REPORT HISTORICAL 

  1.  Place and Date of the Meeting  1.1  The Seventh Collaborative Arrangement for the Prevention and Management of Public Health  Events  in  Civil  Aviation  (CAPSCA),  Americas Meeting,  was  held  at  the  Centro  de  Instrucción Internacional de Aeropuertos y Servicios Auxiliares (CIIASA), Mexico City, Mexico, from 6 to 9 September 2016.   2.  Opening Ceremony  2.1  The meeting was opened with welcome remarks given by Mr. Melvin Cintron, Regional Director,  ICAO NACC Regional Office. He welcomed all participants and highlighted  the  importance of CAPSCA  to manage  and  control  public  health  events  in  civil  aviation.  He  also  thanked  the Mexican Authorities for hosting the event.   2.2  Then, Mr. Miguel Pelaez, General Director, Directorate General of Civil Aviation (DGAC) of Mexico, confirmed Mexico’s commitment to support ICAO and the World Health Organization (WHO) initiatives against the spread of communicable diseases and also welcomed participants to the Meeting.   2.3  Mr. Alfonso Sarabia de  la Garza, ASA General Director, stated his satisfaction as  it was the  first  time  that  a  CAPSCA  Americas  Meeting  was  held  at  CIIASA  facilities,  and  he  wished  all participants a successful meeting and an enjoyable stay in Mexico.   2.4  Finally, Mrs.  Yuriria  Perez Mascott,  Subsecretary  of  Transportation  of  the Ministry  of Communications  and  Transportation  (SCT)  of Mexico,  provided  the  opening  remarks  to  the  Seventh CAPSCA Americas Meeting  and pointed out  the  importance of working  jointly,  in  collaboration, with good communication, and coordination among all involved parties to support the commitment between the  aviation  sector  and  public  sector  in  the  development  and  improvement  of  public  health preparedness and  response plans  for public health events. She welcomed all participants and wished success to the Meeting.  3.  Attendance  3.1  The Meeting was attended by a total of 55 participants from 20 States/Territories of the NAM/CAR/SAM regions and 2 International Organizations (IATA and WHO). The List of participants is at Appendix A to this Report.

4.  Officers and Secretariat  4.1  Mr.  Jaime  Calderon,  Regional  Officer,  Aerodromes  and  Ground  Aids,  ICAO  NACC Regional  Office  and  CAPSCA  Americas  Regional  Coordinator  for  the  NAM/CAR  Regions,  acted  as Secretary of the Meeting with the support of Mr. Pablo Lampariello, Regional Officer, Aviation Security and Facilitation (AVSEC‐FAL), ICAO SAM Regional Office and CAPSCA Regional Coordinator for the SAM Region.    5.  Working Languages  5.1    Discussions  were  conducted  in  English  supported  by  simultaneous  interpretation  in Spanish and the documentation was issued in English and Spanish respectively.    6.  Programme and Documentation  6.1  The Meeting  Programme  is  presented  at Appendix  B  to  this  report.  All  the meeting documentation  and  presentations  are  available  at  the  ICAO  NACC  Regional  website http://www2010.icao.int/NACC/Pages/meetings‐2016‐capscamex.aspx  and  at  the  CAPSCA  web  site: http://www.capsca.org/Americas2016.html.    7.  Benito Juarez International Airport, Terminal 2 Visit  7.1  On 8 September 2016, the meeting participants visited the Benito Juarez  International Airport, Terminal 2, its facilities and infrastructure for the entry screening process and the triage centre for potentially serious suspected communicable diseases.   8.  List of Conclusions  8.1    The Meeting agreed on the following Conclusions:  Conclusion 1:  Due to the positive results, continuity has to be given to CAPSCA Project and the 

necessary arrangements shall be done, in order for CAPSCA to be classified as a Programme at ICAO Headquarters level. 

Conclusion 2:  The State’s parties  involved  in  the development and participation of  response plans to public health events, should agree  in the contribution of funds for the continuation of  the CAPSCA Project. This agreement  should be  settled among the authorities of the respective States. 

Conclusion 3:  In the CAPSCA Assistance Visits (AV) and Follow‐Up Visits (FV) to States and their airports, commitment  is expected  from public health, civil aviation and airport authorities  and  other  specific  areas  on  corrective  action  plans  of  their competency to facilitate follow‐ups from ICAO and WHO respectively

Conclusion 4:  The CAPSCA AV  and  FV  reports  sent by  ICAO  to  the Civil Aviation Authorities shall  be  shared  with  public  health  authorities,  airport,  and  other  entities involved;  a  communication  mechanism  needs  to  be  established  for  such purpose,  this  task  and  responsibility  can  be  assigned  to  the  CAPSCA  Point  of Contact (PoC) in each State. 

Conclusion 5:  The objective and the programme template have to be reviewed, as well as the AV and FV, to encourage a more flexible approach focused on the States’ needs, identifying more technical than administrative solutions, to provide a balanced and specialized support to States. This task has been commended to ICAO, WHO and States to provide recommendations through their focal points respectively.  

Conclusion 6:  To  consider  greater  participation  in  the  CAPSCA  events  by  State´s  entities involved in the development of response plans of public health events, and the importance  for participants  to share  their experiences and solutions  internally to their entities. 

Conclusion 7:  To  implement a  coordination mechanism between  the public health authority and  the  immigration  office  in  each  State,  in  order  that  relevant  information related to public health events are systematically collected and available to the public health authority to  take the corresponding actions. 

Conclusion 8:  Review the ICAO and WHO tools in order to make them compatible and to avoid duplicity  of  work.  A  consolidated  tool  exists  and  was  developed  by Mexico supported by WHO.  It was proposed that such document be sent to the NACC Regional  Office  for  retransmission  to  CAPSCA  Coordinators  and  States  for comments no later than 18 November 2016. 

Conclusion 9:  Dr. Manohar Sing from Barbados, in coordination with the ICAO NACC Regional Office, was assigned  to coordinate  the CAPSCA Americas Meeting  for 2017,  to be held in a Caribbean State. 

Conclusion 10:  States must assign and inform the ICAO Regional Offices the health specialists to become CAPSCA Technical Advisors.
