National Water Resources Board (NWRB)specific guidance to the reservoir managers withregard to water releases for each user within aparticular period. The MWSS manages water forMetro Manila, and is part-owner of the dam sinceit contributed one-third of the construction costs.Two private concessionaires have contracts withMWSS to handle Metro Manila’s waterdistribution. The National IrrigationAdministration (NIA) manages the irrigationsystem in Bulacan province. NIA does notdirectly represent farmers, but collects irrigationservice fees, and is the main entity lobbying forfarmers’ interests in Angat. The National PowerCorporation (NPC), which actually operates thedam, generates and distributes hydropowerthrough the Luzon grid at levels that dependupon the allocation of water between NIA andMWSS
