Civilian Skills & Employer Information Entry Guide
BACKGROUND
Why Does the Navy Need Your Civilian Employer Information (CEI)?
• Mandate: Congress requires DoD to collect and maintain CEI and it must be updated annually.
• Reasoning: To prevent undue hardship to the communities where Reservists reside. For example, in the case of a flu epidemic, DoD might need to mobilize large numbers of Reserve medical professionals. Knowing where they work, prevents activating too many Reserve personnel from the same hospital.
• Protection: Ensures protections offered by the Uniformed Services Employment and Reemployment Rights Act (USERRA).

• Opportunity: Provides Reserve Sailors with more diverse and meaningful opportunities to contribute.
• Matching: Enables Navy to quickly match needs for critical skills with talented volunteer Reserve Sailors.
• WIN-WIN: Makes our Navy more agile and capable of responding to security needs and effectively applies more of your capabilities.
NSIPS STEPS FOR ENTRY
Step One: Log into NSIPS
Go to NSIPS at https://nsipsprod.nmci.navy.mil
• Once in NSIPS follow the highlighted path (right) from Employee Self Service to your Electronic Service Record (ESR) and then Civilian Employee Information (CEI). Make sure you choose “Tasks” under the ESR tab.

Step Two (A): Enter CEI Data on “My Civilian Employer” Tab
Verify CEI / RRSQ
• Verify/Update “Primary Employer Telephone” number.
• Verify/Answer “Ready Reserve Screening Questions (RRSQ).”
• Review “Civilian Employment Information” data. If your CEI has not changed since your last update, then click “Verify” and go to “My Civilian Skills” tab; otherwise click + icon and scroll down for Part B – updating CEI data.
Step Two (B): Enter CEI Data on “My Civilian Employer” Tab
Update CEI
• Look up and select SOC codes; the “Job Title” block will auto-populate.
• Follow instructions in highlighted navigation prompts below.
• Once complete, click “Verify” and go to “My Civilian Skills” tab.

Once your CEI is verified, click on “My Civilian Skills” to add your skills
You must answer the three Ready Reserve Screening questions prior to verifying your Civilian Employer Info.
If your CEI data needs updated, click on the + icon to create a new record
If CEI information is correct, click the “VERIFY” button
Verify primary employer telephone number
• Click “SAVE” to complete process. Updates will be lost if you don’t hit “SAVE.”
Step Three: Enter Civilian Skills in the “My Civilian Skills” Tab
Most Requested Civilian Skills
If your civilian skills are in one of the 10 occupational fields listed below, then go to Page 6 to reference the skill position entry guide. Otherwise, proceed to step A on the following page.
• Cyber/IT• Security/Law Enforcement/ATFP• Data Scientist/Operations Analysis/Research• Supply Chain Management/Contracting• Financial Management• Additive Manufacturing• Foreign Affairs/Geographical or Regional Expertise• Language Skills• Emergency Management • Program/Project Management

Click on look up and select proper SOC Major Group, then select specific SOC
Insert employer name
Indicate First Responder status
Insert employer address
If self-employed, click this block and type your name or name of business under employer
IMPORTANT! After entering all data, including information under the “My Civilian Skills” tab, click “VERIFY” and then “SAVE”. The system will not reflect that you updated your information if you do not click on “SAVE.”
Ensure employment Status matches SOC
Ensure this box is checked if you are a Federal Government Employee

A. Enter data into the “Civilian Skill” and “Civilian Skill Description” boxes. NOTE: The data you enter is free-text with the ability to copy and paste, so use terms that are most common for your occupational field. This includes the option to add a sub-specialty within the main occupational field in the “Civilian Skill Description” category.
B. You can add more or delete skills with the “+” and “-” boxes on the right column.
C. Check the “Consent to be contacted” box if it’s ok for the Navy to contact you about opportunities using those skills.
D. Click “SAVE”
E. Return to the “My Civilian Employer” tab and click “VERIFY”
F. Log out and return to main menu.
