No funding for maintenance and update
No training
Tool doesn’t address user needs
15th time that tool has been developed (to the same stage!!)
Tool published – little appetite for outreach by developers
Lack of capacity of users
User consultation after tool developed

Its not all bad: we have learned a lot
• The same underlying cyclical and iterative ‘risk management’ (or equivalent) adaptation process underpins nearly all adaptation planning, decision support and assurance products
• common leading practices are emerging such as decision-centred assessments, flexible pathways and uncertainty management, stakeholder engagement approaches
• There are also common climate scenario/projections and risk/hazard mapping data sets
• Too much effort goes into rediscovering and reinventing these for each product; leaving little resource to address the genuine differentiated needs

their needs
• NRM Planners
• Coastal decision makers

4
• NRM groups involved in planning for long periods.
• A range of approaches with different levels of sophistication.
• Generally are based around adaptive management, risk frameworks, resilience frameworks.
• Many of the actions are appropriate for climate change. BUT there is a need for assessing plans and approaches with a climate adaptation lens.

5
• Approach that can enable NRM groups to assess “where they are” in climate adaptation planning.
• Enable self assessment, reflection and improvement.
• Take an enabling approach. Cannot solve all issues immediately and in one guide. Assist groups to start the (long) journey.
Approach
• Outlines 4 challenges associated with adaptation planning
• Advice on uncertainty (types and how do we deal with it)
• A generic framework consistent with most/all planning frameworks used by NRM
• Key questions associated with each component of the framework.
• Guidance about each question, links to case studies, useful material to support NRMs.
• Web delivery and Guide.

CoastAdapt: A framework to support climate change adaptation on the Australian coast NCCARF team
National Climate Change Adaptation Research Facility
Demand driven: understanding user needs through consultation
• 700 stakeholders around Australia (all states and territories) – 400 face to face (3-5 hour workshops) – 300 online survey
• Broad ranging – Government (Local, State, Commonwealth) – Business and Industry – NRM – Community groups – Academics

Challenge
• Range of different interests/capacities amongst users
• Different needs
• Different stages in adaptation journey
• Different jurisdictional requirements
