and en!ironmental im'a"ts to Indiana and its "itizens&WHEREAS, e in Indiana "ontribute to "limate "hange in !arious ays, but if e a"t no, e"an a"hie!e numerous so"ial, en!ironmental, and e"onomi" benefits by mo!ing aay from fossil

fuels and to reneable energy&

WHEREAS, res'onsible go!ernan"e at all le!els, and es'e"ially by states, re)uires 'lanning forada'tation *to address "urrent and 're'are for future "limate "hange im'a"ts+ and mitigation *to

minimize future "limate "hange by redu"ing emissions of greenhouse gases+ to a!oid

in"reasingly harmful so"ial, en!ironmental, and e"onomi" "onse)uen"es&

WHEREAS, a limate A"tion -lan "an be a !ery effe"ti!e me"hanism to mitigate the "auses andada't to the im'a"ts of "limate "hange, and ./ states and the 0istri"t of olumbia already ha!e

WHEREAS, Indiana has not ado'ted a limate A"tion -lan or any other "om'rehensi!e state1
