    Shades zipping past the ferry

The wind was a steady 12 knots with occasional 15 knot bursts which was needed to keep Michael

behind me. I managed to pass Col near the trawlers but Michael in the Class was tacking with lots for speed and made up ground. This was time for Alan to hang out and pull everything on! This worked well and we managed to catch the others just past the ferry. Drew saw us coming and found some great speed and it took that entire long straight to get past him and Graham in his NS14. We found Trent & Daisy in their NS14 & Norm in 4.5. Just goes to show how far in front they

got! was almost out of sight powering up to Pimlico, so the chase was on but where was

Phill? The only cat close behind us was Michael in class tacking away trying hard to get in front.

We had a bit of tussle with with his pink spinnaker and copped a bit of his bad wind. We finally passed him and into clean air at last! The wind dropped at the ferry for a bit and the fleet made ground on us. The monos were not in sight. I could see the back of the fleet had strong SW wind but we were in light wind and just had to wait. The wind then hit us with the other cats only 30 seconds behind, so a good battle to stay in front, through the Ramada and then home and first over the line, followed by Drew, Michael, Phill, Col, Shades, and then Norm. A great day’s sailing.

    Monohull Report (Trent Morgan)

Saturday the 11th was a social race up river to a rounding buoy well short of Pimlico Island, with a staggered start according to personal handicap. Trent and Daisy arrived to find no other monohull sailors had shown up! Chris Hallett suggested they jump in one of the small club NACRAS to compete with the plentiful catamarans. A nice idea but having never sailed one and the wind blowing with some oomph the offer was shelved for another day. Phill suggested they jump on

, but before getting a chance to ask, Graham Hodgins showed up with and he was

keen for a sail, so was rigged, with timely assistance from Paul Wrightson (NS14

), who was on parenting duty with his wife expecting any day. Thanks also to Graham Hodgins who assisted with the rigging – the mystery of the shrinking stays still not solved! Graham was given a two minute head start – in accordance with personal handicapping and

made it just in time to be in the water with sails flapping in the strong South Westerly awaiting their own start.

Close to being the catch-up point Approaching the ferry, the wind seemed to stay head on, probably due to the wide expanse of Emigrant Creek opening onto the main river from that direction, but once past the bend some fast reaching was had – very exhilarating in the relatively chop-free water at that point of the course.

Hugging the green channel markers towards the rounding mark, the wind became a little head on once more, enforcing one more tack to make the rounding. By this point of the race the cats had started to catch up, but the wind was starting to decrease in speed – as predicted. This made the

run back to the ferry a trifle slow, and the gap which had been increasing between and

was now seeming to stay constant – the lighter air clearly and not surprisingly favouring the

    lighter .

However, after gybing near the ferry and heading on the long stretch towards the club, the breeze steadily gathered strength again, making for quite a fast run, which at the same time was very pleasant and peaceful in the NS14 in the afternoon sun. This extra wind strength increased the gap

between the boats again until got back to the beach. Trent and Daisy had at any moment along the CBD stretch half expected the cat fleet to round the ferry corner and fly past, but it wasn’t to be. They had encountered much light air and made it back to the beach some fifteen to

    twenty minutes after ’s arrival.

    Aquamarine consolidating the lead

Graham arrived back somewhere between five and ten minutes after Trent and Daisy - the

handicapper had been exceedingly generous to . Upon arriving Trent had wanted to grab his phone to get photos of the arrival of the rest of the fleet but the club had sensibly been locked up. Luckily Paul Wrightson was in the right place at the right time again and took some

photos on his phone as the rest of the fleet arrived. arrived and post race offered Trent a steer, sailing up to the river mouth under kite - ‘Free’s’ ‘Alright Now’ amongst others’ blaring from the stereo system – great fun, despite getting the tiller extension caught on the boom and rounding up after a gybe! A great boat to sail - so many excellent sailing options in this club. The race was an utterly beautiful sail and it’s such a shame that the rest of the fleet weren’t there to be a part of it. Maybe more of these races with the staggered start, of similar length upriver, could be incorporated into the calendar? Many thanks to Phill and Col Woodbry for setting the buoys, Ric and Roland for operating the rescue boat, and all who made the day happen. Big thanks to Paul for taking photos!

Where did you learn to sail? In what class/classes of boat?

Sylvania is where I come from. Before it was Sylvania Waters, it was my backyard swamp - secret water ways carved out by an old pioneer oyster farmer. I made rafts from old five gallon drums & oyster stakes/fence palings. Over time I advanced to sail by a hand held bed sheet tacked to a Y shaped tree branch. No rudder or paddle, just a pole to push back with. Progressed to tin canoe then given a small plywood punt. I used the same sail system for a long time. My mother was not impressed with the holes in my bed sheets and she had no idea how they got there. Eventually mum/dad found out and with that and some other circumstances I acquired my first sail boat. It was a homemade catamaran that could be unbolted and sailed as separate monos (sailboard). I learnt to sail the hard way with my brother Roger - both of us really knew nothing about real sailing on the open George’s river.

    Mr Wiley’s Winter Training Programme

    Hi all

As I’ve mentioned, I do intend to run a winter training program again this winter. It will consist of both theoretical sessions and on water sailing practice. In this case (with the permissions of the club), the on water sailing will include both skiff sailing and practice sessions steering a Laser to give more people time to just get some practice helming a sail boat. The theory will be very similar to last year, with the exception that there will be a stand alone class dealing with the racing rules (which I would guess some of last year’s attendees would like to come for). I normally let people know what will be covered in an upcoming class and provide written notes.

Now I know a number of you (at least 3) are away in June and, in addition, I am having a small BCC removed from the top of my foot very late May for which my doctor tells me he will not countenance the usual early return to sailing because of the thinness of the skin there and the longer healing time.

So it is all likely to start mid to late June.

In the mean time, if those away could give me their dates of absence, I will do my best to minimise what you miss to the extent practical.

Any club member (or intending member) can attend the theory classes, regardless whether they are part of the skiff group. If you know of someone who would like to be added to this distribution group, please have them contact me by email.

Conversely, I don’t like to pointlessly clog up email in boxes. If anyone would like to be omitted from the distribution list or only notified of the rules day please let me know. Cheers Michael 0417 455 106

    Building Height Submission to Council

The club has put in a submission to council to protest against the height of buildings appearing on the Northern Shore of the River. This is due to the adverse effect they are having on the quality of our sailing. If you are interested in reading the submission it is here in full. Submissions on this matter end on Friday! Submissions from as many individual members as possible would be invaluable – also please get the news out on your social networks (speak to your friends, create and share Facebook posts etc) and especially talk to any councillors you know about how the proposed changes will ruin our sailing on the river near the town. Ballina will lose a colourful spectacle on the river.

The General Manager Ballina Shire Council Ballina NSW 2478

    re LEP Amendment 18/001

    Dear Council,

Thank you for this opportunity to bring the following issue to your attention.

Sailing is a local sport that generates high personal fitness, develops character and determination and is a beautiful spectacle for this river town, while requiring absolutely no infrastructure build from Council. Even our clubhouse has been built by members. Sailing has been pursued on the Richmond River by our club for at least 80 years. It makes the foreshore of the river an attractive place to be on any Sunday and is a free tourist attraction for the town. The Richmond River Sailing & Rowing Club’s quality of sailing has been adversely affected by certain development over the last decade or so on the southern edge of Ballina's CBD zone, specifically on

    http://www.rrsrc.com.au/

    28

the north bank of the Richmond River. The recent appearance of a new 20 metre high river-front building "Reside" at the corner of River and Kerr Streets has highlighted to the club that we must now speak up. We understand that the published height limit for Ballina's CBD is 18m but that approvals are being granted for buildings over that height. The club and its members remain very grateful to Council and through Council to the state of NSW for permitting our use of the club's site and of the River itself. RRSRC proudly hosts rowing as well as sailing. We run sailing races on Sundays for much of the year and introduce children and adults to the sport through our regular sailing lessons. Members also sail socially at other times.

We particularly enjoy the classic east coast breeze known as a "Nor'easter" (winds are named by the compass point from which they blow). The Nor'easter is a northerly breeze that predominates on hot sunny days. Heat rises over the hotter coastal interior and falls again out at sea where it is cooler. The effect at sea level is a beautiful, steady afternoon breeze that is excellent for sailing. Sailing is at its best when airflow on the waterway is 'clean', i.e. undisturbed. Wind blowing across the waterway can be the most disturbed. The height and size of buildings is very important in determining the quality of winds from the North or North East, as is their proximity to the river, especially where the river gets narrow.

Sailing on the Richmond River in Ballina has become more and more difficult over recent years due to wind interference caused by tall waterfront buildings. The Ramada Hotel and other waterfront buildings between Martin and Cherry Streets were the first of these but now there are more. Club members have named the narrow reach of river west of the Ramada as "the Straights of Ramada". The negative impact to date on sailing enjoyment and safety has been significant. We have had to amend our race courses to avoid The Straights of Ramada as much as possible but most races still pass it at least once.

With the arrival of the "Reside" building, we feel 'banished' even further west down the River than was the case in 2018. We know that patrons of the RSL Club enjoy the spectacle of our races in that part of the River. Sadly, our courses now have less activity in that area due to major wind interference from "Reside".

We are writing to you now to highlight this issue, of which we believe only sailors would otherwise be aware. We appeal to you on behalf of the many members at our Club but also on behalf of all River users and the public who enjoy the colourful sight of sailing boats on the river.

The Club supports the stated objective of planning proposal 18/001, to permit Residential Flat Buildings on certain land zoned B3 in the Ballina CBD while maintaining active frontages on those sites. We object however to the continued appearance of tall water-front buildings and ask Council to consider adding clauses to the Amendment that achieve some or all of what we seek, as described below.

We understand that the intended outcomes of planning proposal 18/001 are to:

    • Encourage increased residential development and investment in the Ballina CBD

    • Promote uses that attract pedestrian traffic along certain ground floor street and public domain frontages (parks and waterfront) in the Ballina CBD

    http://www.rrsrc.com.au/

  • Richmond River Sailing and Rowing Club website: www.rrsrc.com.au

    P.O. Box 963 Ballina 2478

    29

    • Permit residential development (or other uses) along certain ground floor frontages where they are not nominated as requiring activation, and

    • Support business and social activity through the provision of an additional housing type in the Ballina CBD.

The club submits to you however a major plea for your consideration: to lower future building heights along the waterfront in Ballina. Such a planning measure would support at least two of the four planning objectives in 18/001. Our Sunday races already:

    • attract pedestrian traffic along ground floor street and public domain frontages (parks and waterfront) in the Ballina CBD

    • enhance the atmosphere along the ground floor frontages that are not nominated as requiring activation

    • and thus support business and social activity in the Ballina CBD.

In that vein, we ask Council formally to consider changes to the Ballina LEP to lower building heights from the current maximum height of 18m at the waterfront. That height is destroying a once great sailing venue, resulting in negative social and economic impacts on the town.

Please use the current Amendment or create a future one to Ballina's LEP (which controls future development) to include a lowering of the maximum height throughout the area to say 12m OR lowering it southwards from say 15m at River Street by a factor of 1m per 20m distance away from River Street AND /OR requiring the shape of buildings to be 'wind-friendly' if that is possible. We request these changes so that future buildings do not destroy our sailing activity by causing wind shadows and dangerous vortices across the width of the river in a Nor'easter as do the Ramada and the new "Reside" on the corner of River and Kerr Streets.

On Council's current map BLEP 2012 "Height of Building (HOB)", the green area is limited to 8.5m and brown to 18m. This may have been a good vision for the CBD but unfortunately for us, spreads to the waterfront. The map shows that the whole waterfront from the Reside to the Ramada and almost to the club could now be infilled to the same height of 18m. Please help us minimise the effect such a plan would have on our sailing.

The Richmond River Sailing and Rowing Club asks Council to consider this matter, including consideration of the best formula, for limiting building heights in the town from River Street to the northern bank of the Richmond River.

We also believe that a lowering of height at the water-front would have popular and developer support, the latter because upper floors in each building could have water views. The opposite of this looks like the current scenario, where one developer locks away the view and no development takes place 'behind' the water-front building. That does not seem like a positive planning outcome to us lay-sailors.

    Yours sincerely,

Phillip Robbins Commodore RRSRC (On behalf of the club members)

Idle Gossip – Please send anything interesting sailing or club related to [email protected].

This has been in the newsletter before but never hurts to brush up on sailing rules. Tony mentioned he’d like it if a different rule was discussed before each briefing to help with the potential traffic out there at times.

Three levels of difficulty, the ‘easy’ level can be challenging!
