The City of Sandy is seeking quotes from qualified consultants to provide cost estimates and other relevant analysis of several aspects of the Pleasant Street Master Plan. The master plan is being completed by city staff, but there are several elements City staff needs assistance in completing. Consultant services are needed for the following:
1. Underground Utilities on Pleasant Street - Cost Estimate
2. Realign Alt Ave. – Cost Estimate and Basic Transportation Analysis
3. Visuals for Public Outreach
This is an intermediate procurement under ORS 279B.070. Selection will be made from responsive proposals that will best serve the interests of the City based on a combination of price, experience, availability, and capacity to perform the specified work. In addition, the City at its sole discretion may award any and/or all projects. Proposals may address one, two, or all of the consultant services tasks listed above. The City may select services in any combination. Services may be contracted out to allow for the full or partial completion of the requested package. Please submit your proposal using the proposal format specified on page 5 of this RFP. PROPOSALS MUST BE RECEIVED BY November 30th, 2017 at 5:00 pm. SCOPE OF WORK
Project Summary
The purpose of the Pleasant Street Master Plan is to create an extension of the downtown commercial area onto Pleasant Street. Pleasant Street is less constrained than the surrounding downtown area, which has high traffic, noise pollution, lack of redevelopment space, and a challenging pedestrian environment. There are several aspects of the plan the City of Sandy is not able to complete with city staff, which requires additional help from consultants. These are listed below.
1. Underground Utilities on Pleasant Street – Cost Estimate
Undergrounding utilities is a goal included in the master plan to create a more walkable streetscape. A pedestrian friendly environment is key for Pleasant Street to foster a more vibrant downtown commercial district and to accommodate the pedestrian traffic generated by the proposed community center.
2. Realign Alt Ave. - Cost Estimate and Basic Transportation Analysis
Realigning Alt Ave. with Shelley Ave. right-of-way across Hwy 26 to the south is a way to attract more people towards Pleasant Street from Hwy 26 (Proctor Blvd.). The realignment would create continuity and a visible sightline from the Sandy Public Library to the proposed community center.
3. Visuals for Public Outreach
Images and diagrams depicting the proposed changes will help the public visualize the changes discussed through the public process. The images will be used for public participation sessions such as the charrette and will be included in outreach materials.
Task 1: Underground Utilities on Pleasant Street - Cost Estimate
The consultant will complete a reconnaissance cost estimate of undergrounding utilities along Pleasant Street with projected inflation for 10 years. It is their responsibility to determine what utilities are currently above ground (electricity and telecommunication lines). Additionally, the consultant must determine feasible locations and methods to underground utilities, keeping in mind the locations of existing underground utilities. The City can provide information on their exiting underground utilities which are water, sewer, stormwater, and fiber.
The City requests the cost estimate be broken down into three (3) different cost scenarios. One scenario will include the entirety of Pleasant Street (all blocks from Beers Ave. to SE Ten Eyck Rd.). The other two scenarios will be reduced portions of Pleasant Street provided by the consultant based on feasibility, cost efficiency and effectiveness.
Task 2: Realign Alt Ave. - Cost Estimate and Basic Transportation Analysis
There will be several steps involved in the realignment of Alt Ave. and creation of a pedestrian plaza in the existing right-of-way. Each step will require reconnaissance cost estimate with

projected inflation for 10 years. The cost estimate and basic transportation analysis would assess the following steps:
1) Purchase of properties
There are two properties in the proposed right-of-way relocation. Currently, one is a gas station and the other a parking lot.
2) Mitigation and demolition costs
One of the properties in the proposed right-of-way is a gas station.
3) New street construction cost
Determine cost to construct a new street along the continuation of the Shelley Ave. right-of-way. This analysis would include traffic signal reconfigurations along Hwy 26 (Proctor Blvd.). The assessment shall include a traffic impact assessment for realignment and the related costs for right-of-way improvements. Highway 26 is a state highway; assessment will require Oregon Department of Transportation (ODOT) compliance and approval.
4) Cost to remove existing street and create pedestrian plaza with green space
Would include initial cost estimate to determine costs of moving existing utility lines to the proposed new right-of-way. Also, assess the cost of keeping the existing utilities along the current Alt Ave right-of-way and incorporating into the new pedestrian plaza. Compare the costs of the two scenarios.

Task 3: Visuals for Public Outreach
The consultant will create images that reflect the proposed changes. The images will aid in the public participation process to help envision the ideas.
Examples of the types of visuals the City is requesting include:
a. Perspective/ visual rendering of an enhanced streetscape - more street trees, undergrounded utilities, etc.
b. Section elevations of streetscape.
c. Sketch plan view and perspective of existing Alt Ave. right-of-way as pedestrian plaza with green space.
Any and all materials developed for this project will become the property of the City of Sandy.

Proposal Format
1. Executive Summary (max 2 pages) Provide an overview of the proposed services, your
organization and its ability to be able to provide the services proposed. List and describe
similar projects your firm has completed.
2. Project Overview (max 3 pages) Provide a conceptual approach to the project. The
description will include details to implement one or more of the tasks described in the scope
of work. List anticipated deliverables and assumptions used to develop the work tasks as
well as assistance expected from City staff.
3. Detailed Timeline (max 1 page) Provide a detailed timeline with targeted completion dates
and sequence of tasks outlined in the scope of work.
4. Client References (max 1 page) Provide three (3) client references. Include the following
information for each reference:
• Name of Person(s)
• Title of Person(s)
• Email Address
• Mailing Address
• Phone Number Client references from previous clients with similar projects is preferred. If your proposal
includes hiring a subcontractor including their qualifications is required.
5. Cost Summary (max 1 pages) A detailed cost for your services broken into service costs.
Break down individual costs for each task submitted in your proposal. Include hourly rates for
personnel categories assigned to the project, expense markups, and a loading chart showing
the estimated number of hours for each task.
6. Signature. Include the following information:

Selection Criteria
The City will use standardized selection criteria to evaluate each proposal based on the following criteria:
• Experience and qualifications of staff assigned to the project (30%)
• Services Cost (30%)
• Client References, particularly municipal agencies (20%)
• Willingness and demonstrated ability to meet deadlines (20%)
