The growth in devices that capture video evidence has been exponential. It presents a need for new tools that can handle the increased size, complexity and variety of data.

Genetec ClearanceTM is a case management system that helps you manage the storage and distribution of digital evidence from cameras and other devices. It’s a simple, secure and flexible way to help accelerate investigations by facilitating collaboration.

A surge in the use of body-worn cameras in law enforcement, coupled with an increasingly smartphone-savvy public, has led to a deluge of recorded incidents and situations. Added to existing methods for capturing video footage, other sensor data and arduous compliance requirements, it amounts to a huge spike in the sheer volume of evidence to be sifted through and dealt with.

Genetec Clearance breaks down technology silos associated with traditional case management applications. It encourages collaboration across different agencies, departments and organizations, and helps users manage digital evidence – from collection to case closed.

All the evidence, all in one place

More evidence means more to manage

Digital demands have changed

The proliferation of new surveillance systems, body-worn cameras, in-car video and mobile phones has created more ways to gather evidence, while fundamentally increasing the quantity of evidence collected.

Although many cases can be rich in data, some evidence is never used because of storage and retrieval methods that are outdated, disparate and time-consuming to use. Organizations also have to contend with an increasing range of evidence types, often collected in different formats, from different sources, by different parties, using different applications. All of which were never intended to be mutually compatible.

Using Genetec Clearance, evidence can be easily imported and shared with a variety of other sources – helping those working on an investigation across multiple agencies and departments.

Evidence technology has evolved, but storage and handling capabilities haven’t caught up. It means a USB flash drive will often still need to be checked in to an evidence locker room, in person. For investigators and lawyers, excessive amounts of data and inefficient storage methods mean accessing evidence can be difficult.

On top of that, digital evidence requires dedicated personnel to administer the case management process and maintain the chain of custody. Especially given that complying with retention laws adds another layer of complexity – in certain cases, evidence must be stored for up to 75 years.

Retaining such a large amount of data is costly, cumbersome, error-prone and, for the success of a court case or investigation, potentially damaging.

Who’s responsible for security in a city? Today, private security companies have twice the number of staff as law enforcement agencies, but evidence still needs to be routed through the proper channels.

With everybody and everything working in silos, clearing cases is often arduous work. For the public, security teams and businesses, submitting and collaborating on digital multimedia material is complicated and frustrating. If files aren’t packaged up properly, they might never be found – or worse, they may become compromised due to faulty systems, making them inadmissible in court.

Genetec Clearance removes technology silos and standardizes evidence collection for law enforcement, retail businesses and university campuses. It modernizes and harmonizes digital evidence within the ecosystem of records management and case management systems – changing the way evidence is dealt with and cases are solved.

Through its open architecture, Clearance can integrate with different sources of evidence. Bridges can be built to other systems, and data can be easily ingested into the platform.

Video recordings of crimes can be sent directly to police departments via email. They can then be automatically normalized into MP4s, making them easier to manage and investigate.

With built-in video redaction, people’s privacy can be protected. By blurring faces and adding masking, the identity of victims, bystanders, witnesses and police officers can remain anonymous.

There are no limitations on how many users can access the system. And all actions taken are automatically tracked to make sure the chain of custody of the evidence is maintained as it’s shared.

Collaborating to solve a crime

Retailers get hit hard by crime. Whether it’s shoplifting or employee fraud, most businesses spend a lot of time collecting and packaging digital files for law enforcement. Let’s take a closer look at a department store.

A video’s worth a thousand words. And today, like most days, there’s enough video footage to tell a thousand stories.

This morning, a customer has called in to report the theft of her purse. For the security officer on duty, that means a packed day. He starts by trawling through vast quantities of CCTV footage from the day in question. To be in a position to help the police find and prosecute the thief, he’ll have to gather enough video evidence to support the customer’s claim, then put it into a full report, ready to send to the city’s police department.

He knows the work involved will be time-consuming, and that the police might not even be able to use the evidence because of potential quality and formatting issues. All the while, the work will take him away from his primary role of looking after the store’s security.

When the police officer assigned to deal with the case receives the call, she realizes she’s going to be spending a big chunk of her day trying to pull together all the evidence she needs.

She sits in a team of four full-time police officers whose job is to go from business to business around the city, collecting video footage. In most instances,

to successfully prepare a case for the district attorney, a lot of time and resources will be used packaging up and delivering multimedia files. That means loading UBSs, burning files to DVDs and converting files to make sure they’re viewable.

These administrative nuances are hindering her department’s performance. The time it takes to package multimedia is eating into time that could be spent on other cases. It’s beginning to affect their clearance rate – especially as around 25-35% of cases now look first to video.

Using Genetec Clearance, the security officer could simply send the evidence to the police so they can store and distribute it. The police officer could access the converted video in their browser and share, view and comment on it in the course of the investigation.

The tools that law enforcement and the judiciary system use have yet to catch up with the sophistication of today's digital evidence. With Genetec Clearance, the way evidence is collected and used benefits not only our security and police officers, but also every stakeholder throughout the lifecycle of a case.

Four ways Genetec Clearance can help

Collect It can bring together all your evidence: Gather data from disparate sources and store it in a centralized, scalable system. Integrate video and other types of evidence, and save files while increasing storage capacity, without worrying about server maintenance.

Automate Save time on labor-intensive tasks: Locate media quickly, without searching through volumes of digital evidence. Convert and play videos automatically, automate reporting, monitor performance and track clearance rates.

Manage Make sure operations run smoothly: Synchronize with existing CAD and RMS platforms to manage cases more efficiently. Use less time and labor juggling multiple applications – and classify evidence to make locating files easier.

Collaborate Share evidence safely, at the click of a button: Collaborate with an unlimited number of users inside or outside your organization. Avoid time-consuming storage and transportation, deal with FOIA requests, and receive public evidence securely. Also, manage user and group permissions, access and rights for documents and cases.
