Significant IncidentsOn , CALFIRE / Riverside County Fire department units responded to a traffic accident with extrication at the address above. The first arriving engine company officer reported a two vehicle traffic accident with major damage and a total of 4 patients, one of which was trapped in the vehicle. Engine companies began to assess and treat the patients. The patient trapped in the vehicle was (DOA) dead upon arrival, 1 moderate patient and 2 minor patients. The moderate and minor patients were transported to Desert Regional Hospital and the DOA remained in the vehicle onscene with Riverside Sheriffs officers awaiting the coroner with an extended ETA. Engine 81 and Engine 93 will re-respond to cut the patient out using the "Jaws of Life" once the coroner arrives. There were no firefighter injuries reported.

On , CAL FIRE / Riverside County Fire Department units responded to a remote area rescue on the Bump and Grind trail in Palm Desert. Firefighters hiked up to the patient and their dog who had fallen and were off the trails path. Riverside County Sheriff's helicopter 'Rescue 9' also responded to the incident, and ultimately utilized their hoist system to remove the patient and their dog from the hill side. Firefighters then evaluated the patient, who denied transport or treatment. No injuries were reported to civilians or firefighters on completion of the incident.

On , CAL FIRE / Riverside County Fire Department responded to a fuel leak in 38000 block of Nasturtium Way in the city of Palm Desert. The first arriving engine company reported an active fuel leak from a rental van. Approximately 4 gallons of fuel had leaked from the vehicles gas tank. The occupant of the rental van used a garden hose to disperse the fuel leak which caused the fuel to run down 800 feet of a gutter system into a storm drain. The first arriving engine company stopped the leak and used a diking system to limit further fuel leaking into the storm drain. The CAL FIRE / Riverside County Fire Department HAZMAT Captain and Riverside County Environmental Health were contacted and they advised that the fuel was of minimal amount and will dissipate prior to their arrival. There were no civilian or fire department personnel injuries on this incident.

On , CAL FIRE/Riverside County Fire Department resources responded to an inaccessible rescue. The rescue was located on the Art Smith Trailhead in the City of Palm Desert, County of Riverside. The units on scene found one patient with a broken leg approximately 1 ½ miles on the trail. The patient was flown from the trailhead to a landing zone where they were transported via ambulance to the hospital. No injuries to fire personnel.

On , CAL FIRE / Riverside County Fire Department responded to a structure fire ringing alarm at The Shadow Hills Resort in the city of Palm Desert. Upon arrival of the first arriving engine company, they found lite to moderate smoke coming from the 3rd floor of a 3 story hotel. A full structure response was requested. Fire crews were able to quickly locate the origin of the fire above the living room fireplace. There was minimal fire extension into the wall surrounding the fireplace and no fire extension into the attic space above. The occupants of the hotel room were displaced and located to another room within the hotel facility. No civilians or firefighters were injured on this incident.

STAFF REPORT CITY OF PALM DESERT

PUBLIC SAFETY COMMISSION MEETING DATE: December 1, 2021 PREPARED BY: Andrew Firestine, Assistant City Manager REQUEST: Public Safety Facility Tours ______________________________________________________________________ Recommendation

Schedule special meetings of the Public Safety Commission in January and February 2022 to conduct a tour of the City’s public safety facilities, including the police substation and the City’s fire stations and other regional facilities.

Background Analysis The City of Palm Desert contracts for law enforcement and fire protection services through the Riverside County Sheriff’s Department and the Riverside County Fire Department. For FY 21/22, the estimated combined cost for these public safety services is $38 million. The service levels the City receives are established through its contracts, which are reviewed annually as part of the budget development and adoption process. The Public Safety Commission, under the Palm Desert Municipal Code, is assigned the responsibility to review plans, policies, budgets, and proposals for greater efficiency and effectiveness in the area of public safety and to provide annual oversight of the City’s contracts for public safety. In anticipation of the start of the budgeting process for FY 21/22 and in consideration of current studies to study a regional policing model and a review of fire service delivery, including the prospective development of a fourth fire station, staff is recommending that the Public Safety Commission schedule special meetings in January and February 2022 to conduct tours of the police and fire facilities that serve Palm Desert, together with other regional facilities that may serve as comparisons to the Palm Desert facilities. These tours would be combined with presentations from City staff and police and fire personnel to outline the service models established through the contracts. For law enforcement, it is recommended that the Public Safety Commission tour the Palm Desert Station on Gerald Ford Drive. The tour and presentation would likely take 1.5 hours to complete. It may be possible to hold this on the day and time of a regularly scheduled Public Safety Commission meeting, either on January 12 or February 9, 2022. The tour of the fire facilities is recommended to include Fire Stations #33, 67, and 71 in Palm Desert together with the State #40 in Mecca. For ease of travel, staff recommends chartering transportation for the tour. With the number of stops, the tour and presentation are expected to take 2.5 to 3.0 hours to complete. While this tour and presentation can occur on the day of a

Staff seeks direction from the Public Safety Commission on scheduling the tour of the City’s public safety facilities, including the date and time of any special meetings and any service areas that should be particularly addressed through the presentations.
