Constructi on progressed steadily during the first period of develop ment before cons truction came to a halt with the onset of the Great Depression. The second per iod of development ( 1935-1941 ), reflects the work of the newly formed Federa l Housing Authority (FHA) through the introduction of a new architectural style known as Minimal Trad itional. The fading popularity of Spanish Eclectic homes is also seen during this period . The third period of development ( 1945-1952) reflects the continued populari ty of the Minimal Traditional style in the wake of the housing shortag e following WWII. The neighborhood of Islenair is historically signific ant as a historic district unde r HRB Criterion A, as an inta ct and special element of San Diego's histor ical, social , economic, and arch itectural deve lopment , marking a new stage in the City of San Diego' s exp ansion away from the city core and beyond the limits of natura l topography as increases in mobility and population propelled the creation of new infrastructure and the use of new land to the east. Islenair is also historically significant under HRB Criterion C, as it embodies distinctive characteristics of Spanish Eclectic and Minimal Tradit ional styles of the "small house " and "minimum house" constructi on types during San Diego 's development of Automobile Suburbs between 1927 and 1952. The first period of development in Islenair (192 7-I9 31) is reflec tive of both the small house movement of the 1920 's and the immense popularity of Spanish Eclectic archit ecture . Construction progresse d steadily during the first period of develop ment before construction came to a halt with the onset of the Grea t Depression. The second period of development (1935-1941 ), reflects the work of the newly formed Federal Hous ing Authority (FHA) through the introduction of a new architectural style known as Minimal Tradi tional. The fading popularity of Spanish Eclec tic homes is also seen during this period. The third period of development ( 1945-1952) reflec ts the continued popular ity of the Minimal Traditional style in the wake of the housing shortage followin g WWil. By the end of the third period of development in 1952, Islenair was nearly built-out with only a few vacan t lots remaining. 811.
