• Review land use and development density of uncommitted sites in the harbourfront areas to check compliance with HPPs

• Discourage: cargo handling areas/ maintenance depots/ pumping station

• Relocate these outside the inner core of Victoria Harbour

• Create public space for active and passive recreation

space to increase visual and physical permeability

• Integrate open space with waterfront promenades/ ferry pier/ landing steps/ retail/ dining to create a focal point

• Waterfront promenade of adequate width for strolling, jogging, pedestrian circulation, street furniture, tree planting and landscaping & reserve for utility installation

• Development site to set back for waterfront promenade
