CITY OF MOUNT RAINIER NOTICE OF PROPOSED REAL PROPERTY TAX INCREASE

The Mayor and City Council of the City of Mount Rainier, Maryland, proposes to increase real property taxes.

For the tax year beginning July1, 2016, the estimated real property assessable base will increase by 10.53%, from $348,436,200 to $385,138,647.

If the City of Mount Rainier maintains the current tax rate of $0.86 per $100 of assessment, real property tax revenues will increase by 10.53% resulting in $315,641 of new real property tax revenues.

In order to fully offset the effect of increasing assessments the real property tax rate should be reduced to $0.7780, the constant yield tax rate.

The City is considering not reducing its real property tax rate enough to fully offset increasing assessments. The City proposes to adopt a real property tax rate of $0.86 per $100 of assessment. This tax rate is 10.53% higher than the constant yield tax rate and will generate $315,641 in additional property tax revenues. A public hearing on the proposed real property tax rate increase will be held at 7:00 p.m. on Tuesday, April 19, 2016 in the City Council Chambers – Upper Level at Mount Rainier City Hall, One Municipal Place, Mount Rainier, MD 20712.The hearing is open to the public and public testimony is encouraged. Spring is here, and seats are out! Outdoor furniture is popping up on sidewalks in the town center. Businesses, before you put out your furniture, please

contact City Hall to get your new “Sidewalk Café Permit.” On March 1, 2016, the City Council adopted Ordinance No. 1-2016 that amends Chapter 7, Licenses and Permits, of the Mount Rainier Code to include sidewalk cafes. The City wants to create policy that helps to ensure the health, safety, and welfare of businesses and residents in public spaces serving the commercial areas of the City of Mount Rainier. Amongst other things, sidewalk cafes help to increase pedestrian presence and increase foot traffic within the public realm of downtowns. Development gearing up for 2016! Development activity is heating up in Mount Rainier; residential building permits are on the rise, and construction is getting ready in the Mixed Use Town

Center on Rhode Island Ave. Stay tune for more information on the start of construction for the 3300 Block rehabilitation of the Singer Building properties. All household goods and furniture donations are sold to the public at deep discounts and all proceeds are used to fund the building of affordable housing in Montgomery and Prince George’s Counties. You can drop off items or they will pickup from your home or business. Community Forklift in Edmonston accepts donations of mostly new and salvaged building & landscaping materials, appliances, and tools, as well as antique and vintage housewares. If you’d like to get some cash for your metal, you can bring it to Metro ReUzIt Co., Inc. at 3401 Kenilworth Ave in Hyattsville. CITY RECYCLING CHECKLIST The City CANNOT accept your recycle in PLASTIC

BAGS. Mount Rainier Recycling Rules Curbside Recycling Pickup The City picks up recycling every Friday. If there is a holiday, it will be picked up the following Monday. Accepted materials include aluminum and steel/tin food and beverage cans, glass bottles, jars, mixed paper and cardboard. All materials should be placed in the City’s yellow recycling bins before 7AM on the day of pickup. Recycle bins are available at Public Works. City Curbside Yard Waste Pickup Biodegradable yard waste is collected every Monday March through November. Yard waste must be in biodegradable paper bags or in reusable containers—no plastic bags. Residents are allowed 3 cubic yards per pick up, anyone going over the limit will be asked to

pay for the overage. Bamboo and wood are not yard waste, these are collected as bulk trash. Yard waste such as brush and branches must be tied in bundles not more than 4’ in length and/or 50 pounds.

Backyard Composting Program The City launched a program to help residents compost by offering compost bins for residents at a subsidized cost of $20. The bins generally retail for

more than $80. The City has a three-year goal to get 225 new Mount Rainier single family homes turning food scraps and pa-per products into useful compost for their gardens. Help keep food waste out of the landfill and contact Public Works to purchase a bin at 301-985-6583. City Electronic E-Cycle Days The City generally has a few electronic waste recycling days year and acceptable items include computers, tablets, keyboards, computer mice,

printers, scanners, fax machines, TVs, VCRs, DVD/CD/MP3 players, stereos, radios, turntables, telephones, cell phones, cables/cords, and ink jet and toner cartridges. Contact: Public Works—301.985.6583 for the next scheduled date.

City—Bulk Trash Pick-Up The City will pick-up your bulk trash when you request a pick-up in advance. There is an additional fee for selected items. Call Public Works to schedule.

Where can I RECYCLE: Plastic Bags? As of July 1, 2015 plastic bags are no longer recyclable. Many grocery stores accept plastic bags and have bins for recycling. You can search for the nearest location here: www.plasticfilmrecycling.org/s01/s01dropoff.html Where can I RECYCLE: Refrigerators, Freezers, Air Conditioners? Pepco has an appliance recycling program and will recycle old, working refrigerators or freezers and give you $50. Through this program you can also recycle working window air conditioners and get an extra $25 at the same time. You can schedule a pickup by calling: 877-395-5540.

CITY RECYCLING CHECKLIST The City CANNOT accept your recycle in PLASTIC

BAGS. Mount Rainier Recycling Rules Curbside Recycling Pickup The City picks up recycling every Friday. If there is a holiday, it will be picked up the following Monday. Accepted materials include aluminum and steel/tin food and beverage cans, glass bottles, jars, mixed paper and cardboard. All materials should be placed in the City’s yellow recycling bins before 7AM on the day of pickup. Recycle bins are available at Public Works. City Curbside Yard Waste Pickup Biodegradable yard waste is collected every Monday March through November. Yard waste must be in biodegradable paper bags or in reusable containers—no plastic bags. Residents are allowed 3 cubic yards per pick up, anyone going over the limit will be asked to

pay for the overage. Bamboo and wood are not yard waste, these are collected as bulk trash. Yard waste such as brush and branches must be tied in bundles not more than 4’ in length and/or 50 pounds.

Backyard Composting Program The City launched a program to help residents compost by offering compost bins for residents at a subsidized cost of $20. The bins generally retail for

more than $80. The City has a three-year goal to get 225 new Mount Rainier single family homes turning food scraps and pa-per products into useful compost for their gardens. Help keep food waste out of the landfill and contact Public Works to purchase a bin at 301-985-6583. City Electronic E-Cycle Days The City generally has a few electronic waste recycling days year and acceptable items include computers, tablets, keyboards, computer mice,

printers, scanners, fax machines, TVs, VCRs, DVD/CD/MP3 players, stereos, radios, turntables, telephones, cell phones, cables/cords, and ink jet and toner cartridges. Contact: Public Works—301.985.6583 for the next scheduled date.

City—Bulk Trash Pick-Up The City will pick-up your bulk trash when you request a pick-up in advance. There is an additional fee for selected items. Call Public Works to schedule.

Where can I RECYCLE: Plastic Bags? As of July 1, 2015 plastic bags are no longer recyclable. Many grocery stores accept plastic bags and have bins for recycling. You can search for the nearest location here: www.plasticfilmrecycling.org/s01/s01dropoff.html Where can I RECYCLE: Refrigerators, Freezers, Air Conditioners? Pepco has an appliance recycling program and will recycle old, working refrigerators or freezers and give you $50. Through this program you can also recycle working window air conditioners and get an extra $25 at the same time. You can schedule a pickup by calling: 877-395-5540.
