Digital demands have changed

The proliferation of new surveillance systems, body-worn cameras, in-car video and mobile phones has created more ways to gather evidence, while fundamentally increasing the quantity of evidence collected.

Although many cases can be rich in data, some evidence is never used because of storage and retrieval methods that are outdated, disparate and time-consuming to use. Organizations also have to contend with an increasing range of evidence types, often collected in different formats, from different sources, by different parties, using different applications. All of which were never intended to be mutually compatible.

Using Genetec Clearance, evidence can be easily imported and shared with a variety of other sources – helping those working on an investigation across multiple agencies and departments.

Evidence technology has evolved, but storage and handling capabilities haven’t caught up. It means a USB flash drive will often still need to be checked in to an evidence locker room, in person. On top of that, digital evidence requires dedicated personnel to administer the case management process and maintain the chain of custody. Especially given that complying with retention laws adds another layer of complexity – in certain cases, evidence must be stored for up to 75 years.

Who’s responsible for security in a city? Today, private security companies have twice the number of staff as law enforcement agencies, but evidence still needs to be routed through the proper channels.

With everybody and everything working in silos, clearing cases is often arduous work. For the public, security teams and businesses, submitting and collaborating on digital multimedia material is complicated and frustrating. If files aren’t packaged up properly, they might never be found – or worse, they may become compromised due to faulty systems, making them inadmissible in court.

Genetec Clearance removes technology silos and standardizes evidence collection for law enforcement, retail businesses and university campuses. Video recordings of crimes can be sent directly to police departments via email. They can then be automatically normalized into MP4s, making them easier to manage and investigate.

With built-in video redaction, people’s privacy can be protected. By blurring faces and adding masking, the identity of victims, bystanders, witnesses and police officers can remain anonymous.

There are no limitations on how many users can access the system. And all actions taken are automatically tracked to make sure the chain of custody of the evidence is maintained as it’s shared.

A video’s worth a thousand words. And today, like most days, there’s enough video footage to tell a thousand stories.

This morning, a customer has called in to report the theft of her purse. For the security officer on duty, that means a packed day. He starts by trawling through vast quantities of CCTV footage from the day in question. To be in a position to help the police find and prosecute the thief, he’ll have to gather enough video evidence to support the customer’s claim, then put it into a full report, ready to send to the city’s police department.

He knows the work involved will be time-consuming, and that the police might not even be able to use the evidence because of potential quality and formatting issues. All the while, the work will take him away from his primary role of looking after the store’s security.

When the police officer assigned to deal with the case receives the call, she realizes she’s going to be spending a big chunk of her day trying to pull together all the evidence she needs.

She sits in a team of four full-time police officers whose job is to go from business to business around the city, collecting video footage. In most instances,

to successfully prepare a case for the district attorney, a lot of time and resources will be used packaging up and delivering multimedia files. That means loading UBSs, burning files to DVDs and converting files to make sure they’re viewable.

These administrative nuances are hindering her department’s performance. The time it takes to package multimedia is eating into time that could be spent on other cases. It’s beginning to affect their clearance rate – especially as around 25-35% of cases now look first to video.
