City of Reno Style Guide

The City of Reno Brand Identity Usage GuideThe purpose of this guide is to establish and maintain the consistent use of the official City of Reno logo, color palette, typeface, and nickname “The Biggest Little City in the World”, thereby, supporting the City of Reno gov-ernment’s brand identity. While branding is more than a logo, branding City of Reno services with consistent identifiers increases public awareness of what the City of Reno provides for residents and visitors.

The following pages defines the appropriate usage of the City of Reno logo. In addition, provisions for co-brand-ing are defined in the following pages. In some specific cases, such as public safety departments, the City of Reno logo shall appear alongside the department’s logo. The exempt departments may only utilize the approved templates that reflect this co-branding. Any questions, and for assistance on the implementation of co-branding, please contact the City Manager’s Office of Communica-tions and Community Engagement.

The brand standards shall be implemented immediately where applicable, and shall be applied through the course of regular product replacement and re-order schedules.

The logo must be applied as defined in this manual. For any situation not covered in this manual, please contact Paul Klein at [email protected] or (775) 333-7741.

Quality ControlTo ensure high-quality reproduction, the City logo should always be reproduced from the approved digital artwork available on CORE and through the Office of Communications and Community Engagement. Once given to a printer or installed on your computer, these logos should never be altered in any way. Care should be taken to avoid these common usage errors:• DO NOT alter the logo in any way.• DO NOT outline or use with drop shadow.• DO NOT shade, shadow, or texture the logo.• DO NOT use on a heavily patterned background.• DO NOT use the logo in unapproved colors.• DO NOT rule lines through the logo.• DO NOT make the logo appear three dimensional.• DO NOT place the logo in any position other than

upright.• DO NOT use additional graphical elements that would

interfere with the linear quality of the City of Reno logo.

• The logo must be used in as clean and simple a design as possible.

• The logo will only be used in its intended fashion.

Placement and Display of LogoThe City of Reno logo must be used on all publications. Placement of the logo is based on both its need for prominence and how the piece will be designed, mailed, presented, or displayed. In general, the logo should always appear on the mail panel of a self-mailing publication and should always be on City envelopes. The logo is a brand element. It should not be used as the central visual element of a publication and should not replace photography or illustration as visual components.

Staging“Staging” refers to the area directly surrounding the City of Reno logo. To ensure the logo’s visibility and integrity, the City of Reno logo must stand clear of all other elements such as type, images, margins and other logos. Some graphic elements can be closer to the logo when good design principles are used.

SizeIt is important to understand that the logo is of specific proportion (approximately 1:1.5 width to height) and the proportion must be maintained as the size of the logo increases or decreases. It is important to hold the SHIFT key down when sizing the logo to keep it proportional and prevent distortion of the image.

ReferencingWhen referenced in writing, the City of Reno name should appear in the same typeface as the body copy. No effort should be made to stylize the name in a typeface other than the one already being used in the body copy in which the City of Reno name is being referenced.

Reno.govThe website for the City of Reno is Reno.gov. It should be written with a capital “R” and when possible listed below the City logo in a Times New Roman font at a 1/3 width of the logo size

TypographyAn important part of creating a professional image is the standardized use of typography. Specific fonts were selected for readability and ease of use. They should be used in public information items, such as public and employment notices in newspapers, press releases, and City assets, such as signage or vehicles. The Arial and Arial Narrow families are the preferred typefaces to be used in print communications and signage. These typefaces help create a contemporary look for our program, and are completely compatible with our City of Reno Logo.

Budget Highlights

City of Reno BudgetThe City of Reno’s Fiscal Year (FY) 13/14 budget is comprised of $164 million in General Fund expenditures and a total budget of $348 million including enterprise, special revenue and capital projects.

The City’s assessed valuation is approximately $5.9 billion, a decrease of 2% over the prior year and equating to a decline of 0.2% of anticipated property tax revenues. Property tax revenues are essentially flat.

Consolidated tax revenues, which are primarily sales taxes, are estimated to increase 2.5% over FY 12/13.

The City’s Stabilization or “rainy day” account is reduced to $1.7 million and Ending Fund Balance is budgeted slightly over the minimum-required 4% or $6 million. The future target is to obtain 8.3% Ending Fund Balance or one month operating costs as a reserve.

To balance the City’s budget, as expenditures are outpacing revenues, several measures were put into place for FY 13/14 including a freeze of vacant positions and General Fund Fleet purchases and the redirection of Community Pride Grant Funding.

There is no overall tax rate increase for the City of Reno and the property tax rate remains at $0.9598 per $100 of assessed value and includes voter-approved tax overrides of $0.5169 for police, fire, and street fund.

Budget Comparisons and Challenges The City of Reno’s total budget is approximately 23% below the budget in FY 07/08; General Fund spending is equivalent to FY 05/06 expenditures and since 2008, the City of Reno has seen a reduction in 442 positions or 27%.

*Currently, there are 4.78 City, full-time equivalent employees per 1,000 residents in Reno which is down significantly from 7.31 in 2005. The City is operating with far fewer staff than prior to the economic downturn and continues to identify ways to increase efficiencies in local government.

The FY 2013/14 budget includes funding for state-mandated Public Employees’ Retirement System (PERS) increases; half the increase in non-public safety PERS costs will be shared with non-public safety staff.

Reserve levels remain at a minimum and unfunded liabilities continue to provide a risk to future City budgets. Retiree health care (OPEB), ending fund balance, and unfunded capital maintenance are fiscal priorities of the City of Reno to ensure future fiscal stability.

Note: At the time of adoption, the Nevada Legislature is in session; Therefore, any legislation that would impact the City’s budget would necessitate an amended budget to be filed within 30 days of the end of the session.
