Large Business Perspective
Key Personnel • Many task orders require a large number of key personnel – even administrative
labor categories which heavily favors the incumbent.• Industry does not view administrative/executive assistants as key with
specialized hard to find or unique skill sets.
SOO/PWS • Statement of Objectives/PWS Requirements in the RFP for Task Orders do not
clearly articulate the education and experience requirements and are fairly generic.
• Evaluators provide detailed comments in debriefs calling out proposed personnel experience as weaknesses for requirements that are often not included in the SOO.
Technical Evaluations• In the SOO the Government asks vendors to provide a solution. If the proposed
solution does not mirror the existing org structure on the program the evaluators cite this a weakness in the proposal response. Should the evaluators be dictating the contractors organizational support structure on a non-personal services contract? Is an organization chart really a weakness?
• Evaluators appear to be making subjective judgements about the relevance of past experience, that relevance = this specific organization only.
Considerations for Omnibus 4
• Determine page limits for task order proposal submissions.• Requiring industry to prepare a PWS for task orders is only helpful when the Government actually uses the PWS, otherwise it is a waste of B&P resources. • Provide accurate education, experience, and qualifications for personnel in the RFP/Task Order documents. This will yield more complete technical responses.
