. Please note that the time for the February playday will be: MGA meeting at 12:30 p.m. and Shotgun start at 1 p.m. The format will be 6-5-4-3 Scramble. See you there.

YEAR! The first 2012 WGA meeting

was held Wednesday, Jan. 4. A brief meeting

and lunch was enjoyed by members. Our new President,

Margie Nash, took charge and brought the meeting to order.

Margie introduced new officers, committees, and Golf Association

representatives. Under Margie’s leadership, we hope everyone will find an interest to serve in the WGA, participate in the scrambles, playdays and tournaments throughout the coming year.

Membership chairperson Marcy Titus reported that as of January 3, 2012, our membership total is 126. There are 80 participants in the Hole-In-One pot ($400). There are seventy-six 18-holers, forty-one 9-holers and nine non-players. There are three working women included in these counts. A warm welcome goes to new members Debbie Beauchamp, Sally Houk and Pat Martin.

Treasurer Margaret Dressel presented treasury reports for November and December 2011. Ending balance as of 12/31/11 was $3,188.84. We have earmarked $870 for a 2011 project, $1,769.23 for renovation of the concession stand between holes #4 and #5 and $500 for putting contest decorations. This leaves an ending balance of $50, which is the amount allowed by the IRS to be carried over to 2012. The new budget for 2012 will be presented at the February General Meeting for membership approval.

Past President Paulette Andrews was presented the 2011 scrapbook by Miriam Beebe. A lot of hard work

goes into creating this scrapbook that contains pictures and documentation of 2011 activities. Thank you, Miriam.

June Cloud made the Hole-In-One presentation for 2011 winners. Molly Worthen was the only recipient present to receive her money and plaque. Other winners were Becca Jackson and Donna Erwin. Congratulations to these ladies for making a Hole-In-One in 2011.

Thanks to Paulette Andrews and her helpers for taking down and packing away all the Christmas decorations in the 19th Hole. Although all the festive holiday décor is gone, the excitement remains for the newly elected WGA Board for the upcoming 2012 WGA season.

The WGA offers numerous opportunities for your golfing pleasure. You can become involved by being on committees, participating in Wednesday playdays, monthly scrambles and tournaments, Saturday playdays for working women and the Christmas social at the end of the year. You will also receive a directory listing the names and addresses of the membership, as well as, a listing of all upcoming activities. WGA

membership dues are $25 with an additional $5 if you participate in the Hole-in-One Pot. Hope everyone will find an interest and join the WGA this year.

Welcome to full swing 2012 at Lake Kiowa. The Angler & Conservation Club Board is working hard planning this year’s schedule. We intend to improve the lake and associated areas through fish stocking, maintenance and beautification projects. We shall also continue a year full of events that involve the community such as Kid Fish at Little Fox, monthly bass tournaments and our fund-raisers. We have seen a little rain, though not a substantial amount. The lake has come up very little at the time of this writing. Please continue to hope and pray for rain to fill the lake. (More than once a day is okay!)

With little to write about this time of year, I would like to give you all a little insight into winter fishing on Lake Kiowa. As you all know, there has been little-to-no winter this season. Looking back at late December and the beginning of January, we experience many days with temperatures in the mid to high 60’s and even 70’s. In my experience, days similar to these can produce good numbers of fish. What you want to look for is a series of warming days. When you see a warming trend with upwards of four day plus of sunshine, the shallow water tends to begin warming. This

is especially true in areas with rocks or rocky shorelines. I was out during the afternoon on New Year’s Eve with temperatures pushing 70 degrees. My fishing with a shallow diving crank bait and dragging it across the bottom was getting the attention of the fish. I caught around 30 fish, a mix of black bass and sand bass. I spoke with several other boating and bank fishing folks as well and all were catching. Some soft plastic bait as well as live bait was also catching fish. What a great day on which to end the year! I know none of us have cabin fever yet, but get out and enjoy the sunny warm days anyway. Maybe even try fishing as it could pay off. Remember to fish shallow water around about a foot to two feet deep.

I would also like to mention that winter is the time to clean, repair and ready your fishing equipment for next season. This includes changing your line, something that should be done once a year at a minimum. If your line has coils in it after casting, it is time to change the line. When spring comes and the fish turn on, it is time to fish and enjoy. Nothing ruins a day out when equipment fails or does not function as it is intended. What about the one that got away because the line broke? A little maintenance on inclement days goes a long way when it’s time to fish.

Lake Kiowa Fishing LimitsBob Lusk, Fisheries Biologist and Lake Management Consultant, made the

following fishing limit recommendations. These recommendations have been given careful consideration to keep a thriving ecological habitat for Lake Kiowa. The Angler and Conservation Club has fully endorsed the following fishing guidelines for Lake Kiowa:Rainbow Trout: 5 Per Day, Per PersonBlack Bass: Keep Black Bass between 10-15 inches; 5 Per Day, Per Person. Release all other Black Bass under 10 inches and over 15 inches.Crappie: Keep over 10 inches; 10 Per Day, Per Person. Release all under 10 inches.White Bass: Otherwise known as Sand Bass. No Limit. Remove all you can.Perch: No Limit.Channel Catfish: Keep fish over 14 inches; No Limit. Release all under 14 inches.Drum: No Limit. Remove any caught from lake.Carp: No Limit. Remove any caught from lake.

TROT AND JUG LINES ARE NOT PERMITTEDDock owners are encouraged to provide cover for the fish under your docks.

Make sure the trees are securely anchored not to interfere with boat traffic. Feed the fish! Dry dog food or pellets especially made for the fish are readily available at feed stores. For questions, feel free to contact Mike Bitsche for specifics.

RULES FOR LAKE BLACK BASS RECORD PROGRAM1. Black Bass must be caught from Lake Kiowa2. Black Bass must be caught on artificial bait3. Black Bass must be weighed on official LKACC scales4. Black Bass must be measured by hard measuring rule5. Black Bass must be photographed6. Black Bass must be witnessed by at least one of the established members listed with

security7. Black Bass must be witnessed, released alive in Lake Kiowa or transferred to the

ShareLunker Program8. Black Bass records shall be effective from October 1 through September 309. Each Black Bass record caught within each time frame will be given a $100 prize from

the LKACC10. One Black Bass replica shall be awarded for that year’s largest record Black Bass11. Each replica shall hang on the wall in the 19th-Hole at the Lodge until a new record is

established, at which time the defeated replica shall be returned to the owner12. If the record is not broken each year the latest record shall remain in place until

defeated13. Each year that a new record is not established, the $100 prize shall roll over to the next

year. (Example - no new record for 5 years, prize pot would be $500) The cumulative pot shall not exceed $1,000 at any time

14. If the record is broken at any time, the next prize awarded will return to $100

MGA Golf

Meeting called to order at 9:05 a.m. by Gerald Smith, President. There was a quorum present for the meeting. Present: Gerald Smith, Joe Dressel, Eddie Woodruff, D. Noble, Jay Titus, R. J. Stoup, Gary O’Dell and Gary James. Absent: Bobby Andrews, Ted Grant, Brown McCrory and Dennis Tocquigny.

Golf Course report: In Mr. Tocquigny’s absence, his report was provided by Gerald Smith. We will be on cart path only through February. Handicap flags will be issued by Brown in the Pro Shop and based on the need of the requesting player. We will begin to utilize new scorecards in the next month or so. Also, the new trees have been planted on the golf course.

New Business: There were 10 holes-in-one made in 2011 and only 9 of those were in the hole-in-one club. Monies and plaques will be presented to the winners at the Saturday, Jan. 14 playday. The Dream Team will be announced that same day. Ties were decided based on number of events participated in. Discussion was held as to criteria needed to decide ties in the future.

Financial report: Jay Titus reported that we are currently financially sound and that all bills have been paid. It was reported to him that we have a credit with the Lodge and he will be looking into this matter. Monies from 2011 have been pledged to projects around the course and are in the process of being paid out.

Tournament report: Eddie Woodruff passed around a schedule for the upcoming year showing all tournaments for the year. This list will

be submitted to the POA board for approval. There was also a separate list of just MGA events presented. There was a discussion of possibly moving the date of the Beautification Tournament. Refreshments (drinks and popcorn) will be provided to players in the 19th Hole at the end of the January playday.

Membership: For the 2012 season we currently have 308 signed up; 191 of those are also in the hole-in-one pool. And, we have 11 brand new members.

Projects: Joe Dressel presented a proposal regarding the renovation and landscaping of the area between holes #13 and #17. This project is strongly supported by Dennis as it will improve the look of the area, bring much needed landscaping to this part of the course and provide a concrete area that is much needed for a turn-around by Security and other vehicles near the rest room. After much discussion, a motion was made by Jay Titus and seconded by Eddie Woodruff to approve funds not to exceed $9500 for the new flowerbed and concrete area between holes #13 and #17. The motion passed. The MGA will work closely with Dennis to ensure that monies are spent appropriately for this project. Also, Joe will be soliciting individuals interested in filling fairway divots on the golf course. You may choose a specific hole on the golf course that you want to care for over the next few months.

The resurgence in incidents of vandalism alluded to in the last month’s report continued through the end of the year and into the first week of 2012. The most serious of these incidents occurred at the north end of the community where 28 mailboxes, several Christmas displays and the #5 Green were found to have been damaged during the early morning hours of Dec. 23. Security personnel were able to quickly follow leads provided by Golf Course employees and by early afternoon, suspects had been identified and their confessions elicited by Cooke County deputies. A citation has been issued for Damage to Property and full restitution will be provided to the POA and any private party sustaining damage during this episode. During the last week of December, three other minor individual acts of criminal mischief were noted and on January 7, 2012, markers on Holes #8 and #10 were damaged and the flag was taken from #9 Green.

Lake Kiowa comes behind no other

community in the celebration of the Christmas and New Year’s holidays and this year was no exception. But even with the movement of many invited guests about the property, there were few traffic infractions to report. Security patrol performed five traffic stops, three of those for speeding, and a citation was issued to a golf cart operator who chose to enter Lake Kiowa at the exit in spite of instructions to the contrary. Four motorists were given assistance and two vehicle alarm activations elicited a Security response. In other activity of note, Security personnel apprehended a gate runner, removed an illegal sign, responded to a 9-1-1 hang-up and cited two youths for setting off fireworks on New Year’s Eve. Contact was initiated with golfers playing on a day when the course was closed and with kids playing on the dam. Response was also indicated to three business alarms and a suspicious person.

Animal Control Officers chased 10 stray dogs and 3 cows, but rejoiced at the fact that there were only 5 varmint calls. Two barking dog complaints were received and a dog bite incident was investigated. As of this writing, the offending animal is in quarantine and a Vicious Animal citation has been issued to the owner. The run sheets for fifteen LKVFD emergencies were processed by Guardhouse personnel and Security patrol escorted ambulances to Kiowa residences on 5 occasions.

SECURITY REpoRT December 16, 2011 – January 11, 2012

pUBLIC WORKsA little over 2 inches of rain has

been recorded at the maintenance facility since the first of the year. There has been some runoff, but not enough to make much change in the lake elevation levels. The Department has requested that the Spring Clean-up be scheduled for March 29, 30 and 31.

LAKES AND PARKSSilt clean-out at the number 3

water crossing has been done. With the drying of the material, it will be re-leveled to match existing grades. Water is being pumped out of the number 2 water crossing to enhance silt removal at that location. When work is completed there, removal will begin at the number 1 crossing.

ROADS AND BRIDGESigns have been made to inform the

public any time the East Gate may be closed. One sign will be on the south side of the road just before the Lake Kiowa entrance for those approaching from the west. One sign will be located on the north side of the road before County Road 211 for those approaching from the east. The signs will only be put up by Security at times the East Gate entrance is closed.

Golf Course Update1. We finished planting the new trees and are nearly finished fixing the damage

from the heavy equipment. You will notice some of the trees are wrapped; this wrapping is to protect the trees from golf balls. These newly planted trees are very susceptible to damage from impacts such as golf balls, especially while they are still dormant. Please try to avoid hitting the trees while golfing.

2. Cart traffic is now limited to paths only, at least until the end of February depending on the severity of our winter.

3. Monday and Tuesday we had a rainfall that totaled nearly two inches. Thank you very much for your patience with the course being closed on Tuesday. On these heavy rain days, it is very beneficial for the course to be closed to leave enough time for the soil to efficiently soak in the rain.

Work continues on removal of silt from our low water crossings. Silt has been removed from low water crossing #3 and spread out to dry nearby. This area will be leveled and finished off soon. The contractor now is hard at work pumping the water from the settling bed at low water crossing #2 as illustrated here. Due to the surrounding trees, silt removal will be a bit more complicated than was the case with low water crossing #3. Low water crossing #1 will be addressed after work is completed here.

2 I am not qualified to elaborate on the issue of disaster plans;

however, my understanding is that the county fire marshal and Lake Kiowa have plans in place. There could be a number of ways of assuring notification through emails, etc.

3 I think a good way to keep our lake healthy other than regular

testing would be to deepen the coves. While the lake is low we could dam the cove areas, pump them dry and make them deeper. This would also help residents get their boats out. I do understand there are guidelines to follow. I believe making the coves deeper would dramatically improve property values.

4 Conflict of interest is a situation that has the potential

to undermine the impartiality of a person. I would simply recuse from the situation and try to avoid it entirely.

5 If I were elected I would adhere to the present Covenants

and by-laws. My decisions would be based on the Covenants and By-laws. If I did see a benefit to improving Lake Kiowa I would consider changes.

6 My vision for Lake Kiowa would be to stay the same

warm, friendly community it has always been. I would like to see Lake Kiowa reach its full potential one-day without changing its ancestry. Top priority goals of mine would be improving lake conditions, finding a site for boats, boat trailers, etc. to improve the estitics of Lake Kiowa. I would help to keep Lake Kiowa financial sound. I want to give back to the community I love.

2 Lake Kiowa is currently covered by a comprehensive Cooke County Emergency Management Plan developed by Mr. Ray Fletcher, Cooke

County Emergency Management Coordinator. This is a detailed plan that covers all manner of emergencies in the County and meets all state requirements for such a plan. This plan is available for anyone to review at the POA offices or at the County Office of Emergency Management.

In addition to this plan I believe that a plan needs to be developed strictly for Lake Kiowa that fits within the County plan. Ours should primarily deal with how our staff will communicate with Lake Kiowa residents in the event of an emergency and how we will coordinate with the County and State to provide emergency services.

Once this plan is developed it should be shared in a series of open meetings, through the CommuniQué, and on the Lake Kiowa Website.

3 I would continue to work with our Marine Biologist, our Angler and Conservation Club, the Lakes and Parks committee, and our Public

Works Department to assure the health of our lake. This is currently being done and the Board’s job going forward should be to allow these groups to function and provide the resources necessary for these groups to do their jobs.

4 A conflict of interest is a real or perceived conflict arising from a situation where a Board member would be involved in a decision that

could personally benefit that Board member. If a Board member thinks there may be a conflict it should be discussed with the Board President and the member should recuse himself / herself from the discussion and the vote on the issue. If a Board member feels there is a conflict of interest on the part of another Board member then the issue should be brought to the attention of the Board President.

5 I believe that Board Members have two primary functions: to adhere to the Covenants and Bylaws and to act in a financially responsible

manner for the community.The Covenants and Bylaws are our governing documents and must be

followed. Over time situations can evolve where the governing documents are not strictly adhered to and precedents get set that may be in conflict with covenants and bylaws. I also think that committees tend to evolve and often assume more power and / or responsibility than originally granted to them.

Frequent studies should be made to ensure that the Bylaws and Covenants are in agreement with each other and that the appropriate actions are taken to resolve conflicts within the documents and that the various committees are operating within their charter.

6 Lake Kiowa has assets, amenities, and facilities that need to be maintained and improved. The Board’s primary function should be

to protect those assets, amenities, and facilities and provide the pathway to develop the necessary funding to insure the continued improvement of Lake Kiowa. As a Board member I would work to develop a plan to build reserve funds, similar to the ARRF Fund, to provide for the maintenance, improvement, and / or replacement of our major assets not covered under ARRF.

2 We have an Emergency Management Coordinator, Ray Fletcher, in Cooke County who has the ability to work with 11 fire departments

in the county in addition to reaching outside the county if required. I would encourage all residents to review the website www.texasprepares.org for information on disaster planning. We should all have an individual plan on what steps would be followed in case of wildfire or weather threat. We should also include how we could help our neighbors if needed. I would note we now do a much better job of removing leaves and debris from the golf course and would urge residents to do the same around their homes.

3 Our most current asset replacement plan contemplates spending over $13 million over the next twenty years with $4.7 going toward

Golf Course, $2.9 on Roads, $2.4 on the Lodge contents, $1.4 on the Lake, with the balance spread between Parks, Public Works, Central Garage, Security and POA Office. Lake projects include sea walls, rip-rap rock, drainage structures, weed and algae control, fish replacement and signs. If there are items not being considered I would expect the board to investigate and remedy if needed.

4 The current Conflict of Interest policy was drafted by me during my last year on the board in 2005 and approved by the next board. While

it describes a process for dealing with conflict, we more importantly need to have people serving who know that the interests of all are superior to their own desires. Additionally once board action is voted on the group must stand in support of the action taken.

5 Covenants, bylaws, prior board resolutions and government laws are the legal basis for our operation and must be followed. Any

document from time to time may have an ambiguity or interpretation which must be resolved in a reasonable manner. For instance we have a problem with Sections V and XI of our Covenants where the reference to the Kiowa Homeowners Water Supply Corporation omits the word “Assign”. When the Water Company converts to a Special Utility District their name will change but no reasonable person should conclude that this part of our Covenants would become void.

6 I feel fortunate to look back and note that Kiowa has progressed from being barely able to make payroll to reaching financial stability. I

think we should keep that effort moving forward and plan for future capital improvements or replacement. We should be thinking and planning for water needs in the face of further drought, and possible recycled water for landscape use. We need to keep our lake healthy and our properties attractive to members and visitors. These visions will take time and mutual effort if they are to be attained and I hope the residents of Lake Kiowa feel they are worth pursuing. I ask for your support in this election to help complete these goals if you support such a vision.

2 There needs to be a communication strategy to distribute the Emergency Plan to all Lake Kiowa Residents whether this is

through a mass mailing from the POA or “Town Hall” type meetings with representatives from Lake Kiowa, Cooke County and the state to present all pertinent information. Cooke County Emergency Management has a website to register for “Code Red” telephone notification which you will receive during emergency situations. Go to www.co.cooke.tx.us and follow the easy instructions to register. Regarding the Lake Kiowa Fire Department solicitation of the yearly $75 donation, if more than the usual low percentage of residents donated, the Fire Department could possibly expand and provide even better protection.

3 Part of the beauty of Lake Kiowa community is the lake and there is reason to be concerned about its health. Three weirs (dams/barricades)

have been added to control the amount of silt that enters the lake. I consulted local experts and the Long Range Plan to educate myself on this topic. There is an established maintenance plan to empty and inspect these weirs and ensure they are in proper working order. According to the Lake Kiowa Marine Biologist, “good” vegetation and fish are being introduced to the lake that will improve the environment and the fish population. If elected to the Board I will follow these issues to ensure they are accomplished.

4 The Conflict of Interest guidelines, defined in Paragraph 1.6 through 1.6.3 in the Board of Governance Policy, are applicable and should

be followed by all board members. A conflict of Interest arises whenever the personal or professional interest of a board member is potentially at odds with the best interest of the organization. If I learned of any conflict of interest I would recommend to the conflicted member to recuse themselves from any decision-making issue. I would follow the same standard.

5 These documents are well established and the guiding force behind keeping Lake Kiowa a prosperous community. If elected, my decisions

and actions will be based on these documents plus my individual judgment. I will voice my concerns and opinions if a covenant or by-law needs to be reviewed or updated. There are periodical renewals and changes to these documents and the covenants are in full force until January 1, 2013.

6 Being elected to the POA Board of Directors would be an honor and privilege. I would try to maintain the highest level of community

service established by the former board members, which is a daunting task. One of my goals would be to set in motion some form of Youth Council to learn the likes and dislikes of Lake Kiowa children. This council would certainly require serious parent participation in conjunction with assisting the youth to establish their goals and objectives. It could be as easy as pizza and movie nights or as formal as a committee within the LKPOA. My vision for Lake Kiowa is to continue on the current path set down by past members to provide a safe, growing and prosperous community.

2 I am in favor of progress on each of these issues, but feel that we need to continue our

effort to keep Kiowa as safe as possible from these elements. I would support continued efforts to eliminate unwanted clutter, trash, dead trees, limbs as a possible source of fire. Encourage modern methods to evacuate the residents in event of an emergency. Have security trained, equipped to alert, lead, and implement emergency needs. Alert residents of impending perils. Continue use of siren, radio contact, web site for warnings and education information. It is possible to have a volunteer emergency team in addition to fire and medical emergencies.

3 Keep the lake natural as possible, but continued use of biologist to evaluate the

condition of the lake for all uses. We need to be alert to possible invasion of contamination from guest birds or migration of infected shell fish. The silt removal is a good thing to be continued, and may be expanded. Continued improvement of public docks, beaches and other common areas used on the lake. Continue to monitor and maintain the dam. It may be possible to designate selected coves as sport fishing and restrict aggressive activity in boating in that area. We need to spend proportionally on the value of the asset, need, circumstance based on the background and history of the asset requirement.

4 Conflict of interest would be where an elected person had ulterior motives for self gain and

improvement from ones elected position. One needs to recuse himself from all hearings, discussion, and vote on such issues. If there are repeating occasions, that person needs to be removed from the temptation.

5 The covenants and by-laws are the legal rules to follow. They should be monitored with all

decisions, and try to resolve conflicts between them. Hopefully any differences in them can be eliminated. I will support adherence to them.

6 My vision for Kiowa is to evaluate each major asset and try to show financial responsibility to

each one in maintenance, repair, or replacement. To continue as past boards have done to find fresh ideas to add to the beauty and enjoyment of the area. I have no agenda for specific items. Continue to make the area a retreat, family community, with attention to being modern with our equipment to do the job in the office, security, and maintenance of the community.

2 I have done a little research on local area emergency plans. I checked Cooke County and

looked at the Cooke County Emergency plan. I found no useful information as regards Lake Kiowa. I then checked with FEMA and was referred back to Cooke County. A proposal was presented to the board last summer by the Communications Committee to implement a local alert process. Their presentation was not well received. An article was written and printed in the CommuniQué this past September. This article outlines services available to individuals on telephones both at home and on cell phones. These alerts mostly cover weather events. Cooke County Code Red Program offers alerts to individuals that are not weather related events. Today, I believe that the emergency notification process in place today is in need of wider parameters. I am open to any logical process that will serve our community.

3 Recognizing that we have a marine biologist on retainer, I believe that in conjunction with the Lakes

and Parks Committee as well as the Anglers Club, we have sufficiently qualified and interested people to provide the board as well as the community as a whole the information that bears immediate attention. Matters concerning the lake that are on the forefront of public information include but are not limited to blue algae and zebra mussels. The process in place of inserting vegetation and feeder fish and yearly monitoring is well worth sustaining and growing if necessary. Recent projects that I deem valuable include upgrades to the beaches, addition of the covered fishing barge and silt removal.

4 A conflict of interest exists when there is a conflict between the public and private interests of somebody

in an official position. In my own particular situation, it is well known that I am affiliated with the Lake Kiowa Men’s Golf Association. I am a past president and current Treasurer of the MGA. Should an event occur where the interests of the golfing community are potentially in conflict with the community at large, I would provide my opinion or information as requested or required and if necessary abstain from voting on the issue. The oath of office for elected board members states “Immediately declare any personal conflict of interest that may come to my attention.” All issues concerning Conflict of Interest can be found on the LKPOA Web site, Specifically the Board of Directors Governance Policy dated May 16, 2005.

2 An emergency plan is a necessity, but such planning primarily addresses the actions of first

responders and not necessarily the actions individuals need to take. However, virtually every plan has recommendations for individuals such as having an emergency supply of food and water as well as planning for an evacuation or a long-term loss of essential services. A disaster-planning specialist should develop any plan for Lake Kiowa in cooperation with Cooke County and surrounding communities. That plan should contain recommendations for any necessary upgrades to our warning and communications systems. I think one of the most important parts of any plan is insuring our first responders have the tools and equipment necessary to do their jobs. Our volunteer fire department needs improved support from the community—only 45% of our residents made annual donations to the fire department in 2011. Most of all, our security department needs a safe and secure building with adequate communication to not only coordinate disaster response but also keep our residents informed during any type of emergency. To insure residents are informed of the plan, I would publish a booklet or pamphlet for every resident that provides an overview of how our disaster plan works and describes specific actions individuals should take to be prepared for any disaster.

3 First is the realization that any golf course by its very nature is expensive to maintain and operate.

Comparing the golf course to the lake in terms of money spent is an apples and oranges comparison and what we really need to look at is what we are doing. We have a very active Lake and Parks Committee, an involved Angler Conservation Club and a concerned Board of Directors who all keep a watchful eye on our lake’s health and that of our fishery. This past year we completed a siltation study that showed our silt levels to be comparable to what they were in 1996 and we are currently cleaning out our silt traps. We perform regular biological surveys to determine fish populations and health and the Angler and Conservation Club routinely makes improvements to our fish habitat. We possess a waiver to the Endangered Species Act that allows us to control the Cormorant population. During last summer’s record heat we contracted for specialized satellite imagery that showed we did not have the blue green algae problem that effectively closed Lake Texoma to recreation. Lake and Parks is working on informational signage and strategies to combat zebra mussels and giant salvinia weeds while security keeps a watchful eye on boats entering the community for signs of contamination. The last water

5 The Covenants and by-Laws are a cornerstone of our

community. They are what we agree to live by at Lake Kiowa. We as property owners sign a document that we agree to abide by these documents. In the past two years I have served on the Rules Enforcement Committee. In February of 2011, I became the chair of that committee. While sometimes the duties to enforce those rules may be difficult, it is necessary. We as a community, have all the rights as any citizen in any city or town. If you don’t like something you have the right to start the process for change.

6 My vision for Lake Kiowa is to maintain and improve the

infrastructure of our community. That would include safeguarding our current amenities specifically the lake and our golf course. If the community is surveyed for their wishes, I will ensure that the results reflect the wishes of the community in order of their preference. I do not support spending money on projects that do not add value and utility to the community. My only personal agenda concerns the safety of our community. As the current chair of the Rules Enforcement Committee, I see first- hand, incidents that give me pause for concern. For example means of egress both authorized or unauthorized. Methodology in the issuance of citations is a concern as well as our information transfer to local and federal branches of law enforcement. I believe that a board member is a guardian and I will do my utmost to fulfill the duties and responsibilities as regards the Covenants and By-laws with an honest and open mind.

Short of the actions already being taken, I’m not sure what else we need to do, but I’m certain there are other things we can do. I would recommend forwarding any specific concerns or suggestions you have for further lake improvements to the Board through the Lake and Parks Committee.

4 I believe a conflict of interest exists when any individual in an official capacity has an opportunity

to exploit their position for personal gain. If confronted with a conflict of interest, I would recuse myself from any discussion or decision on the matter. If I thought a fellow Board member had a conflict of interest, I would ask that they recuse themselves from any discussion or decision.

5 I’m a firm believer in both the Covenants which protect our property and the By-Laws, which govern

the operation of the POA. The Board must operate under the provisions of both without exception. I believe that every decision and action the Board makes should be vetted against the Covenants and By-Laws before being implemented.

6 My vision for Lake Kiowa is to preserve and build on our reputation as the finest gated community anywhere.

We face significant challenges as we work through difficult economic times and changing demographics. I believe our future is bright and I’d like to be a part of shaping it. My goals for Lake Kiowa are as follows:

1. Complete top to bottom review of our Covenants, By-Laws and Rules to insure they are compatible with one another and to eliminate inconsistencies, duplication and conflicts while clarifying and improving them where necessary.

2. In conjunction with developing a disaster preparedness plan, build a safe and secure facility for our security department from which they can effectively direct disaster response and keep the community informed.

3. Develop specific plans for our Capital Development Replacement Fund and the Capital Asset Requisition Fund.

4. Make the Long Range Plan a more workable document through specific details regarding desired projects, priorities, timelines and budgets.

2012 - 2017 LONG RANGE PLANNING SUMMARYDuring its January 2, 2012 meeting,

the LKPOA Board of Directors adopted recommendations from the Long-Range Planning Committee as the Association’s long range forecast. We publish the summary below in compliance with Bylaw 7.03 (below): 7.03 [p] To prepare a long range forecast (at least a five (5) year projection) listing the anticipated or probable needs and priorities for those needs for the future well being of Lake Kiowa. The forecast should be updated annually and a summary published in the Association publication.

RECOMMEnDaTIOns

LAKE AND DAMIn 2010 the Board set in motion

professional reviews of our lake and dam to determine the silt build-up, adequacy of our silt weirs and soundness of our bridges and dam. We’ve found our dam to be in excellent condition; bridges have been inspected and repaired; our 3 silt weirs are collecting substantial silt and will be cleaned and inspected in 2011/2012 along with a maintenance plan developed to keep them functioning properly; the silt study is still being reviewed and preliminary results show only moderate changes in the depth of silt in the coves around our lake (compared to a similar survey conducted in 1996). The Board will consider what future actions may be needed to keep our lake in a healthy condition.

Local lakes are contaminated with

Zebra Mussels, various algae’s and Giant Salvinia (weed) as well as chemical contaminates. In 2011, we are working with our Marine Biologist and the Lake and Parks Committee and are developing educational signage and strategies that will help protect our lake environment. At the same time we’re following the biologist’s recommendations by adding “good” vegetation and various types of fish that will improve the habitat and fish populations.

In 2010 we refurbished the main boat launch area and believe that the Quanah Cove boat launch should be revamped by paving, widening and extending the land portion of the ramp. This project could coincide with the next major road improvement project.

Our insurance expert has been searching for companies that can offer a comprehensive insurance policy for the replacement of the dam in case of a catastrophe. His latest report to the Board showed little interest from insurance companies and those that did make an offer were heavy with exceptions and the premiums were considered high. We’re continuing to look for an affordable solution to purchase comprehensive insurance for our dam. We currently have liability insurance to cover damage to properties if the dam were to fail.

ROADS AND ENTRANCERoads – We are continuing to repair

and in some cases replace the topping on our existing roads. Our road base is now several decades old and may need to be modernized rather than just maintained. Drainage issues continue to increase as ditches and

culverts fill with silt, landscape and debris. In October 2011 we selected an engineering firm that will help us develop several long range strategies dealing with roads, drainage as well as other topics that would benefit from having a professional engineer as a consultant.

Entrance – The entryway is a signature component and the gateway to the Lake Kiowa community. Our Board determined that a professional plan was needed to rejuvenate the appearance and signage and appointed a committee to assist in this long range undertaking. In November and December the Board reviewed proposals and approved funding to get this project underway in 2012.

Other: Low water crossings continue to be a potential safety problem with no known economically feasible solutions that were favorably received by our membership. The LKPOA and Cooke County have opened a dialog to search for a reasonable solution. Recommend that our professional engineer be consulted about available solutions as the company develops the long range road strategies.

GOLF COURSEIn 2010 our golf course was reopened

after a major renovation of the greens, fairways and tee boxes as well as some minor improvements made to the irrigation system. In early 2011, several new trees were added only to experience unusually hot summer temperatures, dry weather and a severe storm that destroyed dozens of mature trees followed by a record drought requiring water restrictions that stressed the new grass and trees. With

the help of the Kiowa Homeowners Water Supply Corporation we received a temporary permit to use additional water under the Texas Governor’s Drought Contingency Plan. We have applied to the State for a 3 year permit to increase our annual water allotment. Water availability and use should be a top priority before any further expansion to the golfing amenities is considered.

Upgrading the irrigation system to improve watering patterns and increase efficiency is a desired goal and should be implemented over the next 5 years as determined by management. New “water wise” technology such as individual sprinkler head control would allow us to water with greater precision and therefore conserve water. We recommend a prioritized implementation plan that is aimed at conserving water through precise control of our entire irrigation system. Implementation and costs should be spread over the next few years.

Once the trees that were destroyed by the March storm are replaced with insurance funds, replacing trees that are in decline should be an ongoing program over the duration of this planning period.

The concession stand between #4 green and #5 tee needs to be rebuilt or replaced. This would be an excellent project to request assistance from the MGA/WGA.

The policy and purpose of this publication is to inform all residents of events and activities within our community, to report on actions and decisions made by our Lake Kiowa Property Owners Association Board of Directors, and to publish the results of those decisions. Information is important for everyone to know that problems are being worked on and remedies are being sought.

The following items will be accepted for publication: Events and information about Kiowa organizations that are open to all residents; events in our surrounding communities when Kiowa residents may be involved in them; and Items of a per-sonal nature that reflect on the generous character of our residents or a milestone in their lives.

A Letter to the Editor should be less than 350 words in length and will be ac-cepted if it presents a thoughtful and constructive view to an issue that may be controversial within our community. It may be reviewed and verified for factual accuracy by the appropriate authority. The factual clarification will be published along with the letter. The letter should be typed or in legible handwriting, signed by a verifiable resident, and will be published unedited with misspellings indicated when necessary. If handwriting cannot be easily read, it cannot be used. The CommuniQue will not be responsible for misreading a handwritten word. A let-ter may be refused publication if space is limited. court and a new swim platform. The complete 2007 East Beach Park master plan could be completed in the next two years. This plan calls for improvements in the landscaping, a hard surfaced trail that meanders along the perimeter and upgrading of the children’s playground equipment.

Marking the boundaries around our members’ park areas to show where the park property starts and stops is an ongoing project that was started in 2010 by Public Works and will continue gradually until completed.

The RV Park’s supporting restroom/shower facility has been allowed to deteriorate to an unusable level and requires Board direction to repair, remove or replace this facility.

The area commonly known as “trailer hill” is an area set aside to store some styles of trailers. This area is generally full and limits the numbers and types of trailers that can be placed in storage. Recommend that the CM look for a solution to store additional trailers and as a result improve the appearance of the residential community and improve service to our members.

INFORMATION SYSTEMSIn 2010 the Board approved a

systemic long range modernization program completed by the Information Technology Committee. This past year we have built a document safe room where we’ll store important and historic material plus this new space

will house our new server. Backup of data has been changed and we’re now using an offsite backup program.

Within the next two years we will have the main office rewired and will have a new and larger router located in the safe room and computers that are up to date at all locations. Access to our new system will be available from the lodge and the guard house making our data more accessible, accurate and current with the modern technology. Security is replacing 5 old, independent programs with one data base capable of tracking and storing data faster and with more accuracy. Security has replaced their DVR equipment which will allow more cameras with improved picture quality to be placed in troubled areas.

LODGE AND MAIN PAVILIONLast year’s plan acknowledged that

our 12 year-old lodge would need modernization within the planning period. We suggest that a committee or consultant be tasked with advising the Board on how to begin a 5 – 10 year master planning process. The plan should promote sustainability, grow sales and manage costs in addition to capital improvements that may include a dining patio, changes to accommodate additional services, improved lighting and air conditioning as well as improvements to the labor intensive kitchen, and a review of the pavilion and landscaping in and around the park. The master plan would be a long range solution.

GENERAL IMPROVEMENTSOperating procedures are spread out

in several forms (policy statements, Board minutes, resolutions, and manuals) and many directives may be in need of updating; examples may be our personnel and human resources procedures, information protection, maintenance schedules, contracting and other processes. Recommended is a 2012/2013 review and upgrade of these documents and procedures by a consultant, the LKPOA or various committees. End result would be an operations manual.

Our main security facility (guard house) is an extremely important resource and is often seen as the brain center that monitors, provides control and security to our community. The small building at our entrance is not built to withstand strong storms nor is it technologically capable of monitoring us for the future. It is recommended that we begin the planning phase of constructing a modern, storm-worthy facility for these functions.

As our community and several homes get older, the need for more compliance monitoring is needed to keep our property in good repair. We recommend that the Community Manager consider this need and return to the Board with his action plan on how to strengthen property and compliance monitoring for the long range goal of keeping Kiowa beautiful.

Lake Kiowa has emergency procedures coordinated with

the Cooke County Emergency Management Coordinator. We suggest that these plans be reviewed with key personnel and community leaders and the plans expanded to include disaster and wildfire planning that will involve working with the Texas Forest Service. Key community organizations and leaders need to be trained on the emergency plans, CPR and how to use the defibrillator located in the lodge.

Reserve funds for the replacement of existing assets with a life expectancy of 20 years or less and for future capital development are properly working as envisioned. Our Association should consider setting funds aside for the eventual replacement of large capital assets with more than a 20 year life expectancy (buildings) and major components of those assets that wear out faster than the structure, such as roofs and windows. Our association can minimize—if not eliminate—the need for special assessments by maintaining adequate reserves. Reserve funds are not an extra expense – they just spread out the expenses more evenly and in the long run can contribute to the rise of property values. Such funds reduce the likelihood of needing a special assessment or borrowing. Including assets with life expectancies of 20 years and greater in ARRF or creating another reserve account to accumulate funds for the replacement of these assets is recommended.

Call to Order: President Jim Mead called the meeting to order at 6:05 p.m. All board members were present. Community Manager, Randy Schmaltz was not in attendance.

Establish a Quorum: A quorum was established.

Approve Minutes: Jim Lewis made a motion to accept the December 5, 2011 minutes as written. Bill Morris

seconded the motion. Kelley Stewart and Lou Vander Molen abstained. All others were in favor. The motion carried.

Budget Review: Brent Reed gave a review of the financial statements. The Golf Course department was $25,893 over budget in expenses for the month of November. The bulk of the overage was due to a 2010 water bill that was received in November. This bill was unforeseen by the budget because it is a past year’s expense. Brent does not know why we are receiving a 2010 bill so late in the year. He will follow

up with Randy and Sherry and report back at the January 2, 2012 meeting. The other notable overage for the Golf Course was in labor; November had five pay periods, instead of the usual four, and was not properly accounted for in the budget. Lodge sales were down as were lodge expenses.

Architectural Hand Book: Don Thacker made a motion to approve the seven changes to the Architectural Control Handbook that were proposed by the Architectural Control Committee. La Vonne Jucha seconded. All were in favor. The motion carried.

Long Range Planning: Corky Cohoon presented the 2012-2017 Long Range Planning and Strategic Planning Recommendations on behalf of the Long Range Planning Committee. Corky asked the board to review the plan and be prepared for discussion at the January 2, 2012 meeting in anticipation of a motion to accept the recommendations at that meeting.

Election Committee Election Judge: Jim Mead presented the board with Election Committee Chairman Dennis Horvath’s recommendation to place Donna Marfice as the Election Judge. La Vonne Jucha made a motion to select Donna Marfice as the Election Judge. Don Thacker seconded. All were in favor. The motion carried.

The board recessed at 6:58 p.m. and reconvened in the Assembly Room at 7:05 p.m. President Jim Mead called the meeting to order and led the Pledge of Allegiance. There were no new attendees.

Treasurer’s Report: Brent Reed gave the Treasurer’s Report. Brent echoed the Golf Course department’s expense overage discussed during the 6 p.m. meeting, noted previously in these minutes. Green fee income exceeded the budget for the first time this year. Income from building permits was also better than budget in November. Overall, November’s net revenue was $34,438 under budget. LKPOA net revenue for the first five months of the fiscal year, however, is $53,387.17 ahead of the budget. Cash on hand at the end of November was $1,821,195.

Department Reports: Don Hoover read the department reports in Randy’s absence. Highlights are noted below.

Public Works - Recent rains are slowing projects. The silt pond clearing project will continue as soon as possible. The lake elevation is now at 697.4 feet, which is 2.6 feet below normal. Trees affected by the drought and storms continued to be cleaned up or removed. The Water Department is re-leveling some of the road patches it laid. Drainage issues are being attended to around the lake.

Golf Course - Approximately two-thirds of the new trees have been planted with minimal damage to the golf course. Repairs will be made during the winter. Depending on winter weather conditions, cart path traffic will likely be limited to cart paths only beginning in January and continuing through the end of February at least.

President Mead pointed out an oversight regarding the furniture acquisition reported on December 19, 2011. In compliance with Bylaw 8.07 La Vonne Jucha made a motion that the Board approves the purchase of used office furniture from Brent Reed for $1,000. Don Thacker seconded the motion. All were in favor and the motion passed.

Long Range Planning: As Chair of the Long Range Planning Committee, Corky Cohoon inquired if any Board member had questions or comments on the plan which was formally presented at the December 19th meeting. Since there were no questions or comments Corky Cohoon made a motion to accept the 2012 – 2017 planning recommendations from the LRPC as the Board’s long range forecast. Jim Lewis seconded. All were in favor and the motion passed. Corky will insure that the CommuniQué staff receives a copy for publication.

Manager’s Report: Randy Schmaltz• DeVoltAudit Engagement Letter

Proposal. This firm has provided the audit of the balance sheet of the Lake Kiowa POA in its entirety for the past several years. La Vonne Jucha made a motion to engage DeVolt and Company, P.C. according to their letter dated December 2, 2011 regarding the 2012 Audit Engagement Proposal for Lake Kiowa Property Owner’s Association. Brent Reed seconded. All were in favor and the motion passed.

• Amendments to Lake KiowaBoating Rules. During 2011 there were changes to the Texas Parks and

Wildlife Water Safety Act. A copy of the complete list of changes as well as specific rules affecting Lake Kiowa is attached. The Board chose to incorporate the appropriate rules into Lake Kiowa “boating rules” even though our lake is not governed by Texas Parks & Wildlife. Don Thacker made a motion to approve the Boating Rules Revisions for Lake Kiowa which were effective June 17, 2001 through January 1, 2012. Jim Lewis seconded the motion, all were in favor; the motion passed.

• Sediment Study: The LimitedSediment Thickness Study report dated October 17, 2011 was discussed. This study did not include the deep area of the lake. Only the coves were included. Sediment thickness and sediment accumulation patterns noted from the current study appear to be consistent with the 1996 study.

Ongoing the silt basins will be monitored and periodically cleaned out.

• Fall Clean-Up Results: The“clean-up” resulted in 9 x 30YD loads of refuge being hauled off site.. The cost was $3,690.

At 6:35 p.m. Brent Reed made a motion to enter Executive Session. Jim Lewis seconded with the motion passing. At 7:05 p.m. La Vonne made a motion to exit Executive Session. Jim Lewis seconded with the motion carrying.

The Executive Session involved a general discussion about personnel.

parties throughout December. The largest was the North Texas Medical Center with over 240 guests served. Breakfast with Santa welcomed 60 guests. The new winter menu was released in mid-December. The Lodge will end the year with the Friends of the Lodge annual New Year’s Eve celebration.

Security - Three vehicles were stopped for unauthorized entry, three disturbing the peace complaints were reported, and one citation was written for disturbing the peace. Damage to the golf course was reported at the Capp Tripp Toilets, the #8 Tee Box, and the #13, #15, and #17 greens and the putting green. Damage was also reported at the East Beach restrooms, Li’l Fox Pond Restrooms and to houses in the 700 Block of KDW. The incidents appear to be related. As of December 19, one citation has been written for damage to property. Cooke County Sheriff’s Office responded to one domestic disturbance complaint and assisted LKPOA Animal Control Officers with a dog bite incident. The animal was quarantined and the owner was cited.

Jim Mead announced that the next 7 p.m. open board meeting will be held in Southwest Room and continue thereafter, with the exception of quarterly meetings which will be held in the Assembly Room when department managers are present or when expected attendance necessitates a larger room.

The board recessed at 7:20 p.m. and reconvened in the Southwest Room at 7:24 p.m.

Manager’s Report: Don Hoover did not have any information to report on the Sediment Study or Fall Clean-up.

Additional Business: The next scheduled meeting on January 2, 2012 will be held as scheduled. The board offered their appreciation to Carol Hutchinson for the new mailbox at the POA office. The POA purchased used office furniture from Brent Reed for $1,000. The purchase did not require a vote from the board, because it did not exceed $1,000. For transparency, Brent wanted to inform the board of the transaction.

At 7:30 p.m., Brent Reed made a motion to enter Executive Session. Jim Lewis seconded. All were in favor. The board entered Executive Session.

At 8:15 p.m., Brent Reed made a motion to exit Executive Session. Jim Lewis seconded. All were in favor. The board exited Executive Session.

During Executive Session, the board had a discussion regarding the

Front Entrance Beautification Project. No action was required following Executive Session.

CALL TO ORDER: The meeting was held at the Kiowa Homeowners Water Supply Corporation Office and called to order at 9 a.m. by President Maxwell.

WELCOME TO DIRECTORS AND GUESTS: President Maxwell welcomed all the directors. There were two guests, Brenda Fisher and Keith Massey present.

PUBLIC COMMENTS: One guest expressed concern about water shut off due to non-payment of a past due bill by a former tenant and the other commented on the road repairs and condition of the maintenance building.

ESTABLISHMENT OF QUORUM: A quorum was established with all members, except Bill White and Manager Ronny Young present.

APPROVAL OF BOARD MEETING MINUTES: The minutes of the November 16, 2011 meeting were approved on a motion by Jack Thies and a second by John Anselmi. All were in favor.

MANAGERS REPORT: Manager, Ronny Young, reported two new taps, lots 1649 and 632, were installed.

Overtime for Robert was 17 hours and 12.5 for Gary. Ronny reported only one major line repair during the month. Usage at the golf course should be in line with the revised permit by the end of the year and we are caught up on replacing the water in the lake. Ronny also reported the road repairs have been completed and the company has been contacted regarding a couple of locations that have sunk. The lights that are out on the single pedestal tank will be repaired. We are still waiting for the engineer and contractor to respond to our request to look at the low flow at water well #4. Ronny also indicated the auditors are hoping to complete the yearend audit this month.

BOaTInG RULEs REVIsIOns

4.3.7.a - Watercraft RegistrationWatercraft can be operated on Lake

Kiowa on any day and at any time of the day permitted under the Texas Water Safety Act provided they: (1) belong to a property owner or lessee who has completed the Lake Kiowa Boating Safety Course; (2) are registered with the Security Department; (3) display the Lake Kiowa registration decals and (4) display the property owner’s lot number in contrasting three-inch or larger numbers on the aft port and aft starboard sides of all boats and the forward port and forward starboard sides of all PWC’s. Property owners born on or after September 1, 1993 will also have to show proof that they have completed the boater safety course prescribed and approved by the Texas

Parks and Wildlife Department before Lake Kiowa registration decals will be issued. Lake Kiowa registration decals expire on the last day of the year indicated by the decal.

4.3.7.b - Restricted WatercraftUnregistered watercraft or watercraft

belonging to guests are not allowed on the lake at any time.

4.3.7.c - Watercraft Operator Restriction

Any person who is permitted to operate a watercraft pursuant to the Texas Water Safety Act may operate a watercraft on Lake Kiowa provided there is liability insurance on the watercraft being operated. It is prohibited for any person to operate a personal watercraft, a motorboat with a manufacturers horsepower rating over 15 horsepower or a windblown vessel over 14 feet in length unless that person is (1) born before September 1, 1993, (2) at least 13 years of age and has successfully

completed the boater safety course prescribed and approved by the Texas Parks and Wildlife Department, or (3) is accompanied on board by a person 18 years of age or older who can lawfully operate the watercraft. Operators under the age of 18 are also strongly encouraged to complete the Lake Kiowa Boating Safety Course. The Security Department maintains records of compliance with these requirements. Children under 13 are specifically prohibited from operating watercraft unless accompanied on board by a person at least 18 years of age who can lawfully operate the watercraft.

4.3.7.j - Prohibited ActivityNo watercraft may be operated

in a circular course around another watercraft whose occupants are engaged in a water-related activity or around any person swimming.

4.3.7.n - Flotation Device Requirements

A readily accessible US Coast Guard approved wearable personal flotation device must be available for each person on board any watercraft. Additionally, any motor-propelled or wind-powered watercraft at least 16’ in length must have on board a Type IV (throwable) flotation device.

4.3.7.o - Other Flotation Device Requirements

Operators and passengers of personal watercraft and anyone being towed on any device must wear an approved US Coast Guard Type I, II, III, or V personal flotation device.

Texas Hold’em is open to all Lake Kiowa

residents every Wednesday and Friday at 7 p.m. and is free to play. The Texas Hold’em club here at lake Kiowa had an interesting month due to the holidays. We had fewer days of play than most months, but we also had quite a few family and friends from out of town join in a game or two. Our first game for December was counted on Nov. 30 so we could keep up the number of games in the monthly scores. That night Frank Amthor managed to take first place with ease.

On Dec. 14 we had our final table seated by 9:35 p.m. Thirty minutes later Ralph House won first place after 12 hands of one-on-one against Frank Amthor.

On Dec. 21 we had a smaller group of only 37 players. We seated the final table at 9:25 p.m. and were down to two players 15 minutes later. Allene Johnson finally took the pot after 20 minutes of one-on-one with Rupert Hoenig.

On Dec. 23 we started off with 27 players at 4 tables with a couple new folks joining in. We had plenty of sweet treats around the tables. The

tables thinned out fast and we seated the last table just after the second break. Billy Woods and Margie Nash were down to one-on-one at about 9:45 p.m. and only went two or three hands before Margie Nash took the last pot. We had quite a few people who stuck around to talk with friends rather than just head for the house.

Dec. 28 saw several new players join us for the first time. We seated the final table at 9:20 p.m. and had Leslie Tomich take first place.

There was quite a good turnout Dec. 30 - 48 players. Tom Brannon took the pot after more than 20 hands of

one-on-one against Jim Lewis.Every month we have prizes for the

top-scoring players and an end-of- the-month (EOM) tournament. This month’s winner was Tom Brannan, with Jim Lewis finishing second.

The top-scoring players for 2011 were Dany Valenzuela (first), B.R. Clements (second) and Marcy Titus (third). Hearty congratulations to each of them.
