GIS Division completed coordinate geometry (cogo) of 4 legal descriptions. This is part of an effort to establish License Agreements with all dock owners. Three docks were digitized and attributed for inclusion in the Land Rights Project. The last one was for an underground FP&L easement.

Applications Division made updates to the Senior Games page on the City website.

Parks & Medians Maintenance

Inspected 44,265 linear feet of park hiking trails and 212 signs.

Inspected 38 irrigation zones, cleaned, replaced, adjusted spray heads, and repaired line

breaks, along City medians.

Painted six fields at Ralph Carter Park, two soccer fields for Beaches Adult Soccer League

at Indian Trails Sports Complex.

Inspected 41 irrigation zones, cleaned, replaced, and adjusted spray heads in City parks.

Refurbished and graded bocce courts at Linear Park.

Performed safety inspections on playground equipment, parks, and trails at 22 locations.

All mulched playgrounds (6) were leveled.

Maintained, fertilized and mulched all center medians on Belle Terre Parkway, Palm Coast

Parkway, SR-100, and Old Kings Road.

All City parks (12) were mowed and maintained.

Grounds were maintained at 250 well sites and lift stations.

Maintained the grounds at: 5-Fire Stations; 3-Water Treatment Plants; and 1-Wastewater

Treatment Plant.

Mowed 16 sports fields, three times each, for a total of 56 acres.

Rake and prepared for play, ten courts at the Palm Coast Tennis Center.

Streets Maintenance & Special Projects

Performed site distance trimming on Parkview Drive and the “W”, “S” & “K”

neighborhoods.

Mowing the rights-of-ways on Old Kings Road & Matanzas Woods Parkway.

Mechanically swept and cleared debris from 25 lane miles of curb and gutter on main

arterial roadways.

Repaired 150 linear feet of edge of roadway on Belle Terre Parkway South.

Inspected 5,280 linear feet of sidewalk for pedestrian safety on Belle Terre Parkway near

the schools.

Performed traffic signal repair at Palm Coast Parkway & Florida Park Drive east bound.

Performed fire mitigation on City parcels on Foxhall Lane and Bellaire Drive.

Responded to one after hours call: a stop sign down on Buttonworth Drive.

Repaired 13 street signs throughout the City.

Inspected and reported eight street light outages to Florida Power & Light for repair.

Provided traffic control for special event “Egg’Stravaganza”.

Performed sidewalk maintenance on Belle Terre Parkway, by removing silt.

Graded and stabilized 5,562 linear feet of residential swales.

Cleaned 44 culvert pipes for a total of 1,144 linear feet.

Maintained 39,920 linear feet of drainage ditches in the “B” neighborhood.

Replaced one driveway and a catch basin at 9 Leidel Drive.

Replaced 40 linear feet of drainage pipe on Upshire Path.

Stormwater Modeling Section 37 Tributary 1 – Project began 2-16-2016. Graded, seeded

and hayed 240 linear feet of ditch between Lindberg Lane & Lindsay Lane.

Water main testing reports being prepared to submit to FDEP. Grading and pouring of sidewalks continues. Restroom interior block walls completed and filled cells poured. Electrician wiring light poles. Small dog park irrigation installation continues. Rough grading for features continues.

100% Project has been successfully completed.

South Old Kings Road Master Pump Station

81% Fence and gate are being installed around Master Pump Station.

South Old Kings Road Force Main

96% Sidewalk placed north of Lehigh Canal to old Pump Station.

Southern Wellfield Expansion Phase 1

10% Contractor continues fusing 16" HDPE and installation of pipe. Crews installed directional drill under Slipper Trail March 21, 2016.

Palm Harbor Extension 78% Received final FDEP clearance certification for water and wastewater March 18, 2016.

It is very important for pet parents to socialize their pets with other pets and people. Animals are social creatures and most enjoy the company of others. There are ways to do this successfully. There are a few dog parks in Flagler County. These parks are a great way to socialize your dog with other dogs. They get to meet with other dogs and run out their energy is a positive way. Play dates with other people who own pets are another way to enrich the socialization process. Socialization is important to having a healthy and behavioral sound pet. Donation Opportunities: The Flagler Humane Society Thrift Store are always taking in donations. They currently cannot take in any computers/printers or large appliances at this time. Call 386-597-2839 and leave a message. “Doghouse Donation Boxes” are found at all the fire stations in Flagler County. You can drop off donations anytime at your nearest fire station. FHS appreciates all donations, especially those from our Wish List (available at flaglerhumanesociety.org/wish-list). You can also purchase items via the Amazon.com link on the FHS website and ship them directly to the shelter. Outreach Adoption Events: Don’t forget that FHS have volunteers and adoptable pets at the Farmer’s Market in Flagler Beach every Friday and at PetSmart in Palm Coast every Saturday and Sunday. If you are interested in volunteering at these events, please contact Katie at [email protected]. Adoption Specials: Check the FHS Website for upcoming specials. Remember that bunnies and chicks do not make great “Easter” pets. They are a 10 year commitment. Upcoming Fundraisers/Events: Save the date for the FHS 2nd Annual Pet Fair and Adoption Event! It is scheduled for May 7th hosted by PetSmart on SR 100. There will be numerous animals for adoptions along with vendors and yummy food. Put the date on your calendar so you don’t miss it! Public Announcements: The Flagler Humane Society has a variety of subsidized spay and neuter programs for members of the community that need to have their pets or community pets sterilized. Please call FHS at 386-445-1814, email [email protected] for questions. FHS has a wellness clinic for minor veterinary issues. Call 386-445-1814 for Appointments. Low Cost Vaccination Clinics will still be held on the 1st and 3rd Saturdays of every month from 1pm-3pm. No appointments are necessary for the Low Cost Vaccination Clinics. FHS also offers a “Pet Food Pantry” for those that are in need of assistance. Please call for more information. RUGER Ruger is a sweet 1 year old

neutered male terrier mix. He was adopted from the humane

society as a young pup and was returned because he is “too

active”. This guy is still a puppy and needs a home that can

provide him with creative outlets for his energy. He is already neutered and up to date on his

vaccinations. He is ready to be adopted and would love for you

to come and meet him!

PARKS AND RECREATION:

► Administration

In partnership with Human Resources, staff hosted a 2-day job fair on Thursday and Friday, March 17 &

18 at City Hall. A total of 13 interviews were conducted resulting in 2 conditional offers of employment.

Staff is also in the process of scheduling and conducting interviews for the position of Facility Clerk. 10

interviews were scheduled for Tuesday, March 22 with 3 individuals being selected for the open, seasonal

positions.

Staff has also been busy preparing for the Teen Egg Hunt and Eggstravaganza. Due to the predicted

weather conditions and in discussion during the FEST meeting a decision has been made to cancel the

Teen Egg Hunt and to move forward with our backup plan for the Eggstravaganza. Communications and

Marketing is assisting with making notifications through Facebook, the City website and other resources

available.

Recreation Staff of the Department;

1. Welcomed 735 visitors to the Palm Coast Community Center, many participating in the variety of

events and activities held on site.

2. Attended FEST Team meeting, Exec Team meeting and ICE Team meeting

Pickleball Join us at Belle Terre Park on Wednesdays (from 6-8pm) and Fridays (from 11a-1p) to enjoy one of the

fastest growing sport in North America. Pickleball is sport for all ages. Played with small racquets and

whiffle balls, this game is perfect for all ages. Equipment is available for rent and will be provided on the

days and times above.

Wood Carvers The art of woodcarving has a history that spans centuries. At its core, woodcarving transforms a piece of

wood into a masterfully crafted work of art. Join this group of gifted carvers as they share their skill and

know how in this informal teaching atmosphere. Held every Tuesday from 1-4pm at the Palm Coast

Community Center, this woodcarving group is comprised of men and women at all levels and abilities.

Visitors are welcome and encouraged to attend.

Re: Week in Review

The average water demand for the week was 7.810 million gallons per day; the average

wastewater flow was 5.915 million gallons per day.

Crews installed 9 new domestic water meters, 1 irrigation meter, and 3 new PEP tanks.

There were a total of 33 calls after hours.

This week there were 54 disconnects for non-payment.

On Saturday, at approximately 11:00 pm, crews were called in to replace a post hydrant on

Utopian Court and again on Sunday at 11:00 pm for a similar leak on Brelyn Place. On

Tuesday, at approximately 9:00 am, a 6” water main and damaged fire hydrant was replaced

on Woodlyn Lane affecting 30 homes for

approximately 6 hours.

Last week crews started working on

replacement of the old meter and backflow

assembly that serves the shopping center

where Staples is. The existing meter is

outdated and has on occasion, failed to register

flow.

Wastewater crews inspected via CCTV,

12,033 feet of gravity sewer and inspected 41

manholes. Also completed repaired 2 service

laterals, 1 PEP main, replaced 20 pep pumps

and 6 cleanout caps.

Concrete Conservation (contractor) is onsite to

begin liner installation on 43

gravity sewer manholes.

Installed new irrigation and

landscaping at Pump Station 59-2

(Sesame).

City of Palm Coast Citizens Academy graduates 36th class Palm Coast – Twenty-eight Palm Coast residents graduated this month from the Palm Coast

Citizens Academy, a comprehensive program designed to educate interested residents about

the operation and workings of their City government. This was the first Citizens Academy class

to complete the program in the new Palm Coast City Hall!

The graduating class – the 36th in the program’s history – spent five weeks learning about City

departments and visiting City Hall, the Palm Coast Community Center, main Fire Station 25,

and Water Treatment Plant No. 3. The class also attended a Palm Coast City Council meeting

together.

Palm Coast Mayor Jon Netts kicked off the Citizens Academy with an overview session titled,

“Governing the City,” providing background on Palm Coast’s incorporation, City Charter, the

Council-Manager form of government, and a general overview of the City. City Manager Jim

Landon and City Administration Coordinator Beau Falgout provided an update on economic

development trends, current projects and the mission of the Palm Coast Business Assistance

Center. Those enrolled in the Citizens Academy received an overview on every City department

and met City Council members, department directors and many other City employees.

This winter’s graduates were Sharon Acosta, Diana Barton, Marc Bellapianta, Kenneth Boud,

Bob Collins, Frances Criscione, Ronald Criscione, Esther De La Lastra, Bobby DeMaria, Myrna

Fontanez, Denise Garcia, Ken Gistedt, Helen Gorman, Betty Hall, Patrizia Hennigan, Travis

Kaufman, Gary Lesser, Robert MacDonald, John Medeiros, Tammy Selic, David Sullivan,

Conrad Tietje, Barb VanZuiden, Mike VanZuiden, Miguel Vazquez, Trudi Weiss, John Williams

and Michael Wisher.

The Citizens Academy meets once a week, usually on Monday evenings, for five straight

weeks. The course is free and registration is limited to approximately 30 Palm Coast citizens per

session. The academy is held three times a year – fall, winter and spring.

There are two more sessions planned in 2016. The next class begins May 9. To register, go to

City of Palm Coast announces Daylight Savings Time watering restrictions Palm Coast – The Palm Coast City Council has adopted a landscape irrigation policy for Daylight Savings Time, aligning with the restrictions issued by the St. Johns River Water Management District. Now that the time has changed, the City would like to remind residents that now through Nov. 5, 2016, residential and non-residential (business) consumers may water lawns and shrubs according to the following provisions:

1 – Irrigation is limited to twice a week 2 – Odd-numbered residential addresses irrigate on Wednesdays and Saturdays 3 – Even-numbered residential addresses irrigate on Thursdays and Sundays 4 – Non-residential (businesses) irrigate on Tuesdays and Fridays

5 – For users of private irrigation wells, irrigation is allowed any time except between 10 a.m. and 4 p.m. on your designated day 6 – For users of the City’s water system, irrigation is allowed only between midnight and 10 a.m. on your designated day 7 - Irrigation is limited to ¾ inch of water per irrigation zone and to no more than one hour per irrigation zone 8 – Hand-held hoses equipped with automatic shut-off nozzles and drip systems/bubblers are allowed at any time 9 – When reclaimed water is available for irrigation use, the use of private irrigation wells is not authorized

These restrictions apply to water withdrawn from ground or surface water, from a public or private well or pump or from a public or private water utility. They do not apply to irrigation using reclaimed water or storm water. Detour planned on Boulder Rock Drive bridge as new culvert is constructed Palm Coast – A major stormwater project on the Boulder Rock Drive bridge that leads into the Indian Trails East subdivision will begin Monday, March 28, bringing detours and construction that are expected to last about four months. A contractor for the City of Palm Coast will be replacing two large metal pipes under Boulder Rock Drive with a 10-foot-wide concrete box culvert. The existing pipes date back to the mid-1970s and must be updated to keep the stormwater drainage system operational. A temporary roadway will be constructed parallel to the existing roadway to detour traffic into and out of the neighborhood. The pipe replacement will begin once the temporary roadway is completed. Building the temporary roadway is expected to take two to four weeks and will involve driving sheet piles to stop the water and using fill dirt to construct the roadway. The City of Palm Coast appreciates the patience and cooperation of residents and motorists during this important stormwater construction project. Instead of holding the Eggstravaganza egg hunt outdoors in Central Park on Saturday, families are invited to come to Palm Coast City Hall to receive candy-filled eggs and to get FREE pictures with the Easter Bunny!
