:1-1 INTRODUCTION
In accordance with international conventions approved by the International Civil
Aviation Organization (ICAO) and signed by the State of Kuwait and in line with
the Security Annex 17 of the Chicago Convention and Security Manual 8973, in
accordance with Standard practices (3.4.1) (3.4.2) (3.4.3), which provides that
persons carrying out security controls shall be subject to adequate training, and the
updating of appropriate records on them and shall ensure that such persons are
subject to the requirement of the National Civil Aviation Security Program
(NCASP) and the National Civil Aviation Security Quality Control Program
(NCASQCP) and National Civil Aviation Training Program (NCATP). The
DGCA/CASD has laid down the foundations and standards for the certification of
civil aviation security personnel, the approval of aviation security centers and the
adoption of security programs.
1-2 SELECTION, APPOINTING, TRAINING AND CERTIFICATION
OF SECURITY PERSONNEL IMPLEMENTING SECURITY AT
AIRPORTS:
The modernization of detection equipment by the State without addressing the
additional training of the human element would result in inefficiencies and could
eventually lead to failure to prevent an act of unlawful interference, and therefore
the recruitment, testing, training and certification of security personnel should
always be considered.
Standard Practice (3.4.1): Security authority shall ensure that the persons
implementing security controls are subject to background checks and selection
procedures.
Standard Practice (3.4.2): Each Contracting State shall ensure that the persons
implementing security controls possess all competencies required to perform their
duties and are appropriately trained according to the requirements of the national
civil aviation security program and that appropriate records are maintained up to
date. Relevant standards of performance shall be established and initial and periodic
assessments shall be introduced to maintain those standards.

Standard Practice (3.4.2): Each Contracting State shall ensure that the persons
implementing security controls possess all competencies required to perform their

Standard Practice (3.4.3): Security authority shall ensure that the persons carrying
out screening operations are certified according to the requirements of the national
civil aviation security program to ensure that performance standards are consistently
and reliably achieved.
1.2.3.2 The entity responsible for the implementation of the security measures inside
Kuwait International Airport (KIA) is the Ministry of the Interior (MOI) or a third
party approved by the Directorate General of Civil Aviation (DGCA) and the
approval and supervision of MOI. After completing all the requirements and
conditions for security staff certification, the Directorate General of Civil Aviation
(DGCA) / Civil Aviation Security Department (CASD), which in turn reviews and
issues the required certificate and maintains detailed records of each aviation
security officer who is certified to practice civil aviation security within Kuwait
International Airport.

1-6 AVSEC INSTRUCTOR CERTIFICATION:
1.6.1 After all the requirements and qualifications received have been fulfilled,
the institution or company to which the person is applying shall apply for a
certificate that has been filled in according to the attached form through his
sponsors to which it applies.
1.6.2 Civil Aviation Security Department (CASD) of the Directorate General of
Civil Aviation (DGCA) shall review and evaluate all information, in the
light of which a certificate for practicing a profession shall be issued as a
civil aviation security instructor.
1.6.3 The certificate renewal process shall take place for three years or as
required by national legislation.
1.6.4 CASD of the Directorate General of Civil Aviation (DGCA) shall not
accept the
appointment of any person in this position until all the conditions and
requirements have been met and subject to the certification procedures.
1.6.5 The process of issuing and renewing the certification should be carried out
only through governmental and private institutions and companies
operating in the field of civil aviation / civil aviation security.
1.6.6 All governmental and private institutions and companies shall return the
certificate to the Directorate General of Civil Aviation (DGCA) of any
person who is dismissed for his work regardless of the date of expiry.
1-7 EXEMPTION:
Except for experts and approved instructors by the International Civil
Aviation Organization (ICAO) and approved instructors by Contracting
States, provided that documents are submitted to the Civil Aviation
Regulatory Authority prior to the training.

1.10.1 REQUIREMENTS AND QUALIFICATIONS:

1-11 REQUIRED DOCUMENTS
1.11.1 DOCUMENTS TO BE SUBMITTED BY THE APPLICANT:
1. A copy of a personal identification or authorization letter
2. Copy of the civil ID
3. Filling the form DGCA FORM 1441
4. Copy of certificates and qualifications
5. Copy of personal identity
6. Two photos measuring 3" × 2" with a blue background
7. Copy of passport, validity of passport and validity of residency
1.11.2 SEQUENCE AND DETAILS OF CERTIFICATION WORK STEPS:
1. The applicant fills out the applicable form through the official website
of the Directorate General of Civil Aviation
(https://www.dgca.gov.kw).
2. Civil Aviation Security Department of the Directorate General of Civil
Aviation shall:
Review the application and verify the required documents.
3. The applicant shall pay the assigned fees (governmental bodies and
authorities shall be exempted from fees).
4. If the applicant satisfies all the conditions and criteria, Civil Aviation
Security Department issues the certificate.
5. Hand out the certificate to applicant. The certificate is valid for two
years.

2-1 APPROVAL OF CIVIL AVIATION SECURITY INSTITUTE /
CENTER
2.1.1 DOCUMENTATION AND INFORMATION TO BE SUBMITTED
BY THE APPLICANT:
1. Initial Application Form (DGCA Form 1442)
2. Submit attachments attached to the application form indicating the
names, addresses and qualifications of the managers, instructor, and
employees who will occupy the administrative positions in the
company, indicating that he has sufficient number of qualified staff for
administrative positions, describing and specifying the responsibilities
and obligation in each suitable person for administrative and
managerial positions.
3. Provide a list of Aviation Security Training standard packages
(ASTPs) and, relative documents and programs.
4. A list of trainers' names, qualifications and certificates.
5. Types of courses to be trained.
6. Any other information requested by the Authority.
7. Submit the application (DGCA Form 1442) stating all the required
information and signed by the applicant or the official commissioner
who will follow the approval process.
8. The applicant signs affidavit stating that all information and
documents provided are correct and accurate.

1. The founders of the Institute shall submit the initial application.
2. Receipt of the initial application from the founders of the Institute.
3. Preliminary assessment by Civil Aviation Security Department of the
Directorate General of Civil Aviation for the project and guidance
material.
4. If the initial application is accepted, the operator is required to submit
the formal application.
5. The operator shall submit the request in accordance with the required
attachments.
6. Civil Aviation Security Department shall start the approval process by

reviewing the documents.
7. The Department shall set an inspection date of the facility.
8. An official letter is issued by the Directorate General of Civil Aviation
to issue an operating certificate as specified in the instructions if the
operator's application is matching the condition.
9. An official letter is issued by the Directorate General of Civil Aviation
issuing a temporary operating approval and conditional on the
correction in case the operator's application is in compliance with
some deficiencies.
10. The approved applicant cannot obtain the certificate, unless the
charges and fees are paid
