1. Road network - insufficient, and poorly maintained

2. Railway network is unsafe, dirty, inefficient and corrupt to the core

3. Housing - We cannot provide to our people – they live and die in slums

4. Electricity, Gas and Clean Drinking Water - there is always a shortage

5. Sanitation and Sewage we have no plans– there is filth everywhere

6. Schools – but without Roofs, Toilets, and Teachers

7. Skill based training - we are unable to provide to our youngsters

8. Medical facilities – in our Villages, Tehsils and Districts

9. Medical Insurance - None

10. Judicial System - 330 lakh cases pending

11. Crimes against Women and Human trafficking - no special processes

12. Unhygienic Pollution - Air, Ground Water, Land

13. Waste Management – Negligible and we do not punish the violators

14. Flora, Fauna and Wild Life - very poor Management

15. Farmers (56% of our people) - no support committing suicide

16. Police Force - a menace to our own PEOPLE

17. Terrorism – No control

18. Army, Navy, Air Force and Para Military forces - ill equipped

3. When Gandhi Ji told the British to QUIT INDIA – they knew that their time in India was over

4. Recently – when 3,000 Students and Women got together at Vijay Chowk – to meet the President – the Government knew what to do

3. CSAG will not participate is any Strikes or Bandhs or any work stopping activity This always costs the country a price it cannot afford to pay

These Petitions will be signed and supported by millions of Indians

3. CSAG will provide Technical support and Advisory service To the National, State , Panchayati Raj and Local Governments

These Constitutional bodies were specially created to act as watch – dogs on the Government to prevent it from acting against the wishes of the People

Since the Government is unlikely to do anything CSAG is working with the Constitutional Bodies which do not Report to the Government and are directly under the President

APPOINTMENT OF CONSTITUTIONAL / SENIOR BUREAUCRAT POSITIONS

1. Governors / Lt Governors 2. CEC/ECs, CAG, CVC/VCs

3. SENIOR IAS / IPS OFFICERS

These causes many problems - as the State sees such people with suspicion The appointment of these persons should be done by a Collegium of:

* Prime Minister* Leader of Opposition in Lok Sabha* Chief Justice of India

The CAG and CVC have no scope of any further appointments The CEC does not have such a limitation - must be done immediately.

IAS / IPS Officers should have a Fixed Term of service

The President of India constituted the 2nd Administrative Reforms Commission inAugust 2005.

It has submitted 15 Reports so far and has already recommended the structure of Local Self – Governance / Panchayati Raj InstitutionsIn spite of above – we do not see its implementation and huge gaps in between

It is most important that we implement the Panchayati Raj system so that we can get the Accountability of our Administrative System in proper place

There has been an endless debate on LOKPAL / LOKAYUKTASThe CBI has already been called a “Caged Parrot” by the Supreme Court

1. We already have the Central Vigilance Commission (CVC)The CVC should be empowered to function as the LOKPALThe CBI should be placed under the CVC

2. We already have the State Vigilance Commissioners (SVC)The SVC can be the LOKAYUKTAThe Anti Corruption Bureaus (ACB) should be taken over by the SVC
