ABOUT DEFY COLORADODefy Ventures Colorado is dedicated to providing employment readiness, reentry
preparation, entrepreneurship, and character development to people with criminal
histories. We are “transforming the hustle” of currently and formerly incarcerated men
and women in Colorado. Our 8 month in-prison program, CEO of Your New Life (CEO
YNL), prepares incarcerated entrepreneurs-in-training (EITs) for successful reentry and
life beyond. Defy Colorado classroom sessions highlight weekly mentorship by members
of the local professional community, and facilitate workshops through partners such
as Techstars, Rocky Mountain Micro Finance Institute, and Colorado State University.
Our program kicked-off in December of 2017 at the Colorado State Penitentiary (CSP,
Maximum Security Facility) and the Arkansas Valley Correctional Facility (AVCF, Medium
Security Facility), and we have recently expanded to the La Vista Women’s Correctional
Facility (LVCF, Medium Security Facility).

to recidivate upon release than nonparticipants.
Of the thousands released from Colorado prisons
every year, approximately 54% return to prison
within three years, with many citing barriers to

1. Rose Roy, Board Chair called the virtual meeting to order at 12:03 p.m.
2. Kim Branham the Victim Rights Act Specialist at the Colorado Division of Criminal Justice addressed
the board and provided a brief overview of the Victim Rights Act. She stated that victims have a right
to know the screening process, facility placement, projected release date and when released, any
transfers, and of an offender’s death. Ms. Branham discussed Victim Impact Statements, addressing the
Board, and the importance of treating victims with fairness, dignity, and respect.
3. Attendance: Rose Roy called roll. Absences for current and future meetings were ratified.
4. Minutes: Pat Kelly moved to approve the meeting minutes for July 8, 2020 and the electronic
meeting minutes for July 1, 15, 22, and 29, 2020. Chris Sandrolini seconded the motion. The
motion passed unanimously by roll call vote.
5. Case Review: Rose Roy asked for case discussion. No cases were discussed. Voting procedures were
addressed by Lori Seago. Lori stated that votes can only be cast by those members attending the
meeting; that ballots cannot be submitted or collected until after all victims have been heard and the
agenda item for Case Discussion has been called; and that constitutional principles of due process
require that all voting members have access to the same information before casting their votes.
6. Program Reports:
a. Sean Foster reported for CAE. Mr. Foster reported a decreased facility census of 182 resulting
from reduced Colorado Department of Corrections offender movement due to the pandemic.
He stated that there were 15 escapes, 100 positive drug tests, and several open security and case
management positions; that these increases might be attributed to pandemic impacts,
employment and resident coping skills, increased drug dependency during times of stress and
uncertainty, and the fact that escapes are now misdemeanor (not felony) charges. Board
member Pat Kelly asked about the recent media attention to COVID-19 cases at the facility.
Mr. Foster stated they have a classified outbreak; that they have separated clients into cohorts
and have moved clients to the Cheyenne Mountain Reentry Center (CMRC) facility located
next to CAE; that the organization tested residents and staff on August 5th and plan to test again
on August 13th. He stated that there has been limited movement and passes at this time. He
stated that there has been strong collaboration with the county and his counterparts.

b. Mark Wester reported for CCI. Mr. Wester reported the average facility census at 269 with 56
new admissions and 49 terminations, and that of those terminations, 25 were successful and 24
were unsuccessful. He stated that there were 19 escapes; that positive UAs were 8.6%, down
from a 9.1% positive drug rate in June; that they currently have seven open positions; and that
the client employment rate was 82%, whereas during the previous report month it was 74%.
Mr. Wester stated there were three staff misconduct cases and highlighted that they were due
to internal performance issues and that staff are increasingly being held accountable for their
actions. Mr. Wester reported on continued renovations at Roberts Road, with completion
expected in early October; that renovations will allow for increased capacity at Roberts Road;
that offenders will move from their 3808 facility and that specialized program locations will be
rearranged.
7. Department Reports:
a. Financial Report: Scot Smith reported that at the end of June 2020, which was also the end
of the State Fiscal Year 2020 contract, the jurisdiction’s contract with DCJ was over expended.
ComCor Inc. was 15.6% over expended and CAE was .75% under expended. Mr. Smith stated
that the Division of Criminal Justice will provide additional allocation to cover the over-
expenditure.
b. Unauthorized Absence Report: Scot Smith reported the successful completion rate for
Diversion clients at 47.3% at the end of June 2020 and the unauthorized absence rate for
Diversion clients was 21%. He also reported the successful completion rate for Transition
clients was 62.3% and the unauthorized absence rate for Transition clients was 19.2%.
Board member Kelly asked for potential reasons for the increase in unauthorized absences
(escapes). Mark Wester stated that the majority of escapes happen within the first two weeks
of placement; that having a spouse, girlfriend or close loved one is a factor in escape; that the
recent change in law making unauthorized absences a misdemeanor versus a felony may have
an impact; and that COVID may be a factor, but this would be difficult to assess. Mr. Kelly
stated he would be interested in knowing the escape rates in other jurisdictions and Mr. Wester
stated he will reach out to the coalition. Board member Sandrolini stated that recent escapes
was a factor in his decision-making process. Scot Smith stated there is some research
suggesting that the case manager relationship is a pivot point to help offenders make better
decisions.
c. Staff Report: Scot asked board members for input on the types of training that would be of
interest. Scot read a letter from a grateful citizen for the time and effort Lexi Spadi spent in
helping the citizen understand the process.

The following performance measurements are required of CAE during State Fiscal Year 2021 (July 1, 2020 – June 30, 2021) to demonstrate stability and enhanced customer service: 3 Months
• Develop and implement a plan to provide additional support services for unemployed clients
• Explore opportunities to and if feasible re-establish group programming for resident population

• Majority of staff to complete trauma informed care and/or gender-related training or be scheduled to complete by June 1, 2021.

• Assess if case managers are adequately addressing dynamic criminogenic needs with appropriate referral to services; report assessment to the Community Corrections Board (CCB)

• Explore opportunities for additional programming and services to better serve female residents
• In alignment with the Community Corrections Standards at CD-010: Initial Assessment - have written policies, procedures, and established practices for systematically assessing all incoming clients using qualified staff. This assessment function should occur in the intake process, no more than 10 business days from intake, and assess individual criminal risks, criminogenic needs and responsivity to various intervention strategies. In collaboration with County staff, complete an audit of this process.

Agenda Item Title: Voting Procedure - Offender Placement Review Procedures Agenda Date: September 9, 2020 Agenda Item Number: 9-a Presenter: Scot Smith, Community Outreach Program Manager Information: Endorsement: X Background Information: With COVID-19 challenges, changes have been made to the meeting process, to include holding meetings remotely. This item is to clarify certain voting procedures for the monthly in-person meetings (now being held remotely) and approve insertion into the Offender Placement and Review Procedures, most recently approved by the CCB on February 10, 2020. Votes can only be cast by those members attending the meeting. If an organization has to send a temporary or substitute representative in lieu of the representative that normally attends, only the attending person is allowed to vote; the non-appearing “regular” representative cannot send in a ballot separately or with the substitute. Also, ballots cannot be submitted or collected until after all victims have been heard and the agenda item for Case Discussion has been called. Constitutional principles of due process and the guidance of Robert’s Rules of Order require that all voting members have access to the same information before casting their votes. The proposed change to the Offender Placement Review Procedures is attached. Recommended Motion: Move to approve and adopt the proposed changes to the Community Corrections Board Offender Placement Review Procedures to be effective immediately.
1.0 ELECTRONIC BALLOT CCB VOTING PROCEDURES (ELECTRONIC BALLOTS
USUALLY TAKE PLACE ON THE 1st, 3rd, 4th AND 5th WEDNESDAY)
1.1 Collect electronic ballots from board members.
Ballots to be sent via email, fax, or delivered in-person to the appropriate CCP staff member
by 1:00 p.m. on the date the electronic ballot being voted. Electronic ballots usually take place
on the 1st, 3rd, 4th and 5th Wednesday of each month as applicable.
1.2 CCP staff to tally the received ballots and summarize all votes on to a blank ballot, after 1:00
p.m. on the same day.
1.3 A tie vote constitutes a reject.
1.4 CCP staff to enter the Board’s accept/reject decision and total vote count into each offender’s
file located in the Access database.
1.5 CCP staff to create accept/reject letters and send to the appropriate court division, referring
agency, and accepting provider on the same day.
1.6 For any ballot presented at a weekly meeting other than the monthly in-person meeting, if any
voting Board member would like to table the vote on a particular offender so that discussion
may take place at the in-person meeting, that Board member shall notify the CCP before
12:00 p.m. of the Wednesday that ballots are due. Ballots received on the offender will be
voided and the case will be continued to the next regularly scheduled in-person meeting.
1.7 Any improper influence by outside parties experienced by Board members and/or CCP staff
shall be reported immediately to the Board Chair or the Community Corrections Program
Manager for review.
1.8 CCP staff to send ballot results to the CCB via email on the same day.
2.0 IN-PERSON AND VIRTUAL IN-PERSON CCB VOTING PROCEDURES (IF MEETING
WEEK IS 2ND WEDNESDAY)
2.1 Board to hear from any scheduled victims or victim representatives. Members are invited to
ask questions of the victim or their approved representative.
2.2 Absent or after any questions have been addressed, the victim can be excused or stay if they
prefer.
2.3 Members are asked if there are cases that they wish to discuss.
2.4 Only absent or after such discussion, and all victims or victim representatives have been heard,
will CCB members vote on that week’s ballot.
2.5 Ballot Collecting Procedure
2.5.1 In-Person: CCP staff to collect individual ballots from board members.
2.5.2 Virtual In-Person: Board members to email their ballot to the specified CCP staff
member.
2.6 The CCP staff to record the result of the vote and provide the results to the board, if time allows.
2.6.1 If there is not enough time, an email will be sent to the board providing the results
2.7 Voting results will be reported by total numbers of accept, reject, and abstain votes.
2.8 Any improper influence by outside parties experienced by Board members and/or CCP staff

Memorandum To: All Community Corrections Partners CC: Joe Thome, Director, Division of Criminal Justice From: Katie Ruske, Manager, Office of Community Corrections Re: Resumption of Audits and Evaluations Date: August 12, 2020 Dear Community Corrections Partners, We recognize these times may feel difficult, demanding, and uncertain. Our office is committed to working together during these challenging times to navigate how COVID-19 has impacted the services provided. While work with the 2017 Colorado Community Corrections Standards may be operationalized differently during this unprecedented time, the DCJ/OCC stands committed to assisting providers and boards with the Standards through measurement, feedback, technical assistance, training, and implementation support. While the pandemic continues to persist so does the need for continuous quality improvement and regulation of the Standards. We will work closely with our stakeholders to establish a safe and meaningful continuation of processes with the goal of providing effective and quality services for improved outcomes. Our teams have identified alternative approaches to conducting field work that are conducive to safety procedures, as well as meet state and local guidelines. Alternative practices include many options for virtual/remote auditing. We plan to resume auditing and evaluation of the Standards and will begin with programs that have not yet received a Core Security audit report and/or PACE Profile. With the input of each program, we will establish a safe and effective process for measurement and feedback. Many programs have already received a Core Security audit report and/or PACE Profile that represents a baseline measurement of adherence to the requirements set forth in the Standards. Baseline measurement was meant to establish a statewide measurement of adherence and determine the opportunity for growth and improvement. Given the uncertainty in how the revised measurement methods will affect data collection, the DCJ/OCC has determined that the remaining results will not be included in a statewide baseline.

Background Information:
At the Colorado Association of Community Corrections Boards (CACCB) annual meeting held
on July 31, 2020, Bob Mayes in “Offender Services” at the Department of Corrections (DOC),
discussed a case manager’s survey the DOC recently completed on the status of community
corrections referrals. Based on the fact that waivers comprised over 51% of the clients eligible
for community corrections, Mr. Mayes completed a follow up to identify many of the reasons for
those waivers. The survey results are included in this agenda packet. These results appear to
present some great opportunities for collaborative work to strive for decreased waiver rates.
Additionally, Colorado Community Corrections Coalition Chair Brian Hulse and CACCB Board
President, Steven Reynolds wrote letters to DOC Executive Director Dean Williams and he
responded. Those three letters are included for review. Common ground in those letters
included the understanding that community corrections has an important role in
reintegration/reentry to the community from prison and an expressed understanding that there
are ways to improve services to inmates released from prison.
