CMLARR-Activities during September 2013 to September 2014
The Centre for Excellence in Management of Land Acquisition, Resettlement and
Rehabilitation (CMLARR), ASCI, supported by World Bank has been leading the
initiatives on LARR in the country. During the last year, the Centre was involved
in extensive capacity building on the new Land Acquisition Act for various
stakeholders. The Government of India enacted the Right to Fair Compensation
and Transparency in Land Acquisition, Rehabilitation and Resettlement Act in
September 2013. The Act that has brought in revolutionary changes in the
procedures, compensation/R & R norms and institutional mechanisms has been
effective from 1st January 2014.
CMLARR has developed a comprehensive training module on the RFCTLARR
Act, 2013 and Social Impact Assessment. The Centre has been providing support to
the Department of Land Resources, Government of India and various state
governments in the implementation of the Act through organising Conferences,
Workshops, conducting announced and customized training courses on the new
Act/SIA, submitting reports for formulation of rules, guidelines, corrections &
amendments required in the Act etc. The Centre has also been providing faculty
support to various organizations for the training intervention on the new
legislation, SIA etc. The CMLARR was included by the Government of Telangana
in a five member Committee to support the Group of Ministers in the finalisation
of rules to the new LARR legislation. The Centre also provided suggestions to the
draft rules of various states. The Centre is also extending advisory guidance to
Directorate of Energy, Government of Himachal Pradesh on Social/R & R Issues in
Hydro-power Development.
The Centre has developed a LARR Website, www.rlarrdc.org.in that brings
together the latest developments in the Act and the rules framed by various state
governments. The queries raised by various stakeholders are clarified on a regular
basis. These pertain to doubts regarding the provisions of the Act, draft rules,
courses run by CMLARR etc.

Five-day Course on“Improved Management of Land Acquisition, Resettlement and
Rehabilitation (LARR), September, 2013
The Centre for Management of Land Acquisition, Resettlement and Rehabilitation (CMLARR),
Administrative Staff College of India (ASCI), Hyderabad organized a five day course on Improved
Management of LARR for dealing officers of various organizations. The highly appreciated five
day advanced training programme on LARR for resettlement professionals/officers aimed at
enhancing the participants’ understanding of LA and R&R challenges and enable them to
effectively manage these in their projects.
The course was inaugurated by Shri Prabhudayal Meena, IAS, Additional Secretary, Department
of Land Resources, Ministry of Rural Development, Government of India. Shri Charanjit Singh,
Director, DoLR spoke on the new LARR Act passed by the Parliament. Several LARR experts
contributed as key resource-persons in the course that was attended by 40 participants from more
than 20 organisations.

National Conference on“The Right to Fair Compensation and Transparency in Land Acquisition and
Rehabilitation and Resettlement Act, 2013”, October 2014
CMLARR, ASCI, supported by the Department of Land Resources (DoLR), Ministry of Rural
Development, Government of India conducted a two day National Conference on 17th and 18th
October, 2013 at SCOPE, New Delhi.
The new legislation on LARR viz. The Right to Fair Compensation and Transparency in Land
Acquisition, Rehabilitation and Resettlement Act (RFCTLARR Act), 2013 received the Presidential
Assent on 26th September 2014. The objective of the Conference was to create a platform of interactions
with the Revenue Secretaries and other senior state government functionaries on the provisions of the
new legislation, conceptualize procedural measures for its effective implementation and to provide
inputs for the formulation of rules. The two-day National Conference was inaugurated by Shri B. B.
Shrivastava, IAS, Secretary, Department of land Resources, Government of India attended by 41
delegates from various state governments and international development partners. Experiences were
shared for the preparation of draft rules among participants- at policy, management and operational
level. CMLARR submitted a comprehensive report to DoLR for formulation of rules (visit for details
about the Conference and the Report).

Five-day Course on Effective Land Acquisition, Resettlement andRehabilitation for Senior Officers of Border Roads Organisation
(BRO), November, 2014The BRO develops and maintains operational road infrastructure in the border areas of the
country. The land for the construction of roads was acquired under the Land Acquisition
Act, 1894. As BRO has been facing issues on the LARR front resulting in construction
delays, a batch of 20 specialist officers were deputed for a customised course at ASCI. The
Centre organised a five day course on Effective Land Acquisition, Resettlement and
Rehabilitation (LARR) for Senior Officers of Border Roads Organisation (BRO) from 25th to
29th November 2013.
SCCL Sponsored National Workshop on
Implementing the RFCTLARR Act-2013, February 2014The RFCTLARR Act was made effective since 1st January 2014. Though the Department of
Land Resources, Ministry of Rural Development, Government of India had notified draft rules
for SIA and Consent, the process of rule making had not gained sufficient momentum in most
of the states. It was in that background that CMLARR, ASCI, Hyderabad and Singareni
Collieries Company Limited (SCCL) conducted the two day National Workshop on

“Implementing the Right to Fair Compensation and Transparency in Land Acquisition and
Rehabilitation and Resettlement Act, 2013” on February 18-19, 2014. The Workshop was held at
the College Park Campus of ASCI at Banjara Hills, Hyderabad. The objective of the National
Workshop was to create a platform of interactions on the sectoral implications and
implementation issues of the New Act, share progress on formulation of rules across selected
states and provide a consolidated feedback to the Government of India.
The Conference was inaugurated by Shri. I.Y.R. Krishna Rao, IAS, Chief Commissioner of
Land Administration (CCLA), Govt. of Andhra Pradesh. The Keynote Address was presented
by Smt. Vandana K. Jena, IAS, Secretary, Department of Land Resources, Ministry of Rural
Development, Govt. of India. Shri Suthirtha Bhattacharji, IAS, CMD, SCCL presented the
Special Address. The two day National Workshop was attended by over 100 delegates from
across the country. This included senior state government officials, industry representatives,
international development partners and officials at the helm of affairs at the district level. Shri

CMLARR, ASCI supports ATI, Karnataka for State Workshops on the
RFCTLARR Act, 2013, January, February and April, 2014The Centre provided complete resource support to Administrative Training Institute (ATI),
Mysore to conduct the workshops on the RFCTLARR Act, 2013. The Workshops were
organised during January, February and April 2014 at Bangalore, Gulbarga and Belgaum
districts of Karnataka. The day long workshop focused on the provisions of the New Act and
detailed procedures of Social Impact Assessment as laid down in the Act. Each of these
interactive workshops was attended by over 100 participants that included Collectors, Deputy
Collectors, Land Acquisition Officers, Tehsildars and SDMs. The first Workshop was
inaugurated by Shri B. Basavaraju, IAS, Principal Secretary, Revenue, Government of
Karnataka.

Three-day Course on Social Impact Assessment in Line with the
RFCTLARR Act, March 2014Under the RFCTLARR Act, 2013, Social Impact Assessment (SIA) as a pre-notification procedure
is mandatory in all projects involving land acquisition. CMLARR, ASCI developed a
comprehensive module on SIA for various stakeholders. The focused three-day course on
operationalising the SIA as laid out under the RFCTLARR Act, 2013 was conducted during
March 06 – 08, 2014. The Course provided a comprehensive understanding of the background of
SIA as a specialised discipline, the rules and procedures prescribed for conduct of SIA in the new
act, the tools and techniques in SIA etc through a pedagogy that combined lecture-cum-
discussions, case studies and role-play exercises. The programme was attended by 25 participants
from diverse organizations like NTPC, NHPC, BCCL, NEEPCO, PGCIL, CIL, Container
Corporation of India, SJVNL, State Governments etc.

Five-day Course on Implementing the New Legislation on Land Acquisition,
Resettlement and Rehabilitation, May 2014The RLARRCT Act outlines the role of the appropriate government in the LARR
process - the formulation of rules, pre notification procedures, social impact
assessment, resettlement planning and establishment of institutional mechanism
governing the land acquisition process. Though not spelt out clearly, the requiring
bodies – the government, public sector undertakings and the private entities – too
would have a significant role in the success of the process in the changed legal
environment. A comprehensive five-day course covering the above aspects was
conducted by CMLARR, ASCI during 5th to 9th May, 2014. The course aimed at
providing a thorough operational understanding of the New Legislation and its
various provisions, the progress with regard to formulation of rules in select states and
to clearly understand the role of the requiring bodies in planning, implementation,
monitoring and evaluation of LARR. The five day course was inaugurated by Shri
Bhale Rao, IAS (Retd.), former Special Chief Secretary, Government of Andhra
Pradesh and attended by 45 participants from more than 20 organisations.

Two Day Workshop on RFCTLARR Act, 2013 for Senior Officers ofKrishna Bhagya Jala Nigam Ltd (KBJNL), May 2014
A two day off-campus course on the RFCTLARR Act, 2013, sponsored by Water
Resources Department, Government of Karnataka was organised by CMLARR, ASCI
on 19th and 20th May 2014 at Almatti. The programme covered the provisions of the
new Act, the draft Karnataka rules and specialised sessions on Social Impact
Assessment and Environment Impact Assessment. The Workshop was inaugurated by
Shri. Shivayogi Kalasad, IAS, Commissioner R & R, Government of Karnataka and
attended by 65 participants-officers of State R & R Commissionerate and senior
officers Krishna Neeravari Nigam Limited (KNNL).
One-day Workshop on RFCTLARR Act, 2013 for Revenue Department,Government of Punjab, May 2014
CMLARR, ASCI provided faculty support to the Mahatma Gandhi State Institute of Public
Administration (MGSIPA) for a one-day workshop on the RFCTLARR Act, 2013 on 20th May 2014.
The Workshop, inaugurated by Shri N, S. Kang, IAS, Financial Commissioner, Revenue was
attended by senior IAS Officers of various departments, Collectors, Land Acquisition Officers and
SDMs.

Five-day Course on Asian Development Bank’s Safeguards Requirements,
May-June, 2014During 30th June to 4th July, CMLARR, ASCI organised a five day course sponsored by
ADB on Environment and Social Safeguards. The comprehensive course module included
dedicated sessions on Legislative Framework on Land Acquisition, Resettlement and
Rehabilitation (LARR) and the RFCTLARR Act, 2013, Forest and Environment Clearances,
ADB Policies, Social Impact Assessment (SIA), Developing Environmental Documentation
as per ADB and & GOI Requirements, GIS Application for Environmental Decision
Making, Monitoring of Environmental Parameters and Monitoring of EMP
Implementation, Benefit Sharing, Resettlement Planning Documentation, Public
Consultation and Disclosure, Monitoring & Evaluation, ADB’s Accountability Mechanism,
Gender Concerns in R & R, Stake holder Consultations and Participation in R & R etc. The
Course was attended by 46 participants from various ADB funded projects. The course
aimed at not only sensitizing the participants of the issues and the developments in the
area but also providing awareness of good practices in the other projects. The programme
module included case studies, group exercises and role play exercises.

Five-day Announced Course on High Impact Corporate Social
Responsibility- Need Identification to Impact Assessment, July 2014During July 2014, the Centre organised a five day course on High Impact Corporate Social
Responsibility (CSR) targeting Officers engaged in CSR, Land acquisition, Environment, and R
& R Departments. The course was designed to equip the participants with strategies for
operationalisation of the CSR initiatives through situational analysis and identification of needs,
to acquaint the participants with the design of specific high impact CSR initiatives, integrating
CSR with R & R and to provide an in-depth practical understanding of the evaluation strategies
/methodologies for high impact CSR. Shri Surendra Mohan, Chairman-cum-Managing Director,
Neyveli Lignite Corporation inaugurated the Course. The Course was attended by 20 officers
from diverse organisations.
Two-day Workshop on RFCTLARR Act, 2013 for Senior Officers of
Karnataka Neeravari Nigam Ltd (KNNL), August 2014A two day Workshop, sponsored by Karnataka Neeravari Nigam Ltd (KNNL), Water
Resources Department, Government of Karnataka was organised by CMLARR, ASCI on 4th

and 5th August 2014 at Bangalore, Karnataka. The Workshop covered dedicated sessions
on the provisions of the new Act, the draft Karnataka rules and specialized sessions on
Social Impact Assessment and Environment Impact Assessment. The Workshop was
inaugurated by Shri Kapil Mohan, IAS, Principal Secretary, Water Resources
Department, Government of Karnataka. The Workshop was attended by 37 senior officers
of KNNL.
Two Day Workshop on RFCTLARR Act, 2013 for Senior Officers of Cauvery
Neeravari Nigam Ltd (CNNL), August 2014A two day Workshop, sponsored by Cauvery Neeravari Nigam Limited (CNNL), Water
Resources Department, Government of Karnataka was organised by CMLARR, ASCI on 6th
and 7th August, 2014 at Mysore, Karnataka. The Workshop was inaugurated by Shri Kapil
Mohan, IAS, Principal Secretary, Water Resources Department, Government of Karnataka
and covered dedicated sessions on the provisions of the new Act, the draft Karnataka rules
and specialized sessions on Social Impact Assessment and Environment Impact
Assessment. The Workshop was attended by 46 senior officers of CNNL.

Two-day Course on RFCTLARR Act, 2013 for Senior Officers of Revenue
Department, Government of SikkimA two day Workshop, sponsored by NHPC Ltd was organised by CMLARR, ASCI on 25th
and 26th August 2014 at Gangtok, Sikkim for the officers of Revenue Department of
Sikkim. The programme covered the provisions of the new Act, the draft rules formulated
by various state governments, key decision points to be taken by Government of Sikkim,
specialised sessions on Social Impact Assessment and Land Acquisition in Tribal/Forest
Areas. The course was inaugurated by Shri C. T. Wangdi, IAS, Secretary Revenue,
Government of Sikkim. The Course was attended by 35 participants.
Five-day Course on Implementing the New Legislation on Land Acquisition,
Resettlement and Rehabilitation, September, 2014The Centre conducted a five-day course on implementing the RFCTLARR Act, 2013 from
22nd to 26th September, 2014. The objective of the five day course was to provide a
thorough operational understanding of the provisions and implementation requirements
of the RFCTLARR Act, awareness of the progress with regard to formulation of rules in

major states, operational guidelines on SIA, awareness of the state specific provisions in
draft rules, the procedures to be adopted in exempted legislations, role of the requiring
bodies in planning, implementation, monitoring and evaluation of LARR. The program
also aimed at enhancing the participants’ understanding of LA and R&R challenges and
enable them to effectively manage these issues.
The Course was inaugurated by Shri B. B. Shrivastava, IAS (Retd.), former Secretary,
Department of land Resources, Government of India. The Course was attended by 73
participants from about 30 organisations that included the state governments, public
sector and private sector organisations. The Valedictory Address was presented by Shri K.
N. Bhatt, IAS, Secretary, Land Reforms, Government of Gujarat.

Special Issue of ASCI Journal of Management on Resettlement,
Rehabilitation and Benefit Sharing in Infrastructure Development
The ASCI Chairman Mr. SM Datta released a special issue of “Journal of Management
(JoM)” on Resettlement, Rehabilitation and Benefit-sharing in Infrastructure Projects at
College’s Bella Vista campus. This book showcases the works and experiences of experts,
who took part in a week-long South-South Learning Event, organised by the ASCI in
collaboration with the World Bank and Australian AID, organised in May 2013.
The International Event was attended by 110 delegates from 20 countries viz.
Afghanistan, Australia, Bangladesh, Canada, China, Chile, Colombia, Costa Rica, Kenya,
India, LAO PDR, Nepal, Nigeria, Norway, Pakistan, Peru, Sri Lanka, Turkey, Uganda and
United Kingdom. The delegates included practitioners, government officials, university
faculty, think tanks and international development partners. Experiences were shared
among countries at policy, management and operational level and across major
infrastructure sectors.
In her message, Vandana Kumari Jena, IAS, Secretary, Department of Land Resources,
Ministry of Rural Development, said: “I greatly appreciate the contribution of ASCI for its
continuing efforts in knowledge-sharing and capacity-building on this topic of much
contemporary relevance.” Shri Siutirtha Bhattacharji, CMD, Singareni Collieries Ltd,
acknowledging the efforts of the College in organizing such events of great public
importance stated that the sharing of experiences and practices of diverse countries would
go a long away in addressing these issues and other related issues from a holistic
perspective. Lauding the efforts of the College in working diligently in disseminating and
promoting good practices in the management of resettlement and rehabilitation, Shri
Chaohua Zhang, Lead Social Development Specialist, South Asian Region, World Bank,
congratulated the Centre in the s successful venture.

Apart from the members of the Court of Governors, Mr.K.Padmanabhaiah, Mr.P.Mohan
Murty and Vepa Kamesam, the ASCI’s incharge Registrar Prof.B.Lakshmi and Centre
Director Prof. V. Sreenivasa Chary were also present in the special issue release function.
ASCI Chairman, Shri S. M. Datta(fourth from right) and other dignitaries show the special

campus in Hyderabad on Friday.
