Collingswood High School Dear Students:

On behalf of our faculty and staff, we welcome you to the 2012-2013 school year. Our school mission statement reads “Success for every student through excellence in teaching and learning.” Our desire at Collingswood High School is for you to achieve success at one of the finest high schools in southern New Jersey. Our school is yours, we love having you here, and we are going to do

everything we can to make sure you are successful in the classroom

and in your extracurricular activities.

In the years since the doors of Collingswood High School first opened and, as we work toward our 104th graduation, the students and parents have come to play an important role in shaping our history. We invite you to be part of our

rich traditions and continue to shape the school for future generations.

The guidelines contained in this handbook are meant to be just that – Guidelines. This handbook provides general information about your school and highlights the most often used policies and procedures. Please read it carefully. We believe that for Collingswood High School to function efficiently, each individual must abide by the procedures established. As a result, we hold

each student accountable for his or her behavior. We ask you to take a few minutes to review this handbook and discuss it with your parents. Mission Statement The mission of the Collingswood School District is to provide the highest-quality education that ensures success for every student through excellence in teaching and learning.

Opening Exercises The Board of Education requires that the pledge of allegiance to the flag of the United States be conducted during each day’s opening exercises in accordance with law. A pupil who has conscientious objections with his/her full participation in the salute to the flag and the pledge of allegiance shall be exempted but shall be required to maintain a respectful attitude throughout

the ceremony. Please refer to Board of Education Policy No. 8820. The parent(s) of legal guardian(s) of any pupil who refuses to salute the flag shall be so informed by the building principal, and any such parent(s) or legal guardian(s) or the adult pupil shall be required to furnish a written statement of the pupil’s conscientious objection. N.J.S.A. 18A:36-3

The Educational Contract between Students, Parents, and the School Students, parents, and the school all have rights and responsibilities within the school setting. When registering a child for school, the parent is obligated to send the student to school and the school district is obligated to provide a quality education. Students in New Jersey have a right to a free and public

education through age 20, unless they graduate before age 20. Students are required to attend school regularly until the age of 16. Basic student and parental rights and responsibilities include:

The right to due process; The right to freedom from discrimination;

The right to educational opportunities; The right to inquiry and expression; The right to know the progress of the student; The right to meet and confer with school personnel.

The privileges and rights of students may not, however, interfere with the

rights of others. The right of freedom of expression does not condone abusive behavior that infringes on the rights of others. Students arriving after the start of homeroom but prior to 8:50 a.m. are considered late to school. Five (5) latenesses to school equate to one (1) unexcused absence. In order to erase a lateness to school a student must attend p.m. detention by the end of the week. Emergency Closings and Delays In case of emergency or severe weather, parents and students will be notified

of closings or delayed openings first through EduLink, a district wide phone system, and the Collingswood District Web Site at www.collsk12.org. Information is also available through KYW AM-1060 radio, as well as Fox 29, and 6ABC. The Collingswood Schools Emergency Closing / Delay Identification Number is 554. Daily Announcements

The Opening Exercises and Daily Announcements will take place each morning during homeroom. Each student is to participate in the Opening Exercises in a respectful and orderly manner.

Visitors All visitors to Collingswood High School are required to register in the main office upon entering the building, except for those attending a function or event that is open to the public. Student guests may not be admitted during

the school day unless prior approval has been received from an administrator. Change of Address and Phone Number All students are required to ensure that the school has a current home address and phone number. Should a student change his/her address or phone number, he/she should inform the attendance office immediately. The district uses Global Connect for emergency announcements. An accurate home phone

number is required for the system to deliver the message.

SCHOLASTIC ACHIEVEMENT AND ACADEMIC REQUIREMENTS Graduation Requirements The Collingswood Board of Education has adopted a formal policy for high

school student promotion and graduation. The Board will issue diplomas that are state-endorsed, providing the student has met the graduation requirements. Students at Collingswood High School must satisfy all graduation requirements prior to receiving a state-endorsed high school diploma. To graduate from Collingswood High School, students must:

1. Earn a minimum of 130 credits 2. Successfully complete the following program of studies:

a. Four (4) years of English (20 cr); b. Four (4) years in mathematics (20 cr); c. Three (3) years in social studies, including 2 years in United States

and New Jersey history and 1 year in world history/world cultures (10 cr U.S. History/5 cr World History);

d. Three (3) years in natural or physical science (15 cr); (includes Biology)

e. One (1) year in Health and Physical Education for each year the student is enrolled in high school in New Jersey;

f. One (1) year of visual or performing arts (5 cr);

g. One (1) year of Career, Consumer, Family, Technical or Vocational Education (5 cr);

h. One (1) year of world language (5 cr); i. Cross-content workplace readiness, which may be satisfied

through infusion into existing courses, course equivalents, or career education courses.

3. Pass the NJ High School Proficiency Assessment (HSPA).

4. Meet all attendance requirements, as outlined in the “Attendance Requirements” section below.

Classroom Grading Policies Students will be assessed according to a grading system developed and shared by their classroom teacher. The physical education grading system has been developed by the physical education department and will be reviewed with all

students at the start of the school year. At the close of each marking period and during examination periods, students will be assessed and letter grades assigned using the following scale:

A Cumulative Grade Point Average (GPA) will be calculated based on final grades for all courses a student has attempted during his/her high school years. Cumulative GPA based on a 4.0 quality point system will be calculated and reported on student transcripts. Students will be ranked by grade level for college admissions and scholarship purposes. Class rank will be calculated based upon the final grade. It is

calculated twice-yearly, at the conclusion of the first semester and at the end of the school year. Student class rank is calculated based on the numerical ranking of the GPA. Students are ranked within their graduating class. For the purpose of calculating the GPA, courses are grouped by level. Each level has a different numerical value for the final grade earned by the student in a specific course. Quality points for each course are determined by

multiplying the numerical grade weight (based on the level) of the final grade for the course, by the number of credits for that course. The three levels and corresponding grade weights are:

Level I: All Non-Honors or Non-AP courses Level II: Pre-AP and Honors courses

Level III: AP courses Level I: A=4 B=3 C=2 D=1 F=0 Level II: A=5 B=4 C=3 D=1 F=0 Level III: A=5 B=4.5 C=3.5 D=1 F=0 Homework Homework is an integral part of the learning process and should be expected

in every subject. Homework is designed to reinforce skills and to ensure the understanding of major concepts taught in a course. Accurate and timely completion of all homework assignments is expected of all students. Homework shall be considered a course requirement and its completion or lack

thereof will be included as a factor in the computation of a student’s grade. Students who routinely miss homework assignments place themselves in jeopardy to fail the course(s) in which the homework is assigned for the year. Homework is expected to be complete and submitted on time. Individual staff

members have criteria for assignment due dates. Midterm and Final Assessments Midterm and final assessments will be administered during the regularly scheduled examination periods. Students missing exams due to illness or other authorized reason must make up the exam during a scheduled make-up exam period. Parents must notify the school of the absence by 8:00 a.m. Students

who miss an exam due to an unexcused absence, whose parent does not notify the school of an illness on the day of the exam, or who do not make up exams in a timely fashion will receive a grade of zero (0) for that exam. Missing Work and Incomplete Grades Students are responsible to contact teachers for any make-up work on the day

they return from an absence. Missed work must be made up within five (5) days upon returning to school from a short absence (less than five (5) school days). Exams and assignments announced prior to a student’s absence will be administered as scheduled with no extension of time unless deemed necessary by the teacher. A student attending an approved field trip will be excused from class but is required to make up all missed work immediately upon returning to school. Students who miss class due to lateness have one day to complete

all missed work or will be assigned a zero (0) for that class. This privilege will be extended to the student only once per marking period. Note: No grades of Incomplete (I) will be assigned at the end of a marking period. Instead, students will be assigned the grade earned to date. That grade may later be changed if the student completes all make up work within ten (10) school days from the end of the marking period. In the event of extended illness or unusual circumstances, that student may be given additional time to submit

his/her assignments with the approval of the building principal. Plagiarism / Academic Honesty All Collingswood High School students are expected to observe the highest standards of honesty and integrity in meeting the requirements of the programs in which they are enrolled. Violations of academic honesty, such as

cheating or plagiarism in any assignment, essay, quiz, or examination may result in a grade of zero (0) for the work in question, as outlined below. Depending on the gravity and nature of the offense, violations of academic honesty may also result in exclusion from honorary societies and consideration for awards whose requirements include evidence of honesty and good character.

Plagiarism is the presentation of the words or ideas taken from someone else without the appropriate citation. When you use an outside source to help you get ideas and information for any assignment that is submitted for credit (homework, essay, report, speech, project, journal, etc.), you must document

that source. This means that plagiarizing from any source, even another student’s paper, will result in serious consequences, including, but not limited to, the loss of full credit. Specifically, teachers follow this policy when determining the consequences of plagiarism:

• Homework: The student will receive an automatic zero (0) with no

chance to make up the grade. Any student who lends homework to another student to be copied will also receive an automatic zero.

• Project grades (such as essays, book reports, journals, speeches and oral reports, artwork and other artistic presentations, and all other major written, oral, and visual assignments):

For the first offense, the project will receive a zero (0) until the student either re-submits the original project in corrected form or submits an alternative, but related, project assigned by the teacher, timeline to be assigned by the teacher. In either case, the highest grade possible for the project will be a D or 65. If the student fails

to resubmit the project, the grade of zero (0) will stand. For repeated offense(s), the student will receive an automatic zero with no chance to make up the grade.

To avoid plagiarism, a student should carefully follow the rules of documentation as specified by the Modern Language Association (MLA) and as taught and reviewed each year by the English/Language Arts teachers.

Principal’s List, High Honors, and Honor Roll To qualify for Principal’s List designation, a student must earn a grade of A in all courses with no incomplete grades and no withdrawn/failing marks. To qualify for High Honors designation, a student must earn A’s with no more than three (3) B’s in all courses with no incomplete grades and no

withdrawn/failing marks. To qualify for Honor Roll designation, a student must earn a grade of B or better in all subjects with no incomplete grades and no withdrawn/failing marks.

ATTENDANCE REQUIREMENTS

Attendance at school is directly related to the academic growth of students. NJ State statute requires the compulsory attendance of students between the ages of six (6) and sixteen (16). Pursuant to N.J.S.A. 18A:38-25, the Board of Education has an obligation to require regular school attendance in order to ensure that each student receives the maximum benefit of a thorough and

efficient education. Recording student attendance is the responsibility of the school. Absences and tardiness will be indicated in an appropriate manner on report cards and other student records. Perfect attendance is a goal for which every student should strive.

A. Definitions

1. “Attendance” is a pupil’s presence in school and in the classroom to

which he/she is assigned at the times scheduled for instruction or other school activities. a. A pupil will be considered to have attended school if he/she has

been present at least four (4) hours during the school day and misses one or fewer instructional periods during the school day (i.e., arrives prior to the end of the first instruction period, departs

after the start of the last instructional period, or some combination). A pupil who has been present at least four (4) hours during the school day but misses more than one instructional period during the school day (i.e., arrives after the end of the first instructional period, departs before the start of the last instructional period, or some combination) will be considered

in attendance for one-half (1/2) day. A pupil who is present less than four (4) hours during the school day is considered absent.

b. A pupil not present in school because of his/her participation in an approved school activity, such as a field trip, meeting, cooperative education assignment, or athletic competition will be considered to be in attendance.

2. “Excused absences” are a pupil’s absence from school for a full day or a portion of a day for one or more of the following reasons:

a. The pupil’s illness, as verified by a physician’s note within ten (10)

days of the return to school following the final day of the absence; b. Death in family, parent must provide name and relationship of

deceased, date(s) and name of funeral home for verification;

c. Excused religious observances, pursuant to N.J.S.A. 18A:36-14 through 16;

d. Where appropriate, when consistent with Individualized Education Programs, the Individuals with Disabilities Act, accommodation plans under 29 USC 794 and 795(20), and individualized health care plans pursuant to N.J.A.C. 6A:16-2.3;

e. The pupil’s suspension from school; f. The pupil’s required attendance in court, verified by court

documents; g. Documented interviews with a prospective employer or with an

admissions officer of an institution of higher education, up to two (2) per year;

h. Examination for a driver’s license, up to half-day, once per year;

i. Necessary and unavoidable medical or dental appointments that cannot be scheduled at a time other than the school day, up to half-day per appointment;

j. As absence for a reason not listed above, but deemed excused by the Superintendent, upon a written request by the pupil’s parent or legal guardian to the Building Principal or designee stating the reason for the absence and requesting permission for the absence

to be an excused absence. This clause may not be used for family vacations.

3. “Allowable absences” which count toward the student’s maximum

number of absences prior to denial of credit or promotion include a pupil’s absences from school that are verified by a parent or guardian. Illnesses authorized by notes from a licensed physician as excused;

those covered by notes from a parent or guardian are categorized as allowable. Family vacations are allowable, but will count toward the student’s maximum number of absences prior to the denial of course credit or promotion.

4. “Unexcused absence” is a pupil’s absence for all or part of a school

day for any reason other than those listed in A2 and A3.

a. Five (5) instances of tardiness before 8:50 a.m., as established by Policy No. 5240, will constitute a single unexcused absence.

5. “Truancy” is defined as arrival at school after the designated

beginning of the school day, but prior to the end of the first instructional period. For the purposes of calculating daily attendance, five (5) instances of a student being tardy not classified as “excused” in section A2 above will result in the student being assigned one day absence that counts toward the student’s maximum number of absences prior to the denial of credit or promotion.

6. “Early Dismissal” is defined as departure from school prior to the

designated end of the school day, but after the start of the last instructional period. For the purposes of calculating daily attendance, five (5) instances of early dismissal not classified as “excused” in section A2 above will result in the student being assigned one day

absence that counts toward the student’s maximum number of absences prior to denial of credit or promotion.

B. Notice to School of Pupil’s Absence 1. The parent(s) or legal guardian(s) is requested to call the school office

before 8:00 a.m. of the morning of the pupil’s absence.

2. The parent(s) or legal guardian(s) of a pupil who attended morning session but will not attend afternoon session should call the school office before 10:00 a.m. to give notice of the pupil’s absence.

3. The parent(s) or legal guardian(s) who anticipates a future absence or anticipates that an absence will be prolonged should notify the counseling office, who will assist in the arrangement of make-up work. The student and parent are ultimately responsible for securing make-

up work.

C. Re-admission to School after an Absence

1. A pupil returning from an absence of any length must present to the Principal or his/her designee a written statement, dated and signed by the parent(s) or legal guardian(s), of the reasons for the absence.

2. A note explaining a pupil’s absence for non-communicable illness for a period of more than three (3) school days must be accompanied by a physician’s statement of the pupil’s illness.

3. A pupil who has been absent by reason of having or suspected of having a communicable disease must present to the school nurse written evidence of being free of communicable disease, in accordance

with Policy No. 8451. D. Instruction

1. Teachers are expected to cooperate in the preparation of home

assignments for pupils who anticipate an excused or allowable absence of one (1) or more school days duration. The parents(s) or legal

guardian(s) must request such home assignments. 2. A pupil who anticipates an excused absence due to a temporary or

chronic health condition may be eligible for home instruction with Policy No. 2412. The parent(s) or legal guardian(s) must request home instruction.

3. Pupils absent for any reason are expected to make up the work missed. In grade six (6) and above, the pupil is responsible for

requesting missed assignments and any assistance required. Teachers will provide make-up assignments as necessary.

4. In general, pupils will be allowed one (1) day(s) to make up missed work for each one day of absence. Teachers shall make reasonable accommodations to extend time for pupils.

5. A pupil who missed a test because of an excused absence shall be

offered an opportunity to take the test or an alternate test. E. Denial of Course Credit

1. The teacher shall determine the credit to be awarded a pupil for make-

up work, subject to the rules set forth in this section. Where class participation is a factor in the learning process, the teacher may

consider a pupil’s absences in determining a final grade, except that absences for the observation of a pupil’s religious holiday or a suspension from school cannot adversely affect the pupil’s grade.

2. A secondary pupil will be denied course credit for all full year courses when he/she has accumulated more than twelve (12) absences, except that “excused absences”, as outlined in section A2 above, will not count toward the total. For courses that last less than one full

year or for students who transfer into the school district after the start of the year, the accumulated absence limit stated above will be prorated. Exceptions to this rule may be made for pupils whose absences are excused and who have demonstrated through completion of home assignments and/or home instruction that they have mastered the proficiencies established for the course of study.

a. A secondary pupil denied course credit may participate in a credit completion program to regain the denied credit, provided the pupil has not exceeded eighteen (18) unexcused or allowable excuses. Excused absences do not count toward this limit. Students who exceed the eighteen (18) absence limit must retake the course for original credit as credit completion is not an option. For courses

that last less than one full year or for students who transfer into the school district after the start of the school year, the accumulated absences limit stated above will be prorated.

3. IMPORTANT! A secondary pupil who accumulates more than twenty-

seven (27) absences in a school year, including excused, allowable, and unexcused absences, except absences for the observance of

religious holidays and absences caused by a pupil’s suspension will be placed in loss of credit status regardless of reason. For courses that last less than one full year or for students who transfer into the school district after the start of the school year, the accumulated absence limit above will be prorated. The number of absences provided under this provision equate to 15% of the total school days required by the State of New Jersey.

F. Discipline

1. Pupils may be denied participation in co-curricular activities and

athletic competition if their attendance fails to meet the standards set forth in Policy Nos. 2430 and 2431. No pupil who is absent from school

for the observation of a religious holiday may be deprived of any award or of eligibility for or opportunity to compete for an award because of the absence.

G. Appeal

1. A pupil who has been dropped from a course and/or denied course

credit for excessive absences may appeal that action in accordance with the following procedures:

a. The pupil shall file a written appeal to the attendance secretary within ten (10) school days of receiving notice of the action or during the attendance appeals window designated during the final two weeks of each semester. The appeal should state the reasons

for admitted absences, documentation that would reduce the number of absences, and reasons why the pupil should continue to be enrolled in the course and/or receive course credit.

b. On the pupil’s appeal, the Principal shall convene an Attendance Review Committee consisting of the assistant principal(s), the attendance secretary, the school nurse, the counselor, and a minimum of two teachers. The Attendance Review Committee

shall meet informally to hear the pupil’s reasons for reenrollment and/or credit. The pupil’s parent(s) or legal guardian(s) and teacher(s) may attend the meeting.

c. The Attendance Review Committee shall decide the appeal and inform the pupil in writing within seven (7) working days of the meeting. The committee may impose conditions on any

reenrollment and require the pupil to agree to those conditions. d. The pupil may appeal an adverse decision of the Attendance

Review Committee to the Principal, the Superintendent, the Board of Education, and the Commissioner of Education, in that order and in accordance with Policy No. 5710, Pupil Grievance.

COLLINGSWOOD HIGH SCHOOL FACILITIES AND SERVICES Assemblies Students are asked to show respect and courtesy during all assemblies. Student behavior during an assembly is an important indicator of the culture of the school. Whether guests are present or not, appropriate behavior is expected.

Cafeteria/Food Services The school cafeteria provides students with a relaxing, clean, comfortable place to eat breakfast and lunch. Student behavior in the cafeteria should be based on courtesy, respect, and cleanliness. Students are asked to keep all food in the cafeteria.

Computer Privileges and the Internet The Board of Education recognizes that as telecommunications and other new technologies shift, the manner in which information is accessed, communicated, and transferred will alter the nature of teaching and learning. Access to telecommunications will allow pupils to explore databases, libraries, Internet sites, bulletin boards and the like while exchanging information with

individuals throughout the world. The Board supports access by pupils to information sources but reserves the right to limit in-school use to materials appropriate to educational purposes. The Board recognizes that

telecommunications will allow pupils access to information sources that have not been pre-screened by educators using Board approved standards. As a user of the Collingswood High School computing facilities, students are

not permitted to:

1. Use the network for financial gain, to lobby for votes or any other political purpose, or for any illegal activity;

2. Degrade, disrupt, or vandalize equipment or data; 3. Wastefully use finite resources or cause unnecessary congestion on the

network including storing or downloading large files or sending

broadcast messages; 4. Gain unauthorized access to resources or other accounts; 5. Gain access to inappropriate resources containing pornography or

other objectionable material that is racist, sexist, or obscene in nature; 6. Create or send a computer virus or other message that may result in

loss of data or messages that are inconsistent with the school’s code of

conduct. The Board has adopted standards of conduct for the use of computer networks as outlined in the “Acceptable Use of Computer Network/Computers and Resources.” All students and parents must agree to the Acceptable Use policy to gain access to computer network resources. Violators of this policy face the loss of computing privileges.

Emergency Evacuations/Stay Put Drills All schools are required by law to conduct fire drills/emergency evacuations/stay put drills regularly. The objective of the drill is not only to see how quickly the building can be emptied, but how orderly and completely. At the sound of the signal, students will clear the building according to the plan. Each room will have a posted chart indicating the exit directions for the

class using the room. PROMPTNESS and SILENCE during the evacuation are necessary. If an alarm sounds while students are passing in the hallways between classes, students and staff are to go to the nearest exit and leave the building immediately. A location for students to meet their teachers will be announced. Students are not to re-enter the building after a fire drill or any other evacuation until they are authorized to do so by a building administrator

or staff member. In the event of a Stay Put drill all students are to stay in their classroom/building area and follow the directions of the teacher/staff member. Field Trips Field trips provide students with educational opportunities outside the classroom. Students are reminded that while they are on field trips, they are

under the full supervision and authority of the school district. Therefore, the same standards of student behavior that are required in school are also required while on the field trip. Students who have missed (for any reason) more than 10% of the school days, to date, will not be permitted to attend a

school-sponsored trip unless extenuating circumstances are present. Specific revisions to school rules, regulations, and dress code may be adopted and reviewed with students prior to any field trip. Students on the school ineligibility list may not attend a field trip. Prior to all field trips, it is necessary

to turn in a parental permission slip to the faculty member sponsoring the trip. Parents are required to transport students home when trips return after school hours. Students will be informed of the time of return for all trips prior to the day of the trip. Parents: any medical concerns should be communicated to the school

nurse and field trip chaperone two (2) weeks prior to the field trip

date.

Integrated Pest Management Plan In accordance with New Jersey state regulations, the Collingswood School District has adopted and implemented an Integrated Pest Management (IPM) Policy and Plan. The IPM is a holistic, preventive approach to managing pests that is explained further in the school's IPM Policy following this notice. Further

information about the IPM Plan can be found on the school website at www.collsk12.org. Library Media Center The Library Media Center (LMC) is the hub of research activities in the high school. The LMC provides a wide range of materials to meet both the academic and recreational reading needs of the student body. The LMC is open from

7:30 a.m. until 2:30 p.m. Monday through Friday. Books borrowed from the LMC must be returned by the due date. No material may be taken from the LMC unless stamped and dated. Reserved books, magazines, and most reference books are primarily for use in the Media Center only. These books may be checked out for overnight use with the approval of the Media Specialist, but must be returned at the beginning of the next school day. It is expected that high school students will assume responsibility for returning

materials to the Media Center on time. Due to the demands for materials, students who do not return items on time may have their borrowing privileges revoked and/or may be subject to fines or disciplinary actions. Passes to the LMC for pre-school work must be obtained from the subject teacher the day prior to the LMC visit. For example: if a student wishes to

work in the LMC on Wednesday before school, he/she must receive a pass from his subject teacher on Tuesday. Students are expected to be considerate of others by helping to maintain an atmosphere that is conducive to study and research. Passes will be available for students to visit the Library Media Center during lunch or study periods, with guidelines established by the Media Specialist.

The LMC will remain open until 4:00 p.m. Monday through Thursday, for student assistance.

Lockers Each student at Collingswood High School is issued a locker in which belongings can be stored. Students should NOT use lockers to store valuables or large sums of money. Personal items should be locked and

secured in the locker at all times. The school district will not be responsible for items left in lockers. The student is responsible for the neatness and cleanliness of his/her locker. Food should not be left in a locker overnight. Only locks owned by the school may be used on lockers. Students should report defective locks or lockers to the main office. Students are reminded that lockers are school property and as such may be

searched at any time by appropriate school personnel. The administration intends to inspect and/or search lockers as often as necessary to maintain order and to protect the safety and well-being of students and staff. All closed containers stored in lockers may be opened and inspected. When deemed necessary, school officials reserve the right to use the services of a police or sheriff’s department drug dog.

Lost and Found Articles found in and around the school should be turned into the main office. Owners may claim their property by properly identifying the item. Most items will be held for a 30-day period, then be discarded or donated to a worthy cause.

Medical Personnel and Facilities Collingswood High School has a school nursing staff available for students and staff members. All accidents on school property must be reported to the school nurse immediately. The nurse is authorized to process medical requests, store and administer prescription medication, provide first-aid, and assist students in maintaining good health habits. The nurse is also responsible for handling medical verification of students being placed on homebound instruction and of

students who are medically excused from physical education. The nurse will hold all emergency information sheets in the office throughout the school year. The nurse may, after contacting parents or emergency contact person, send a student home for medical reasons. A student may be released only to a parent or an emergency contact person listed on the emergency information sheet. If a student leaves without permission they will be considered truant and will

face serious disciplinary action that may include in or out-of-school suspension. Physical Exams All students must have a medical exam completed by their home physician upon entry into the Collingswood Schools. Documentation of an exam completed up to one year prior to the entry date, provided on an approved

CHS form, must be submitted within 60 days of enrollment or the student may be excluded from school. A medical examination is recommended at least once during the adolescent development stage (grades 6-12). Every student will receive health screenings of height, weight, hearing, blood pressure, and

vision according to School Health Guidelines. Scoliosis screening will be conducted biennially on every student between the ages of 10 and 18. Administration of Medication

In keeping with the recommendations of the American Medical Association and the State Department of Education, it shall be the policy of the Collingswood Board of Education to discourage the administration of medication at school. Realizing that under certain circumstances it may be necessary for pupils to take medications while in school, the following regulations shall be followed: School personnel shall not provide pupils with aspirin or any other type of medication whatsoever;

1. Pupils are not permitted to bring aspirin, vitamins, or any other over-

the-counter medication to school; 2. Pupils are not permitted to carry medication with them in school

except in extenuating circumstances and as authorized by the school nurse.

The parent/guardian must provide a written request for the administration of prescribed medication at school. School nurses may not administer medications to children without specific orders from a licensed physician or dentist. Written orders should include a diagnosis, dosage and time-of-day requirements, possible side effects, and the length of time medication will be administered. The medication must be brought to school in the original

container, appropriately labeled by the pharmacy or doctor. The school will provide a locked, secure space for the storage of all medication. Medications that must be administered in an emergency situation (i.e., inhaler, Epi-Pen) for potentially life-threatening emergencies may be carried and dispensed by the student after the appropriate forms have been completed by the parent/guardian and the physician. All medical forms are available in the

school nurse’s office and are valid only for the corresponding school year. These forms must be renewed annually. Medical Excuse from Physical Education To be excused from Physical Education due to a medical condition, the student must present a doctor’s note directly to the school nurse upon immediate

return to school indicating a reason and approximate length of time. Students who are medically excused from Physical Education will be assigned alternate work to complete. Failure to complete these alternate assignments will result in a failing grade in the course. While on physical education medical excuse the student may not participate in athletics. Motor Vehicles and Parking on/near School Grounds

Students who desire to drive to school must park in Knight Park or on neighboring side streets. Students may not park in the designated staff areas on school grounds. Illegally parked cars will be towed at the owner’s expense. Any car parked on school grounds is subject to a complete search, including all

of its compartments and contents, by school personnel or, at their request, by law enforcement personnel. This applies to vehicles of all types and is in force 24 hours per day.

Respect for School Facilities and Grounds Collingswood takes great pride in the attractive appearance of our campus. Please preserve the school grounds by using walkways and by not disrupting shrubbery, flowers and grass. Students are not permitted to remain in the building after school or to use any part of the building or grounds unless under the supervision of a teacher who is present during the time the activity is taking place.

Hall Displays The walls of the corridors and the cafeteria may be used to display posters advertising school activities under the direction of the advisor. When this occurs, the students involved should obtain the advisor’s initials and the date of the expiration on the lower right hand corner of the poster. All posters

must reflect good taste and correct spelling. Students are responsible for disposing of posters. See “Distribution of Printed Material on School Grounds.” Distribution of Printed Material on School Grounds Any student who desires to post printed material on school grounds needs approval of their advisor or, in the case when an activity advisor is not involved an administrator. The Board of Education has adopted guidelines to

provide for the responsibility that goes hand in hand with freedom of the press. The guidelines and procedures are designed to protect the individual and the school community from irresponsible publications such as those aimed at creating hostility, pornography or material of libelous nature.

COUNSELING SERVICES

The goal of the Counseling Department is to provide counseling programs to ensure the highest quality services for students at Collingswood High School. Members of the Counseling Department will attempt to reach this goal by helping students acquire and use information regarding school and career choices and by helping students develop those personal, work, and social skills which are essential to become successful, responsible, and civic-minded

members of our society. Counselors do not judge you or your concerns. They treat you with respect and, if at all possible, keep discussions confidential. Counselors work with you because they care about you. Your parents are encouraged to call upon the counseling office anytime they need information on school-related issues and to make your Counselor their point-of-contact with the high school between

the hours of 7:40 a.m. and 2:30 p.m. each school day.

Counseling Services Each student will be assigned a counselor. You are encouraged to visit your counselor during lunch, study hall, or before or after school. No students will be permitted to miss a class to see a counselor or participate in a group unless

the counselor has issued a pass for a specific appointment time. Students wishing to see a counselor during a lunch or study hall should request a pass prior to that period. This guideline applies to students seeking one-on-one or group counseling services. Counseling services include, but are not limited to:

• Help with college or vocational information;

• Help with scholarship/financial aid information; • Help with scheduling concerns;

• Help with class work that is becoming too difficult;

• Help making tough decisions or with personal problems;

• Help when you need someone to listen;

• Help for a friend with a drug or alcohol problem;

• Help talking with a teacher.

Counselors are available to help troubled students who may be experiencing personal, school, family, alcohol, or drug problems that may be affecting their ability to perform in school. Except as noted, counseling services are completely voluntary and, to the extent allowed by law, confidential. The counselors and building Intervention & Referral Services Committee (I&RS)

have established procedures for early identification and intervention with students. Teachers, administrators, counselors, students, and parents may make referrals to a counselor or to I&RS. The only mandatory referrals to the program occur when a student violates the district Drug and Alcohol Policy. A counselor can be an “outside” person for you to talk with and can assist in

many ways to help you succeed in school, at home, or on the job. The Counseling Department is there to help YOU! Counseling After School – Navigating the College Process One day a week, a counselor will be available from 2:30 p.m. to 4:30 p.m. in the LMC to help students with college applications, scholarship applications, SAT or NCAA registrations or FAFSA applications. College bound students are

encouraged to take advantage of this great after school service. Course Selection Process Collingswood High School strongly encourages parents and students to become active in the course selection process. Students have the opportunity to build an educationally sound, individualized program beyond what is required for graduation. Students should select their courses based on their

needs, interests, and abilities. Consideration is given to each student’s anticipated college and vocational goals

Each year, the Counseling Department will publish a Program of Studies Booklet that contains information on the courses to be offered during the following school year. At that time, course selection guidelines and deadlines will also be published.

Course Selection Review / Schedule Changes A student’s schedule is developed as a result of discussions between the student, the parent, and the counselor with relation to graduation requirements, career objectives, abilities, and areas of interest. Scheduling the appropriate courses in the proper sequence is vital to the attainment of a student’s post-secondary plans for college or employment.

It is important for students to recognize that the high school schedule of classes is built around the courses selected in the spring. When students request a course change after the scheduling process is complete, overcrowded and unbalanced classes are often the result. Student schedule change requests are to be completed by July 31 prior to the upcoming school

year. Schedule change requests after this date or after the beginning of school will only be considered for the following appropriate reasons:

• To correct inappropriate class level placement; • To correct scheduling errors such as no lunch, two classes the same

period, or an unscheduled period; • To increase the number of academic classes;

• To fulfill district and/or state graduation requirements. Please note that teacher preference and personal convenience are not appropriate reasons to request a schedule change. Auditing a Course The purpose of auditing is to gain skill or experience in a subject area without

credit for the subject. You may also want to go back and audit a course in which you did not do well to strengthen your skills before moving on to a more difficult course. A State or Board of Education requirement cannot be satisfied by auditing. Please be advised that course audits must be approved by the Supervisor of Counseling with the following conditions:

1. A student will only be permitted to audit if space and materials permit; 2. A student who audits must complete all regular requirements such as

tests, homework, projects and other assignments; 3. Student conduct must be acceptable in order for you to continue

auditing; 4. Once an audit is granted, you cannot return to a credit status.

Eighteen Year Old Students While students reaching the age of eighteen (18) in New Jersey assume all of the basic civil and contractual rights and responsibilities of any adult, students attending Collingswood High School remain subject to the rules regarding

attendance and behavior. For safety reasons, students may not leave school or school grounds without administrative approval. Your counselor can explain your rights and responsibilities in more detail. Please be aware that the law allows the school to contact parents regardless of a student’s age.

Home Instruction When a student is expected to be out of school for at least a five (5) day period of time and needs confinement at home because of illness, parents may request home instruction through the counseling office. It is the parent’s responsibility to request home instruction and provide documentation. Application forms for home instruction are available from the counseling office.

The application must be submitted along with a certificate from the attending physician indicating the diagnosis, a statement that the physician expects the child to be out of school for at least five (5) days, and a statement that the child is capable of receiving home instruction. Once the need for home instruction has been established, instruction may be

provided for up to sixty (60) calendar days in a school year. If the school physician believes that instruction for a longer period of time is appropriate, identification shall be made according to New Jersey Administrative Code. Option II Alternative Educational Programs The Collingswood Board of Education recognizes that students have different needs and aspirations. To respond to these different educational needs,

Collingswood High School has developed several nontraditional program options that may serve the needs of some students more effectively and may be considered as students plan their educational programs:

1. Field Career Experience – for seniors who would like to work in a field of their interest and earn credits for the experience.

2. Independent Study – gives students the opportunity to pursue a

course of study independently, under the guidance of a teacher, for course credit.

3. Senior Laptop Initiative – Courses developed for students who wish to explore specified subject matter using technology and in-depth research skills, under the direction of a highly qualified teacher with a special interest in the field.

4. Virtual High School (VHS) – a collaborative of high schools from around the country work through VHS to offer web-based distance learning for students. Students may choose from over 140 courses not offered in the traditional CHS curriculum. Students taking VHS courses log on through the VHS home page, complete and post assignments, and enter classroom discussion with teachers and fellow students via a bulletin board. This is a very rigorous program that can

be completed in the Library Media Center or at home. VHS requires organization and self-discipline. Students interested in VHS should see their counselor early as space is limited.

5. College Now – Students can enroll in Camden County College courses for credit. These courses can be taken on the campus of CCC or in the community at CHS. The process for registering at CCC must be followed.

Permanent Records The Family Educational Rights and Privacy Act (FERPA) affords parents and students over eighteen (18) years of age certain rights with respect to the student’s education records. Parent and student notification of rights under FERPA are available on the district web site and through the school counseling office.

Parent Internet Access Collingswood High School uses the Genesis Student Information System. Parents may gain access to student grades, attendance, and discipline by requesting such access through the counseling office.

Recruiters In accordance with No Child Left Behind and NJSA 18A:36-19.1, the school district is required to provide lists of students’ names and addresses to interested educational, occupational, and military recruiters. The school will not release your phone number to anyone unless you instruct us to do so. If you wish to have your son’s or daughter’s name and address omitted from this list, you must inform the school of your wishes in

writing. A form is available on the CHS web site under Counseling. Summer School CHS students may enroll in any state accredited summer school or on-line courses for make-up credit if approved by the Supervisor of Counseling. To be eligible for Summer School, students must pass at least two marking periods or one semester during the school year and maintain a minimum average of

50 in the course. Any student who fails to meet these criteria must demonstrate extenuating circumstances and secure the permission of the Supervisor of Counseling or Principal to attend Summer School. Students with excessive absences may be denied the opportunity to attend Summer School. For information about area summer schools, please see your Counselor.

Twilight School – Program for Success The mission statement of the Collingswood High School Twilight School – Program for Success is designed to address the needs of at-risk students by providing alternative educational programs intended to develop each individual’s ability to use higher level thinking skills, logically solve problems, and make rational decisions while promoting a positive self-image, fostering greater self-reliance and increasing personal responsibility skills.

The program is open to 9th through 12th grade students from the Collingswood School District. The ultimate goal of the program is for the students to complete the credit requirement for graduation from high school and to satisfy

their personal attendance goals. The successful completion of those items shall lead to a high school diploma from the Collingswood School District.

Withdrawal or Transfer from School

When a student wishes to withdraw or transfer from school, he/she should report to the counseling office prior to the date of withdrawal. All obligations must be fulfilled. All books must be returned before the school will transfer a record to another school or an employer. A student’s educational record, including the discipline file, will be forwarded to the new school. Working Papers

The New Jersey Department of Labor mandates working papers for any student under the age of eighteen who is seeking employment. The main office has information on working papers and will process all such requests.

SPECIAL SERVICES

Child Study Team (CST) The CST, which is comprised of individuals who are specialists in the area of educational disabilities, identifies, evaluates, and determines whether a student is eligible for Special Education and related services. The evaluation typically consists of a social development/history, an assessment of the student’s learning characteristics and academic achievement, and an evaluation of the child’s potential for learning and social/emotional status. If a

student is determined to be eligible for Special Education services, the CST works closely with other personnel and the parent/ guardian in the development and review of a student’s Individualized Education Program (I.E.P.). Child-Find School districts have a legal obligation to identify and locate every qualified

handicapped person residing in the district. Districts must take steps to notify people with disabilities and their parents/guardians of their duties to provide a free appropriate public education. More information on Child Find can be found on the Collingswood web site at www.collsk12.org. Section 504

Section 504 of the Rehabilitation Act of 1973 is a federal law designed to prevent discrimination against persons with a handicap in any program receiving Federal financial assistance. The school district must identify, evaluate, and, if a student is determined to be eligible under Section 504, afford access to appropriate educational services.

CODE OF CONDUCT AND RESPONSIBLE STUDENT BEHAVIOR

Collingswood High School is your school – our expectation is that you will conduct yourself at all times in an appropriate manner. We believe all students can behave in school. We feel all students have a responsibility to behave in a

manner that allows teachers to teach and students to learn. We do not tolerate behavior that violates the best interests of any individual in the school community.

Student Conduct Guidelines In order to help insure a respectful, responsible learning environment, it is expected that a student shall:

• Be on time, attend every class, and attain satisfactory academic achievement

• Assume personal responsibility for acting with respect and civility.

Bullying and harassment in any forms are unacceptable. • Exhibit ethical behavior as it applies to all tests, assignments and other

work for which the student is responsible. • Abide by school rules that have been developed to assure the safety of

all those in the school community. • Communicate with peers and those in authority with respect and

consideration. • Accept disciplinary consequences with dignity and a resolve to improve

one’s performance and conduct. • Comply with Board policies governing appropriate dress and the proper

use of electronic devices. • Understand and comply with school requirements in relation to all

school sponsored activities.

• Respect school property and help and keep it free from damage. • Refrain from the use of non-prescription drugs at school and at all

school-sponsored activities unless necessary for the health and safety of the student in accordance with District policy and procedural requirements, including written authorization provided by the parent/guardian to the school nurse. Students are not permitted to self-administer medication except in certain life-threatening conditions.

• Refrain from using and/or possessing alcohol, controlled dangerous substances, or other illegal substances at school, on school property or school buses, and at all school sponsored activities.

For any school to be successful, it is imperative that students and parents have a stake in that success. We expect all students to fulfill the behavioral

standards of our school. They can accomplish this by doing the following: Students are expected to:

• Prepare themselves mentally and physically for the process of learning • Demonstrate respect for people and property • Take responsibility for personal behavior and learning • Use time and other resources responsibly

School staff is expected to:

• Model positive modes of behavior and good manners • Exercise respect and civility in all interactions with staff, students and

members of the community • Maintain a positive learning environment during the school day • Explain and discuss acceptable and unacceptable modes of behavior

with students and parents/guardians • Foster an emphasis on positive behaviors creating an atmosphere of

mutual respect and the appreciation of individual differences among staff, students and parents for individuals as well as for district and community property

• Inform and enforce the discipline structure with students • Be consistent in enforcing the discipline structure throughout the

school. • Comply with requirements of New Jersey Administrative Code and

District policies and procedures Teachers, instructional assistants, and the Principal will make every effort to communicate with parents regarding their child’s behavior. Telephone contact

will be made and/or a discipline report will be sent home to help keep parents apprised of incidents which have occurred and action which was taken. Students may be assigned after-school detention, Saturday School detention, AIR, or Out of School suspension for misbehavior. Students may also be removed from participation in co-curricular activities. The Principal or designee has the authority to suspend a student for violation of school regulations or for committing an unlawful act.

Student Rights Students have the right to:

• Advance notice of behaviors that will result in suspension or expulsion.

• Education that supports students’ development into productive citizens.

• Attendance in safe and secure environments • Notification of the parents/guardians consistent with procedures

established by the District for instances of law enforcement agency interviews with their children, for short-term and long-term suspensions or expulsions, and for attendance related issues and consequences.

• The Due Process procedures established by the District for review of conduct which may result in the imposition of short-team suspensions, long-term suspensions, or expulsions. Those procedures are set forth

in this Code of Conduct. • Appeal disciplinary determinations of District officials or the Board of

Education to the New Jersey Commissioner of Education and, where applicable, to pursue the due process rights established in N.J.A.C. 6A:14 for pupils classified as eligible for special education.

Acceptable Personal Appearance – Dress Code Research in schools conducted throughout the nation has found a relationship between the way students dress and the way they behave. The administration and the faculty maintain that grooming habits and choice of attire are important to a student’s academic success and well- being. Students are required to conform to an acceptable standard of dress based on modesty, cleanliness,

health and safety. Classroom teachers have the responsibility to determine the safety requirements of their instructional programs. Within these guidelines, individual tastes in dress and grooming shall be respected. Students who violate the dress code will be required to change clothes, report to AIR, or will be sent home. In an effort to promote an academic and businesslike atmosphere, the

following minimum standards of dress have been established: 1. Clothing which is excessively tight, revealing, or immodest, including

bare midriffs, muscle shirts, any tank tops or tops of any kind leaving shoulders exposed, or shorts or skirts less than fingertip length shall not be permitted in school. Clothing shall conceal undergarments and the

navel area at all times. Pants or shorts must be fastened at the waist. 2. Clothing or jewelry which displays any message with a sexual

connotation or profanity, advertises drugs, alcohol, or violence, contains a hate message, is intended to harass or threaten, or contains a double meaning slogan shall not be permitted. Clothing and accessories which indicate affiliation with gang or criminal activity is prohibited.

3 The wearing or carrying of outer jackets or coats, gloves, or any type of

headgear shall not be permitted during the school day. All such items should be left in the student’s locker throughout the school day. A hat or bandana, even if worn other than on the head, is still headgear.

4. Inappropriate or unsafe footwear, including flip-flops, slides, or bedroom slippers (with or without socks) shall not be permitted; Sneakers must be worn in P.E. class.

5. Any type of student attire that is considered disruptive to the educational

process (including pajamas and loungewear) shall be restricted. 6. Torn or ripped garments are not to be worn. 7. Non-prescription sunglasses or tinted glasses, except as prescribed by

the students’ doctor, are not to be worn indoors. 8. Chains, cables, spikes or other accessories which could be used as

weapons are not to be worn.

The dress code may be modified to be more or less restrictive during school-sponsored trips. Behavioral/Family Counseling It is the desire of the Collingswood Board of Education to correct, not punish, inappropriate student behavior. As part of a partnership between school,

home, and community, the Collingswood Board of Education offers students the opportunity to lessen some of the consequences for their behavior through the enrollment in prescribed counseling sessions. School administrators will share this opportunity with parents when appropriate. Bullying, Harassment, Intimidation The high school recognizes that bullying and teasing are troubling behaviors

that sometimes appear in schools. Bullying is defined as any verbal, written, or physical act – motivated by race, religion, gender, sexual orientation, ancestry, national origin, and a mental or physical disability – that damages a student’s property or insults, harms or instills fear in the student. In cases where bullying by a student is substantiated, disciplinary consequences will be applied, consistent with our Code of Conduct. Students are encouraged to report cases of bullying to their teachers, whether they are the recipient or if

they see someone being victimized. Harassment based on race, religion, gender, sexual orientation, ancestry, or disability is prohibited. The complete Board Policy No. 5512 is located on the District website at www.collsk12.org. Cell Phones, iPods, Headsets, and other Electronic Gear Students are permitted to bring cell phones, iPods, and other related electronic

gear into the school building, but must turn off the electronic devices and store them appropriately during the school day. Students who are found to be carrying cell phones, iPod’s, or other electronic devices during the school day will have the items confiscated. On the first offense, the device will be returned to the student at the close of the school day. On the second and subsequent offenses, the device will be turned over only to the student’s parent and disciplinary action may result.

Conduct Occurring Off School Grounds School authorities have a right to suspend or expel a student for conduct happening outside of school hours or conduct away from school grounds where

reasonably necessary for students’ physical or emotional safety and well-being or for reasons relating to safety and well-being of other students, teachers, or school property. Please refer to N.J.S.A. 6A:16-7.6 for Conduct Away from School Grounds.

Electronic Surveillance The Board of Education authorizes the use of electronic surveillance monitoring devices in school buildings and on school grounds. Therefore, all school buildings and school grounds within this school district may be monitored using such devices in accordance with Board Policy.

Police Procedures On occasion, law enforcement agents may enter the building to interview students. If a student is under the age of eighteen (18), every effort will be made to contact the parent/guardian prior to the interview. The administration will be present during the interview unless the student and parent/guardian request otherwise. Students eighteen (18) or older are legally adults;

therefore the protections available to a juvenile are not available to them. Public Displays of Affection Students are reminded that school property is considered to be public property, thus appropriate decorum is required at all times. Public displays of affection are not appropriate and not permitted.

Self-Protective Devices Spray gas canisters such as pepper gas, tear gas, etc., and electrical protective devices are not permitted on school grounds, including hanging from key chains. Students who bring such items to school will have the items confiscated immediately and will be subject to disciplinary actions. Student Passes

Students must carry a current Hall Pass when in the halls while classes are in session. Students should request that teachers sign their hall pass if they wish to be excused to the restroom, media center, counseling office, or nurse’s office. Students found to be abusing hall pass privileges will be placed on pass restriction.

WETIP WETIP is a toll-free anonymous hotline dedicated to stopping the spread of crime and substance abuse. Students may use WETIP at 1-800-782-7463 to report someone committing a crime in our community or work place.

Vandalism and Property Damage NJSA 18A:37-2 states that any student who willfully causes or attempts to cause damage to school property shall be liable to disciplinary action up to and including suspension or expulsion from school. Monetary assessments shall be made by the Principal and, in accordance with NJSA 18:A37-3, shall be the responsibility of the parent/guardian of the student.

Weapons and Dangerous Instruments New Jersey State Law and Collingswood Board of Education Policy prohibit the possession or use of weapons and dangerous instruments at school or on school grounds. This includes such items as guns and knives, as well as any other item that may be used as or considered a weapon. The building principal

shall have the authority to determine whether a specific item falls under the meaning of the term “weapon or dangerous instrument” as used in this paragraph.

Terms Used in Code of Conduct, Consequences, and Procedures When examining specific instances of misconduct, all students will be granted the opportunity for an informal hearing. All available information regarding the

situation at hand, previous disciplinary records, and any case or personal defense made by the student will be considered when making decisions. A student’s previous discipline record may aggravate or mitigate the disciplinary judgment. The guidelines found below are a summary of the complete Collingswood High School Code of Conduct and Responsible Student Behavior. Behavioral Contracts – In certain situations students, teachers,

administrators, school counselors, student assistance coordinators and/or parents may enter into behavioral contracts designed to produce desirable behavior outcomes. Contracts are developed mutually describing goals and expectations of all parties, means of achieving goals, and ways of assessing success. This becomes the document used in clarifying expected student behaviors

Teacher Detention – Teachers may assign an after-school detention for student misconduct in class or in common areas. Students may also be required to stay after school to complete missing assignments. Teacher detentions begin at 2:40 p.m. The teacher will notify the student of the detention at least twenty four (24) hours in advance and will also advise the student as to the length of the detention. Students who cannot serve their

detention on the day assigned should contact the teacher prior to the detention.

Administrative Detention – Administrative Detention must be served in the afternoon on the scheduled date and is held from 2:40 p.m. until 3:30 p.m. daily, in an announced location. Students who cannot serve their detention on the day assigned should contact the assistant principal prior to the detention.

Banned from Attendance at Co-Curricular Activities (BACCA) Tier I: Any student who has accumulated numerous office referrals or has been involved in a major incident (i.e. – fighting) will be placed on the BACCA list. Students who are on the BACCA list may not attend any co-curricular activities. In addition, they may not attend any field or class trips. Students may appeal their status thirty (30) days after the date of their last referral.

Also, students who have outstanding obligations are considered to be part of the BACCA list. Tier II: Any student who accumulates three (3) or more Out of School suspensions, and/or five (5) AIR assignments, for any reason forfeits his/her right to participate in extracurricular (clubs and organizations) and athletic

(sports teams) activities. Seniors may forfeit their right to participate

after the first suspension, pending appeal to the principal. Students and parents may appeal to the principal for possible re-instatement once per year. Note: This clause applies to senior trip, prom, graduation exercises and other senior year activities. Saturday School – A student may be required to report to school on a

designated Saturday for failure to adhere to school policies or to make up unexcused absences with prior administrative approval. Students who report to Saturday School will complete work as assigned by the Saturday School supervisor. Only those situations listed as “excused absences” in the attendance policy will be valid for failure to report to Saturday School. Again, students with unavoidable conflicts should contact the assistant principal prior to their assigned Saturday School.

Alternative Instruction Room (AIR) – Students may be assigned to the Alternative Instruction Room for between one (1) and three (3) days following parent contact and an informal hearing where the student is apprised of the situation and given the opportunity to present a defense. Such a hearing may follow an initial assignment to AIR in emergency situations. Students will

report to AIR after homeroom on the date(s) assigned. Classroom work is to be completed throughout the day. Failure to report to AIR may result in additional action, including additional days of assignment to AIR or assignment to out-of-school suspension. While in AIR, students must adhere to the rules and regulations established for the Alternative Instruction Room. Students assigned to AIR (full day) are prohibited from participating in school athletic or social events during their assignment. Students may only be

assigned to AIR five (5) times. Any subsequent assignment for rules violation will result in an external suspension.

Out of School Suspension – A student may be assigned Out of School Suspension (OSS) for between one (1) and ten (10) days. A student/parent conference will be required before the student may return to regular classes. Students assigned to OSS are not permitted on school property during or after

the school day. Students on OSS are prohibited from participating in any school co-curricular event during their suspension. Expulsion/Exclusion - An expulsion is a permanent exclusion from school. The principal will follow the OSS procedures while preparing for an expulsion hearing. In addition, the pupil and his/her parents will be notified of:

(a) the date and the time of the hearing and statement of the specific charges that justify expulsion;

(b) his/her right to be represented by an attorney; (c) a list of witnesses against the pupil and a written report on the facts to

which the witnesses will testify; (d) an opportunity for the pupil to present his/her own defense and to

produce, either by oral testimony or written affidavits, witnesses in his/her behalf; and

(e) an opportunity to confront and cross-examine the witnesses.

Code of Conduct Offenses and Possible Consequences

The objectives of the Collingswood High School Code of Conduct and Responsible Student Behavior are to ensure the maintenance of an orderly school environment that is conducive to learning and to teach students to be proactive and take responsibility for their actions in all situations. Under no circumstances will a student be permitted to disrupt the education of other students. Students who disrupt the education of other students in any manner will be subject to the consequences outlined in the Code of Conduct. The

Code of Conduct is meant to be a general guide for students, teachers,

and administrators. Certain situations may warrant measures different than those prescribed herein. In such instances, administrative discretion will prevail.

Assault and Battery on a Student (fighting)

Automatic 3-10 days OSS, mandatory parent conference, and counselor referral, with police referral and possible referral to Superintendent and Board of Education (BOE).

Assault and Battery on Staff Member

(defined as unlawful attempt to hurt another person)

Textbooks and other materials are the property of the Board of

Education. Materials are loaned to students with the requirement that they be returned in satisfactory condition. Students who do not return materials, supplies, and uniforms in satisfactory condition due to loss, damage, or theft will be assessed the amount of the loss. Report cards, student schedules, transcripts, and ultimately diplomas may be held until all obligations have been satisfied. Students with outstanding obligations forfeit their right to participate in

extracurricular activities.

Possession or Under the Influence of Drugs or Alcohol

Refer to Drug and Alcohol Policy at the end of this section.

Drug, Alcohol, Steroid Policy and Procedures The Collingswood Board of Education prohibits the use, possession, and/or distribution of any drugs, alcohol, tobacco, or steroids on school premises, at any school-sponsored event, and on any transportation vehicle provided by the school. The Board also prohibits any student from being under the influence of drugs, alcohol, or steroids in any of the situations mentioned

above. The Collingswood Board of Education recognizes that in addition to maintaining a comprehensive substance abuse education program at all grade levels, a policy must be adopted committing the school district to establish a procedure to aid students to seek help to correct possible substance dependency and/or abuse problems. The district also has an obligation to maintain a safe

environment for all students and staff members. For purposes of this policy, “substance” shall mean alcoholic beverages, controlled dangerous substances (prescription or otherwise) as defined in N.J.S.A. 24:21-2, or any chemical or chemical compound which releases vapors or fumes causing a condition of intoxication, inebriation, excitement, or dulling of the brain or nervous system including, but not limited to, glue

containing a solvent having the property of releasing vapors or fumes (N.J.S.A. 2A:170-25.9). “Substance abuse” shall mean the consumption or use of any substance as defined herein for purposes other than the treatment of

sickness or injury as prescribed or administered by a person duly authorized by law to treat the sick or injured. Possible Drug and Alcohol Related Situations

Whenever it shall appear to any staff member that a student may be under the influence of alcohol or other drugs, they shall report the matter to an administrator immediately. In instances where an administrator, school nurse, or school physician is not present, the staff member responsible for the function shall be notified. Once identified, the student shall be moved to a safe environment for observation and care by the school nurse, school physician, or other school

personnel. The Board of Education reserves the right to act in loco parentis as an agent of the parent or guardian and for the welfare of the student. Once the student is secure:

1. The parent/guardian and Chief School Administrator shall be notified of the incident immediately;

2. The Principal shall arrange for an immediate medical examination to be performed by: (i) a physician selected by the parent, (ii) the school physician, or (iii) the emergency room of an appropriate hospital. If available, the

parent or guardian should accompany the student to the medical facility. The examination should be completed as soon as possible

to determine whether or not the student is under the influence of alcohol or drugs.

If, at the request of the parent or guardian, a physician other than the school physician conducts the medical examination, such examination shall not be at the expense of the Board of Education. A written report of the medical examination shall be furnished to the parent or guardian of the student and

the school. Pending receipt of a report indicating a negative diagnosis, the student may be readmitted to school. If there is a positive diagnosis from the medical examination indicating that the student is under the influence of alcohol or other drugs, the student shall remain in the care of the parent. Attendance at school shall not resume until

any period of suspension imposed by the school has been served and the school receives a written report from the physician who examined the student. The report must state that substance abuse no longer interferes with the student’s ability to perform in school. In accordance with NJAC 6:29-6.5(a) 8, refusal or failure by a parent or guardian to comply with the provisions of NJSA 18A:40A-12 shall be deemed a

violation of compulsory education statutes (NJSA 18A:38-25 and 18A:38-31) and/or child neglect laws. While the student is home or after the student returns to school, the school may require additional evaluation for the purpose

of determining the extent of the student’s alcohol or other drug use and its effects on school performance. Students possessing for distribution or administering alcohol or other drugs as

defined by this policy at any time on school grounds or at a school sponsored activity shall be immediately referred to the Principal. The Principal shall immediately notify the police and the parents and suspend the student pending further action. The Principal shall make appropriate recommendations to the Chief School Administrator and the Board of Education concerning a disciplinary response up to and including possible expulsion.

Care, Treatment, and Follow-up In the event there is a positive diagnosis, the student shall be interviewed by a counselor or other appropriately trained personnel for the purpose of determining the extent of the student’s involvement with alcohol or other drugs and possible need for treatment. In order to make this determination, the coordinator or other professional may conduct a reasonable investigation

that may include interviews with the student’s teachers and parents. The coordinator or other professional may also consult with such experts in the field of alcohol or other drug use as may be necessary and appropriate. If it is determined that the student’s involvement with and use of these substances represents a danger to the student’s health and well-being, the coordinator or other professional shall refer the student to an appropriate treatment program which has been approved by appropriate authorities.

The Board of Education shall provide for the evaluation of and treatment of students whose use of alcohol or other drugs has affected their school performance or who possess or consume alcohol or other drugs in school or at a school function, as required by the definitions of evaluation and treatment contained at N.J.A.C. 6:29-6.2. The Board of Education is not responsible for the cost of any evaluation or treatment provided by any outside agency and/or

organization. While a student is receiving medical or therapeutic care for a diagnosed alcohol or other drug dependency problem, provisions for a program of intervention, curriculum and related services will be provided. Students who are in care or returning from care for alcohol or other drug dependency will

receive proper referral and support services by the substance awareness coordinator, school counselor, or Child Study Team personnel. Violations of Drug and Alcohol Policy Students should be aware that school authorities will take all reasonable steps to prevent the possession and use of controlled dangerous substances (CDS) including drugs and/or alcohol. In the event of a violation involving the

possession, ingestion, injection, inhalation or use of a CDS or drug paraphernalia, the following shall apply:

EXTRACURRICULAR PROGRAMS Student activities are an important part of our total program. While

participation in extracurricular activities is encouraged, you should always understand that your priority for being here is to address academic responsibilities. While recognizing the value of student participation in intramural, co-curricular and interscholastic activity programs, the Board acknowledges their responsibility to ensure that student participants maintain a standard of academic performances that is consistent with the primary

mission of the schools.

Activity Fee All participants in athletics, band and other clubs and co-curricular activities will be assessed an annual fee due prior to the first practice or activity meeting. This fee covers all sports, clubs and co-curricular activities for the

entire school year. There will be a fee of $100.00 for the first student in a family. For families with two (2) or more participating children, there will be a $175.00 maximum family fee. Payment allows the student(s) to participate in all co-curricular activities offered that school year. The fee does not apply to school service organizations.

Eligibility: Academic Eligibility for Co-Curricular Activities and Athletics 1. Freshmen: All incoming freshmen from eighth grade are eligible for

any activity that starts the first semester, including fall and winter sports seasons. To be eligible for participation in activities that begin during the second semester, a student may not have failed more than one course and must have passed or be passing 15 credits at the close

of the first semester. Full-year courses shall be equated as one-half of the credits to be gained for the year when determining credits passed for the semester.

2. Sophomores, Juniors, Seniors, Transfers: Students other than incoming freshmen shall have their first semester eligibility based on their final grades from the previous school year. Students must have earned 30 credits required by the State of New Jersey. To be eligible

for participation in activities that begin during the second semester, a student may not have failed more than one course and must have passed or be passing 15 credits at the close of the first semester. Full-year courses shall be equated as one-half of the credits to be gained for the year when determining credits passed for the semester.

NJSIAA eligibility requirements will apply to student athletes who transfer to Collingswood High School.

3. Summer School: Approved summer school grades replace final grades for any courses failed the previous year.

4. Continued Eligibility and Ineligibility: Once a student becomes ineligible, the student remains ineligible until the end of the following semester. Students who are eligible at the start of a season remain eligible for the entire season.

Eligibility: Attendance Eligibility As per school policy, students are expected to be in school every day that school is in session. This is important for students who are devoting a considerable portion of their time to extracurricular activities. On the day of the event, students must be in school for the entire day, as defined by the attendance policy. In the event that the activity occurs on a non-school day

(weekends or holidays), the student must attend school the last school day prior to the event. Any exception to this rule requires the approval of the principal. Any student placed on suspension or for a full day in the alternate

instruction room is automatically ineligible to participate in extracurricular activities for the duration of the suspension. Random Student Drug Testing

The Board hereby authorizes the Administration to conduct random drug testing of all students engaged in extra-curricular activities. Further, all students, with the consent of a parent or guardian, may elect to participate in the random testing or a voluntary basis. Eligibility shall apply to the entire academic year. Administrative regulations (R 2433) cover procedures for conducting these

tests and appropriate recourse regarding the results. Design of the program should be consistent with the Board’s objectives, which are as follows:

1. To promote health and safety; 2. To deter drug use, thereby countering peer pressure which may

encourage indulgence;

3. To encourage students who use alcohol and drugs to participate in rehabilitative programs; and

4. Encourage and invite voluntary testing. Primary emphasis in administering this program should be directed toward deterrent and remediation rather than punishment of students who test positive for illegal drugs or their metabolites. Sanctions and corrective action

should be designed accordingly. This policy and its implementing regulation shall be made available annually, at the beginning of the school year, to all school employees, pupils and parent(s) or legal guardian(s). Each newly hired employee and transferred pupil will be offered this policy and its implementing regulation on his/her arrival in the district.

Extracurricular Student Activities Collingswood High School maintains a rich and diverse program of extracurricular activities for students. Which activities are offered depends upon student interest. If sufficient interest in a specific activity is not maintained, that activity may be dropped in favor of a different activity that

generates increased student interest. All activities at Collingswood High School are available to all students except for those that have rigorous entrance standards or those that require election to a position or office. Activities in which students may participate include: Student Council, Senior, Junior, Sophomore, and Freshmen Board, Yearbook, School Newspaper, Human Relations Committee, Plays and Musicals, Variety

Show, Stage Crew, Peer Mediation, Choir, Band, Indoor Percussion, National Honor Society, World Language Clubs, Interact and athletics. Additional activities may be added or substituted based on student interest.

National Honor Society Selection Process The National Honor Society is an organization that recognizes student achievement in the areas of scholarship, service, leadership, and character.

National Honor Society selection and induction will take place in the

fall of each year.

These criteria for selection form the foundation upon which the organization and its activities are built:

1. The NHS Criteria will be announced at the start of each school year in writing, through this Agenda book, and in assemblies and gatherings.

Written and/or oral communication regarding admission criteria will also be made available throughout the school year.

2. Students who are eligible for induction must earn and maintain a minimum 3.5 cumulative GPA in September of their junior or senior year.

3. Eligible students will be notified in writing that they have satisfied the

scholarship criteria for admission. The NHS advisors will hold a meeting early in the school year to invite these students to apply for NHS induction. Students will receive their Student Activity Information forms with instruction about how to complete the forms.

4. The Student Activity Information forms will include a due date. Forms submitted after that date will not be accepted.

5. The NHS advisor will share with the faculty the criteria for NHS

induction and will survey the faculty regarding how well the nominated students meet that criteria. Faculty members will complete the surveys, providing rankings for all students with whom they are familiar. These surveys will be used as a factor in determining selection.

6. High school administrators will provide the NHS advisor with attendance and discipline data for each nominee.

7. The Faculty Council will convene to review all student data. All student information will be coded so that data will be viewed without a name attached, ensuring an objective assessment of the candidate.

8. All students will be notified in writing of the Faculty Council’s decision. 9. Successful candidates will be invited to participate in the NHS

Induction ceremony.

Further information about specific criteria for acceptance into the National Honor Society can be found on the NHS website http://www.nhs.us. Student Council Students who wish to have a say in activities and events at Collingswood High School should run for Student Council office or become a homeroom or at-

large member. Listen for announcements regarding Student Council elections and meeting times and locations. Anyone can become involved in Student Council.

Athletics Students who participate in athletics are generally excited about coming to school each day and find their coaches to be some of the most significant people in their lives. These students often have an easier time making friends,

are motivated to keep up their grades, and play an important role in maintaining a positive culture in the school. Students are sometimes hesitant to join an athletic team because they fear they will not be competitive. Do not make that mistake. Sign up and work closely with your coach to become the best athlete and team player you can be. Visit the athletic office by the gymnasium for more information on high school athletics.

Fall athletic opportunities include football, boys’ soccer, girls’ soccer, field hockey, girls’ tennis, weight training, and cheerleading. Winter activities include girls’ basketball, boys’ basketball, wrestling, bowling, swimming, weight training, and cheerleading. Finally, spring athletics include baseball, softball, lacrosse, boys’ tennis, boys’ track and field, girls’ track and field, volleyball, and weight training. All participants must meet eligibility

requirements. Citizenship and Sportsmanship Students who are representing the school in co-curricular activities are not only representing themselves, but are also representing Collingswood High School. Students are expected to follow established rules and regulations. When students from other schools visit Collingswood High School, they are to

be treated with courtesy and respect. When Collingswood High School students are guests at other schools, they are expected to conduct themselves as good citizens and good sports at all times. Students who have seriously violated the standards of good citizenship in the judgment of the advisor, coach, athletic director, or administration will be referred to the Principal for review and determination of eligibility status.

Hazing Policy Hazing is considered any individual or group act of harassment of another individual or group by banter, ridicule, criticism, or exacting unnecessary work, or by participation in a disagreeable or unpleasant activity for the purpose of initiation. The practice of hazing is unhealthy and counterproductive to the positive climate promoted by student participation in athletics and activities.

Under no circumstances will hazing in any form be tolerated within the scope of the programs offered by the Collingswood Public Schools. Students participating in hazing practices either on or off school grounds will be subject to disciplinary action, including detention, AIR, suspension, or, in extreme cases, expulsion. Students may also be removed from the team or school activity. Student leaders are expected to discourage and report hazing immediately.

NJSIAA Specific Eligibility Rules To participate in an interscholastic athletic competition, students must:

1. Be under nineteen (19) years of age prior to September 1; and

2. Satisfactorily undergo a comprehensive physical examination by the school doctor or home doctor and return the permission and medical forms to the coach.

Physical Examination Each candidate for an athletic squad or team must be examined within 365 days prior to the first practice session. Any student having a medical exam completed more than sixty (60) days prior to the first practice session must

provide a health history update signed by the parent. The medical exam is to be completed by the student’s home doctor or, in the absence of a home doctor, may be performed by the school doctor. Please notify the school nurse if the student does not have a medical home. Social Media Guidelines for Student Athletes The Athletic Department of Collingswood High School wants to make sure you

are aware of the revised Social Networking Guidelines. The Collingswood Public Schools and the Athletic Department recognize and support the student-athletes’ rights to freedom of speech, expression and association, including the use of social networks. In this context, however, each student-athlete must remember that playing and competing for the Collingswood Public Schools is a privilege. As a student-athlete you represent the Collingswood Public School

and the communities of Collingswood, Oaklyn and Woodlynne and you are expected to portray yourself, your team, and the School District in a positive manner at all times. Our guidelines for using social networks include:

• Everything you post is public information – any text or photo placed

online is completely out of your control the moment it is placed online – even if you limit access to your site. Information (including pictures, videos, and comments) may be accessible even after you remove it. Once you post a photo or comment on a social networking site, that photo or comment becomes the property of the site and may be searchable even after you remove it.

• What you post may affect your future. Many employers and college

admission officers review social networking sites as part of their overall evaluation of an applicant. Carefully consider how you want people to perceive you before you give them a chance to misinterpret your information (including pictures, videos, comments and posters).

• Similar to comments made in person, The Collingwood Public Schools Depart of Athletics will not tolerate disrespectful comments and

behavior online, such as: a. Derogatory language or remarks that may harm teammates or

coaches; other Collingswood student-athletes, teachers – or student-athletes, coaches or representatives of other schools, including comments that may disrespect the opponent.

b. Incriminating photos or statements depicting violence, hazing, sexual harassment, full or partial nudity, inappropriate gestures, vandalism, stalking, underage drinking, selling, possessing or using controlled substances, or any other inappropriate behaviors.

c. Creating a serious danger to the safety of another person or making a credible threat of serious physical or emotional injury to another person.

d. Indicating knowledge of an unreported school or team violation – regardless if the violation was unintentional or intentional.

In short, do not have a false sense of security about your rights to freedom of

speech. Understand that freedom of speech is not unlimited. The online social network sites are NOT a place where you can say or do whatever you want without repercussions. The information you post on a social networking site is considered public information. Protect yourself by maintaining a self-image of which you can be proud for years to come.

Expectations for Participants in Activities and Athletics Collingswood High School expects student athletes and participants in extracurricular activities to:

1. Maintain passing grades and work to their potential – academics first! 2. Exhibit appropriate behavior at all times. Students who accumulate

three (3) or more Out of School Suspensions and/or five (5)

assignments to the AIR program will become ineligible to participate in all extracurricular and athletic activities (See Code of Conduct).

3. Clear all outstanding school or equipment obligations. Students who fail to return materials, uniforms, or equipment will be denied further participation in activities and will not be eligible for awards and recognition, including a varsity letter, until the obligation is cleared.
