執行長的話 From The deSk oF The execuTive direcTor Happy Year of the Snake from all the staff at the SPCA! We want to thank everyone who has supported our work in the past year. Together, we can truly make a difference for the life of a suffering animal.
SPCA要祝福大家蛇年行大運！謝謝各位這一年以來對於協會的支持與鼓勵！團結的力量最大，希望我們大家在新的一年可以幫助更多受苦的動物！
During all the festivities this month, here are some ways to help animals:
在新年假期期間也要記得幫助動物喔：
1) Eat less meat at your family dinner - Millions of animals are killed each year for food con-sumption. Gorging on food has become almost a norm during holidays, so please remember that you can save lives by choosing to eat less meat or not eat meat at all.
團圓飯時少吃肉－每年數百萬的動物被宰殺成為人類的食物。過年的時候大家也會吃的特別多，所以希望大家今年可以選擇少吃肉，或不吃肉，這樣就可以拯救一些即將被宰殺的動物。
2) SayNOtosharkfinsoup–Duringalltheholidaygatheringsanddinners,makesuretoper-suadeyourfamilynottoordersharkfinsoup.Eatingsharkfinsoupisacrueltraditionthatshouldnot be supported during a peaceful holiday like Chinese New Years.
向魚翅湯說NO! – 過年時也許大家會有許多飯局，在這些場合也要替動物發聲喔，告訴親朋好友絕對不要點魚翅湯。這個殘酷的傳統應該被淘汰，過年要討好運，不要亂殺生，不要支持殘忍行為。
3) VolunteeratanAnimalShelter–Witha9dayholidaythisyear,whynotvolunteeratashelter? During this time, shelters are usually understaffed, which means that animals do not get the typeofcaretheydeserve.http://www.spca.org.tw/links-30456383643689932080.html
到收容所當義工 － 今年的9天假期大家要去哪裡呢？建議大家不妨到收容所幫忙帶狗狗散步，有意義又可以動動身體，才不會發胖喔！ 過年期間收容所通常都人手不足，這也代表裡面的狗狗也許不會受到最好的照顧。 到收容所走走，帶給流浪動物一些快樂吧。

買禮物，不要傷害動物 － 送禮時避免購買皮草，羽絨物品，燕窩，肉製品，就不會傷害到動物喔。

Hong Kong SPCA And TAiwAn SPCA mini movie wiTH mAviS FAn And miSS dd
After 1 year of planning, the Hong Kong SPCA, Taiwan SPCA, and Tencent have teamed up to bring audiences what could be the largest animal welfare project and media event in all of Asian history.Wehaveunifiedthemostwell-knowndirectorsandcelebritiesfromHongKong,China,and Taiwan, to participate in ten mini-movies which will be broadcast on Tencent’s online media platforms and reach out to Asia’s 1.3 billion population. TaiwanSPCA’smini-movieistheoneandonlyversionbeingfilmedinTaiwan(theother9minifilmswillbedoneinHongKongbySPCAHongKong)andwehavealreadycompletedshootinginearlyJanuary.ThestarofthefilmisnoneotherthanSPCAlong-termsupporterMavisFanandhermomDidi;theentirefilmfocusesontheconceptof“re-thinkingcruelty”andreachingouttohelping animals and changing public mindset through education and public media. 范曉萱與媽媽為香港SPCA及台灣SPCA拍攝微電影
香港SPCA、台灣SPCA及騰訊公司經過一年時間的籌備，將為觀眾帶來亞洲地區史上最龐大的動物福利計劃及媒體活動。我們集結了香港、中國及台灣最有名的導演與名人參與拍攝十支微電影，並在騰訊線上媒體播放平台播放，以觸及亞洲(中國、港澳、台)13億以上的人口。
台灣SPCA的微電影為唯一在台灣拍攝的版本(其餘九支微電影將由香港SPCA在香港完成拍攝)，並且我們在一月初時已完成拍攝。電影中的主角是由台灣SPCA長期的支持者－范曉萱及其母親DD所擔任；整部電影的概念著重於”重新思考動物虐待的定義”，希望藉由電影媒體及教育宣導改變大眾的觀念並伸出援手拯救動物，微電影將於2013年3月問世。
在此特別感謝林炳存導演及Abook工作室、顧名儀小姐、寵物公園、瘋狂爪子寵物用品以及斑尼菲寵物食品。

八哥鳥藝術展覽
近期在臺北市立美術館舉行而決賽的其中一位入圍者即是藝術家朱駿騰先生的作品［
我叫小黑］。朱駿騰先生在展覽作品內將一隻八哥鳥“Crested Myna”擺放在小籠子內並架置
在強烈的日光燈下，周圍環繞著8支擴音喇叭，而每隔15秒鐘輪流播放一次 ［我是小黑］。
展覽每天開放8小時 (周假日12小時)一直展到2013／03／10。社團法人台灣防止虐待動物協
會 Taiwan SPCA在此做出強烈抗議並希望朱駿騰先生以及臺北市立美術館能給予八哥鳥正確
完善的照顧。
Taiwan SPCA 得知臺北市動物保護處已到現場稽查並協調將喇叭音量降至60分貝以下, 但是
對於八哥鳥在展覽中的照顧並無做出詳細規定。Taiwan SPCA 反對將動物作為藝術品或表演
道具；動物是生命並不是物品。Taiwan SPCA堅持反對利用動物做展覽。
依照動物保護法第五條規定：飼主對於其管領之動物,應依下列規定辦理:
一、提供適當之食物、飲水及充足之活動空間。
二、注意其生活環境之安全、遮蔽、通風、光照、溫度及清潔。
三、提供法定動物傳染病之必要防治。
四、避免其遭受惡意或無故之騷擾、虐待或傷害。
五、提供其他妥善之照顧。
＊朱駿騰先生有與協會理事長聯絡並有在協會FB留言；
朱先生並不覺得自己有傷害鳥兒而無打算撤展。
請大家替這隻小鳥發聲，反應我們的憤怒給美術館與藝術家朱駿騰先生！

Live bird exhibiT aT The arTS muSeum
TaiwaneseartistChuChun-Teng’swork“MyNameisLittleBlack”iscurrentlyondisplayattheTaipeiFineArtsMuseum.ThispiecebyMr.Chuisoneofthefinalistsofthe2012TaipeiArtsAwardswhichsimplyput,isabird(CrestedMyna)inasmallcagewhichisunderstrongfluorescentlights.Theartinstallationissurroundedbyeightspeakersthatrepeatthesamestatement,“MyNameisLit-tleBlack”,every15seconds.Theexhibitionisopeneighthoursaday(weekendsandholidaysare12hours a day) until March 10th 2013. The Taiwan SPCA strongly protests the use of live animals in this wayforan‘artexhibit’andhopesMr.ChuChun-TengandtheTaipeiFineArtsMuseumcanimmedi-ately correct and improve the care being given to the Crested Myna. DONE
TheTaiwanSPCAhasbeeninformedthattheTaipeiCityAnimalProtectionOfficehasalreadybeentothemuseumtoensurethesoundremainedunder60decibels,however,nootherspecificationshavebeen made about care for the bird during the exhibition. The Taiwan SPCA is strongly opposed to using animals as works of art or objects of entertainment. Animals are living beings, not objects or things.
According to Article 5 of the Animal Protection Act:
The pet owner is obligated to provide the animal he or she keeps with the following:1.Adequatefood,waterandsufficientroomfortheanimaltomovearound2. A safe, shaded, ventilated, illuminated, warm and clean living environment3. Necessary prevention and cure of statutory animal infectious diseases4.Protectionagainstviciousorunjustifieddisturbance,maltreatmentorharm5. Other appropriate careAlthoughMr.ChuChun-TenghasalreadycontactedSPCAchairwomanandpostedontheFacebookpage, he sees nothing wrong with his piece and has no intention of taking the exhibition down. 保護鯊魚活動
皮尤環境組織的‘保護鯊魚活動’希望皆有全世界的力量一起在近期將舉辦的－華盛頓公約-瀕臨絕種野生動植物國際貿易公約會議中讓政府官員更注重鯊魚的保護。台灣防止虐待動物協會受邀，在台灣收集民眾的照片，這些照片會在會議中給政府看，讓他們聽到人民的聲音。目前已經有超過78個國家的參與，台灣目前也是78國家裡面收集到最多照片的國家喔！謝謝各位的參與！我們還是會繼續收集各位的“我拒吃魚翅”照片，請大家到協會官網查詢！www.spca.org.tw

修法案更新狀態
在此致上深深的謝意給那些為我們在一月舉辦的支持動物保護法修正案記者會上挺身而出的你們，現在我們正等待著三月的動保法二讀程序。到目前為止，大部分我們所提出有關”寵物不當飼養”的部分已在一讀時通過。但是TNR及繁殖業者的相關法案皆未通過，並且會在三月時有再更進一步的討論。

After one of our investigation cases in XinZhuang, we stumbled upon a group of dogs that sadly live their lives caged up. Even though the cage is very large and clean, it saddens us to see these dogs having to live the rest of their lives without the freedom to move around as they like. 狗狗坐機車後座?! 不威風 , 很危險!
A dog sits on the back seat of scooter?! It is not only not impressive but also very dangerous!
Taiwan SPCA在這個月有件比較”特別”的案件.有民眾檢舉某飼主讓狗狗乘坐在機車後座並在車流量大的道路行駛,該舉動非常危險.
The Taiwan SPCA had an interesting investigation case this month. We received a report from a member of the public that there was a dog being allowed to ride on the backseat of his owner’s scooter on heavily traf-fickedroads.Thisactisextremelydangerous.
近年來,有許多飼主喜歡訓練狗狗一些奇怪的才藝.其中一項就是訓練狗狗坐機車後座,可想而知在路上會吸引多少民眾的目光.許多民眾看到就說”好厲害,好可愛,好聰明”等讚美.
Many owners have been training their dogs to do unusual tricks in recent years, one of those tricks is training their dogs to sit on the back seat of scooters. Obviously, it can attract the public’s attention, andmanypeoplemightsaytothem,“itissoamazing,soadorableoryourdogissosmart”.
但請大家想想,要是狗狗看到路邊的貓,跳車追貓時會發生什麼事呢?又要是主人緊急剎車,狗狗掉下去時怎麼辦?會發生什麼事呢?狗狗會被車撞死?還是狗會撞到後面的機車,害人摔車?平衡不好的狗,摔下車的話呢?難道是狗狗”天生”就會坐機車,還是是飼主”後天訓練”出來的呢?
But please think carefully, what would happen if the dog saw a cat on the street and jumped off the scooter to chase him? Or if the owner slammed on the brakes and the dog fell from the scooter? Would the dog be hit by a car? Or, would he be hit by the scooter behind him and cause the driver to fall off? What if the dog lacked a good sense of balance and fell from the scooter? So, is it that the dog has a natural ability to sit on a scooter or is it only because of the training given by their owners?
台北市動保處回應,當民眾看到這種情形時,請民眾照下飼主的車牌號碼,並提供給相關政府單位,動保處將會約談飼主並提供”行政指導”,告知飼主此舉動非常危險,不只易使狗狗受傷更可能會危害別人. Taiwan SPCA在此呼籲大眾,請勿訓練任何寵物進行這種危險的才藝,不只對寵物很危險,有天更有可能造成別人受傷.
AccordingtotheTaipeiCityAnimalProtectionOffice,ifthepublicseesasituationlikethis,pleasetake a photo of the owner’s license plate and give it to your local authorities. The Animal Protection Officewillthenarrangetotalkwiththedog’sownerandletthemknowthatitisextremelydangerousand not only puts your dog in a risky situation but also other people too. The Taiwan SPCA appeals tothepublic,“Pleasedonotteachanydangeroustrickstoyourpets.Itisnotonlyhazardoustoyourpets,butalsoincreasesthepossibilityofhurtingotherpeople.”

educaTioN 教育新聞 基本照顧: 蛇
蛇的種類繁多，原棲息地由沙漠、雨林、草原、高山、沼澤、 河流、到海洋等無所不包。棲息在不同環境的蛇類所適合的的溫濕度、日夜溫差、光照時間等居住環境都不同。而蛇又是一種對環境敏感的動物，飼養環境的變動，會引起蛇的不安造成不良的後果。因此蛇類本身並不適合作為寵物，牠們是變溫動物，我們很難完全模擬牠們的生活環境，只要有一點出錯，就可能讓牠們付出寶貴的生命。所以，最好的飼養方法就是不要飼養。基本生活用品 :
•飼養箱。可選用玻璃製，或塑膠製的飼養箱，需有牢固可鎖上之蓋子，應該大小適中，容易清理，通風狀況良好，飼養箱面積要相當於蛇體長平方的3/4，當然，可以盡量大一點。
•底材。對於日常清潔，及蛇的活動。適合養蛇之底材有風乾的椰泥、樹皮、顆粒狀的木粒、椰殼塊。鋪約2cm厚。底材除了可令飼養環境美觀外，也有助於蛇的蛻皮。
•藏匿處。可使用爬寵店有售的塑膠仿製山洞，或覆過來的破花盤，甚至用石塊樹幹堆疊起來都可，只要牢固而洞內乾爽、溫暖、乾淨就可以了。
•水盤。箱內必須長期放置一個可供蛇完全爬進去的水盤，可以選用有點重量，不易翻倒的大的器皿來裝水。水容易被蛇的排泄物汙染，最好每天或隔天換水一次。除了供蛇飲用外，大部分的蛇都喜歡泡水，時常給蛇泡水，可以降低其蛻皮時遇到困難。
•樹幹枯枝。雖說蛇大部分時間都待在地上，但部分個體間中也會走上樹幹上活動 或棲息。同時一枝穩固結實的樹幹枯枝，在上掀式蓋子的飼養箱中，可以遮蔽蛇的視線，避免日常清潔時蛇因為受到驚嚇而攻擊的情形發生。
•保溫設備。常見的保溫設備有保溫燈、電毯及熱石，可以依據實際狀況，諮詢獸醫後做選擇。
educaTioN 教育新聞 基本需求 –對於來到新環境的蛇，首先要提供一個昏暗安靜的環境。如果蛇有亂竄不安的緊張表現，可以在飼養箱外蓋上深色的布塊，這樣的暗室處理可以連續數天，直到狀況改善。蛇是變溫動物，日間 飼養箱的溫度宜保持在25~30℃之間，夜間則須降低5度左右。最好有加溫設備,，一般來說電熱毯是比燈好的， 電熱毯並不是直接用在飼養箱內,，是放在箱底部, 電熱毯約佔飼養箱1/3左右便可以了,，以便造出溫差區讓蛇選擇合適自己的溫度。
飲食習慣 –品種不同的蛇對食物種類也不同。例如遊蛇類主要餵食青蛙和魚；錦蛇類吃小老鼠、蛋；蟒蛇吃老鼠、兔，甚至家禽等活餌。預備餵食的食物大小應該根據所養的蛇之體型來決定，通常為每周餵一到兩次。要注意蛇是文靜的動物，切記不要在進食後玩弄蛇，在進食的時時也不要去摸它或在它面前做大動作，否則很容易嘔吐，造成食道和口腔內傷。嘔吐對於蛇來說，是足可致命的傷害，進食後溫度不足，也會引起嘔吐，但前者遠較後者來得多。如真的發生嘔吐，請暫停餵飼，並檢查溫度是否足夠。蛇是可以有一段時間不進食，也不損健康之動 物，這方面不用過份擔心會把牠們餓壞。
訓練－要由飼養箱中取出蛇時，應該順蛇身的鱗片，從蛇的腹部開始把其抱起，並可輕輕將其取出，盡量讓它得到更多的支撐點，這樣它就感覺到你很友好很安全，蛇就會纏在手上。時間長了，蛇適應了這些動作和你的氣味，就會逐漸親近了。蛇敏感而多疑，而且天敵主要來空中和正面，因此盡量不要突然在蛇上方觸摸它，手不要在在其面前胡亂揮舞揮舞，否則，蛇會誤以為有危險，進而攻擊。
清潔 –於進食後兩至四天，蛇就會排泄。飼主該盡快把牠們的排泄物清理掉，因為排泄物中的氨，可以在短時間內令蛇受損，特別是對眼睛及呼吸系統。當蛇準備蛻皮時，脾 氣會變得暴燥不安，又帶點神經質。這期間該暫停日常的清潔工作或餵飼，並稍稍加強飼養環境中的濕度，待蛇可進行蛻皮程序。蛇在蛻皮前的徵兆是，在食慾減低後，但部分個體的食慾會不受影響；身體色澤變得深沉，然後眼睛變得白白而混濁，跟著三四天後，變得透明，之後才會把舊皮褪掉。在出現蛻皮徵兆時，別隨便把手伸進箱內，並減少不必要的清潔，也不要進行無謂的打擾，或拿出來把玩。蛻皮後要小心檢查有否殘留的舊皮，有的話，可把蛇放在三十餘度的溫水中浸泡，讓舊皮發脹，跟著用鉗子小心把死皮夾掉。若經常出現蛻皮不清的情況，該送醫檢查是否有其他問題。
健康 –健康的蛇，表面鱗片應該是清潔乾爽，完整而有光澤。身體看上去飽滿，而不乾癟。活動 時動作有力，不會一副懶洋洋的模樣。捲曲時不會有明顯的皺紋或見到肋骨及背骨突出。眼睛沒有腫脹或白濁，嘴巴沒有黏液或乳酪狀的物體附著而且要能完全合攏。身體沒有蛻皮不清、傷口、紅班、膿包或水泡之類的異樣。還要留意有沒有異味，或腹瀉跡象。另外蛻皮也可以顯示蛇的健康情況，當一直沒法蛻皮，或蛻皮後身體還殘留著舊皮時，可能是蛇本身有病，營養不良或環境過於乾燥，如有以上情況，飼主千萬不要掉以輕心。
我們飼養任何寵物前，應評估自己是否能長期有空照顧牠們、是否有足夠的空間來給牠們成長，是否完全瞭解動物的習性等。蛇類對飼主並不會帶有強烈的互動感，感情的建立是單方面的，有些品種成長後可能相當巨大，且目前國內治療蛇類的技術及普及度較不完善。台灣SPAC呼籲您，不當飼養也是一種虐待，飼養蛇類，請三思而後行。
educaTioN 教育新聞 狗狗與煙火 當時鐘跳至0:00時, 煙花四起, 大家帶著興奮的心情去興祝這一天的節日. 過年過節煙花表現演而成為固定節目. 人類都非常喜歡看煙花, 但狗狗呢? 你覺得牠們跟您一樣愛看煙花表演嗎? 調查指出大部份的狗狗都害怕煙花. 煙花的大聲響和光會令狗狗害怕, 下面幾點可以幫助狗狗在煙花表演時好過一點.
- 不要帶狗狗去看煙花.
- 要替狗狗帶項圈, 上面要掛有您和狗狗資料的名牌. 萬一狗狗受驚嚇走失了, 找到牠的人可以 跟您連絡.
- 如果附近在放煙花, 把狗狗安置在一個安靜和安全的地方. 把房間弄暗或給狗狗在籠子也可以. 把窗簾關上, 播放收音機或音樂去減少煙花的響聲.
- 如果狗狗害怕, 不要安慰牠; 安慰只會慫恿牠容易害怕. 應該試著用遊戲如丟球去分散牠的注意力.
- 千萬不要懲罰受驚的狗狗!
dogS aNd FireWorkSAs the clock strikes midnight and fireworks blast into the air, we cheer and celebrate for the New Year. Holiday fireworks usually happen a few times a year, during Western and Chinese New Years, and we humans do enjoy then a lot, but what about our four-legged friends? Do they enjoy them? Statistics show that most dogs are TERRIFIED of fireworks. The loud noises and lights frighten them and can also be disorienting. There are a few things you can do to make it easier on them.
- Don’t take your pets to events with fireworks.
- Make sure all pets always wear their collars and ID tags. In case they get spooked and run off, your contact info is easily available for the person who finds them.
- If fireworks are being set off nearby, find a quiet, secure place to keep your dog. Darkening the room or crating can help. You can also close the curtains and turn up the radio, CD player or TV to drown out the noise.
- Do not leave your dog outside. A frightened dog will do anything to get away, which includes pull-ing off their leash or jumping a fence. A spooked dog running from fireworks also won’t be as mind-ful of traffic and can easily be hit by a car.
- If your dog is frightened, do not comfort them; as this rewards the fear behavior and will encourage him to repeat it. Instead try to distract them with a physical activity such as playing ball or better yet quickly get away from the area where the fireworks/firecrackers are being set off.
- Never punish your dog for being frightened!!
