Poor and Vulnerable As the Philippine Statistics Authority reported (2015), the country’s poverty incidence declined significantly to 21.6 percent, from 25.2 percent in 2012 and 26.3 percent in 2009.

The data showed that there are about 1.4 million less poor Filipinos in 2015 than in 2009.

The community development fund shall be used for projects or activities that will benefit the community where the cooperative operates.

Through their strong commitment for action and being responsible to servicing the poor and underserved, financial cooperatives are helping to lessen the burden of poverty.  Financial cooperatives, by providing savings products, help to reduce members’ vulnerabilities to shocks such as medical emergencies.

Governance and Audit Report for Cooperatives

MEMORANDUM CIRCULAR NO. 2017-05Series of 2017

Governance and Management Audit Working Paper – refers to the working paper to be used by the Audit Committee or Internal Auditor in analyzing/assessing the performance of the cooperative in a form to be prescribed by the Authority.

Governance and Management Audit Report – refers to the summary report of analysis/assessment to be undertaken by the cooperative based on the result of the audit using the tool prescribed by the Authority

Section 8.  Period of Submission and Sanctions

The Governance and Management Audit Report shall be submitted by the cooperative to the CDA not later than 120 days from the end of each Calendar Year as attachment to the CAPR. 

The cooperative who failed to submit the report shall not be issued Certificate of Compliance (COC) or may also be subjected to a procedural process of cancellation

Section 11.  Effectivity This Memorandum Circular shall take effect

upon approval of the CDA Board of Administrators and fifteen (15) days after its publication in the Office of National Administrative Register (ONAR).

MANIFESTO OF SUPPORTFOR THE IMMEDIATE PASSAGE AND ENACTMENT OF HB 4174 CREATING THEDEPARTMENT OF COOPERATIVES

WHEREAS, the cooperative movement in the country has been growing in number with more than 25,000 micro, small, medium, large cooperatives and cooperative unions and federations;WHEREAS, poverty has been the biggest problem confronting the country and its more than 100 million population;WHEREAS, the dearth of employment and livelihood opportunities in the country has contributed, directly or indirectly, to the rise of social and economic ills in the country;WHEREAS, we collectively believe that the passage of the Department of Cooperatives will provide opportunities for the creation of livelihood, income and employment for the millions of unemployed and underemployed Filipinos; WHEREAS, we believe that the creation of the Department of Cooperatives is the answer to the socio-economic ills haunting the nation as this will directly address the problem of poverty;WHEREAS, the enactment of the Department of Cooperatives will provide the structural machinery and organization that will harness the natural wealth and manpower resources to energize the nation.Now, therefore, recognizing the foregoing, we the undersigned officials of _______________cooperatives representing _________ members dohereby express our unwavering support for the enactment and passage of HB 4174, heretofore known as the Department of Cooperatives Act of 2017.
