Headline CM inaugurates Vedanta Group’s 2400 MW power plant State to become self-sufficient in power generation

SYNOPSIS: While inaugurating the first unit of the 2400 MW Independent Power Plant of Vedanta

at Bhurkamunda in Jharsuguda, Chief Minister Mr. Naveen Patnaik said that the State Government

is making efforts to make the state self-sufficient in the field of power generation. In this regard, it

has signed MoUs with as many as 27 companies. While inaugurating the plant, he said that it was a

momentous day for the people of Jharsuguda and Orissa. The State has taken the first step towards

becoming self-sufficient in the field of power-generation. Speaking at this occasion, the CEO of

Vedanta Mr. M. Siddiqi extended his gratitude towards the locals for their support. Vedanta’s senior

official Mr. Abhijit Pati extended vote of thanks.

SYNOPSIS: While inaugurating the first unit of the 2400 MW Independent Power Plant of Vedanta

at Bhurkamunda in Jharsuguda, Chief Minister Mr. Naveen Patnaik said that Jharsuguda will

become one of the major industrial hubs of the State. Speaking at this occasion, he said that it was

a momentous day for the people of Jharsuguda and Orissa. He said that the remaining units of the

IPP will become functional soon. While there is a requirement of power for the development of the

State, the Government has signed MoUs with 27 companies for establishing power-generating

projects, out of which Vedanta is the first company to commission its unit within the scheduled time.

He further said that the projects of Vedanta, while fulfilling the requirement of the State, will also

provide employment opportunity to locals. He also lauded the initiative of Vedanta to start the

SYNOPSIS: Vedanta Aluminium Limited, Lanjigarh in its efforts to make Alumina Refinery as Zero

waste plant, signed a Memorandum of Understanding with National Institute of Technology,

Rourkela (NITR) to develop technologies for recovering iron oxide from waste generated in Alumina

Industry. The MoU was signed by Dr. Mukesh Kumar, Chief Operating Officer of Vedanta Aluminium

Limited and Prof. Sunil Kumar Sarangi, Director, National Institute of Technology, on August 12,

2010 at Rourkela. The development of technology for separation of Iron oxide from Red mud will

bring revolution in alumina industry as utilization of this may not require any big red mud ponds and

thus help in minimizing or avoiding environmental risks, said Dr Mukesh Kumar. The MoU also

includes exchange of expertise between two organizations for skill upgradation as well as future

research through M.Tech/PhD program. This will provide an opportunity for bridging the gap

between institution and industry and may be a model case for others, besides linking research

directly with industry. Vedanta Aluminium Limited will provide financial and technical support

towards conducting the R&D projects and has presented a Cheque of Rs. 21.2 lakhs as an initial

deposit for undertaking research.

SYNOPSIS: Mr. Naveen Patnaik, Chief Minister of Orissa dedicated a 2400 MW Independent

Power Plant (IPP) to the people of Orissa at Jharsuguda. Speaking at this occasion, he said that the

initiatives of the State Government to boost the power sector are now yielding positive results. He

opined that there is a need of development in the power sector for the growth of industrialization

and infrastructure. He thanked Vedanta Group for completing the construction of the power plant

within the scheduled time and starting production of 60 MW power. The remaining 3 units of the

project will soon start production. Mr. Patnaik also informed that the State Government has signed

deal for the establishment of the proposed independent power projects involving an investment of

Rs 1,00,060 crore. He also made it clear that this power plant, being constructed with state-of-the-

art technology, will not impart any harmful impact on the environment. • This is one of the most

environment friendly plants with zero effluent discharge. Speaking at this occasion, Power Minister

Mr. Atanu Sabyasachi Nayak said that while power has become major requirement for all-round

development, Vedanta has paved the way to fulfill the power shortage of the State. Addressing the

gathering, MP (Rajya Sabha) Mr. Kishore Mohanty said that with the inauguration of the power plant,

Chief Minister has defied the allegation of being a MoU Government. Mr. Naba Kishore Das, MLA,

Jharsuguda urged both the company and state government to come forward to the development of

Jharsuguda. The CEO of Vedanta Mr. Pramod Suri gave the welcome address during this occasion.

SYNOPSIS: The first thermal power plant established in public-private-partnership (PPP) mode of

the State and country’s second such plant has been inaugurated at Jharsuguda on 21st August.

During this occasion, Vedanta has requested the State Government to provide bauxite and other

raw materials to the company for its Orissa project. While dedicating the 600 MW unit built by

Sterlite Energy Limited, one of the arms of Vedanta Group involving an investment of Rs 10,500

crore, Chief Minister Mr. Naveen Patnaik said that the vision of the State Government to generate

more power through PPP mode has come true. The power shortage of Orissa will be curbed after

the commissioning of the remaining 3 units of this IPP that will produce 1800 megawatt power. He

thanked the authority of Vedanta for completing the construction of the first unit of its IPP within the

fixed time. While the Chief Minister asked the industrial houses to work towards the peripheral

development, he did not mention anything regarding providing bauxite to the company. Speaking at

this occasion, the CEO of Vedanta M. Siddiqi said that this project, built with public support, has set

a new standard in the country. The first unit of this project, which has the capacity to fulfill the power

requirement of the state, will provide 600 MW power to the State. Citing the project as country’s

largest integrated power project, Mr. Siddiqi said that the project is established with state-of-the-art

technology. Speaking at this occasion, he also urged the State Government to provide bauxite and

other raw materials to the two plants of Vedanta. Though he did not mention the ongoing problems

regarding the bauxite mining, he asked how long the company has to wait for the raw materials for

the projects. He further said that the company has started the process to set of a 100-bed super-

specialty hospital in Jharsuguda and also informed that Vedanta has invested Rs 21 crore so far

towards the development of Jharsuguda. Speaking at this occasion, Minister of Energy Mr. Atanu

Sabyasachi Nayak mentioned the energy policy of the state government and the upcoming power

projects. Addressing the gathering, MP (Rajya Sabha) Mr. Kishore Mohanty expected the support of

Vedanta and other companies to work towards the development of Jharsuguda. Jharsuguda MLA

Mr. Naba Kishore Das also asked Vedanta and other industrial houses to keep their promise

towards the development of Jharsuguda. The CEO of Vedanta Mr. Pramod Suri and Senior Official

Headline First unit of Sterlite Energy IPP inaugurated: First initiative towards power generation in private partnership

SYNOPSIS: While there is a requirement to produce additional power to combat power crisis

across the country and the state, the initiative of Vedanta and Sterlite Energy to provide 600 MW

power to Orissa from the first unit of its 2400 MW independent power plant is laudable. Chief

Minister Mr. Naveen Patnaik, while inaugurating the first unit of the IPP at Bhurkamunda in

Jharsuguda, has thanked Vedanta for its initiative. Addressing the gathering, he said that there is

need of energy to boost the process of development from the grassroots level. The State’s vision to

generate power with private partnership has come true with the commissioning of this IPP. Speaking

with 25 industrial houses to generate power. MP (Rajyasabha) Mr. Kishore Mohanty appreciated the

steps taken up by the State Government towards the development of industrialization and

peripheral development at the same time. Jharsuguda MLA Mr. Naba Kishore Das, in his address,

supported Chief Minister’s efforts to make Orissa an industrially-developed state. In his address, the

will produce 57 million units of power daily. He further said that the company has started the

SYNOPSIS: Jharsuguda will soon become the largest power station in the country with

commissioning of the first unit of its 4 x 600 mw independent power plant (IPP) of Sterlite Energy, a

Vedanta group company in August. Total production capacity in Jharsuguda will be 3615 mw. The

IPP, to be completed in record time at a cost of Rs 10,500 crore, is coming up on the same

premises where Vedanta has its 1215 mw captive power plant. The unit is the first of its kind in the

private sector. Power produced from the IPP’s first unit will be given to Orissa at a cheaper rate to

meet the state’s power requirement. Senior vice-president of the Company AK Samal said besides

creating livelihood opportunities for thousands of locals, the project would contribute around Rs 500

crore revenue annual to the state exchequer in form of royalty and other commercial taxes. The IPP

has employed many environment friendly features, including, among others, high concentrated

slurry disposal (HCSD) using minimum land. As against the prevailing norm of one acre per mw, the

plant has reduced land usage by 50%, thus setting a benchmark in the industry. Mr. Samal Said that,

the two giant 275-meter chimneys and natural draught cooling towers are, by far, the tallest in the

industry. The plant conforms to all prescribed environment norms, considerably reducing the risk of

air and water pollution. Waste water of the plant would be treated and recycled for taking up

horticulture activities.

Headline Orissa Chief Minister dedicates Sterlite Energy's 2400 MW Power Plant to people of state

Orissa Chief Minister Naveen Patnaik on Saturday dedicated a 2400 MW Independent Power Plant

(IPP) to the people of Orissa at Jharsuguda. The IPP built by Sterlite Energy Limited (SEL), the

energy arm of Vedanta Group, will provide a major boost to the growth of Industry & Infrastructure

in Orissa. This great achievement has been accomplished by the tireless efforts of 20000 local

people and many expert agencies from India and abroad.

Eminent personalities such as Shri Atanu Sabyasachi Nayak, Minister of State (Ind) Energy;, MP,

Bargarh; Shri Kishore Mohanty, MP (Rajya Sabha); Shri Naba Kishore Das, MLA, Jharsuguda,

were also present on the occasion.

Addressing a large audience, Chief Minister Shri Naveen Patnaik thanked Vedanta Group for this

large initiative of setting up 4X 600 MW power plant at Jharsuguda. He said "It will not only position

Orissa on the power map of the country but also provide a boost to the state's infrastructure and

industrial development process". Environment is always a major concern of any industry in the

modern days. Mr Naveen Patnaik also appreciated Vedanta for making the IPP as one of the most

environment friendly plants of the country. The Chief Minister hoped that "Soon Jharsuguda will be

one of the major industrial hubs of the country, generating lakhs of employment through its

downstream industries".

Speaking on the occasion, Mr Atanu Sabyasachi Nayak ,Minster of State (Energy) thanked

Vedanta for setting up this huge plant in such a short period of time and said "Vedanta by reaching

this milestone has set an example for other industries to follow as it is the first project to be

Vedanta Group, has invested about Rs. 10,500 Crore for this project. It is understood that this

single power plant of 2400 MW I has the capacity to fulfill the power needs of the entire state.

Vedanta has already set up 9X135 MW Captive Power Plant at Jharsuguda for catering to its

Aluminium Smelter. As we all know, Vedanta is setting up a 1.75 MPTA Aluminium smelter at

Jharsuguda which will be among the largest Aluminium producing unit of the world.

Speaking on the occasion M. Siddiqi, CEO, Sterlite Energy, said "It is a momentous

accomplishment for all of us. With the successful commissioning of this Plant, Sterlite Energy, the

energy arm of Vedanta Resources, takes a giant leap towards making the state power-sufficient".

He also remarked "These plants are presently being operated by sourcing bauxite from outside the

state. This is an undesirable situation. In the face of global competition in the commodity business

such operation may not sustain for long".

Kishore Mohanty, MP Rajya Sabha, stressed on the ongoing successful project operations of

Vedanta at Jharsuguda which has directly benefitted the economic and social status of the locals.

He promised that the state government would provide all support which will aim at the overall

development of the state.

Vedanta Aluminium has already set up its refinery at Lanjigarh in Kalahandi district on the basis of

assurance from the state government for bauxite. Currently Vedanta is operating the refinery by

sourcing bauxite from outside the state, incurring losses to both company as well as the state.

Vedanta expects Government of Orissa to provide bauxite for smooth operation of its plant.

Speaking on the occasion local leader Mr Naba Kishore Das , MLA Jharsuguda (Congress) was

apprehensive that without having the local bauxite, existence of the Vedanta Aluminum Plant could

be at stake, which will have an adverse effect on the livelihood of thousands of local people.

He hoped that the state government would be morally obliged to provide bauxite on priority basis to

make Vedanta's plant sustainable.

The Independent Power Plant is the first of its kind in private sector in Orissa with its state of the art

technology. A hybrid ESP with fabric filter is being deployed for the first time in an Indian Power

Plant to achieve lowest emission standards. The IPP has dual LP flow steam turbine and four 150

meter high natural draft cooling towers, among the largest in the country. The IPP has also

employed many environment friendly features, including, among others, high contracted slurry

disposal (HCSD) with very low consumption of water as compared to wet slurry system.

The IPP would be a zero effluent discharge plant with provision for water circulation and rain water

harvesting. Coal, the raw material for the IPP will be sourced from IB Valley coalfield. Power

produced from the IPP's first unit will be given to Orissa at a cheaper rate.

The other three units may be commissioned over the next year.

Sterlite Energy (SEL), a part of Vedanta Resources plc, today commissioned its first unit of 4 X 600-mega watt

(Mw) Jharsuguda thermal power plant in Orissa.

The other three units of the Rs 10,500-crore power project are likely to be commissioned over the next one

year, at an interval of three months each. State Chief Minister Naveen Patnaik today dedicated the first unit of

the plant to the nation.

“Add this to the 1,215 (9 X 135 Mw) captive power plant (CPP) set up by Vedanta Aluminium, also at the same

location, to feed energy to the company’s smelter plant, the Jharsuguda complex will be largest single location

power station in the country with a combined capacity of 3,600 Mw,” said Pramod Suri, chief executive officer

of SEL.

“We are also the first IPP (independent power producer) among the 27 IPPs, who have signed MoUs

(memoranda of understanding) with the Orissa government for power plants, with a combined envisaged

capacity of 32,000 Mw at an investment of Rs 1,60,000 crore, to go on stream in record time.”

According to SEL’s agreement with the Orissa government, the generation from the first unit of its Jharsuguda

plant will be supplied to the state grid. The company, however, is free to sell power from the rest units in open

market.

As on today, Orissa had a peak hour deficit of 400 Mw and the SEL project would go a long way in meeting

this deficit, said state energy minister Atanu Sabyasachi Nayak.

After meeting the state’s need, SEL intends to sell power from its Jharsuguda IPP through open access system.

“We intend to sell power on merchant basis and have not entered into any PPA (power purchase agreement)

with any state utility,” Suri said. For evacuation of power, the company has entered into a bulk power

transmission agreement (BPTA) with Power Grid Corporation of India (PGCIL).
