IntroductionThe International Journal of Clinical Legal Education at Northumbria University is proud to announce its 12th annual international legal education conference. Previous conferences have been held in London (2003), Edinburgh (2004), Melbourne (2005), London (2006), Johannesburg (2007), Cork (2008), Perth/Fremantle (2009), Newcastle upon Tyne (2010), Valencia (2011), Durham (2012) and Brisbane (2013).

These conferences serve as a unique forum in which clinical educators from many jurisdictions come together to discuss all aspects of clinical teaching and learning, to learn from one another and to share best practice. Further information is available at www.ijcle.com.

The conference will bring together academics, lawyers, students and social activists with an exciting mix of keynote speech, panel discussion, formal presentation and interactive workshop sessions. There will be lots of opportunity for participation, collaboration and dialogue.

The European Network for Clinical Legal Education (ENCLE) is a European-wide association established in 2013 with the main goal to promote clinical legal education in Europe. In order to achieve this goal, ENCLE supports exchange of information and networking, organises conferences, workshops and training sessions, raises funds to further promote clinics and communicates and cooperates with other entities in order to support the idea of clinical legal education in Europe. The first ENCLE conference was held on Warsaw in 2013, but it is symbolic that the second conference will be held in Olomouc at the very heart of ENCLE. The significance of this latest development in the area of clinical legal education in Europe will be reflected in a special European stream within the conference.

The conference will be held at the Faculty of Law of Palacký University in Olomouc with the option of an additional session in Prague on 18th July 2014.

This year at the conference we are introducing a new format: a roundtable session. Proposed groups for 2014 include:

Call for Papers/Submission of ProposalsThe call for papers is now open. To submit a proposal for a conference session, click on the Submit a Proposal page of the conference website www.ijcle.com. Proposals should be submitted by April 30th 2014. Proposals should be emailed to:[email protected]

All proposals will be considered by a conference planning group and submission of a proposal does not guarantee that it will be accepted. Consideration of papers will begin prior to the deadline so early proposals may receive a decision and confirmation of participation more quickly.

A full programme will be made available at a later date.

Keynote Speakers

Neil Gold has been a law professor since 1973 in Win dsor, Ontario, Victoria and Vancouver,BCandHongKong.Hehasservedas a department head, dean, university vice-presidentandprovost.Hewasthefounding director of both Legal Assistance of Windsor and the Law Centre, city centre based student, lawyer, and multidisciplinarily staffed community legal clinics operated by the universities of Windsor and Victoria respectively. Neil was the first director of each of the Canadian Law Teaching Clinic, the Learning and Teaching Centre at the University of Victoria and the Advocates’ SocietyInstituteinToronto.Heledtheestablishment of the Professional Legal Training Program in British Columbia and the problem-based skills oriented PCLL in HongKong.Neilhasresearched,writtenandconsulted on legal education, and professional development in Asia, Africa, Australasia, SouthAmerica,theUK,andtheUSAoverthepast thirty years. In recognition of his many contributions to legal education, the Law Society of Upper Canada, the governing body of the Ontario legal profession, awarded him its highest honour, the Law Society Medal.

Kevin Kerrigan is the Executive Dean for the FacultyofBusinessandLaw.HewasformerlyDean of the School of Law and previously Associate Dean for Undergraduate and Clinical Programmes. A National Teaching Fellow of theHigherEducationAcademysince2010,heisalsoapractisingsolicitorandHumanRightsAct consultant with experience of conducting criminal and human rights cases in courts at alllevels.Histeachingandresearchinterestsare in the fields of criminal litigation, human rightsandlegaleducation.Heistheformereditor of the International Journal of Clinical LegalEducation.Hehaswrittennumerousarticles and text books and delivered papers at conferences in Europe, North America, Africa, Asia and Australia.

James E. Moliterno is the Vincent Bradford Professor of Law at Washington and Lee UniversitySchoolofLaw.Hehasaleadershiprole in W&L’s third year curriculum reform. For 21 years prior to joining the W&L faculty in 2009, he was the Tazewell Taylor Professor of Law, Director of the Legal Skills Program, and Director of Clinical Programs at the College of William & Mary, serving also as Vice Dean from 1997-2000. The William & Mary Legal Skills Program, under his direction, was recognized as a model for the teaching of professional skills and ethics, receiving the inaugural ABA GambrellProfessionalismAwardin1991.Hewas the 2012 recipient of the Rebuilding Justice Award from the Institute for the Advancement of the American Legal System (IAALS) in recognition of his career-long legal educationreformwork.Hehastaughtlegalethics courses and professional skills courses atsixlawschoolsoverthepastthirtyyears.Heis author or co-author of ten books including THEAMERICANLEGALPROFESSIONINCRISIS:RESISTANCEANDRESPONSESTOCHANGE(Oxford Univ. Press 2013) and of numerous articles on legal ethics and legal education. Hehasengagedinsubstantialinternationallegal ethics and legal education reform work inSerbia,Armenia,Georgia,CzechRepublic,Kosovo,Slovakia,Spain,Japan,China,Indonesia and Thailand.

Keynote Speakers

Maxim Tomoszek has worked as a senior lecturer at the Department of Constitutional Law and Public International Law at the Faculty of Law of the Palacký University in Olomouc since 2004. From 2008 he has also been the director of the Centre for Clinical LegalEducation.HeteachesConstitutionalLawandHumanRights,LegalSkillsCourse,Professional Ethics and several clinical subjects focusing on human rights. The clinical program developed by the Centre for Clinical Legal Education in cooperation with local lawyersandNGOsisthelargestintheCzechRepublic, with more than 100 students and 100clientseachyear.Hehastakenpartinseveral IJCLE conferences since 2006, and has organized several international conferences focusing on clinical legal education or professionalethics.HehasbeenamemberofGlobalAllianceforJusticeEducationsince2011, and in 2013 he became the president of the European Network for Clinical Legal Education.Hewastheco-editorofthebookKurzprávnickýchdovedností(LegalSkillsCourse) and has published several papers on clinical legal education.

Marzia Barbera is Professor of Law at the Department of Law of the University of Brescia, where she teaches Labour Law, Antidiscrimination Law, Legal Clinic.

Member of FRANET, multidisciplinary research network in charge of the task of providing the EU Fundamental Rights Agency with socio-legal data and reports on fundamental rights issues; of the Comparative Anti-DiscriminationLawStudyGroup,consistingof North American and European experts in anti-discriminationlaw:oftheGAJESteeringCommitte; of ENCLE, European Network for Clinical Legal Education.

Since 2008 coordinator of the first Legal Clinic established in Italy.

Olomouc City The ancient town of Olomouc lies in the heart of the so-calledHanáregion.Itshistorydatesbacktothe10thcentury AD when it became an important trade crossing-point. It has the second most significant collection of historical monuments in the country after Prague. The second oldest university in the Czech lands was founded in Olomouc in the year 1573. Olomouc was considered the capital of Moravia from the Luxembourgian period up until the 17th century. During the Thirty Years War with the town’s occupation by the Swedish army, the town was destroyed to a large extent and lost its leading position. Today, the city has a population of over 100,000 inhabitants. It is the fifth largest city in the Czech Republic and the seat of the Olomouc Region.

Conference Dinner - Archbishop´s PalaceThe Archbishop´s Palace belongs to many valuable historical sights the City of Olomouc can offer to its visitors. Throughout the history many significant events took place in the Archbishop´s Palace. Among them the most important are visit of Empress Maria Theresa, enthronization of Emperor Franz Joseph I, signing of a peace treaty called “Agreement of Olmütz”, and more recently the visit of Pope John Paul II. Since it was built, the Archbishop’s Palace has always been a residence of bishops and since 1777 archbishops of Olomouc.

The bishop’s residence has undergone several reconstructions realized by leading European architects and painters. The last major reconstruction of the Palace was implemented after a fire in 1904 under the Archbishop Francis Bauer. Many prominent personalities visited the Palace; including Franz Joseph I. who ascended the Imperial throne here in 1848.

Guided Tour of Olomouc – UNESCO Heritage Since2000theHolyTrinityColumnhasbeeninscribedontheUNESCOWorldHeritageList.TheHolyTrinityColumnin Olomouc dominates the city centre and its grandiosity easily takes a visitor’s breath away. It is the largest group of Baroque statues within a single sculptural monument in Central Europe. The column reaches a height of 35 metres and its lower part houses a seasonally accessible chapel.

Town hall with horologe dominates the Upper Square. For more than six centuries it was a symbol of economic and political importance of the former royal capital of Moravia. Today it is the most important monument of non-religious architecture in Olomouc and, besides the Archbishop’s Palace and six ancient churches, it is the only monument with public or representative function still serving its original purpose today, accommodating the headquarters of the elected city government and its office.TheconstructionoftheOlomoucTownHallwitha mercantile house was allowed by a privilege from the Moravian Margrave Jost of Luxembourg in 1378.

Svatý Kopeček (The Holy Hill)

is a popular excursion and pilgrimage site in the region andissituatedinthefoothillsoftheHrubýJeseníkmountain range at an altitude of 382 metres above sea level, a mere eight kilometres from the centre of the City of Olomouc. Its location, varied terrain and lovely forest plant life along with its valley streams and rivers amount to ideal conditions for sports and recreation. The area is also criss-crossed by an abundance of trails for both hiking and cycling. The Church of the Visitation to the Virgin Mary makes up the most prominent feature of the locale offering up, weather permitting, a view all the way to Praděd peak. The local zoological gardens are spread out over approximately 42 hectares of land in the neighbouring mixed forests. Not far from the baroque church is a cross placed there in the year 1909 by the grandparentsofthepoetJiříWolkerinordertoexpresstheir joy on the birth of a grandson. The house where the poetlivedandwrotethefamouspoemSvatýKopečekinthe year 1921 has been preserved.

Travel Insurance: Registration fees do not include insurance of any kind. It is recommended that you take out insurance at the time you book your travel. The conference organisers cannot take any responsibility for participants failing to arrange their own insurance. Delegates participating in any of the additional social activities must carry travel and medical insurance.

Weather: The average temperature in Olomouc in July is 19°C. The average monthly rainfall is around 3 inches.

Cancellations and substitutions: If you have to cancel your booking please send us a written cancellation, by letter, fax 0191 243 7506, or e-mail [email protected], no less than 10 working days before the conference. No telephone cancellations will be accepted. A refund of your conference fee less a £25 administrative charge will then be sent to you. After this time we cannot accept any cancellations and the full fee is payable, however you may nominate a replacement delegate without charge. Failure to attend the conference will be regarded as a late cancellation and your payment will be forfeited.
