Climate Public Expenditures and Institutional Review (CPEIR)

• Methodology developed by UNDP and ODI in 2012

• CPEIR examines the linkages between the three spheres of: • national climate change policy, • the institutional structures through which policy is channelled; and• the resource allocation processes of the public sector towards the

implementation of relevant projects.

• Eight CPEIRs have been completed so far for the following countries:• Nepal• Bangladesh• Thailand• Cambodia• Samoa

• Morocco• Philippines• Indonesia

+ four CPEIRs underway in Vietnam, Ethiopia, Tanzania and Uganda

Linkage between CPEIR and Good Financial Governance

By analysing how climate change related expenditure is being integrated into national budgetary processes, CPEIR adheres to the six principles of Good Financial Governance:

Alignment: central role for national institutions during the process of establishing the climate finance architecture in a country

Coherence of the climate strategy and development planning and medium–term financial planning

Effectiveness through consideration of the climate relevance of other fiscal policies

Sustainability through the consideration of cost impacts

Predictability of climate finance spending as part of the national budget

Accountability through legitimacy and accountability obligations

Break up in 2 teams with an equal number of team members Follow the instructions of the trainer(s)• Step 1: The trainer(s) will present a budget line on a PowerPoint slide that is

based on a fictitious annual municipal budget.• Step 2: Both teams have 30 seconds to discuss the relevance of this

budget line to climate change.• Step 3: At the acoustic signal, each group has to flag one of the 4

colored cards to indicate the climate relevance (high, medium, low, marginal) of the budget line displayed. In addition, they have to briefly explain their choice.

• Step 4: The trainers will reveal the classification of the budget line according to CPEIR. The team(s) that are in line with the

CPEIR classification score. The team with the highest score wins!!!!
