Community Consultation – Our Aims and Objectives
1. Purpose of Report
1.1 This report presents and analyses the response to the recent Neighbourhood Plan consultation
carried out in the parish of Colyton on the Aims and Objectives of the Plan. Following consideration
of the response by the NP Steering Group the report also makes recommendations to the Parish
Council (from page 11) on the Aims and Objectives that should be adopted for the Colyton
Neighbourhood Plan.
2. Introduction
2.1 Neighbourhood planning in Colyton has been in progress since the spring of 2017. The process is
being ‘steered’ by a Steering Group of local people appointed by the Colyton Parish Council. The
Group’s project plan and timetable and where we are at is summarised in the table below.

2.2 Following a Workshop session on aims and objectives which took place on the 13th September 20171,
the Steering Group, at its meeting on the 11th October 2017, approved a set of draft aims and
objectives for the Neighbourhood Plan to be shared with the community of the Parish for its
consideration and comment. It was agreed to carry out this consultation would be carried out on the
weekends of the 9th and 16th December 2017 by way of a public exhibition at two halls, one in
Colyford and one in Colyton. The morning and early afternoon of Saturday the 9th December 2017
was booked at Colyford Memorial Hall. The morning and afternoon of Saturday the 16th December
2017 was booked at Colyton Town Hall.
3. Consultation Stage 3
3.1 The purpose of this stage of the community engagement programme (C3 on project plan above) was
to:
• share the draft aims for the Colyton Neighbourhood Plan
• generate a range of relevant objectives
• seek reaction/endorsement of the aims and objectives
• carry out surveys to up-date evidence or fill gaps
• explore the themes and priorities for neighbourhood planning policies
3.2 The Steering Group decided that the best method to do this was to hold an exhibition to display the
draft proposals and allow local people to view them together and share reaction and responses.

4. Organising the Event/Exhibition 4.1 Members of the Steering Group shared the responsibility for organising the consultation event. At its
meetings in October and November 2017 dates were confirmed, survey questions were agreed, a list
of required resources and a task list was agreed.
Publicity 4.2 To ensure that everyone was aware of the consultation event, a poster and publicity fliers were
produced (see Appendix B). The event was also publicised on the website and in local newspapers.
Content 4.3 A set of exhibition panels comprising the proposed aims on a topic by topic basis was the focus of
the exhibition. Included with them were some preliminary objectives, also generated at the
September 2017 Workshop. Members of the Steering Group were on hand to encourage members of
the public to express support or opposition by using the dots available and to contribute their own
thoughts on the objectives of the Neighbourhood Plan and any other comments by using the ‘post-it’
notes.

5. Attendance 5.1 116 persons attended the consultation event over the three days on which it was held. The daily
attendance at the two locations was as follows:
9th December 2017 - Colyford = 93 attendees
16th December 2017 - Colyton = 82 attendees
6. Response and Interpretation
6.1 There was no disagreement with any of the proposed aims, much support for the intention of most
of the preliminary objectives and many suggestions as to how they could be improved, extended or
added to.
6.2 Not everybody chose to use the sticky dots or the post-its available to express their opinion.
Although it is reported that most people did use the dots and there were plenty of comments
posted. Most people were willing participants in the snap surveys. There was plenty of conversation
between visitors and the members of the Steering Group, during which many valid opinions were
expressed. The dot counts for each of the draft objectives can be seen in the table below. All the
counts and the written comments and suggestions that were made on the panels and post-it notes
are set out topic by topic in Appendix A to this report.

7. Draft Aims and Objectives 7.1 Based on the very positive response received at the Consultation Event, the draft aims and objectives
that were offered for consultation appear to have been a very reasonable reflection of the
community’s hopes and wishes for the future development of the Parish of Colyton. The implications
of the response have been analysed to understand what it means for the Neighbourhood Plan. The
conclusions reached, on a topic by topic basis, are summarised below.
7.2 The purpose of this analysis is to help refine the aims and objectives to make them effective as the
basis for the next stage of plan-making. i.e. policy writing. The opportunity to separate out those
matters that cannot be addressed by a planning policy but are, nevertheless important to the
community has also been taken. These are listed as ‘Community Actions’ that should be referred to
the Parish Council for further consideration.
7.3 Natural Environment
What the dots tell us:
The community has high regard for its local countryside and wishes to see it protected and well
maintained. There is support for controlled change in the interest of improving public access or
reducing flood risk. There is some concern that changes in farming practices may not be in the best
interests of protecting and enhancing what exits.
Summary of Community Comments:
The community is supportive of recycling initiatives and aware that local facilities could be improved.
Community Actions Supported (but not a Neighbourhood Plan matter):
• Regular liaison with local farmers
• Improved and extended recycling services
7.4 Built Environment and Heritage
What the dots tell us:
Maintaining the gap, ‘green wedge’, between Colyford and Colyton is very important. If development
is to take place it should be focused on brownfield sites. Heritage and character aspects of
development are of lesser concern.
Summary of Community Comments:
Development sites/areas should be identified so as not to harm the setting or character of the area.
The future of the Ceramtec site is a matter that needs to be resolved in a way that benefits the
neighbourhood area.
7.5 Housing
What the dots tell us:
Additional housing development should contribute towards meeting locally identified needs and help
young people find a home within the Parish. There are concerns that the present physical and
community infrastructure is unable to cope with major housing development and growth.
Summary of Community Comments:
The specific housing needs of the young and the more elderly need to be appreciated and addressed.
The location of new housing development is significant.
7.6 Community Facilities and Services
What the dots tell us:
There is much support for protecting and enhancing the role of existing community and social
facilities.
Summary of Community Comments:
The future of local education provision is important. Local shops should be protected.

• Dog-friendly routes
• Improved links with FE and HE providers to serve local demands locally

7.7 Leisure and Recreation
What the dots tell us:
The value of local leisure and recreation opportunities are recognised. There is support for further
facilities if they serve to widen opportunities, especially for the young.
Summary of Community Comments:
There are a several good ideas for additional opportunities, although the level of support is
uncertain. More use could be made of local facilities, including schools.

• Access agreement to facilities with schools
7.8 Transport and Travel
What the dots tell us:
The current parking arrangements for the primary school is a matter that should be addressed. There
is significant support for measures that make it easier for people to make more use of public
transport and get around the Parish on foot and by bicycle. There is some recognition that local
parking arrangements in Colyton are less than satisfactory.
Summary of Community Comments:
Walking around parts of the Parish is not easy or particularly safe. There are several suggestions of
where new walking and cycling routes would be appreciated. Parking and pick-up arrangements at
the primary school should be improved. Measures that improve local parking arrangements, control
traffic speeds and generally make roads safer should be considered. The public transport services do
not serve the travel needs of many residents. Maintaining a good public transport service is
important for the elderly. The Tramway should be better integrated into the local public transport
network. Community-based transport initiatives should be explored.

7.9 Local Economy
What the dots tell us:
There is support for measures that encourage visitors to the town in the interests of maintaining a
healthy local economy.
Summary of Community Comments:
Providing relevant local training opportunities and apprenticeships for young people has support.
Developing a local craft industry seems to be a good idea to some. Broadband connectivity and
speed must be improved.

• Regular farmers market
• Encourage local businesses to employ local young people
8. Next Steps
8.1 Based on the response to the consultation, the Steering Group should consider making modifications
and refinements to the Neighbourhood Plan’s draft aims and objectives before referring them to
Colyton Parish Council for adoption. An adopted set of aims and objectives will enable the Steering
Group to develop the planning policies of the Neighbourhood Plan.

9. Revisions and Recommendations 9.1 As a result of the analysis of the response received at the Community Consultation Event in
December 2017, it is recommended that the following revised aims and objectives are adopted for
the Colyton Neighbourhood Plan:

10. Additional Surveys 10.1 Bringing the community together at consultation events provided an opportunity to up-date the
understanding of local opinion on matters of significance that were identified as “gaps” in
understanding when the Local Evidence report was compiled. Survey questions were devised to
explore the following ‘areas’ of interest:
What type(s) of renewable energy development is acceptable in Colyton Parish
How local people regard their local facilities and services
Which further education and training courses are wanted within the Parish
The type of local jobs that are needed or would be useful within the Parish
‘Problems’ experienced by those working from home
What prevents those that would like to work from home, from doing so
Views on the current local bus services and how they can better serve Colyton
How local dependency on the private motor car can we reduced
What leisure, recreation and sport facilities are missing and needed in the Parish
10.2 The results of the surveys carried out during the consultation events, in numbers and comments, are
set out in Appendix B. These comments have been taken into account in carrying out the analysis
presented in Section 7 above and have influenced the recommendations on revisions to the Plan’s
aims and objectives.
10.3 The results of the surveys also provide valuable evidence that will inform and underpin the policies
of the Neighbourhood Plan. It is extremely useful, for instance, to know that a majority of people:
• may support small-scale solar farms
• regard domestic solar installations in the Conservation Area acceptable in principle
• regard current local retail opportunities as good or better
• regard current health and care services as good or better
• rate current community spaces and facilities as good or better
• rate current recreation spaces as good or better
• are dissatisfied with the current bus timetable and coverage
10.4 There is much more to consider, including the differences in opinion between those expressed at the
Colyford and Colyton. This will be considered as part of the policy options appraisal. Also relevant, is
the recent canvas of local businesses that was carried out during November/December 2017. A
summary of the views, and the several frustrations, of members of the business community is
included as Appendix D to this report.

The Ceramtec development makes this a crucial time to take forward wider
community objectives and to energise the community.
Although the Ceramtec site is outside the BUAB this must be considered in
the future planning of Colyton. Also, many people did not know about this
presentation.

Lack of hospitals - more houses built, beds in local hospitals closed - what is
the point of further development without care for the infrastructure?
Difficult to argue with the objectives but what dot hey mean in practice and
how will they be reconciled? I would like to see more concrete proposals.

What types of local jobs would be useful?
Colyford Colyton Better paid employment – a young person said the other day – “you can only work
her if you are self-employed to have a reasonable living”. 1
Establish some kind of centre of excellence (viz the boat building academy at Lyme)
which would attract students from all over – what about the Tannery or the
wheelwrights in Colyton? 1
Wetlands provide environmental internships or workshops.
Support young people identify what skills are needed to develop a future in work in
this area – technology, arts, vocational skills, environment etc
Encourage the largest employers in the area, residential homes and Colyton
Grammar School. Many local employed supporting these.

Craft workshops are a good idea but by definition they will not draw employment
or apprenticeships. A plan needs to be devised to draw crafts to Colyton (Bovey
Tracey for example and Otterton Mill). When the crafts are drawn they will in turn
draw day visitors and will create a self-regenerating community of small trades.
These small trades need concessions to draw them to town.

local outpatients were improved and expanded, people would not clog up roads and
creating pollution and time-wasting. 9

and building to put in a café.
Many minor roads in East Devon are hopelessly inadequate, probably always so.

or go to Seaton for connection.

Now that we have no beds in Seaton Hospital it is almost impossible to get an
appointment or visit the sick in Exeter 9
Vital the hospital stays open as a health hub
Only 2 x 53 buses per day (not Sunday) from Colyford and only 2 hours stay in Exeter
and/or park and ride hospital before you miss the last bus! Totally inadequate!! 8
The 885 service is good and has recently been improved and if it got to the stage where
the company could not profitably run the current timetable it should be subsidised by
Devon CC
No key bus route to Exeter that includes Colyton (lift or walking to Colyford x53 the
options). Incorporate at least a bus stop/pickup for Colyton residents. 2
Even a weekly bus service to Exeter would be useful and well-used. Needed
for RD&E (via Colyford) 3
