ECM Criteria and ConsiderationsECM Criteria and ConsiderationsEarth Control Measures or ECM- is a system provided in place and maintained at construction sites or
other places with earthworks or other construction activities to prevent earth, silt, sand or any other material from the work site being washed into the drains and adjacent premises.
includes silt-control facilities such as temporary lined perimeter cut-off drains, lined silt-trapping devices, silt fences, turfing, wash-bays and perimeter bunds provided and maintained to prevent earth, silt, sand or any other material from the work site being washed into the drains and adjacent premises. The silt fences shall be provided beside and along the lined perimeter cut-off drains.

Design Criteria of ECM The ECM shall be designed to cope with a minimum design rainfall intensity of a
return period of 1 in 2 years storm.
If a site has suitably sized storage pond / tank and treatment system, the rainfall to be considered is equivalent to 60 mm for every square metre of the construction site.
As an illustration, for a half-hectare (5,000 sq m) site, the storage pond / tank should contain a minimum of 300 cu m and the treatment system should have a minimum capacity of 30 cu m/hr, as outlined in Section D, Para 5(B) of this training kit.
To reduce the storage and treatment capacity, a site can reduce the erodible or bare surface by adopting measures as outlined in Section D, Para 5(A).

The whole structure w ill be constructed in a top-down sequence. As such, the bare earth surface at ground level w ill not be exposed to weather for a long period of time. By the 14th month, the basement structure w ill be gradually covered by a permanent slab at ground level which w ill also serve as a working and access platform. Hence, the risk of the bare earth surface being exposed to rainfall is minimized.
