EXECUTIVE SUMMARY 2014 marked the final year of the three-year electoral mandate given to the Council elected in December 2011. The 2014 City of Langford Council consisted of:

Councillor Winnie Sifert

Councillor Lillian Szpak

Councillor Roger Wade The Standing Committee system adopted by Council just after the City incorporated has continued with the new Council. The Committees benefit from the significant continuity of citizen participation, resulting in the provision of advice to Council from the community. The contribution of volunteer citizens are an effective means of ensuring Langford residents are an important part of the decision-making process. Administration Department The Administration Department provides leadership to all employees, ensures directives are implemented in a timely cost-effective manner and that al legislative and regulatory requirements of the City are met. The department also provides clerical and staff support for the Administrator and Council. Land Development / Approving Officer Building Department Overall construction activity in Langford was very robust in 2014. All sectors were strong, and two large projects – Belmont Secondary School and the Westhills YMCA-YWCA Langford Aquatic Centre – boosted the overall level of economic activity to double the level of 2013. The Building Department continues to promote economic development, by providing streamlined Building Permit services, as well as public health and safety, through the application and enforcement of building codes and standards. Bylaw Enforcement (Community Safety and Municipal Enforcement) Our Officers continue to address a wide range of issues to make certain the public is well informed and respectful of others in the community. We also ensure risk for all residents is minimized and that our community remains as safe and enjoyable as it can be. We work closely with many agencies and through this provide the highest levels of service. Animal Control This is a vital service that for years has been provided under contract to Langford citizens through the Capital Regional District Animal Care Department. The CRD provide a high level of service and communicate regularly with the Community Safety and Municipal Enforcement Department here at the City of Langford. This includes regular statistical reporting and collaboration for certain files or activities.

Engineering Department The department continued to construct bikelanes, beautify the City with hanging baskets and Christmas lights, maintain the City’s roads, sidewalks and streetlighting, operate the trolley and facilitate land development. 2014 saw the start of construction of the Willing Park Stormwater Detention Pond which is a Flood Protection Program grant project. Asset management continued to be a key component of field work for Engineering staff. Fire Rescue Department The Fire Rescue Department is a composite fire department made up of 8 career and 53 volunteer members operating from three Stations within the City. The Fire Rescue Department functions include fire suppression, first response, auto extrication, water rescue, rope rescue and technical high angle rescue. The Department provides fire and life safety education, fire safety inspections and fire investigations. Station 1 is the location of the CRD Regional Fire Dispatch Centre, established in 2013. Parks and Recreation Department A number of playground upgrades were completed in 2014 including Veteran’s Memorial Park, Glen Lake Beach, and A. T. Gordon. The City and the ball club resurfaced 3 diamonds at Centennial Park and various other volunteer groups assisted in removing invasive species and replanting natural areas. Numerous events were held at City Centre Park including the America’s Rugby Championship.

A Public Open House was successfully held in May to allow input from residents on future projects. Planning Department The number of applications received by Langford in 2014 increased slightly from 140 in 2013 to 154 in 2014. The Planning Department continues to work towards a comprehensive revision of Zoning Bylaw No. 300, and completed an Age-Friendly Action plan that was funded by an $18,000 grant from the Union of BC Municipalities. Westshore Royal Canadian Mounted Police The City of Langford is policed under contract by the Westshore Royal Canadian Mounted Police (RCMP) whose main office building is located within the City of Langford. The RCMP also provide policing services to the remainder of the West Shore from their Langford detachment.

Land Development / Approving Officer Department Overview

Land Development Administration Synopsis

Land Development became a department within City hall in 2014.

By creating Land Development as a department, the act of subdivision was removed from Engineering’s

jurisdiction and now speaks to the requirements of the development while Engineering speaks to the

services and bylaw requirements for servicing.

While the Approving Officer (AO) must meet the regulatory requirements of Development (such as the

Local Government Act, Strata Property Act etc.), the Approving Officer does have some discretion in

applying standards to developments. Those standards are largely obtained from the direction of Council

as written in various Bylaws and regulations (Zoning Bylaw, Subdivision and Development Services

Bylaw, Building Bylaw). The Land Development Department works closely with Planning, Engineering,

and Building in the review and application of their specific Bylaws and regulations in regards to

developing land.

Fees and Services

Land Development fees have remained fixed since 2010 (since the economic stimulus package) with one

exception – a one-time charge of $125.00 for reports requesting Council consideration for lots that do

not meet the minimum requirement of having 10% of its perimeter located along its frontage. All other

fees are payable on a per-lot basis, and are only paid to the City as a project moves forward, which is

based on client goals.

Approving Officer

There have been two instances which came forward in 2014 where the Approving Officer has required

works and services of a higher standard than the City’s Bylaw, and these are both in regards to utility

services.

BC Hydro – the right for a party to live “off the grid” is a right of the owner, however the

Approving Officer must consider a person’s ability to live “off the grid” and consider if that

ability is reasonable for each development case.

o In Langford, where humidity and moisture combine with temperature; a source of heat and

energy is necessary for all residential properties. This energy could come from rivers

(individual run-of-the-river power collection systems), wind or solar, however we do not

have rivers of significant flow, or wind of significant duration, nor solar of sufficient length to

enable the development to be serviced without a secondary supply; i.e. BC Hydro supplied

power. It is for this reason that the Approving Officer requires connection to BC Hydro

systems as a condition of development.

Telecommunication – in 2014, service objectives in regards to telecommunication were

removed from the City’s Development and Services bylaw. The removal of this clause implied

that the developer did not need to install any works and services to new homes in regards to

telecommunication.

o While cellular technology is everywhere, most residential properties receive internet (and

sometimes phone) through dedicated wires brought along the front of their property prior

to service to their home. Society is not yet at a place where everywhere is “wi-fi” nor can all

parties be required nor expected to have a cell phone. The result of not servicing the

roadway with telecommunication at the time that the roadway is being built results in utility

companies cutting/replacing newly installed asphalt once they get a request for service (and

the City being forced to approve such a damaging impact to a new roadway). This may also

result in road right-of-way deficiencies.

o Due to the service implications and cost to remove and repair a section of roadway, the

installation of telecommunication lines remains a condition of development, however it is

now the developers right to negotiate with either Telus or Shaw (or other service provider)

for the installation of services. This will be reviewed by the Approving Officer on an annual

basis.

Subdivision Application and Approval Synopsis

Subdivision activity for 2014 was city wide, with Bear Mountain (Ecoasis) re-commencing activity with

the registration of an 18-lot subdivision, continued development in Westhills and the Happy Valley Area

and new areas coming forward from the recent sales/purchase of several previously held Provincial

Capital Commission parcels located adjacent to the Trans Canada Highway. There were a number of in-

fill style developments throughout existing neighborhoods (north and south Langford).

Objectives and Measures for Coming Year (2015)

Staff intends to propose the following changes to process and fees in 2015;

Fees Review: Langford vs other municipal charges in Greater Victoria

o Staff reviewed six municipalities in regards to Subdivision fees in 2013 in response to a

report called the “Greater Victoria Business Conditions Report”. We were found to be

reasonable, but suggest that this fee review occur every two years (minimum) or as directed

by Council. Staff intend to perform a review of fees for Subdivision (Langford vs. six

adjacent municipalities) in 2015 and will bring forward the results of this review for Council

consideration.

Fee review: for 10 lots or fewer

o Staff time on each subdivision application varies greatly, but it can be found that developing

few lots (10 or less) takes a greater resource of staff time in processing than a larger

subdivision application. This may be due to the in-fill nature of the type of subdivision and

that these types of developments are typically more difficult in nature due to existing

conditions, or alternately the higher demand on staff resources may be due to the

experience of the developer. Staff propose to perform a review of timing and fees for

developments of 10 new lots or fewer and bring that forward for Council consideration in

2015.

Revise timing of Payables

o At present the act of subdivision requires four different payments, each payable at different

points in time relative to the process as directed by the Developer. This has become

confusing and has the appearance of staff always requesting fees be paid. This shift in the

timing of payables is not proposed to increase fees, but merely relocate existing payables.

Presently there are four payments (1. Application for SoC, 2. Pre-design, 3. Pre-construction

and 4. Application for Final), and this is proposed to be reduced to 3 payments (1.

Application for SoC which will include the Pre-Design charges, 2. Pre-Construction and 3.

Application for Final)

Delegation Bylaw – Servicing Agreements

o Servicing Agreements are an agreement between the City and a Developer of land to

complete any works and services necessary for a development within a certain time frame

for a set value of funds. These agreements only occur when a developer has requested the

City enter into it because the developer has not completed the works necessary to complete

the development (whether that be a subdivision or building permit). The agreement and

receipt of funds enables the City to complete any works on behalf of the developer if that

party fails to do so. The funds allow for this completion of works to be paid for by the

developer, not the City.

The Local Government Act allows these types of agreements to be delegated from Council to staff. It

would be proposed to Council that they may consider delegating the agreement signatories from Mayor

and Clerk and corporate officer down to staff (such as the City Engineer and Chief Administrative Officer

and have those signatures witnessed by the Approving Officer).

Building Department

Department Overview Overall construction activity in Langford was very robust in 2014. All sectors were strong, and two large projects – Belmont Secondary School and the Westhills YMCA-YWCA Langford Aquatic Centre – boosted the overall level of economic activity to double the level of 2013. The Building Department continues to promote economic development, by providing streamlined Building Permit services, as well as public health and safety, through the application and enforcement of building codes and standards.

Objectives and Measures for the Coming Year (2015)

In 2015, the Building Department will continue to:

promote economic development through the expedited issuance of Building Permits;

promote public health and safety through the application and enforcement of building codes and standards; and

promote the understanding of building regulations by assisting and supporting the development community through the recent Code changes regarding energy efficiency.

Success will be measured by the degree to which we enable continued building activity in Langford while still holding paramount the safety, health, and welfare of the public.

Bylaw Enforcement Department Overview Making better use of technology has increased our Officer efficiencies over the past year. In connection with a new file management system, the department’s patrol vehicles are now equipped with modems and radio connectivity to the file servers at City Hall. This means that when in the field, our Officers can open and update files, and access any and all information as if they were sitting at a desk right at City Hall. Incoming phone calls are forwarded directly to Officers while on the road and in many cases, complaints can be investigated within minutes of being received. Through 2014, our citizens have been pleasantly astonished to find a Bylaw Enforcement Officer responding and on their doorstep within minutes of making a complaint. The diligent work of our Officers coupled with this new efficiency has been one of the reasons we have been able to sidestep the need of taking on additional staff to keep up with the increase in complaints from our growing community.

Results from 2014 Summer Parks and Trail Patrols – Our department had another very rewarding summer, particularly with the bike patrols of City Parks, beaches and the expanding Trails network. The significance of this community safety presence to the public was frequently commented on as Park and Trail users thanked our Officers for being out with watchful eyes within these public spaces. Traffic/Parking Issues - Dealing with parking complaints has become a significant area of attention for our Officers. While a small number of the 1448 traffic files opened through the year (up from 1198 in 2013) can be attributed to Officer observed uninsured vehicles parked on City streets, the majority of these come directly from complaints received by the City from the public. A small number of files are as a result of our Officers proactively defending the new and existing bike lanes when vehicles are seen parked on those – our early efforts saw a remarkable reduction in bike lane violations toward the latter part of the summer. Our department recognizes the importance of the emerging cycling network to the community and our efforts continue to ensure these lanes remain an accessible and safe part of Langford’s infrastructure.

In 2014, the Bylaw Enforcement Department mounted a successful appeal of a lower level Court decision through the Supreme Court of BC. There was concern that the lower level decision would create “bad” case law for all local government bodies in Canada – as well as allow for a continued improper land use in our community that was clearly contrary to the Zoning Bylaw. The standard demands for enforcement of Langford’s Zoning, Building Regulation, Noise Abatement, Soils and other Bylaws continues to grow with the community and those demands are reflected within the comparison chart on the following page.

Continue to provide the high levels of service expected by Council and our citizens.

Operate another successful Parks, beaches, trails and core area patrol function during

the summer months.

Maintain those strong interagency relationships which benefit the community.

CRD Animal Care Services

Department Overview Langford Council Contracts a range of animal control services from the Capital Regional District Animal Care Services Department, along with many of the region’s municipalities. Monthly and annual activity is reported by CRD Animal Care Services to the Manager of Community Safety and Municipal Enforcement at Langford. The contract includes management of dog licensing, the provision of pound services, and 7 day-week enforcement of the City’s Animal Control Bylaw. Value-added services are also included, for example, Animal Care Services cooperates with volunteer animal welfare and adoption agencies to ensure the best possible chance for found, surrendered and unclaimed animals. Animals available for adoption are regularly featured on the CRD website.

Engineering Department

Department Overview In 2014 the Engineering Department consisted of two areas of operation that included Construction and Public Works. The Land Development group was separated out of Engineering in early 2013. Construction was responsible for overseeing capital construction projects such as the Leigh Road Interchange as well as construction related items for land development/subdivision projects. Construction staff are also responsible to oversee upgrades or replacements for such items as culverts. Public Works staff were responsible for overseeing ongoing road maintenance including stormwater control, road quality, sidewalks, bikelanes and streetlights. Public works is also responsible for the trolley operations and outside beautification items such as hanging baskets and Christmas lights.

Results from Past Year (2014)

2014 Sewer Construction (West Shore Environmental Services):

1. Sewer System

Received approximately 257 new connections (SFE) to the Langford sewer system.

16 individual sewer services constructed.

Continued working with the Latoria Sewer Enterprise Ltd. development group and

completed construction of approximately 1.6 km of mainline sewer in April 2014.

Removed & replaced sewer service to 201 Flicker after numerous blockages due to

improper grading.

Responded to one sewage overflow, the event was handled well and brought under

control promptly with no public or environmental risk.

2. Inflow and Infiltration Program

42 sewer manholes inspected; 8 sewer manholes repaired.

Rehabilitated 32 sewer inspection chambers.

6.1 km of sewer main CCTV videoed; flushed and cleaned approximately 1600 m.

Constructed drainage ditch at Goldie siphon chamber to redirect overland drainage

away from the chamber thereby reducing system I&I.

3. Pump Station Upgrade and Maintenance

Completed annual maintenance and servicing of all pumping equipment including 6

pump rebuilds.

Completed annual maintenance and servicing of all electrical control equipment.

Completed annual load testing and servicing on all 7 standby generators.

Replaced 1 backflow preventer.

Upgrade Odour Control system at Leigh road pump station.

Began replacement of existing SCADA routers with high security SonicWALL routers at

14 WSES pump station sites. Security issues became apparent with the current

residential type routers risking loss of security at pump stations and potential hacking of

IP addresses and the SCADA system.

Storm Drainage: 1. Capital

Completed 7 major culvert replacements in 2014 including Jeannine Drive, Desmond Drive, Sandra Place and Wendy Drive

2. Maintenance

Completed annual stormwater pond maintenance removing invasive species, weeds and any blockages as necessary in all stormwater ponds

Completed stream and culvert inspections and cleared debris as necessary

Installation of several rock pits on road edges for the annual rock pit program to improve roadside drainage in older established areas of the City

Roadworks: 1. Capital

Took 2.0km of new sidewalk into inventory from development

Constructed 3.0 km of multiuse pedestrian/bicycle lanes including completing a grant project on Millstream Road from Treanor Road to Bear Mountain Parkway

Worked very closely with SD62 Sooke for their road improvements near the new Belmont High School, work continues into 2015

11 new bus shelters were installed in 2014. These shelters were improvements or replacements to existing ones under the City’s new contract for shelter advertising. Prior to 2014 the City and BC Transit had added shelters at a rate of approximately 2 to 4 a year.

Parks and Recreation Department

Department Overview The City of Langford Parks and Recreation Department manages several aspects of the built environment throughout the municipality – specifically parks, trails, their maintenance and upgrades. Parks staff manage projects ranging from capital construction within our parks, trails, and recreation facilities, as well as involvement with the development community with design review, inspections and landscaping, communication materials for public events, and research and development.

Results from Past Year (2014) City Centre Park Phase I of the City Centre Spray Park equipment was upgraded prior to the summer season. Weshhills Stadium saw additional bleacher seating added, resulting in 2600 total permanent seats. Two Video screens were added to the Stadium and are used for advertising, games scores, and game highlights. Veteran’s Memorial Park The playground was upgraded to include new climbing equipment that is inclusive for all ages, a new spray park with L.E.D. lighting, and a public washroom for park users. The Luxton Farmer’s Market also relocated to this park and is entering their second season with a new Wednesday evening market this year. Glen Lake Beach Park A children’s spray park was added to the beach area and was a welcome addition for the very warm summer months of 2014. The fishing pier was given a facelift and re-stained. Langford Lake Boat Launch A fifty foot dock was added for boaters and fishermen to use and launch from. A.T. Gordon Memorial Park The playground was upgraded with new equipment for tots and a digger toy. Kettle Creek Neighbourhood Park A drinking fountain and park sign were installed. Centennial Park The ball fields were re-surfaced through a partnership between the ball clubs and the city. Improvements were made to the public washroom.

Environment Several interpretive, way finding signs, and educational pamphlets were distributed to Langford’s public with educational information about natural areas and invasive species. Volunteer Program Several groups volunteered to plant trees, remove invasive species, and harvest weeds in Langford’s parks and lakes. A set of policies and guidelines has been developed for volunteers for the city.

Planning Department The Planning Department is responsible for the administration of current and long range planning for the City of Langford. Current planning addresses development and day-to-day land use issues, including zoning, development permits and development variance permit applications. Long range planning addresses changes to the City’s Official Community Plan and land use regulations. The Planning Department also assists the Parks Manager in park planning.

Results from Past Year (2014) Applications: The number of applications received by Langford increased from 140 in 2013 to 154 in 2014. Development Variance Permit applications saw a significant decrease in numbers, while Development Permit and Zoning applications increased. Some significant applications include:

Belmont School Rezoning: - construction of new retail floorspace and residential units on this property should commence in September 2015 and will likely add over 300,000 ft2 of commercial retail floorspace to Langford’s city centre.

District 1 Mixed Use Employment Centre: the City of Langford rezoned an unprecedented number of properties situated southwest of the Leigh Road Interchange for a new mixed use employment centre which may include a variety of business and technology uses, educational cultural and recreational uses, restaurant, retail and service commercial uses as well as a variety of multi-family residential uses.

YMCA: the City processed a Development Permit and omnibus zoning bylaw amendment in a timely manner to facilitate the commencement of the YMCA pool at Westhills;

Corporate Energy and Emissions Reduction: By signing BC’s Climate Action Charter, Langford has committed to become carbon neutral in its corporate operations by 2012, which involves measuring and reporting on the City’s greenhouse gas (GHG) emissions profile. In taking action to fulfill this requirement, Langford has signed onto the Province of British Columbia’s SmartTool, a web based carbon reporting tool which provides a standardized approach to calculating and reporting the City’s GHG emissions. In 2014, staff have been working with the Carbon Measurement and Reporting team at Shared Services BC to establish a corporate GHG emissions inventory. This inventory documents fuel types (electricity, natural gas, propane, etc.) and measures GHG emissions produced by buildings, vehicle fleets, and the City’s contracted services to operate vehicles, equipment and machinery for roads and traffic operations and maintenance, and water maintenance. The inventory is still being developed, however this tool will allow Langford to measure corporate GHG emissions in an efficient, cost effective and consistent manner. In addition, it will provide staff and Council with the information and data it needs to make fiscally responsible decisions with respect to reducing GHG emissions at the corporate level while benefiting the community at large. Zoning Bylaw Revision: The Planning Department continues to make changes to Zoning Bylaw No. 300. These changes have been presented in manageable, “bite-sized” pieces, which when complete will represent a comprehensive revision of this central land use regulation. Affordable Housing: To date, forty (40) single-family affordable housing units and eight (8) affordable apartment units have been built and sold within Langford’s Affordable Housing Program. While no new homes were added to the Program in 2014, two single-family homes were re-sold within the Program.

Age-friendly Community Planning & Project Grant: The city received an $18,000.00 grant from the Union of British Columbia Municipalities to develop an Age-friendly Action Plan in 2014. The public consultation process and drafting of the Plan were completed during the summer and fall of 2014, and the plan was adopted by Council in January, 2015.
