Upper Terrace- sidewalk arcs out toward the river to create an area for benches with remarkable vistas of the river. Retaining walls are employed to permit organized grade transistions. Relocate the cannons and the memorial marker to this terrace.
Sloping Path Traverse- Create a linked series of paths that slope gently from one viewing terrace to another in a gracious transition from Front Street down to the river. Barrier free path at 5% accommodates all users without the visual clutter of railings or other fall protection.

The Lawn Ellipse- Large maintained lawn area provides a warm weather “beach” on the river as well as a performance venue. Picnicking and sunning are encouraged. A movable stage with portable tensile shade structure serves as a summer performance venue. Concert-goer’s bring chairs to smaller performance events, take off their shoes and feel the cool grass on their toes as they listen to a concert. Theatrical lighting and sound enhancement is positioned upslope. In Winter, the lawn base allows for construction of a skating rink. Lighting and music enliven the space for nighttime skates and/or icesculpture venues.

How to t raverse the s teep r i ver bank?The approximate vertical transition from Front Street down to the level area near the river is 40’ (elev. 630 to elev. 590).
A straight diagonal traverse across the park property is about 700 lineal feet- too short a distance to provide the desired barrier free route at 5% slope.
In order to achieve a 5% slope, 800 lineal feet of run is required. One option is to create a single switchback to create a sufficiently long path.Another option is to switch the path back and forth several times and possibly integrate it with new site features into an elegant traverse. Stairs can also be incorporated into this approach.

elegant transition from Front Street down
to the Maumee River. This all-season,
accessible park provides a high-visibility
“front porch” for the community while
providing connections to other parks,

down, and across the river.

significant opportunity to strengthen
the connection between the
downtown and the riverfront.
Currently, landforms and vegetation
obscure much of the river vista
from the foot of Louisiana Street.
Passersby driving on Front Street
have little sense of the waterfront of
Hood Park. The slope of the access
road is steep, limiting pedestrian
use. Few programmed activities
provide attraction to this space.
The Master Plan recommends
enhancements that provide both
visual and physical access to the
river by creating an engaging open
space that can serve as a “living
room” for connecting to downtown.
The plan recommends an approach
that makes Front Street look and
feel like a plaza space that is part of
the park. This approach engages
passersby inside the park which
creates a heightened awareness
of the connectedness of the
downtown to the riverfront. Similarly,
these types of treatments allow for
a great space for festivals and other
programmed events where Front
Street may be temporarily closed to
traffic.
The plan also recommends the
introduction of a new building that
hugs the western edge of the park
and steps down the slope. This
