ACTION AS A RESULT OF CLOSED SESSION

1. Mr. Pogliano moved and Ms. Gill seconded to employ Sandra Rakes as Director of Special Populations for the 2009-2010 school year, with a 12 month contract of $77,000 + Board Paid TRS and pending satisfactory completion of all state requirements.

PersonnelTeachers continue to show positive gains and tell success stories during and about the 30 minutes of RTI time. This time has helped those kindergarten students who did not get a chance to attend a pre-school. Following a few sessions, students can catch up with the class and move forward.

Pupil PersonnelOur Parent Teacher Conference days were a huge success. At this time all parents have either attended the conference or had a phone conference. This looks like 100% participation!Mrs. Gernenz is having ECC students participate in the district social studies project of electing a President of the United States. A ballot box and booth was used for the students to cast their ballots.

Following the school election of President of the United States, young Addy was overheard saying, “When I grow up I will be the first female President of the United States. The first thing I will do is make the whole world PINK!”

During a reading lesson the sentence read was, “Do you want to eat, Squirrel?” A young man in class listening to every word, but not understanding the meaning of the sentence asked, “Why would anyone want to eat a squirrel?”

Our first Halloween Parade was a success. The route was mapped out and practiced by staff to ensure flow. Students, teachers, and helpers did a fantastic job keeping the line moving. One suspected bottleneck worked and no one got lost in the shuffle. Many positive comments were given to staff by the observing parents and friends.

Student AchievementStudents at the ECC were in for a treat when the FCCLA created a night of Halloween fun in our gym on October 30, 2008. The young men and women who came from the high school under the supervision of Donna Denault, were organized, timely, and professional in their interactions with the small children and families. They even did a great job of cleaning up afterwards. Hopefully this will become a tradition in the ECC.

Staff RecognitionOctober 23 was Early Release—Teachers shared with new staff how to use the Michael Heggerty materials purchased for kindergarten and first grade. This is a phonemic awareness program that allows practice with recognizing sounds and word parts. When lessons are presented to children, hand motions are used to give the children a tactile or kinesthetic connection. This helps them remember the lesson. Our teachers have made up a lot of the motions themselves. New teachers are glad to learn them.

We are mentoring four new teachers. Much observing and coaching is necessary for the success of a new teacher. Our building mentors are taking the time to do this important job. Planning and modeling happens weekly.

We have Angela Knezevic observing our Pre-school and Kindergarten. She is a student from Joliet Junior College.

PERSONNEL*No Report

STAFF RECOGNITION*On October 1, the Coal City District held a staff development day for all the teachers in the district. CCES teachers participated in a variety of meetings including a faculty meeting which focused on the integration of technology in the regular classroom, different differentiation techniques teachers have been implemented in their classroom and discussion of report cards and the grading scale. Teachers were also provided time to work on Benchmark Assessments and complete the Formal Assessment Review process for assessments that have been completed this school year.

*On October 3, Nancy DeAngelo, Linda Klepp and I met with the auditors from the IL State Board of Education to review the Title I program. The audit went very well and we had no demerits noted in the Title I program. I have a couple of updates in the areas of inventory and the Parent Involvement Policy to complete. Overall, I was very pleased with our visit from ISBE. Other annual reports for the Title I program completed in October were the NCLB Performance Report, the NCLB Monitoring Report and NCLB Comparability Documentation Report.

*On October 9, the CCES Teaching and Learning Committee met. Items discussed at the meeting included reviewing the different reports that are available through the Pearson Benchmark System and I made a short presentation on Multiple Intelligences to help identify the different ways that students best learn.

plan for the district’s teachers.

*On October 15, the District LLT team met at the Middle School.

*On October 23 and 24, Parent Teacher Conferences were held at CCES for all parents of CCES students. We had an exceptional turnout of parents and families during the two days. We had approximately 97% of our parents attend Parent/Teacher Conferences to discuss the progress of their children through the first quarter of the school year. Overall, we had a very successful day

*On October 27, the District Response to Intervention Committee met to discuss the development of the District RTI Plan. The committee discussed the different components of the plan and what needed to be done to accomplish the plan. Different groups of the committee were assigned a section of the plan and we will meet again on November 12 to begin putting the plan together. The committee needs to complete district plan and send to ISBE by January 1, 2009.

*On October 28, CCES held their monthly RTI Data Day. The CCES RTI team met with teachers of struggling students and developed intervention plans to help these students. We will progress monitor these students and are scheduled to meet again next month. CCES RTI team members are Linda Klepp, Debbie Kasperski, Chris Adkins, Kathy Vint, Mary Schols and Amanda Patten.

MONTH IN REVIEW*On October 3, CCES held their second fire evacuation drill. Students exited the building in 50 seconds. The Coal City Fire Department was present for this fire drill.

CCES would like to thank the Coal City Fire Department for all their work on Fire Prevention Week and helping the students of CCES.  Special thanks to Jean Lissy and Shawn Anderson for all their work this week for our students.

*On October 7, PSO held their monthly meeting for October. Items discussed at the meeting included approving the fall fundraiser sale and pickup date, Octoberfest and upcoming events sponsored by PSO.

*On October 10, the Coal City Jr. Women’s Club and Coal City Police Department came to CCES and fingerprinted all of our new students to the building and district. This is a service both groups have done in the past and students were able to take their fingerprints home to their parents.

*On October 13, the district observed Columbus Day.

*October 17 marked the end of the first quarter for the 2008-09 school year.

*On October 31, CCES held their annual Halloween Parade. With the new building configuration for this year, we changed a few things with Halloween. Students stayed at school for the day and we shortened our parade route because we have fewer students in the building. We had a great day for the students and their parents and classes held their Halloween parties in the afternoon that day.

RecognitionThe following students were Students of the Week in October:

Clay Kauzlaric, Alyssa Divis, and Sarah Skubic.

Justin Reibe, an 8th grade student, was selected to participate in the IMEA District 1 Music Festival on November 1st. He was one of 500 students selected from 60 schools located in the southwest Chicago metropolitan area.

Month in ReviewOn October 1st, an assembly was held to recognize the Student Council members and Speech Team members. The girls basketball players at each grade level were also recognized. The assembly ended with a game between the women faculty and the 8th

grade team, with the women faculty winning in a close one.

Our 3rd fire drill of the year was held on October 1st with the Fire Department present to supervise the drill. We also held our second tornado drill that day. Everything went fine.

Student Council sponsored Red Ribbon Week from October 27-31. Various activities were planned during the week including:

Parent/Teacher Conferences went very well. There were 201 parents on Thursday evening and 103 parents on Friday for a total of 304.

Students were allowed to wear Halloween costumes this year if they purchased a pass for $1. 175 students participated and that money was donated to the Coal City Food Pantry.

Approximately 75 middle school students attended Road to Reality at the HS on October 26th. Each student who attended received a treat from the cafeteria.

The Book Fair wrapped up on November 3. The profit of $200 will be used to purchase reading incentives for the students.

The social studies teachers held a mock presidential election for the students on November 3. President-elect Obama received 62% of the vote, McCain received 30% and the other candidates received a combined 8%. The week before the election, presidential trivia questions were asked during morning announcements and winners received a treat from the cafeteria.

On Tuesday, October 28th CCHS held its annual Test Incentive Ceremony to reward students who met or exceeded on last April’s state test. We had 23 students who met or exceeded on 2 out the 4 areas of the state tests. We had 28 students meet or exceed on 3 out of the 4 areas and we 60 students who met or exceeded on all 4 of the areas of the state test. CCHS recognized 111 out of 151 who took last spring’s standardized test.

Department Information:The social studies department held textbook review sessions with publishers on the November 5th early dismissal. Dean Vigna and Debi Trotter are coordinating social studies textbook purchasing for this year.The language arts department held technology training on the November 5th early dismissal. For grades K-6 teacher representatives met with a trainer to learn how to best utilize the supplemental web based services through Scott Foresman. The teachers that were trained will help facilitate training for the rest of the teachers in their respective buildings. Grades 7-12 had a trainer from McDougall-Littell to help

Testing:The high school held testing on November 3rd using ACTs EPAS. The 9th graders took a full EXPLORE test, the 10th graders took a retired PLAN test and the juniors took a retired ACT test. Practice writing exams were also administered to the 10th and 11th graders. The results from this testing will be shared with students, parents and teachers well in advance of the spring exams to help all stakeholders sufficiently prepare for those assessments. Seniors were encouraged to schedule college visits or job shadowing that day.

District Improvement Plan:The early dismissal on November 5 was used for technology training for the language arts department, data review and textbook demonstrations. A copy of the agenda was reviewed.Comparison data is now available from the state from last year’s state testing. There are several sites that offer information on the comparison. The easiest site to do comparison data analysis is the Interactive Illinois Report Card site at http://iirc.niu.edu . School report card information can also be found at the Illinois State Board of Education Site http://www.isbe.state.il.us/ . The Chicago Tribune published comparison data ranking all Illinois schools on both the ISAT and PSAE and can be found at http://www.chicagotribune.com/business/content/education/chi-school-reportcards08-htmlpage,0,6562055.htmlpageCoal City High School ranked 177 out of 646 schools. The ISAT rankings showed 3097 schools, CCIS was ranked 423, CCES was ranked 673 and CCMS was ranked 934. The regional comparison information was reviewed.

G. SUPERINTENDENT’S REPORT

Dr. Bugg reported on:

1. Please note the invitation to the Madrigal Dinner.

2. The 2008-2009 District Immunization Summary Report from Nurse Jennifer Polakovic has been received and was available for review.

4. Prior to the December 15th Board of Education meeting, the FCCLA will host an old-fashioned winter dinner at 5 p.m. in the High School LRC. The freshman show choir will also be performing. All board members and administration are invited to attend.

5. The public hearing on the annexation agreement for the proposed Ridgeport Development in Diamond has been moved to December 15 at 6:00 p.m. The Board considered moving the date of their December 15 Board meeting to Tuesday, December 16, to allow attendance at this public hearing.

6. Dr. Bugg informed the Board that former High School student Marc Olson, class of 2006, recently received severe head, neck and eye injuries in a suicide bomb attack last week in Ramadi, Iraq. He is currently in intensive care at the National Naval Medical Center in Bethesda, Maryland.

OLD BUSINESS

A. DISCUSSION ON HIGH SCHOOL ADDITION

Representatives from Healy, Bender & Associates were present to review the updated drawings for the High School addition. All Board members were in favor of moving ahead with the updated plans even though the cost for the gym addition increased by about $1 million dollars. Board members felt that the plan was the best fit for future use of the High School by students, staff and community, but more importantly, they were in favor of spending the extra money so that current students and programs would have minimal impact during the addition/renovation process. The architects will present the final design plans to the Board at their December Board Study Session.

B. DISCUSSION/ACTION ON ADOPTING A BUDGET CALENDAR

Chapter 105, Section 5/17-1 of the Illinois Revised Statutes (School code) directs the Board of Education to designate a person or persons to prepare in tentative form, the Budget for the upcoming fiscal year. The Board is also required to “fix a fiscal year therefore”. The Budget Calendar, which was reviewed at the November Board Study Session, provides a detailed schedule of the budgeting process.

Mr. Bianchi moved and Ms. Gill seconded for the Board of Education to adopt the Budget Calendar as presented and appoint the Superintendent, Director of Business Services and Building Principals to prepare, in tentative form, the School District budget for the fiscal year beginning July 1, 2009 and ending June 30, 2010. President Hamilton asked if there was any opposition to the motion, hearing none, considers the motion approved.

C. DISCUSSION/ACTION ON THE 2008 TENTATIVE LEVY

The 2008 levy must be filed with the Grundy and Will County Clerk’s Office on or before the last Tuesday in December, which is the 30th. The Board of Education must adopt the levy prior to this date in order to meet filing regulations. In addition to this time line, the following steps must be taken when the proposed tentative levy exceeds the previous year’s tax extensions (excluding Bond and Interest Fund) by more than 105 percent.

1. Present a tentative levy to the Board of Education for approval no less than 20 days prior to a public hearing on the levy.

2. Publish a notice no more than 14 days, nor less than 7 days prior to holding a public hearing on the proposed levy.

The 2008 tentative levy of $19,135,810 correlates to an overall tax rate of $2.77, which is required to maximize the Dresden tax obligation of $13,334,880 to District #1. This represents a 4.14% increase from the 2007 levy. Although the levy increase is below the 5% threshold which would not require a public hearing on the levy, the District #1 Board of Education will still hold a public hearing on the 2008 levy at the December 16, 2008 meeting at 7:00 p.m. as the Board continues to be committed to open and honest communication with the taxpayers they serve.

A. DISCUSSION/ACTION ON MID-YEAR GRADUATION/EXCLUSION REQUESTS

The High School Guidance Office has received requests for mid-year graduation. Principal Miller recommends that the following students be considered eligible for mid-year graduation. The students requesting mid-year graduation have met the necessary requirements for graduation. There were no requests for a mid-year exclusion.

Elementary School Librarian, Cindy Tira, has prepared a Library Grant Application. Illinois Statutes require the Board to review the library’s progress towards meeting the Illinois School standards for school library media centers. The library grant, if awarded, will provide a maximum of $.75 for each student in the District. The monies will be used for reference materials, books, software, hardware, incoming line connection, etc.

Ms. Gill moved and Mr. Bianchi seconded to approve the 2008 School Library Per Capita Grant Application and affirm the conditions outlined are being adhered to throughout the district.

Principal Perucca made a recommendation to place Bonnie Fergelec, a student from Concordia University, with Michelle Painter, guidance counselor at the Middle School for the 2009-2010 school year.

Mr. Miller moved and Ms. Gill seconded to approve the placement of student intern Bonnie Fergelec, with Michelle Painter at the Middle School during the 2009-2010 school year, pending satisfactory completion of all state requirements. E. DISCUSSION/ACTION ON DONATION – BOOKS FROM CYRKIEL FAMILY/JAGER INTERNATIONAL

A donation of books have been received on behalf of the Cyrkiel Family/Jagar International. Dr. Bugg noted that the Cyrkiel family has been donating books to the District for several years.

Ms. Gill moved and Mr. Bianchi seconded to accept the donation of books on behalf of the Cyrkiel Family/Jagar International. President Hamilton asked if there was any opposition to the motion, hearing none, considers the motion approved.

F. DISCUSSION/ACTION ON SURETY BOND FOR DISTRICT TREASURER

Bonding for the $23 million dollar addition to the High School requires that a surety bond be held by the district treasurer. The Board reviewed three proposals.

Ms. Gill moved and Mr. Bianchi seconded to approve the purchase of a surety bond in the amount of $5,750,000 from Broker’s Risk at a cost of $2,757 as presented.
