1. INTRODUCTION
HUME CITY COUNCIL Climate Change Adaptation Action Plan 1
The risks and actions outlined in the tables that follow are formatted to integrate with Hume’s Risk Management System. Risks will be Departmental or Corporate risks so
review and reporting for responsible Managers and Directors will be integrated with general risks. A new category of climate change risks will be established to enable
monitoring and review of risks in this Climate Change Adaptation Action Plan.
The table below provides a brief description of the information recorded in each field. For more detail please see Hume’s Risk Management Framework.
Risk Name: The name given to the risk
A short description of the risk
Risk Ownership (position): The Manager or Director who is responsible for reporting on the risk overall. This will be a Manager where all the actions relating to the risk are
the responsibility of the one Manager, or a Director where actions are the responsibility of more than one Manager.
Current Controls: Categories of Control:
Actions or Strategies that are already in place that address or mitigate the risk are listed here.
The risk management framework identifies different categories of
controls these include: Supervision; Reconciliation; Reporting;
Segregation of duties; Authorisation; Security; Documentation
(policies/ strategies/ guidelines); other (legal and insurance)
Risk Rating
The Inherent Risk Rating (based on the likelihood score + consequence score) is recorded here (ratings include High, Significant, Moderate and Low)
The risk framework rating of the Controls - ineffective, moderately effective or highly effective is also noted.
The Residual Risk Rating (also High, Significant, Moderate and Low) is recorded based on: The Residual Risk Rating = inherent Risk Rating – Control.
The corresponding numerical scores are included (in brackets) in addition to the descriptive ratings to facilitate entry of this data into Hume’s Risk
Management Framework.
Contributing Factors: Some risks have a range of contributing factors that can be noted here.
Insurable: This is a field of the Risk Management Framework to indicate if the risk is insurable.
MITIGATION ACTIONS PLANNED MITIGATION ACTIONS –
PROPOSED NEW RESPONSIBILITY TIMEFRAME RESOURCING
Actions or strategies that will
address or mitigate the risk and
were already planned or being
developed when the Climate
Change Adaptation Action Plan
was developed are listed here.
Actions or strategies that will
address or mitigate the risk that
were identified as part of the
Climate Change Adaptation
Action Plan development are
listed here.
The Department responsible for
implementing the Action is
recorded here.
Where more than one
Department is listed the
Department listed first is the lead
or coordinating Department that
will report on the progress of the
actions.
Completion Date: The planned
completion date
Recurring (monthly, quarterly,

will then become controls) or No for
recurrent or ongoing actions that
will be reported on regularly as per
the timeframe above.
Indication of whether the action is
currently resourced within
existing Department budgets or
whether new budget is required.
