CALL TO Chairperson KAHLE called the meeting of the Park and Recreations Committee to order 6

ORDER at 5:00PM. 7

ROLL CALL Committee members present were Jeff Kahle, Mickey Loka, Mike Loka, Tim Albert, Mark 9

Zeimer and Sue Thompson. Absent was Chad Gauerke. Also present was Mayor Clarann 10

Stocker, Director of Public Works Mike Tolvstad and Clerk-Treasurer Amanda L. Bartz. 11

PUBLIC Kyle Borem stated that he was in attendance to see if there was a possibility to start a 13

COMMENTS fundraiser to put in a half pipe at the skateboard park. He stated that the cost of the 14

half pipe would be just under $600. He stated that the half pipe would be 8’ wide, 27’ 15

long and 4’ high. 16

KAHLE asked if the half pipe would meet State guidelines with park equipment. 18

TOLVSTAD stated that it does not look like it would be an issue as it is an accepted 19

recreational activity. KAHLE stated that this will be placed on the next agenda. 20

OLD 1.) Tree Ad Hoc Committee 7

BUSINESS 8

KAHLE stated that he is having trouble finding people to serve on the Tree Ad Hoc 9

Committee and that he was still looking for three more people. TOLVSTAD stated that 10

he can talk with the Tomahawk Leader to try and generate interest in the committee. 11

Mayor STOCKER suggested publishing the time and amount of meetings so that people 12

understand the commitment. 13

14 2.) SARA Park “C” Field Expansion 15 16 MICKEY LOKA MOVED to postpone this item until the next meeting and MIKE LOKA 17 seconded. The VOTE was unanimous. 18 19 3.) Signs at the Parks Reminding Pet Owners of Leash Laws and to “Clean Up After 20 Your Pet” 21 22 TOLVSTAD stated that he ordered a dozen signs and that they will be placed in the 23

appropriate places within the parks. 24

25 4.) SARA Park Pier Project 26 27 TOLVSTAD stated that that someone had driven off the west end of the new launch pad 28 and spun some of the newly placed rocks out when trying to take their boat out. 29 30 TOLVSTAD stated that he is getting nice comments about the improvements. He stated 31 that the light pole has been moved over to the railroad side. 32 33 5.) SARA Park Wetlands Project 34

35 TOLVSTAD reported that they are working on planting, mulching and culvert placement. 36 37 6.) Squaw Point Park Update – Root Removal 38 39 TOLVSTAD stated that an excavator was rented from ACE and the roots were pulled 40

after the tree removal at Squaw Point Park. He stated that the Committee will need to 41

look into if they want to make the park a tree nursery. 42

KAHLE asked if top soil will be brought in to level the ground. Mayor STOCKER asked if 44

trees were removed from the park and TOLVSTAD confirmed that there was. 45

7.) Bierman Foundation Grant Update 2

TOLVSTAD stated that he talked with Rick Bliese, he stated that the City still in the mix 4

but it will not be for 2015. He stated that the Board for the foundation will be having a 5

meeting and that they may request a presentation of the campground project. 6

8.) Summer Park Intern Positions 8

TOLVSTAD reported that Nicole Nerva, Stephanie Welke and Andrew Olson were the 10

interns hired for the summer. 11

9.) Events Coordinator 13

There was no new information to report. 15

16 NEW 1.) Wisconsin Public Service – SARA Park Access Agreement and Temporary Land Use 17 BUSINESS License for Emergency Utility Relocation Staging Area 18 19

TOLVSTAD stated that this agreement allows Wisconsin Public Service to use SARA Park 20

as a staging area for temporary service in case of an emergency. 21

MICKEY LOKA MOVED to approve the agreement and THOMPSON seconded. The VOTE 23

was unanimous. 24

25 DIRECTOR’S TOLVSTAD stated there will be a goose round-up June 26th at SARA Park and Veteran’s 26

REPORT Memorial Park. He stated that they will be scouting out where the geese are hiding. 27

KAHLE stated that there are quite a few geese in beach areas. THOMPSON asked about 28

French Town, TOLVSTAD stated we have not had complaints regarding geese at 29

Frenchtown. 30

MIKE LOKA asked what the Bierman Foundation would pay for, TOLVSTAD stated that 32

the grant would cover 20-25% of the total cost. TOLVSTAD stated that all the 33

Committee has is a concept and the final project will not look exactly like the concept. 34

Clerk BARTZ suggested having TOLVSTAD present to the Park and Recs Committee what 36

he would be presenting the Board of Directors for the Bierman Foundation because of 37

the number of new Committee members. 38

Mayor STOCKER asked about the money that has already been spent towards the 40

campground. TOLVSTAD stated that that was for grades and a conceptual design. 41

KAHLE reported that Wa Wui has done some work in the bathrooms at SARA Park, they 1

are yet to be paned and the new dividers installed. He estimated that the work would 2

be completed by the middle of the following week. 3

MICKEY LOKA asked if the campground project for the Bierman Foundation grant is 5

pushed to next year, if the Kwahamot Water Ski Club bathroom project could be 6

submitted in this year. Discussion followed regarding the price of the bathroom. 7

8

Christine Vorpagel, Tomahawk Main Street, Inc., asked who was responsible for the 9

replacement of the dog waste bags downtown and in the parks and asked if they could 10

be checked and refilled. 11

12 NEXT The next Park and Recreations Meeting will be held on July 14, 2015 at City Hall at 13

MEETING 5:00PM. 14

2.) Veterans Memorial Park – Heritage Chevrolet Blues Fest with Joe Bucher – August 25

MICKEY LOKA MOVED to approve the application and that the event organizer provide 28

the extra dumpster needed for the event THOMPSON seconded. 29

Mayor STOCKER asked who would be responsible for the fee associated with the extra 31

dumpster. KAHLE stated that the applicant would be responsible. The Committee 32

discussed parking of vehicles on the grass. It was approved by unanimous consent that 33

Heritage Chevrolet be allowed to park display vehicles on the grass. 34

3.) SARA Park – Tomahawk Fire Department – Fire Department Dance – September 38

OLD 1.) Tree Ad Hoc Committee 2

BUSINESS 3

KAHLE explained that Tolvstad had talked with the Tomahawk Leader and an article was 4

printed in the newspaper regarding volunteering to be part of the Tree Ad Hoc 5

Committee. Kahle stated he would like to recommend Jeff (Scuff) Theiler, Don Nelson, 6

and Jeff West to be appointed to the Tree Ad Hoc Committee along with previously 7

appointed Dick Ebert and Gary Failing. 8

GAUERKE MOVED to approve KAHLE’s recommendations and MICKEY LOKA seconded. 10

The VOTE was unanimous. 11

12 2.) SARA Park “C” Field Expansion 13 14 GAUERKE reported that the expansion was at a stalemate. He stated that they are 15 getting costs as to how much it will cost to raise the fence and also how close to Somo 16 Avenue the field can be expanded. 17 18 3.) SARA Park Pier Project 19 20 TOLVSTAD stated that the first part of the project is complete. He stated that the next 21

part of the project will be the on the east side of the dock and will be done in 2016 or 22

2017, depending on the funding. 23

MICKEY LOKA asked if the rocks could be pulled back by the Deer Park boat landing, the 25 rocks have been pushed out and have formed a ridge. TOLVSTAD stated that at this 26 time the City does not have the equipment available to pull the rocks back. MICKEY 27 LOKA asked if the Kwahamot Water Ski Club could take care of the problem if they could 28 line up the equipment. The Committee agreed that they could. 29 30 4.) SARA Park Wetlands Project 31

32 TOLVSTAD reported that all the planting has been done, and that next week the mulch 33 would be here. He stated that the project should be completed by early August. 34 35 Mayor STOCKER asked how everything was holding up with all the rain. Tolvstad stated 36 everything looks good. 37 38 5.) Beirman Foundation Grant Update 39

TOLVSTAD reported that he had not heard back from the Board of Directors, and that 41

Merrill Parks received a good portion of the funding this year. He stated that they still 42

have the application and will be looking at it again next year. 43

4 NEW 1.) Request for a New Halfpipe at the Skate Board Park in Pride Park 5 BUSINESS 6

KAHLE asked where the new halfpipe would be placed in the Park. TOLVSTAD stated 7

that the current equipment would be rearranged for the new halfpipe. 8

GAUERKE questioned whether the new halfpipe would be covered under the City’s 10

insurance, if volunteers built the halfpipe. TOLVSTAD stated that the City’s recreation 11

policy would cover the halfpipe. 12

MICKEY LOKA MOVED to approve the new halfpipe for the Skateboard Park pending 14

approval of the location by the Park Staff and GAUERKE seconded. The VOTE was 15

unanimous. 16

2.) SARA Park Camping Presentation 18

19

The Committee decided to postpone the presentation until the next meeting because 20

the Committee member that requested the presentation was absent. 21

22

3.) American Transmission Company (ATC) Grant Application 23

24

TOLVSTAD stated that the Elm trees are dying within the City and are having to be cut 25

down. He stated Dustin Bonack, Public Works Superintendent, would like to apply for 26

the grant to replace the trees on terrace. He explained that the last time the City 27

received a grant from ATC was in 2013 and that they would be eligible for a grant again. 28

He stated that you cannot receive a grant in consecutive years. 29

MICKEY LOKA MOVED to have BONACK apply for an ATC grant for replacement of 31

terrace trees and THOMPSON seconded. The VOTE was unanimous. 32

4.) 4th of July Event Clean Up 34

35

COLE reported that due to the large amount of trash from the events on July 3rd and 4th 36

that the parks employees accumulated about 40 hours of overtime. He stated that he 37

believes that if the event applicants had gotten an extra dumpster, it would have saved 38

the park employees a lot of work. COLE stated that the trash had to be trucked from 39

Veterans Memorial Park and Kwahamot Park to SARA Park, as there was nowhere to go 40

with the trash in both parks due to the volume of trash. 41

TOLVSTAD suggested that the City purchase extra dumpsters, and then charge the event 1

applicant a fee for the use of the dumpster to cover the cost of the tipping fees. 2

GAUERKE asked TOLVSTAD to get a price for the dumpsters for the next meeting. 3

GAUERKE asked if it was possible for the park employees to dig out the roots at the 5

beach area at Frenchtown Park. COLE stated that they would take care of the problem, 6

that this was the first he had heard about the root problem. 7

8 DIRECTOR’S KAHLE thanked the summer interns that had painted the restrooms at SARA Park. He st 9

REPORT stated that they did a very good job. 10

NEXT The next Park and Recreations Meeting will be held on August 11, 2015 at City Hall at 12

MEETING 5:00PM. 13
