Our Delegate, Vikki R, has been busy traveling all over the Area giving her high energy Delegate's Report. Our Treasurer, Celia B, will be presenting the 2017 Preliminary Spending Plan at this months Area Committee Meeting. Liaison Reports CCF- August 9am- 4pm Annual Picnic will support keeping services available. Any facility with recovering alcoholics who are confined and cannot attend regular AA meetings are eligible to receive litera-ture and visits from AA volun-teers. H&I bylaws are contained in the Pink Pamphlet, stipulating the rules H&I volunteers must adhere to and a complete listing of the organization and trusted servant positions. Com-plete details of all Northern California H&I financials are available at the web-site http://www.handinorcal.org/ and in the H&I Financial Facts Sheet. All facilities are in need of volunteers

to carry in the message. Regional and Area chairs can be contacted, as well as home group H&I reps, to find the name of individual facility coordinators for any interested volunteers. Those interested can also contact me at [email protected]. Thank you for letting me be of service, and I look forward to seeing everyone at the next assembly in October. Jim V. NCAC – Rick K, Chair –Our commit-tee meets on the 2nd Saturday of the month @ Gibbons No-al club 5809 Gibbons ave. Carmichael Ca. come join us. Great news we did a proposal to provide a ASL meeting at Traditional grp and our proposal was accepted. Coming soon there will be a ASL meet-ing once a month. I’m so excited. At our committee meeting we voted on and accepted our new name Northern California Accessibility committee. With the new name we have created a new website: norcalaccess.org and a new email address: [email protected] You can always get more info from me my cell # is (916) 300 3451. We had a booth at both the Sacramento and Auburn unity day pic-nics and it was a huge success. If you our planning a event please consider allowing us to have a table there or do a presentation. We are also currently working on verifying that all meeting listed in our directory that have the handicapped accessibility logo on them are indeed handicapped accessible. Al-so we are in need of funding help, please consider making a donation to our committee funds will be used for operating expenses, website, printing, meeting room ect. Also if your district has a special needs rep please have them email us @ [email protected].

District Reports D09 Cindy W. DCM- D11 – Larry W, DCM- At our district meeting last Sunday, there were ap-proximately ten GSRs with two new-bies. Both were replacements for out-going GSRs. One has previous General Service in Nevada and back East; the other is new to General Service, but has past service positions in other are-nas.

Of note is that we are recovering our finances. Many months ago we decided to revert to the old plan of paying CNIA visitors to get to District 11, but stranding them, er, having them cover their own costs to return. If they want-ed to get home, that is. With recreation all around, FarNorCal is hard to leave. But back to topic: Now we can reim-burse ALL travel expenses. This also means DCM expenses can be reim-bursed at a mileage rate rather than monies spent. Phew! D15 Eloy M. DCM- District 15 held it's monthly meeting on Monday June 27th with 14 members in attendance. The group finished discussing the re-mainder of the district inventory com-pendium from last panel. Most every-thing we found is already become the practice with our district committee, and if we need to implement changes gathered from this inventory we will do our best There were 11 GSR's present The time slipped by before we could make final arrangements for the dele-gate report which was tentatively set for July 31st at 12 noon. The group reports show that AA is doing well in our district and all liaison and chair positions are filled and doing well.

D17 – Anny R, DCM – District 17 met as usual the 3rd Monday of the month on 6/20/2016 and will meet next this coming Mon. Our meeting has been well attended. We continue to work on our new web-site. It has a search-able meeting schedule, links to GSO, CNIA and CCFAA, and an events calendars that we are hoping the district and local groups will use to post their anniver-saries, workshops and other events. The website is district17cnia.org and went live 1 week ago. D19 – Roy G, DCM -District 19 met on July 9 th at HubAlano 518 12 th St. in Marysville at 10AM, All groups are do-ing well; each reporting attendance has been down some, We are looking for-ward to having Vicki come out and give her delegates report on Aug 27 at the Linda Olivehurst group for the district. Unity Day picnic has been scheduled for September 24 th at Hammond Grove Park. Tim K (district 25) will be our Main Speaker, Linda Olivehurst 56 th anniversary is July 30 th @ noon Terri N. from Traditional group is the speak-

er for this event. Keystone is also hav-ing their 10 th anniversary on 30 th in the evening. They also reported 2 new meetings, a 12x 12 study on Wednesday nights @ 5:30 and a meeting on Satur-day mornings @ 9am. Due to anonymi-ty break in one of our groups a discus-sion was held about tradition 11. D20 – Kail R, DCM -District 20 is still growing stronger. We continue to work on our District guidelines. Our BTG and PI/CPC committees are making great progress and have very dedicated chairs who are excited about what they are doing and encourage people to vol-unteer. Also our Phone Service chair has put together a wonderful set of guide lines for the Phone Service vol-unteers we are so fortunate to have Sarah M. as a trusted servant in District 20. We have had a request to help es-tablish a Spanish-speaking meeting in Grass Valley, and I would be grateful to the Spanish Districts for any advice and assistance you could offer to insure that this happens. D21 – Bob F, DCM –Following are District 21 highlights for the past month: Business meeting held Tues June 28th – 19 GSR’s (or Alts), 6 Dis-trict officers attending Special thanks to Central California Fellowship (CCF) reps for presenting Intergroup’s role in serving A.A. Discussed prospects of collaborating with Intergroup to meet District Teleservice needs. Currently looking for a new PI/CPC coordinator, as the previous rep had to step down. Exploring opportunities to increase awareness of Bridging the Gap’s role in treatment facilities. Distributed list of tentative action items from previous panel’s District inventory for prioritiza-tion starting in July. Celebrated Auburn Unity Day on Saturday June 18 th, all in all a huge success. Participated in Dis-trict 27’s Post-Conference Delegate share on Saturday June 25 th. D23 – Deanna C, DCM- Elizabeth- We held our district meeting on 6/27/16 at the United Methodist Church, 2101 Zinfandel Dr., Rancho Cordova. Eight people attended. Due

to a change in her schedule, our Treas-urer had to resign from her position, as well as that of GSR. Last month we had a snafu with our P.O. Box. It is still undetermined if this affected col-lection of -all our contributions. Hap-py Hour has dealt in-house with a pred-ator. As a result, D-23 is considering putting on a Safety in AA workshop D24 – Kendyce M., DCM - Five GSRs and officers were in attendance. Alt. DCM Claudio facilitated the meet-ing in my absence. GSRs voted to add a special needs liaison and to participate in a Grapevine workshop to be held at Group 3 on August 28. We had another item of new business, to potentially look for a new location because of overcrowding. That wasn't a problem this month. Maybe wait and see is a good strategy. We gained a GSR from Cathedral Group after the previous one stepped down. We lost the GSR and Alternate GSR from Mystic Chix. I am setting up a time to work with our Dis-trict Treasurer on the spending plan. D25 – Tim K, DCM –Grapevine writ-ing workshop. Group 3- Judy B. Aug. 28th 12-2 Tell your story. Midtown Solutions BBQ Fairy tail Town En-trance July 23 12-4. D25 new GSR Michele from Elk Grove. Our Delegate, Vikki, shared her experience, strength, and hope at the Church of the Ascension on Satur-day, June 25 th. District 27’s finance committee met to discuss next year’s budget. Our Alternate DCM has stepped down so District 27 will be having an election to fill this officer’s position in August. This month we will be discussing the duties of the position to give everyone the opportunity to ask questions, talk to their sponsor & God before making themselves available. District 27 continues to grow spiritually and I look forward to the months ahead.

D29 – Ron B District 29 GSR’s are looking forward to visiting the CNIA Archives in Stockton on the first Satur-day in August. Nine groups were repre-sented at the June District 29 Business Meeting. The Rio Linda and Natomas Groups both mentioned a recent rush in newcomer attendance. Tahoe Park Group is making progress with updat-ing their BOP’s. Our Area Grapevine Chair, Judy B., will attend our upcom-ing District Meeting to inform us about how the Grapevine plays an active role in recovery, and to help plan our par-ticipation in a Grapevine Workshop scheduled for August 28th at the Group 3 meeting hall here in Sacramen-to. We are also looking at other guest speakers to come tell us about the many services that AA members can help make accessible to the still suffer-ing alcoholic. D30 – Greg N., DCM- We had a Dis-trict Business meeting on July 9, 2016 at St. Mathews Church in San Andreas. 20 trusted servants attending. We opened in the usual fashion and read and discussed Concept VI. It is pretty quiet in our district this month. We do have a committee set up to form a workshop devoted to service. Our Unity Day is in the planning mode. The Day is September 10, 2016. The plan-ning is coming together and its looking like it will be an awesome event! It will be held at the American Legion Hall in Sutter Creek, California. See our flyer for details! Our Gold Country Round Up is being planned for this coming October 14 – 16. This is a 3-day event and features speakers from out of our immediate area. We have a cookout BBQ and breakfast is served on Satur-day Morning. See our flyer for details! One of our groups will be holding a secretary workshop on July 17th from 12 to 2 with free pizza. We would like to thank Roy for coming to our district on June 27th and facilitating a BTG workshop. It was very informative and we had a great turn out with about 20 people attending. On July 10th we had a Family Fun Day in the park with a BBQ baseball and live music everyone who attended enjoyed it. Trying to gain interest for a Unity Day no one seems

How CNIA Conducts Business- Difference between a Motion and a Discussion Topic. Talking about ideas lets the body to discuss before rush to have a vote. Once we have discussed topic enough, then we need to think about how to word a motion that en-capsulates what is really want. Taking in to consideration of all opinions, put forth a “clearly defined motion”. We need the motion in writing 3 copies. One to secretary, translation, and chair. Continue discussing topic until we are ready to vote. “Call to question” this is a vote to consider a vote on topic. Could be a simple majority or could be a 2/3rd left up to the Area Chair. Eligi-bility to vote at ACM, 7 officers, Dcms, Alt. DCM if DCM is not present. No others. One vote per District. Eligibil-ity at Assembly, GSR’s Area Officers, DCM’s. If we get the majority to vote on question, move forward. Read “Motion” again. Then you get to vote on motion, if majority is not met it fails. If it has enough votes to pass, the minority can come up and speak why the voted for or against motion. Only those who vote on loosing side get the minority opinion. After Minori-ty Opinion is heard, Chair will ask if anybody wants to change their vote. If there are many that want to change their vote, another discussion will be heard. Then a revote occurs. After the second vote is tallied, there is NO mi-nority opinion. 2/3rds majority or sim-ple majority motion passes. If not mo-tion fails. If you have already been to the microphone, please let those who have not spoke come to the micro-phone. Point of order- something comes up in discussion that needs to talk about right then. If the cost of motion will cost more than 5% of our budget the motion, has to go to assem-bly. “Friendly Amendments” if you do have we are going to ask the person who made motion, if approved then amendment needs to be in writing. If person that brings motion is not pre-sent when the body discusses topic, the body has item and its up to the body to decide. Cannot change original motion when said person is not present.

Officer Reports Registrar – Betsy L. – Please turn in your change forms. DCM’s Please take a look at your district lists and make sure all is correct. I will email your group list over the next week. Secretary – Matthew L.- Please send your reports in as soon as possible so I can enter them into the ACM Minutes. Treasurer Celia- We have replenished our prudent reserve and have $9113 in our savings account. As of July 11, we had an additional $7417.60 in our checking account. Contributions are about where they should be according to the budget. I also want to follow up about our tax filings. Our accountant got us an extension on our deadline through Aug. 15. We are right on schedule and will have our returns filed soon. I have been working with the accountant, and received the docu-ments from him yesterday. He is going to e-file our returns as soon as he re-ceives the signed documents from me, which I am going to mail to him on Monday. Don’t forget to come visit me in the corner and get your stuff out of the treasurer’s box. As well as the fi-nancial report, there is the list of last quarter’s contributions from the groups in your district. If you don’t have a contribution list, it means no groups from your district sent in a contribu-tion. Alternate Chair- Jen D.- Worked on this presentation “How We Do Busi-ness”. Talking with those assembly chairs that are coming up. D53 GSR School in works. Chair –Tom A.-There has been a lot of positive activity this month, a complete edition of both the Accents and Acen-tos is exciting news for many of us. A lot of work by our Written Translations Chair Jose U, and our recently appoint-ed Accents Chair Brad E made this month's publications a reality. Well done! We are looking for additional Interpretation help. This may be a great opportunity to see if this is for you. Consider giving it a try. Registered for Mini-PRAASA Old Business A. JoshD47-Concern was expressed over G.S.O.'s current position regard-ing the distribution of Annual Meeting background materials to group repre-sentatives. It appears that G.S.O. un-derstands Paragraph 3 of the current Conference Charter to afford delegates absolute discretion regarding both (1) whether such materials should be dis-tributed at all, and (2) to whom they should be distributed. This has resulted in entire Areas being deprived of background materials. It was noted that Paragraph 3 of the Charter does not address the process of

providing groups with information con-cerning agenda topics. It was suggested that the Conference would benefit from explicitly discussing the policy in light of the relevant principles. -Our district has been discussing how the information is passed along. Want the delegate to benefit from groups conscience. We have discussed in de-tail and may or may not bring this mat-ter to assembly. How do we get the areas that do not participate fully to change their habits? -Look at the compendium; read through that this topic has been brought up and are currently looking at this. It’s not for the lack of infor-mation. But, do we want to use what is provided. This is what PRAASA is for. Our participation is Key. As members we own this. We do this by the Gen-eral Service Conference. We are in-formed here in Area 07. We’ve been given this privilege. B. Chris D37- wants to round up on the 2/3rds vote at the election Area 07 rounds down. As of today fraction is rounded down The motion: When calculating the number of votes required to elect an officer; the number of votes cast will be doubled and then divided by three any re-mainder will add one to the required number of votes to carry the election. Greg DCM D30, 2nds motion Chris- in discussing this with others, by rounding up we are eliminating people. Lets allow 2/3 through round 2. By rounding down we are eliminating a position. C. YPAA- Can a YPAA have a GSR? -we have a service committee, one of those for YP they have a lesion. We decided to have a meeting in Stockton, Friday Nights, said meeting is in cata-log. Meeting needs to have regular meeting officers. They have a GSR. This person can vote at our assembly. -encourage YPAA to send rep to Area. These people in our area are well orga-nized and making a distinct said title they are a group just like anyone else. - last month it came clear, we though no further discussion was needed. - Agreed that YPAA groups can send GSR to districts. When YPAA is in-volved in many service committees do they need representation. -When we made Spanish speaking dis-tricts there was a need. Split YPAA up

to similar to that. -What is the difference between liaison and GSR? Liaison doesn’t have a vote.

What does CNIA do with our 7th Tradition contributions?

Over the next few months we as an Area will be discussing our 2017 spending plan. The spending plan is essentially a pru-dent estimate of what our income and expenses will be—how we will be careful stewards of our groups’ 7th Tradition contri-butions and use these funds to carry the message. Even though we are talking about money (and in 2016 we anticipate hav-ing around $56,000 in expenses), we need to remember that this is a spiritual process. To be mindful of this, we should con-sider where the money goes. What does CNIA do with the crumpled bills A.A. members put in the basket at their home-groups?

We send an informed Delegate to the General Service Conference. Participating in A.A.’s 12th Step in this way is the primary purpose of the Area, and like Bill W. said, it takes “much time and a little money”. We contribute a portion of the Conference expenses (currently $3,000) and pay the Delegate’s travel expenses. The groups’ contributions also make possible the year-round Area activities that enable our Delegate to carry our voice to New York.

Our largest expense is funding the service and travel expenses of our 14 Area officers and appointed chairs. We do this so that our trusted servants aren’t determined by their ability to pay for the privilege of serving, and so that we get the best possible trusted servants. When I was first serving as Area Registrar, I was unemployed and could barely afford the gas to get to a meeting, much less pay for registrar supplies and gas and lodging to travel to the Assem-blies and Area Committee Meetings (ACM). I was only able to serve because the Area covered the expenses of the position. If we as an Area were not self-supporting in this way, we would end up with a special class of servants—those with money.

We hold four Assemblies and eight ACMs a year. This means we pay rent, insurance, and maintain a sound system. All the events help the Delegate be well informed about the Area, and make it possible for us to communicate, work together, and take care of Area business.

We fund our Public Information/Cooperation with the Professional Community (PI/CPC) efforts. Our Alternate Dele-gate is the PI/CPC chair for the Area, and supports local committees with materials, workshops, and individual help. Mike is currently working with local committees to get the new video “A New Freedom”, directed at incarcer-ated alcoholics, into correctional facilities in CNIA.

We facilitate Bridging the Gap (BTG) activities throughout the Area. Our BTG chair connects alcoholics getting out of jails, prisons, and hospitals with local alcoholics who meet them at their first few meetings and introduce them to the fellowship. He gets requests from all over the Area and other Areas every month. We fund the BTG chair to the annual BTG Workshop Weekend.

We preserve the history of CNIA and A.A. as a whole by maintaining an archives facility and giving our archivist the equipment to take care of it. Our archives include a copy of the first edition, first printing of the Big Book and a poster from the first Pacific Region Alcoholics Anonymous Service Assembly (PRAASA), held in our Area in 1967. We fund our archives chair to the National Archives Workshop.

We facilitate communication and cooperation by publishing the monthly Accents newsletter, in both English and Span-ish.

This is what we do with the money. This list is just an overview, and everyone will have the opportunity to examine and discuss the spending plan before it is voted on at the October Mini-PRAASA Assembly. But I hope this list clarifies the spiritual and concrete value of the money sent to CNIA by the groups as they participate in our larger 7th Tradition of self-support. It is really where money and spirituality mix.

Thank you for the privilege of serving our Area.

G.S.R. Preamble

We are the General Service Representatives. We are the link in

the chain of communication for our groups with the General

Service Conference and the world of A.A.

We realize that the ultimate authority in A.A. is a loving God

as He may express Himself in our group conscience. As trusted

servants, our job is to bring information to our groups in order

that the group can reach an informed group conscience. Pass-

ing along this group conscience we are helping to maintain the

unity and strength so vital to our fellowship.

Let us, therefore, have the patience and tolerance to listen

while others share, the courage to speak up when we have

something to share, and the wisdom to do what is right for our

groups and A.A. as a whole.
