• Solar farms are one of the safest andmost productive ways to reuselandfills.

• Solar projects are minimally invasiveto build, silent to run, and produce noharmful byproducts. They have thebenefit of keeping the landfill itselfprotected from damage caused byvehicles, foot traffic, and otherrecreational activities.

• Solar farms are under long-termagreements developed with accurateoutput models, ensuring decades ofsafe and stable economic benefits.

• With the current design, theColumbus Solar Park would be largerthan any existing landfill solar projectin the country.

Columbus Solar Park- Description of the Project• Solar array will be installed on the surface of the

SWACO landfill

• About 50 MW of electric power will be produced (approximately 9,500 homes annual usage equivalent)

• Approximately $70 Million in capital cost

• Construction will occur in 2022

• SWACO will be the landlord and projectsupporter

Columbus Solar Park- Impact to the Landfill Integrity

• Solar Project will not impact the landfillenvironmental integrity

• Above ground foundations will be usedto avoid any contact with the wastematerials

• Some grading and filling of the golfcourse features will occur.

• All surface vegetation will be restoredand maintained by the Solar Park

• Erosion control measures will beemployed during construction

BQ Energy

10

Columbus Solar Park- Permitting

• Project must conform with all Federal,State, local environmental andelectrical codes.

• All structures will have abovegroundfoundations, so that the impact onthe existing landfill integrity will beminimal.

• There will be some grading work onsite to make the terrain more appropriate for a solar array (and less for agolf course)

• Public meetings will be held during the permit process to ensureappropriate communication and input.

11

Columbus Solar Park- Electrical Interconnection

• Solar farm will interconnect with existing nearby power grid at the JacksonPike Substation

• There are existing nearby wires owned by the City of Columbus Departmentof Public Utilities.

• This interconnection will require extensive study to ensure that under allcircumstances the delivery of electric power will be done safely and reliably.

• The Columbus Solar Park will be required to pay for all costs associatedwith interconnecting with the area grid and any new facilities that the gridowner would need to install.

• Columbus Solar Park will operate in coordination with the City of ColumbusDepartment of Public Utilities.

BQ Energy

12

Columbus Solar Park- Power Sales

• The electricity produced on an annual basis is the equivalent of the powerused by approximately 9,500 Columbus area homes.

• The power will be distributed via existing wires and at no time will thereliability of area or local power delivery be impacted.

• AEP has signed a Letter of Intent with the project to purchase all the powerfrom Columbus Solar Park for use by the City.

BQ Energy

13

Columbus Solar Park- Capital Cost & Economic Development• The Columbus Solar Park is estimated to cost around $70 Million to build,

not including indirect services.

• It is in everyone’s interest tocontract with local businessesfor as much of the projectscope as possible.

• The project will pay asignificant rent to SWACO,impacting the economics oftheir future pricing tomembers and stakeholders.

• The project expects to make normal payments in lieu of taxes (PILOT) asper Ohio norms.
