Preface

ClearDesign is the election management system (EMS) that together withClearCount comprises the ClearVote voting system.

Audience and scopeThis guide is intended for election officials and their delegates who manage theClearDesign system for their jurisdiction. It describes how to set up ClearDesignfor use by staff tasked with creating printable ballots that can also be exported forimporting into ClearCount.

Using this guideThis guide walks you through the administrative functions of ballot creation.

Chapter 1. Managing ClearDesign customers

Tasks include:

l Creating a customer—Customer-Add permission is required.

l Modifying a customer—Customer-Edit permission is required.

l Removing customers—Customer-Delete permission is required.

1.1 About customersA ClearDesign customer is an entity within which authorized users design ballotsfor elections. ClearDesign software is installed with one customer whose name isdefault. That customer initially has one user whose name is admin. admin logs in toClearDesign as admin@default. Clear Ballot recommends using this account solelyfor setting up the jurisdiction's customers, which can include the following types:

A jurisdiction can create any number of user-defined customers and set up roles(permission sets), users, localizations, and elections for each one. Roles and usersare often duplicated across multiple customers.

It is technically possible to duplicate elections across customers, butthis practice should be reserved for training sandboxes (see below)because the instances of a duplicated election generate separateballots.

1.2 Creating a customerTo add a ClearDesign customer:

1. Log in to ClearDesign as admin@Default.

2. From the navigation pane, select Customers.

The Customers page appears in the browser pane.

3. Click Add.

The Customer dialog appears.

4. Enter the characteristics of the new customer:

a. In Name, enter the full identifier for the customer.

b. In Sort Seq, enter the display position of the customer (relative toother customers).

c. In Short Name, enter a shorter identifier for the customer.

d. In Abbreviation, enter a very short identifier for the customer.

e. (Optional) In Import Id, enter the Import Id for the customer.

f. (Optional) In Export Id, enter the Export Id for the customer.

5. Click Save.

The customer is now available for creating roles and users.

3. Next to the customer you want to modify, click Edit.

The Customer dialog appears.

4. Revise customer characteristics as needed:

a. (Optional) In Name, enter the full identifier for the customer.

b. (Optional) In Sort Seq, enter the display position of the customer(relative to other customers).

c. (Optional) In Short Name, enter a shorter identifier for the customer.

d. (Optional) In Abbreviation, enter a very short identifier for thecustomer.

e. (Optional) In Import Id, enter the Import Id for the customer.

f. (Optional) In Export Id, enter the Export Id for the customer.

5. Click Save.

Customer characteristics are updated.

1.4 Removing customersTo remove existing ClearDesign customers:




3. Click the check box next to every customer you want to remove.

4. Click Delete.

The selected customers are deleted.

l Modifying a role—Role-Edit permission is required.

l Removing roles—Role-Delete permission is required.

2.1 About rolesIn ClearDesign, roles comprise sets of permissions for viewing, adding, modifying,and removing user-defined entities. For any role, the:

l Basic tab—Controls identification and password attributes; also lists enabledpermissions.

l Permissions tab—Controls enabling and disabling of specific permissions.

Basic tab

Each role is identified uniquely and is selectable through the User dialog whenusers are created or their attributes are modified. Role names should bedescriptive. Names can be duplicated across multiple customers but theirattributes and permission sets need not be the same.

Password attributes control the formation and updating of legal passwords, and,what happens when ClearDesign locks users out because of multiple login failures.The account lock timer is an effective safeguard against break-ins but should beset to no more than 10–20 minutes, to minimize inconvenience if an authorizeduser is locked out.

Actual passwords are set when users are created. Any user canupdate their own password without special permission. However, aprivileged administrator can lock out any user by changing theirpassword; see Changing a password.

Permissions tab

The majority of permissions support election creation and ballot design, however,a small number of permissions support the management of ClearDesigncustomers, roles and users. The default ClearDesign customer and any additionalcustomers are initialized with a primary administrative account whose roleincludes these permissions.

Clear Ballot recommends:

l Setting up an alternate administrative account in case the primaryadministrative user is locked out.

l Not granting administrative permissions, especially those for usermanagement, to non-administrative roles.

2.2 Creating a roleTo add a ClearDesign role:

1. Log in to ClearDesign as an administrator for the appropriate customer.

2. From the navigation pane, select Roles.

The Roles page appears in the browser pane.

3. Click Add.

The Role dialog appears; the Basic tab is selected.

4. Enter the basic characteristics of the new role:

a. In Name, enter the identifier for the role.

b. In Sort Seq, enter the display position of the role (relative to otherroles).

l Exporting localization settings—Localization-View is required.

4.1 About localizationLocalization customizes text embedded in the ClearDesign user interface. Mostlabels and messages can be localized. Jurisdictions can replace any localizabletext string with their specific terminology or translation.

Localization does not affect ballots. After adding required languagesto an election, all text contained in ballots can be translated into eachof the required languages. See ClearDesign User's Guide, Languagespage for details.

ClearCount, the Clear Ballot tabulation environment, is unaffected bylocalization in ClearDesign.

All localization is customer-specific. Localizations affect only the customer youapply them to, but can be manually duplicated and or vary across multiplecustomers of a jurisdiction as required. (See Typical ClearDesign customers.)

The Localizations page contains all modifiable text for the ClearDesign userinterface. Localizable items include phrases and individual words. Localization of:

l An individual word—Replaces:o Standalone usage of the wordo Occurrences of the word within non-localized phrases

l A word inside a phrase—Takes precedence over standalone usage of theword, even if the individual word is also localized.

When changing an individual word, ensure all instances of theproposed localization are appropriate for instances of the word thatoccur within phrases, and that pluralized instances are spelledproperly (for example, globally localizing group as party could result ininstances of partys.

4.2 Modifying a localization settingTo edit a localization setting:

1. Browse to the ClearDesign home page.

2. From the navigation pane, select Localizations.

The Localizations page appears in the browser pane.

3. (Optional) In Search:, enter a search string and press Enter.

Only matches remain visible.

4. Click Edit for the targeted item.

The Localization dialog appears.

5. In Localize Name, enter a user-defined value.

6. Click Save.

The user-defined value is committed but should be verified.

1. Log in to ClearDesign as the appropriately privileged user for a customer.

2. From the navigation pane, select Localizations.

The Localizations page appears in the browser pane.

3. (Optional) Enter a string used in setting names (or in messages) in theSearch box and press Enter.

Only matches remain visible.

4. (Optional) Click Show/Hide Columns.

A control for selecting specific columns or restoring the default (all columnsvisible) appears.

5. Select the desired columns and click anywhere to dismiss the control.

6. Do any of the following to export the Localizations table:

l Click Copy to copy the entire table to the Clipboard.

The copied text can now be pasted into another application.

l Click PDF to record the visible columns in a PDF document.

You are asked where to locate the PDF file.

l Click Excel or CSV to record the entire table in a comma-separated valuefile.

You are asked where to locate the CSV file.

l Click Print to print only the visible cells.

A printable view of the visible cells appears in a browser window.

Real-time protection by Windows Defender must be enabled.

On a Windows 7 system

To enable real-time protection on a Windows 7 system:

1. From the Windows Start menu, search for defender.

2. From the search results, selectWindows Defender.

The Windows Defender configuration interface appears.

3. Click Tools > Options > Real-time protection.

4. Check Use real-time protection (recommended).

5. Click Save and exit.

On a Windows 8.1 Pro system
