Code of Ethics According to New Jersey statute, a school board member shall abide by
the following Code of Ethics: a. I will uphold and enforce all laws, rules and regulations of the State
Board of Education, and court orders pertaining to schools. Desired changes shall be brought about only through legal and
ethical procedures. b. I will make decisions in terms of the educational welfare of children
and will seek to develop and maintain public schools that meet the individual needs of all children regardless of their ability,
race, creed, sex, or social standing. c. I will confine my board action to policy making, planning, and
appraisal, and I will help to frame policies and plans only after the board has consulted those who will be affected by them.
d. I will carry out my responsibility, not to administer the schools, but, together with my fellow board members, to see that
they are well run. e. I will recognize that authority rests with the board of education and
will make no personal promises nor take any private action that may compromise the board.
f. I will refuse to surrender my independent judgment to special interest or partisan political groups or to use the schools for
personal gain or for the gain of friends. g. I will hold confidential all matters pertaining to the schools which, if
disclosed, would needlessly injure individuals or the schools. In all other matters, I will provide accurate information and, in
concert with my fellow board members, interpret to the staff the aspirations of the community for its school.
h. I will vote to appoint the best qualified personnel available after consideration of the recommendation of the chief
administrative officer. i. I will support and protect school personnel in proper performance of
their duties. j. I will refer all complaints to the chief administrative officer and will
act on the complaints at public meetings only after failure of an administrative solution.

0167 PUBLIC PARTICIPATION IN BOARD MEETINGS
The Board of Education recognizes the value of public comment on educational issues and the importance of allowing members of the public to express themselves on school matters of community interest.
In order to permit the fair and orderly expression of such comment, the Board shall provide a period for public comment at every public meeting of the Board. Public participation shall be permitted only as indicated on the order of business in Board Bylaw No. 0164.
Public participation shall be extended to residents of this district, persons having a legitimate interest in the actions of this Board, persons representing groups in the community or school district, representatives of firms eligible to bid on materials or services solicited by the Board, and employees and pupils of this district, except when the issue addressed by the participant is subject to remediation by an alternate method provided for in policies or contracts of the Board.
Public participation shall be governed by the following rules:
1. All persons wishing to participate in a public Board meeting shall register their intent with the Board Secretary in advance of the meeting.
2. A participant must be recognized by the presiding officer and must preface
comments by an announcement of his or her name, place of residence, and group affiliation, if appropriate.
3. Each statement made by a participant shall be limited to five minutes' duration.
4. No participant may speak more than once on the same topic until all others who
wish to speak on that topic have been heard.
5. All statements shall be directed to the presiding officer; no participant may address or question Board members individually.

The presiding officer may interrupt, warn, or terminate a participant's statement when the
statement is too lengthy, personally directed, abusive, obscene, or irrelevant; request any individual to leave the meeting when that person does not observe reasonable decorum; request the assistance of law enforcement officers in the removal of a disorderly person when that person's conduct interferes with the orderly progress of the meeting; call for a recess or an adjournment to another time when the lack of public decorum so interferes with the orderly conduct of the meeting as to warrant such action; and waive these rules when necessary for the protection of privacy or the efficient administration of the Board's business. N.J.S.A. 2C:33-8 N.J.S.A. 10:4-12 N.J.A.C. 6:8-4.3(a)2iii Adopted: 29 June 1992
CHAIN OF COMMAND All members of the Board of Education and employees of the Hopatcong School District are directed to observe faithfully the chain of communications established by the district organizational plan. A problem should be identified and its resolution attempted at the level most immediate to the problem's origin. The Board expressly disapproves of any attempt to expedite the resolution of a problem by disregard of the organizational plan and the appropriate processes. A staff member's persistent disregard for the established management organization of this district in violation of this policy will be considered an act of insubordination subject to discipline.
PUBLIC COMPLAINTS AND GRIEVANCES
The Superintendent shall establish procedures for the hearing of requests and complaints regarding district personnel, the educational program, instructional and resource materials, and the operation of the school district. Procedures will be governed by the following guidelines:
1. The matter will be resolved initially, wherever possible, by informal discussions between or among the interested parties.
2. A matter that cannot be resolved informally may be appealed at successive levels
of authority, up to and including the Board of Education.
3. The complaint and its immediate resolution will be reduced to writing at the first and at each successive level of appeal.
DISCUSSION OF PERSONNEL
Under New Jersey’s Open Public Meetings Act, Boards of Education are confined to discuss personnel issues in closed session.

e. The Hopatcong Marching Band accepted an invitation to participate in West Point Band Day on October 10, 2015. They will perform a half time show along with the West Point Band and other high school bands that were invited to perform during the West Point vs. Duke football game at Michie Stadium at West Point. Besides the wonderful once in a lifetime performance opportunity, they will also attend a Cadet Review Parade, a tour of the West Point Central Area, and a Parachute Demonstration.
f. In addition to the extraordinary recognition received by our Band Members, Mr. Kurt Zimmerman, our Director of Bands, was nominated by Mr. Buglovsky, Athletic Director, to be honored by the Somerset Patriots Baseball Club in the Third Annual Positive Coaches Night, which was held on June 16th in a pre-game ceremony at the Patriots vs. Bridgeport Bluefish baseball game. The ceremony “recognizes coaches who have gone above and beyond on and off the field to provide their players, school and community with an enhanced and positive environment.” (from the Somerset Patriots Baseball Club Press Release). Congratulations Mr. Zimmerman, and thank you for all your time, skills and contributions to the success of our Band program!

Approval of the following finance items, items 12a-12k, as recommended by the Administration and as reviewed by the Finance Committee:
a. Approval of the certification by the Board Secretary pursuant to N.J.A.C. that
as of June 22, 2015, no budgetary line item account has been overexpended in the 2014-15 budget in violation of N.J.A.C. 6:20-2.12 (a).
b. Approval of the certification by the Board of Education that all major account
expenditures for the month of May, 2015 through June 22, 2015 have been within the constraints of the adopted 2014-15 budget and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year.
c. Approval of intra-account and intra-fund budgetary transfers to offset credits
and deficits through May, 2015, as attached. d. Approval of the report of the Secretary of the Board of Education regarding the
current operating fund, Form A148, for the period ending May 31, 2015, as attached.
e. Approval of the report of the Treasurer of School Monies, Form A149, for the period ending May 31, 2015, as attached.
f. Approval of bills for the General account, Food Service account, Special Projects
(Day Plus) account, and Special Revenue (Grants) account in the amount of $1,246,912.48 for the month of June 2015, as attached.
g. Approval of bills for the Sussex County Regional Cooperative in the amount of $2,794,445.34 for the month of June, 2015, as attached.
h. Approval of the Shared Services Agreement with the Sussex County
Educational Services Commission Board of Directors for a Certified Educational Facilities Director for the period of July 1, 2015 to June 30, 2016 in the amount of $8,000.00 to be paid by the Educational Services Commission to the Hopatcong Board of Education. The Hopatcong Board of Education in turn will compensate the Hopatcong Director of Buildings and Grounds $4,000.00 for these services.

12. Finance (continued) i. Authorization to Transfer Funds to the Capital Reserve: WHEREAS, N.J.S.A. 18A:21-2, N.J.S.A. 18A:7G-31, and N.J.S.A. 18A:7F-41 permit a Board of Education to establish and/or deposit into certain reserve accounts at year end, and WHEREAS, the aforementioned statutes authorize procedures, under the authority of the Commissioner of Education, which permit a board of education to transfer unanticipated excess current revenue or unexpended appropriations into reserve accounts during the month of June by board resolution, and WHEREAS, the Hopatcong Board of Education wishes to transfer an amount not to exceed $300,000 unanticipated excess current year revenue or unexpended appropriations from the general fund into the Capital Reserve account. NOW THEREFORE BE IT RESOLVED by the Hopatcong Board of Education that it hereby authorizes the district’s School Business Administrator to make these transfers consistent with all applicable laws and regulations. j. Approval to accept and apply for the IDEA grant for Fiscal Year 2016.

k. Pursuant to PL 2015, Chapter 47, the Hopatcong Board of Education intends to renew, award, or permit to expire the following contracts previously awarded by the board of education. u. Approval of Christine Kalemba as Career Internship Facilitator in the Hopatcong School District for the summer. Ms. Kalemba will receive a pro-rated payment of $550 per month for compensation as the Career Internship Facilitator for the months of July and August. In addition, she will receive a one-time stipend of $1000 to secure job placement facilities for our internship program.

awarded by the NJDOE Office of Grants Management in the total amount of $269,545.00 (Title I A $220,930.00, Title II $48,615.00) and reject Title III funds in the amount of $3,788.00 as the grant award amount does not meet the minimum grant acceptance threshold of $10,000.00 for individual District usage.

Hudson Farm will donate $1.00 per year of age for each hiker that participates.

a. Superintendent’s Report – Mrs. Randina discussed the vision of the budget and thanked the board for their support. Mrs. Randina spoke about the High School Awards Ceremony and that is was overwhelming. The district had a visit from representatives for the Department of Education for an evaluation of our submitted plan and the district showed a ten-percent increase. Lastly, tonight we are recognizing teachers receiving tenure.
b. Second reading and approval of the Superintendent’s HIB Report for April, 2015 as presented to the Board at the Regular Meeting on April 27, 2015 in Executive Session and approval of the HIB Report for May, 2015 for first reading and review. Personnel Discussion Mrs. Krowl, head of the Personnel Committee, explained that when a teacher becomes tenured, it is a big-deal. Mrs. Krowl then congratulated the tenured teachers and presented gifts to them.

Approval of the following, 14a-d, at the recommendation of the Superintendent of Schools and the Board of Education:
a. Approval of the Car Wash scheduled for Sunday, May 31, 2015 at Lakeside Tire, by the
Hopatcong Chiefs Band Programs. The event will be supervised by Kurt Zimmerman and Band parents with a suggested donation of $5. All proceeds
will be returned to the school. b. Approval of Project Graduation event, scheduled for June 25, 2015 at Spa 23, in Pompton Plains for our 2015 Graduates. c. Approval to extend the “Little Chiefs” preschool from 3 half-days to 3 full-days with an option to attend either the half-day program in the AM for a monthly fee of
$200.00 or the full-day program at a monthly fee of $400.00 c. Approval of the attached field trip requests, and as required by the New Jersey Department of Education. On a motion by Mr. Fasano, seconded by Mrs. Krowl, and a unanimous roll call vote, Student items 14a-d passed.
15. Travel
Approve the attached travel related expenses report as attendance at these functions and the work related travel expenses are work related and within the scope of the work responsibilities of the attendee, as promoting the delivery of instruction or furthering efficient operation of the school district; and fiscally prudent. The reimbursements listed in these requests are in compliance with State travel reimbursement guidelines and with guidelines established by the federal Office of Management and Budget.

Opening Statement At 5:30 p.m. Ms. Perrotti opened the meeting and read the following statement: In accordance with Section 5 of the Open Public Meetings Act, Chapter 231, P.L. 1975, this public body, the Hopatcong Board of Education hereby announces that The New Jersey Herald has been notified by mail that this public meeting is to convene in the Board of Education Administration Building, Hopatcong, NJ at 5:30p.m. June 8, 2015.

1 BOARD OF EDUCATION HOPATCONG
0152 BOARD OFFICERS The Board of Education shall organize at its reorganization meeting by electing one of its members as President and another as Vice-President. Any member may place a member's name in nomination; a second is not required. Election for each office will be conducted by a vote when the nominations for that office are closed. The candidate receiving a majority vote of the members of the Board present and constituting a quorum will be elected to office. Voting shall take place by verbal roll call vote after nominations are closed. When more than one person has been nominated, the Board will vote on candidates in the order in which they were nominated. In the event no candidate receives a majority vote of the members of the Board present and constituting a quorum, the procedure shall continue until someone receives a majority vote. Officers shall serve for one year and until their respective successors are elected and shall qualify, but if the Board shall fail to hold the organization meeting or to elect Board officers as prescribed by N.J.S.A. 18A:15-1, the Executive County Superintendent shall appoint from among the members of the Board a President and/or Vice-President. A President or Vice-President who refuses to perform a duty imposed upon him/her by law may be removed by a majority vote of the Board members present and constituting a quorum. In the event the office of President or Vice-President shall become vacant the Board shall, within thirty days thereafter, fill the vacancy for the unexpired term. If the Board fails to fill the vacancy within such time, the Executive County Superintendent shall fill the vacancy for the unexpired term. 9541 STUDENT TEACHERS
The Board of Education encourages cooperation with colleges and universities in the education of teachers, because the public school offers an experience essential to their training: interaction with pupils and teachers at work in the classroom. Accordingly, the schools of this district will accept students from accredited institutions of higher learning as junior or senior student teachers.
The Board, upon the recommendation of the Superintendent, shall approve all student
teachers.
Student teachers shall be selected and assigned by the Superintendent. The Superintendent shall assign student teachers throughout the district in a manner that assures that no single group of pupils will be subject to excessive student teacher classroom hours.
Student teachers shall comply with the health examination required by rules of the State Board of Education and that required for teaching staff members by this Board.
The Board of Education requires every student teacher/intern possess a county substitute
credential issued in accordance with N.J.A.C. 6A:9-6.5. Student teachers shall at all times be subject to the policies of this Board. Student teachers
serving in the schools of this district shall be responsible to the Principal for their conduct and to the Teacher for their performance.
Students and other affiliates of educational institutions will be offered the opportunity to visit and observe our district in the course of teacher training programs and educational research projects. Such students will be treated as visitors and will be under the direct supervision of the principal.
All Building Principals must submit to the Superintendent for Board approval the names and colleges of all student teachers with their grade assignment prior to accepting the institutional request.
