•~ COMMERCIAL CIRCULAR LETTER NO.145of 2020 DRAFT NOTIFICATION FOR TRC NO. 07 of 2020 (GOODS) Sub: Exemption from payment of wagon Demand Registration Fee. Ref : Commercial Circular letter No.117 of 2018 dated 17.06.2019 Authority : Railway Boards Freight Marketing Circular No.15 of 2015 and Freight Marketing Circular No.19 of 2015 **** 1. Para 3 of Freight Marketing Circular No.15 of 2015 stipulates that the earnings criteria for reckoning the different types of the categories of ` Premier Custom6rs' as platinum, Gold and Silver card holders shall be as under : i) Outward Traffic booking from `Sidings' alone will form the criteria for classifying the Premier Customers. ii) `Only Outward trafflc' from `Sidings' will be eligible for reckoning the category under which the sidings falls. iii) The loading of any outward traffic in the sidings has to be "Paid Traffic." iv) Parties having multiple sidings on a single Railway shall be classified on the basis of originating earnings of each siding separately. No clubbing of originating earnings for each of the siding is envisaged under this scheme. 2. Railway Board, vide para 2.0 of Freight Marketing Circular No.19 of 2015, further advised that individual customers who offer their traffic from Port Sidings / Port terminals and the authorised Co-users of Sidings and Private Freight Terminals (PFT) should also be considered for reckoning as the "Premier Customers", provided they individually qualify the prescribed eligibility earnings criteria for `Premier Customers' as stipulated in Para 2 of Freight Marketing Circular No.15 of 2015. 3. The "Premier Customers" shall be exempted from the requirement of payment of wagon Registration Fee(WRF) for the wagons /rakes indented by them. 4. Board, vide RC No.02/2007 (CC No.17 6f 2007) advised that w.e.f. .25.01.2007, an amount equal to Wagon Registration Fee may be collected from Premier Customers who have been exempted from payment of Wagon Registration Fee, if they cancel their indents under any circumstances notified in Rule No.201 (15) of Goods Tariff No.41 (Part I) Vol.I. 5. 1. Para 3 of Freight Marketing Circular No.15 of 2015 stipulates that the earnings criteria forreckoning the different types of the categories of ` Premier Custom6rs' as platinum, Goldand Silver card holders shall be as under :

5.
