Active Citizenship - the term implies working towards the betterment of one’s community through economic participation, public service, volunteer work, and other such eff orts to improve life for all citizens. Citizenship status often implies some responsibilities and duties.

Objectives of the seminar:- to provide an excellent environment for shearing ideas and fi nding partners for future Comenius Partnerships; - to promote the theme of Active Citizenship in Comenius Partnerships;- to improve the quality of the Comenius Partnerships;- to provide information on the Comenius School Partnerships and on the application procedures;- to present examples of good practice.

LIFELONG LEARNING PROGRAMME

The Lifelong Learning Programme for Community Action in the Field of Lifelong Learning (the Lifelong Learning Programme – LLP) has been established by the Decision 1720/2006/EC of the European Parliament and the Council of 15 November 2006. The general objective of the LLP programme is to contribute through lifelong learning to the development of the Community as an advanced knowledge society, with sustainable economic development, more and better jobs and greater social cohesion. It aims to foster interaction, cooperation and mobility between education and training systems within the Community, so that they become a world quality reference.

The Lifelong Learning Programme comprises four sectorial programmes on school education (Comenius), higher education (Erasmus), vocational training (Leonardo da Vinci) and adult education (Grundtvig), and is completed by a transversal programme focusing on policy cooperation, languages, information and communication technology, and dissemination and exploitation of results. Finally, the Jean Monnet programme focuses on European integration and support for certain key institutions and associations active in the fi eld.

COMENIUS ROLE IN LIFELONG LEARNING

PROGRAMME

Comenius programme seeks to develop understanding between various European cultures through exchanges and cooperation between schools in diff erent countries – these experiences foster personal development, skills and competences, and cultivate the notion of European citizenship. The pro-gramme addresses the educational community in its broadest sense, including local authorities, parents associations or teacher training institutes. Comenius aims to boost the quality of school education, strengthen its European dimen-sion and promote mobility, language learning and greater inclusion.

Comenius activities

Comenius Partnership is a project for school cooperation that brings all the institutions from the countries participating in the Lifelong Learning Pro-gramme together for common activities. The aim of the activities is to enhance the European dimension in education by encouraging collaboration between European schools. Collaboration with colleagues from other countries enables teachers and secondary school students to learn about other cultures, improve their knowledge of a foreign language, and share experience and innovative teaching practices. The target group of the activity is pre-school educational institutions and all types of schools providing pre-higher education.

Minimal size of Bilateral partnership – 2 partners from at least 2 countries.Minimal size of Multilateral partnership – 3 partners from at least 3 countries.Duration of Bilateral/Multilateral partnerships – 2 years.

Comenius Preparatory Visits and Contact Seminars aim to assist school representatives, wishing to prepare a Comenius partnership project get acquainted with future partner institutions and have an opportunity to prepare a project together.

Comenius In-service Training aims to improve the quality of general edu-cation by providing an opportunity for teachers and other pedagogical staff to participate in a training course up to six weeks long in another country. As a result, the participants are encouraged to improve their teaching skills and knowledge, and to better understand general education in Europe.

Comenius Assistantship aims to provide an opportunity to future teachers to expand their understanding about the European dimension, improve their knowledge of a foreign language, learn about other European countries and their educational systems, and improve their teaching skills.

Schools Hosting a Comenius Assistant aims to provide schools with the opportunity to accept a Comenius assistant from another European country. Such student practice will assist in strengthening the European dimension at the institution and the implementation of CLIL (Content and Language Integrated Learning), will increase the selection and support the learning of foreign languages in school.

“WELCOME TO LITHUANIA”

Lithuania is a new and active member of the European Union (since May 1, 2004) and North Atlantic Treaty Organization (since March 29, 2004). It is the only Baltic country with nearly eight hundred years of statehood tradition, while its name was fi rst mentioned almost one thousand years ago, in 1009. Wedged at the dividing line of Western and Eastern civilizations, Lithuania battled dramatically for its independence and survival. Once in the Middle Ages, Lithuania was the largest state in the entire Eastern Europe, where crafts and overseas trade prospered.

In 1579, Vilnius University, an important scientifi c and education centre of the European scale, was opened. In 16th century, Lithuania adopted its First, Second and Third Statutes. Not only the Statutes were the backbone of the legislative system of the country, they had a major impact on legislation of other European states of the time. Despite losing its independence, Lithuania managed to retain its Third Statute in eff ect for as many as 250 years, which was instrumental in preservation of national and civic self-awareness of the public. The Constitution of Lithuania-Poland together with the French Consti-tution, both adopted in 1791, were the fi rst constitutions in Europe.

Vilnius has always been a multinational, multilingual, and multicultural Euro-pean city. Trying to position itself as an informal political leader of the Baltic countries, Lithuania shares its own experiences in democratic developments with other countries of post-soviet block and takes active participation in the EU renewal processes. In April 2005, Vilnius hosted the meeting of 26 NATO foreign ministers.

Music is a truly universal language. The fi rst opera performances in Lithua-nia were staged in early 17th century, just 20 years after the genre was born. 18th century saw the emergence of manor theatres, ballet. The Lithuanian National Opera and Ballet Theatre performed its fi rst opera premiere on the eve of 1923. Presently, the theatre stages from fi ve to eight new theatre and bal-let pieces every year. Simultaneously, the most notable works from the classical “golden fund” are preserved. Finest opera singers, masterful dancers, forceful

direction and original stage design create truly memorable performances.

Spring marathon of musical festivals is kicked off by an elite Vilnius Festival with the most prominent classical music ensembles and jazz masters from all over the world participating each year. The venue then passes the baton to Pažaislis Festival of Classical and Sacred Music. Pažaislis Monastery, a genuine masterpiece of Baroque architecture in Lithuania, features central concerts of the festival; other performances are commonly held in churches and abbeys. The musical waves of the Christopher Summer Festival fl oods Vilnius and its environs with summer concerts. The festival skilfully blends the classical masters with avant-garde escapades, the cycles of piano and organ music with guitar performances. Altogether, festivals off er over 100 unique performances every year.

Expect fi reworks of jam sessions at an international Kaunas Jazz Festival, Blues Nights on the Lūkstas Lake, Vilnius and Klaipėda jazz festivals. Excellent local jazz performers always make a fantastic discovery for those, who are unaware of the country’s jazz traditions. In the memory of the world-famous performer, jazz lovers in Lithuania erected a monument to Frank Zappa.

At least ten international folklore festivals are held during the summer months. Their performances attract crowds of spectators, dozens of ethnic congregations, hundreds of folk art exhibitions. Every four years, The Festival of Song (and Dance) gathers Lithuanians from all over the world into a colossal nationwide event of unsurpassed exuberance. The song festivals of the three Baltic countries are jointly included on the UNESCO World Heritage List.

Arts. Mikalojus Konstantinas Čiurlionis (1875–1911), undoubtedly the most famous Lithuanian painter, was also a gifted composer. His paintings, extremely hard to categorize under any single trend of art, are reputedly the most signifi cant contribution of Lithuanian art to the global culture. His name was cited along with W. Kandinsky, E. Munch, O. Redon, F. Kupka and other most prominent modernists of the time. Kaunas is home to the museum-gallery dedicated to this artist.Visiting exhibitions and galleries, you will be surprised how versatile a contemporary Lithuanian art is. Whether a master of fi gurative painting or colourist virtuoso, whether a minimalist philosopher or a poet of abstract

stroke, everyone is distinct and unique. At one exhibition, you may suddenly fi nd yourself participating in an avant-garde project, while another gallery may turn you into a ceramicist making yourself a commemorative medal. Works of fi gurative painter Augustinas Savickas, the patriarch of the contem-porary Lithuanian art and a representative of fi gure painting, can be viewed at his own gallery in Vilnius; an extensive collection of the best painters of the country is presented at Vilnius ir Vilniečiai Gallery owned by Stasys Juškus. Most remarkable sculptors include Aloyzas Smilingis, Regimantas Midvikis, and Arūnas Sakalauskas. Tapestry by Feliksas Jakubauskas would adorn any textile exhibition anywhere in the world.

Interesting and rich are European Park (featuring over 100 works by world-renowned sculptors) and Vilnoja Sculpture Park (featuring works by artists from 40 countries) lying just outside Vilnius as well as open-air expositions in Klaipėda, Panevėžys, Ventės Ragas, Juodkrantė, etc.

There are over 200 art galleries and exhibition halls in the country. The Lithuanian Artists’ Association unites over 1500 professional artists.

Theatre. The fi rst drama play in Lithuania was performed in 1570, at the theatre of the Palace of the Rulers. Theatre company of the Vilnius University (Jesuits’ College at that time) was born in the same year. Currently, Lithuania has 13 national theatres (8 drama theatres, 2 puppet-shows, 3 musical theatres) and 10 independent theatres and stage art formations. Lithuanian artistic directors are well-known and highly respected in the world. Eimuntas Nekrošius, a master of philosophical and visual expression, has boasted a title of the best European artistic director for several years already: all theatre lovers dream of seeing his Hamlet, Macbeth, Othello by William Shakespeare, or his latest work, The Song of Songs. At least as famous is Oskaras Koršunovas, an artistic director of his own avant-garde theatre. In a relatively short time, his plays collected awards at the most prestigious theatre festivals all around the world; his theatre company is a permanent participant of the Avignon Theatre Festival. Another great master of the stage is Rimas Tuminas, an artistic director of The Small Theatre of Vilnius, whose performances are admired by audiences of many countries. Intriguing are plays directed by Jonas Vaitkus and Gytis Padegimas. Apart from these,

country's theatres are alive with many talented directors and actors, who will sure make your day with meaningful or joyful performances. Lively and colourful is the movement of amateur theatres – there are nearly 1,500 amateur theatre companies in the country.

Entertainment. Food is one of the true joys of life. The largest cities feature many of the world’s fi nest cuisines. Whether you wish to have a quick snack or eat out in style, it is always for you to choose: beer pubs deep down in the basement or out in the sunshine, cafes frequented by bohemia, youngsters or elegant public; luxurious restaurants decorated in a retro style or boasting modern interiors; a country-style seklyčia off ering traditional food or an exotic dining establishment reminding us of the Soviet-era canteens. Smaller villages may lack some of the sophistication but they will defi nitely off er at least some European and national dishes. As far as Lithuanian beers are concerned, selected Lithuanian brews consistently win gold medals in the world beer competitions.

The night belongs to fun hunters. Choose live jazz or rock bands, vocal or instrumental performances, guitar or violin tunes – it is absolutely your call! Surrender yourself to the groovy beat of Latino or local folk music. It is the discos where the real passion and dancing spree goes, where the best western DJs are frequent guests. Night bars and clubs feature exciting night shows and peculiar striptease performances. Visit at least one casino and fi nd out for real whether Lithuania is the gambler’s paradise. After all, the country lies in the very heart of Europe.

Lithuania will celebrate a millennium of statehood in 2009.

Vilnius is a signifi cant East European centre of history, culture and science taking pride in having one of the biggest old towns in Europe, the richest Baroque heritage north of the Alps and one of the oldest universities in the region.

Vilnius has always been a home to diff erent nations. The city has always been developing vigorously and been open to people both from the East and from

the West. Polish, Jewish, Russian, German and Karaite communities have strong roots in Vilnius. For centuries Vilnius has been known as the Jerusalem of the North.

Today Vilnius is developing itself with zeal, and its active and creative community is home to modern and original ideas, and a leader of the region in many fi elds of culture.Baroque, multicultural dialogue, modern and dynamic changes are so characteristic to Vilnius, thus no wonder that Programme Vilnius – European capital of culture 2009 focuses on two words – Culture Live.

CULTURE Live is the title for the cultural programme of Vilnius which is the European Capital of Culture 2009. CULTURE Live maintains that culture is alive, always changing and taking shape.

The word CULTURE is part of our logo. When it is split into individual letters, and re-arranged, new words are formed: TRUE, CURE, LT, RULE, LET, etc. In music the word ‘live’ is used when a work is performed live, not recorded. The CULTURE Live programme will be based on the same principle.

It was an attempt to top Soviet occupation, forced collectiviza-tion, massive persecutions and deportations of the Lithuanian population. 250 000 Lithuanian citizens were deported to Siberia starting in 1940. 1940 The Soviet Union occupied and annexed the Republic of Lithuania.1918 On February 16 the Lithuanian Council adopted the Resolution on the Restoration of the Independent State of Lithuania.1795 After the 3rd partition of the Lithuanian-Polish Commonwealth, Lithua-

nia was incorporated into the Russian Empire.1791 On May 3 the Constitution of the Lithuanian-Polish Commonwealth was adopted. For another 200 years it remained the most Eastern university in Europe.1410 The Lithuanian-Polish army under the command of Vytautas the Great and Jogaila, the Grand Duke of Lithuania, defeated the Teutonic Order in the Battle of Žalgiris (Grunwald), close to Tannenberg. This victory eliminated the 200-year-long threat to Lithuania’s existence.1387 Lithuania, the last pagan country in Europe, adopted Christianity.1323 Grand Duke Gediminas founded Vilnius, the future capital of Lithuania1253 On 6 July the Lithuanian state was founded. Mindaugas, the ruler of the united Lithuania, was crowned King.1009 Lithuania was fi rst mentioned in the Annals of Quedlinburg.

Useful information

The State of Lithuania is an independent and democratic republic (Article 1 of the Constitution of the Republic of Lithuania). In Lithuania, the powers of the State are exercised by the Seimas (the Parliament), the President of the Republic, the Government, and the Judiciary. The scope of powers is defi ned by the Constitution. Public authorities serve the people. (ibidem, Article 5).

State Emblem. Since 1991, the State Emblem is a white Vytis (a mounted armoured knight with a raised sword) against a red background.

National Flag. The colours of the State Flag (National Flag) are yellow, green, and red. The tricolour stripes are horizontal.

National Anthem. Tautiška Giesmė by Vincas Kudirka was offi cially proclaimed the National Anthem in 1919. Music of the National Anthem was also composed by the same author.

IDEAS FOR A POTENTIAL COMENIUS PROJECT:1. The boys and girls coming from elementary school have only a little knowledge of the history of their own city and region. History takes always only a little time in the weekly programs of these classes. Therefore it would be nice to teach these students what are the remains of the past in their own environment.- A fi rst step could be an inventarisation of remarkable sites: buildings, places, landscapes in their own neighbourhood;- A second step is to fi nd more information in libraries, internet, old books and tourist council about these projects;- As a fi rst fi nal step we could try to convince the town council of the needs to save these places for the future.The aim of this project is that when you know things better and you have worked on it, you should have more respect for these buildings, areas… instead of destroying them by painting graffi ti on them or break windows, or make a mess of the beautiful places.2. The life of our kind of students (12-15 year) takes mostly place on school. Because there are for time to time stress situations, the board optioned to start with a “peer-mediation” –group.A selected group of volunteers followed a course to act as a kind of go-between.This is for our school a new kind of how students can try to improve life on school.Perhaps this leads to grown-ups that will act as active citizens in their own city.
