Public Hearing

The Terms of Reference issued by Expert Appraisal Committee (EAC) vide F. No. 10-2/2018-

IA-III dated 28th February 2018 and the minutes of meeting for 32nd EAC Meeting dated 4th

July 2018 requires Public Hearing to be conducted and issues raised and commitments made

by the Project Proponent on the same should be included in EIA Report.

Maridi Eco Industries Pvt. Ltd. has approached Karnataka State Pollution Control Board to

conduct Environmental Public Hearing. On consultation with Deputy Commissioner,

Ramanagara, it was decided to conduct the public hearing on 29.10.2018. As per the

requirements of the EIA Notification, KSPCB had issued paper notification on 28.09.2018 in

two leading newspapers of the state; Prajavani (Kannada) and The Hindu (English).

However, in view of by-election to Ramanagara Assembly Constituency, the Deputy

Commissioner Ramanagara had postponed the public hearing and preferred to hold the

public hearing on 19.11.2018. Accordingly notification was issued in the same newspapers

(Prajavani and The Hindu) on 18.10.2018 regarding the postponement of public hearing. A

notification was also issued in leading local newspaper of the District - Ramanagara Varthe

on 26.10.2018. As per the requirements of EIA notification, the copies of draft EIA report,

executive summaries in Kannada and English were displayed at various offices in the District

such as DC Office, Zilla Panchayath Office, DIC, Taluk Office, Kanakapura, Harohalli Village

Panchayat, KSPCB, Regional Office - Ramanagara and Harohalli Industries Association office.

The Public consultation was organized at Project site on 19.11.2018 at 11.00 AM under the

chairmanship of Dr. R. Prashanth, Additional Deputy Commissioner and District Magistrate

Ramanagara District, assisted by Sri. Sadiq Ahmed, Senior Environmental Officer Bangalore

South zone of KSPCB. On behalf of Maridi Eco Industries Pvt. Ltd., Sri. Shrinath M. A. Vice

President, Sri. Chinthan Rajenda, Plant Head and other members were present. Dr. Hemanth

Rajkumar, from Ramky Enviro Services Private Limited (consultant) presented the project

details. People from Harohalli and the nearby villages were present at the public hearing.

devices to meet the emission

standards. Also, the incinerator(s)

shall have continuous emission

monitoring system (CEMS) attached

with access given to pollution

control board.

The proposed Common Hazardous Waste and

Bio-Medical Waste Treatment Facility shall

implement ‘Zero Liquid Discharge (ZLD)’ system

and there will not be any discharge of effluents.

Wastewater generated from vehicle and

container washing, floor washing, air pollution

control devices connected to the incinerators

etc. shall be treated in in-house effluent

treatment plant. The domestic wastewater will

be treated in packaged STP. The treated waste

water shall be continuously recirculated to fulfil

water requirement of APCDs. Storm water

drains shall be provided throughout the facility

and are connected to rain water collection

chamber. The rain water thus collected shall be

used for greenbelt, vehicle washing etc. after

treatment, if necessary.

The main sources of air pollution include

incinerators, DG set and vehicular emissions.

Incinerators shall be equipped with flue gas

treatment system consisting of quencher,

scrubber, bag filters, activated carbon system

etc. along with a minimum stack height of 30 m

that they are affected by

has acquired lands from the

farmers at cheaper rates and

allotted the same to

industrialists thereby affecting

their livelihood and future

not giving employment to local

people expect for some lower

category positions. The higher

level posts are not given to local

Govt has not revised the

guidance value of lands in the

area in order to avoid higher

compensation. He stated that

the local are not benefited from

the formation of industrial area.

Further, they have already

migrant workers in the area.

complaint against Maridi Eco

Industries Pvt Ltd about 3

months back itself. However,

we have not received any reply

from the Department regarding

the action taken on the

complaint. Similarly the paper

factory, tyre factory, biscuits

factory and other units are

causing lot of smell in the area.

Department itself has inspected

the existing Maridi Eco

for its closure. Even after

knowing all these problems, it is

proposed to establish the same

industry in KIADB Industrial

this regard. However, no action

has been taken so far. We

already made public protest

against the existing Maridi

industry. However, the problem

is not solved so far. We can
