• Any Marine lost to the organization having been declared injured, deceased, DUSTWUN, missing, or ill in non-hostile or hostile situation.

PROPER PACKING IS A MUST
TIPS FOR PROPER PACKAGING
• Recommend NYLON FILAMENT FIBER TAPE OR MAILING TAPE. Masking and scotch tape are NOT AUTHORIZED.
• Place LIQUID items such as salsa, lotion and beverages in separate zip lock bags.
• Always use the SMALLEST box possible.
• Always use DURABLE boxes.
• Use BUBBLE WRAP/STYROFOAM POPCORN when sending breakable items.
• Package items TIGHTLY to avoid shifting.
TIPS FOR PROPER PACKAGING
• Never send BULKY items in an envelope
(i.e,. Keys, Dog Tags, Rings, and Cassette Tapes).
• Include the RETURN and ADDRESSEES ADDRESS inside the parcel.
• Place the address on only one side of the article being mailed.
• Use INSURANCE on packages that contain valuable items going to and from the U.S. and deployment site.
CUSTOMS REGULATIONS
• All mail weighing OVER 16 OUNCES must be presented to a post office for mailing.
• All parcels being sent FROM, TO or BETWEEN an APO/FPO must bear a customs form.
• To assist customs and prevent damage to your package, include Lock Combination or Keys when mailing sea-bags, or foot lockers.
• Custom forms must be filled out in DETAIL.
MAILING RESTRICTIONS
• OBSCENE MATERIAL (pictures, magazines, nude or semi-nude).
• PORK and PORK BY-PRODUCTS.• LARGE QUANTITIES of material contrary to the Islamic
belief. Quantities for personal use are permissible.• No Alcohol.
• For additional restriction, contact your local military post office.
• EXPRESS MAIL not authorized.– If accidentally accepted at post office, request refund for
overpayment.

allotment. • You cannot allot out more than your net

• Note: Excess casual pay can result in an indebtedness to the government which can adversely affect payment of allotments.
• System changes have been implemented to prevent members from becoming overpaid.

• Allotments can be paid in three categories; mandatory, partial, or full/none.
• If sufficient net pay is not available, a partial allotment payment will be made, and the member will be in a “no pay due” condition.
• If the allotment does not accept partial payments, it will be suspended and paid in subsequent months if sufficient net pay is available.
• Note: Reconciliation with the creditor will be the responsibility of the member.
• REF: DODFMR Vol 5, Chap 4• The deployed disbursing offices will provide check
cashing to all members in the CENTCOM AOR. • Note: Coordination should be made with spouses
to avoid over withdrawal of checking account. - SNCO/Officer $700.00 per month- Sgt’s and below $400.00 per month- Civilians $700.00 per month• Checks will be deposited and funds withdrawn 24-
48 hours after cashing.

Savings Deposit ProgramSavings Deposit Program
• REF: DODFMR Vol 7, Chap 51• Vietnam era program in which deployed
members in combat zones may deposit all or part of unallotted pay into a DOD savings account.
• $10,000 maximum contributable amount in five dollar increments.
• Deposits cannot exceed a members monthly unallotted pay and allowances.
• Must be in country 30 consecutive days in order to contribute.
• Interest accrues at an annual rate of 10% and compounds quarterly.

• If deposited before or on the 10th of each month it accrues interest for entire month; if after the 10th, it begins interest accrual the following month.
• Although federal income earned in a hazardous duty zone is tax free, interest accrued on earnings deposited into SDP is taxable.
• Eligibility to make deposits terminates on date of departure from theater. Interests continues to accrue for 90 days after departure, if desired.
• If you grant an individual a Power of Attorney, it needs to specifically state that it grants them authorization to deposit money.

• REF: MARADMIN 378/09, MCBUL 7220• If you’re going to be eligible for a bonus, do the
research now – SRB’s are taxed here, but are tax free in tax free environments. Check with your Career Retention Specialist.
• In order to receive your full amount of the 4 year bonus you have to re-enlist for a full 4 yrs plus any remaining obligated service.
• 6 months remaining on your current contract, you would have to re-enlist for a total of 4 years and 6 months to receive the entire bonus.
Lump Sum LeaveLump Sum Leave(LSL)(LSL)
• REF: DODFMR Vol 7a, Chap 35• Lump Sum Leave is paid upon re-enlistment or
separation.• LSL is only non-taxable when the leave being
sold is combat leave.• Leave that is not earned in the combat zone will

• REF: MARADMIN 716/08• Individual/Unit deployments involuntarily
extended by the SECDEF beyond 365 days boots on ground (BOG) in the USCENTCOM AOR are authorized $1000 of AIP for every month (or partial month) that exceeds 12 months BOG or for every month that exceeds 12 months within a 15 month period.
• BOG clock starts and stops when the “majority” of the unit arrives and departs theater.

• Individual (IA’s, TT’s) BOG clock starts and stops day of arrival in theater and day of departure.
• USCENTCOM AOR is defined as Iraq, Kuwait, Afghanistan, Bahrain, and the Horn of Africa.
• Eligibility for payment begins the first day of the involuntary extension.
• Payment of AIP is based on a 30 day month and is not prorated
• Administration reportable entry.
Combat LeaveCombat Leave
• REF: DODFMR Vol 7a, Chap 35 / MARADMIN 462/05
• Leave earned in combat zone is tax free.• Your next regular annual leave taken, your
combat leave days will be deducted first from your leave balance and create a non-taxable day for income tax purposes.
• If leave is taken during the month of departure from combat zone, the member accrues no additional tax benefit.
Special Leave AccrueSpecial Leave Accrue(SLA)(SLA)
• REF: MARADMIN 666/09• Marines may accumulate 75 days of leave per
Fiscal year. • SLA is granted for lost leave when a qualifying
duty is met.
• Eligibility criteria of serving on duty for a continuous period of at least 120 days while serving in a deployable ship, deployable operating force, or “other duty.”

• Duties must be extraordinary circumstances in direct support of operational requirements
• Must preclude Marine from taking leave to include working weekends, special liberty periods, and National Holidays.

• REF: MARADMIN 685/08, TSGLI Home Page• PAC (Pay and Allowance Continuation Program)- Any member, in the line of duty who incurs a
wound, injury, or illness while serving in a combat operation or a combat zone, while serving in a hostile fire area, or while exposed to a hostile fire event (regardless of location) and is hospitalized for treatment of the wound, injury, or illness shall continue to be paid under the pack program, those pay and allowances the member was receiving at the time of hospitalization.

• Traumatic injury Protection (TSGLI)• The TSGLI provides for payment to service
members who are severely injured (on or off duty) as the result of a traumatic event and suffer a loss that qualifies for payment under TSGLI.
• Payment is determined by Office of SGLI.• Based on severity of injury or loss of ability to
perform specific activities.• Injuries must occur during participation in

• PIN resets if needed can be done in theater. • Understand that forecast amounts are just
that – forecast. It is your responsibility to check the actual amount deposited into your account.

• Powers of Attorney are highly recommended. Keep in mind you will need to specify access for SDP.
• If your spouse has a problem with your pay, Disbursing cannot assist him/her without a Power of Attorney.
• We cannot help over phone unless it is a question of a general nature.
