Phase 2 – Scope coastal hazard issues

This phase identifies the key questions, a broad understanding of the coastal hazard issues and risks to tangible and intangible assets, available resources, capabilities and

constraints to undertake a CHAS

-  Identification and audit of seawalls (complete);

-  Erosion prone area modelling (commence discussions with EPA late 2017);

-  Storm tide modelling (commenced – June 2018);

-  Sea level rise modelling (HAT 2100 – July 2017, storm tide June 2018).

Phase 3 – Identify areas exposed to current and future hazard

This phase uses models of storm tide, coastal erosion and permanent inundation to delineate the areas exposed to coastal hazards and the scale of the exposure. This

information is then used to identify exposed tangible and intangible assets and the risk they may be subject to.

PROJECT – Seawall Audit

Scope- • Conduct assessments of the type and geographic extents of all public and private seawall within the MBRC area; • Develop a comprehensive dataset for maintenance. Includes - • Assessed the condition of 144 local government seawall assets; • Estimated and prioritised maintenance, remediation and replacement costs of each local government asset over a 50 year timescale; • Establishes a program of periodic inspections; • A maintenance plan which considers each of the 144 assets; and • Establishes a point of reference for future works on each asset group • Helps inform the assessment of the Erosion Prone Areas – FIT FOR PURPOSE MAPPING

Phase 4 – Identify key assets potentially impacted

This phase identifies key physical, natural, social, economic and cultural assets which can be directly or indirectly impacted by coastal hazards. These should be

classified as tangible and intangible assets and may include building and infrastructure, land and reserves, social, economic, environmental and cultural

structures and functions

•  Develop a risk assessment framework across multiple asset types / timelines.

Phase 5 – Risk assessment

This phase estimates the level of risk on those key assets within the coastal hazard area which can be influenced by coastal hazards. It provides information on the level of risk on assets as a combination of probability of occurrence of

a given event and the expected consequences on the asset.

Phase 6 – Identify potential adaptation options

This phase considers what options are available and most appropriate for the specific context of the identified assets, their location and risks. It requires good on-ground

knowledge and an awareness of other future trends that may alter the current context.

Multi-criteria analysis (MCA) •  Using the criteria developed in Phase 4 assign weights to each criteria and score the options

against these criteria in collaboration with stakeholders •  Criteria should reflect environmental, social, economic and cultural benefit to benchmark the

adaptation option •  Criteria should reflect the ability of the option to reduce the risk on the asset •  The output of the MCA should be a reduced number of adaptation options Cost-benefit analysis (CBA) •  Use the monetary cost of the adaptation option identified in Phase 6 •  Compare the cost of adaptation estimated in Phase 6 with the consequence of a loss or

impairment estimated in Phases 4 and 5. •  Discount the costs and benefit to the present value using an agreed discount rate •  Include information about the optimal timing for investment.

Phase 7 – Socio-economic appraisal of adaptation options

This phase provides an understanding of the positive or negative impact of an adaptation option on identified and agreed social, environmental and economic criteria. This information will support the organisation’s decision-making when

selecting the final preferred option.

•  Summary document of all previous phases and selected adaptation options

•  Monitoring and evaluation framework

•  Implementation strategy (can be internal only) including decision triggers, thresholds, estimated annual resourcing and funding strategy

Phase 8 – Strategy development, implementation and review

This phase will result in a final strategic document that summarises the findings of the phases of the CHAS, the optimal timeframe for the implementation of the selected adaptation options; how they will/may be funded and lastly the criteria for review of

various components of the CHAS.
