City of Richmond Anti-litter and Illegal Dumping Campaign
Richmond: Fast Facts • The City is 3.9 sq. miles and is
located along the Brazos River in Fort Bend County; Population 11,679.
• The City’s roadways are predominately State Highways and Farm to Market roads.
• Primary maintenance and upkeep of these roadways falls to TxDOT.
• The City has authority from TxDOT to maintain portions of these roadways .
• Richmond created a Management District in 2005 to oversee maintenance of the roadways.
Hwy 90A Clean-up Area
City Partners • The Management District focuses on
beautification, clean-up and road-way mowing and maintenance.
• Annually the City and the District spend $20,000 to clean-up the Highway 90 A corridor and Morton Street.
• The third week of the month a 6 man crew does trash pick-up, mowing and beautification along Hwy 90A.
• Daily, a Public Works employee from the City walks Morton Street to sweep and pick-up trash from the day before.
• The City and the District want to do more for enforcement, but with limited budgets are unable to.
Downtown Areas • In the 1990’s the City purchased trash
receptacles for Downtown Richmond. • Over 20 years the same receptacles
have been vandalized and aged. Currently, 10 receptacles need to be replaced.
• The receptacles are dated and must be
emptied manually once a week by the City’s Solid Waste provider (Republic Services).
• It takes over an hour to collect the trash along Morton Street.
Enforcement • In the past 10 years illegal
dumping has been one of the largest crimes to impact the City.
• The City has peace officers to investigate dumping, but investigation only happens after the fact.
• The City needs a proactive way to educate and address dumping and proper recycling.
Outreach • The City and its partner the
West Fort Bend Management District are focused on educating the public about the cost and impacts of liter and dumping in the City.
• Both entities have resolved to reduce litter and dumping tonnage by 10% in FY 2012-2013.
• Part of accomplishing this goal is to make the public aware of the litter and change perceptions and behaviors through awareness.
