RECOMMENDATION

The Planning Department recommends that the Council adopt the attached resolution of appropriation, authonzingthe expenditure of $7,500.00 to retain Historic Resources Group to update an existing historic resources surveywith respect to the 87 properties within the proposed Ard Eevin Highlands Historic District.

SUMMARY

In August 2007, the Planning Department received an application from homeowners requesting that the Citydesignate an area being called Ard Eevin Highlands as a historic district. The proposed district in northwestGlendale consists of 87 homes all of which were included in the 2004 historic resource survey completed byHistoric Resources Group (HRG) for a proposed historic district in the Cumberland Heights neighborhood.

At its September 2007 meeting, the Historic Preservation Commission reviewed the Ard Eevin Highlandsapplication and made the preliminary finding that Ihe area is eligible to be a historic district overlay zone. Theapplication is now moving through the City's historic district designation process and has reached the step at whicha historic resources survey is required (see Exhibit 8 for a flowchart detailing this process).

Because the homes in Ard Eevin Highlands were surveyed within the last five years, Planning staff believes that anew survey of the area is unnecessary and has obtained a proposal from HRG to update their 2004 survey withrespect to the properties included in the proposed Ard Eevin Highlands district. Because the survey update isbasically a continuation and refinement of the firm's earlier project, staff feels it is appropriate and beneficial tocontinue working with HRG on the update.

The Planning Department requests that City Council authorize the expenditure of $7,500.00 to retain HRG tocomplete the historic resources survey update.

FISCAL IMPACT

Historic resource surveys are not included in City budgets. The Cottage Grove Historic District survey will require aone-time expenditure of $7,500.00. The contract will be written with a "Not to Exceed" clause capping the amount.The attached resolution will authorize the appropriation of funds for this project.

BACKGROUND

Historic District ProcessIn 2003 and 2004, the City moved forward on the designation of a large historic district at the request ofhomeowners in northwest Glendale. The "Cumberland Heights" historic district would have encompassed over 500parcels, including all of the properties that are now included within the proposed Ard Eevin Highlands historicdistrict. HRG was retained to conduct a historic resources survey, which was completed in November 2004.Subsequently, questions and concerns raised by the community led the Planning Department 10 reconsider itsmethods for designating and regulating potential districts. In January 2005, homeowners officially withdrew theCumberland Heights nomination pending the City's resolution of its historic district process.

In September 2006, the City Council revised the process for consideration of historic districts. A significant changeto the process was the institution of a preliminary petition requesting a historic resources survey (preliminary to thelater petition actually requesting the historic district overlay zone). See Exhibit B: Historic District ProcessFlowchart for more information

Proposed Ard Eevin Highlands Historic DistrictIn August 2007, the Planning Department received an application from homeowners requesting that the Citydesignate an area being called Ard Eevin Highlands as a historic district. The proposed district in northwestGlendale consists of 87 homes located on several blocks of Ard Eevin, Highland, and Mountain Avenues, andCumberland Road, almost all of which were built between 1903 and 1952. The area is notable for its concentrationof Period Revival style homes that date to the 1920s and 1930.

At its September 2007 meeting, the Historic Preservation Commission reviewed the application and made thepreliminary finding that the area is eligible to be a historic district overlay zone and authorized the circulation of apetition requesting a historic resource survey update. Area residents circulated the petition and returned it to theCity at the end of November 2007. The owners of thirty-eight properties signed the petition, well above the 25%threshold required to continue moving forward with the historic district process.

The homes in the proposed Ard Eevin Highlands historic district were all previously surveyed in 2004 for aproposed Cumberland Heights historic district that would have encompassed over 500 homes. The application forthat district was withdrawn from consideration in January 2005 pending the City's development of its new historicdistrict ordinance and design guidelines, which were completed in 2006. Because the homes in Ard EevinHighlands were surveyed within the last five years, Planning staff believes that a new survey of the area isunnecessary. Professional preservation practice suggests that the shelf life of a historic resource survey isapproximately five years, after which point the incremental impacts of alterations to properties may invalidate adistrict's potential eligibility and require re-survey. Planning staff has asked Historic Resources Group (HRG), thefirm that completed the Cumberland Heights survey, to submit a bid for the survey update. Because the surveyupdate is basically a continuation and refinement of the firm's earlier project. staff feels it is appropriate andbeneficial to continue working with HRG on the update.

Historic Resources Survey UpdateThe existing Cumberland Heights historic resources survey has two main parts - a historic context statement andthe architectural survey. Both of these will be updated to evaluate only the area within the proposed Ard EevinHi9hlands historic district. The historic context statement examines the history of the area, including settlementand subdivision patterns, and determines the range of important years in the history of the proposed district- alsoknown as the "period of significance~. The survey also examines the individual buildings in the proposed district,identifying their architectural styles and integrity, and determining whether they contribute to the overall historiccharacter that is described in the context statement.

The updated survey will allow the City to determine whether the proposed Ard Eevin Hightands historic district,standing apart from the larger Cumberland Heights area, meets the criteria for designation in Glendale, as well asstate and federal tevels. In order to adequately update the existing survey, HRG proposes to: 1) revise the HistoricContext portion of the earlier survey, which will involve editing and amending the earlier document as required; 2)conduct field survey and permit research for each of the eighty-seven properties, which will establish any changes

since the first survey and reassess the bUildings' status as "contributors" to the historic district and the area's periodof signficance; and 3) analyze fhe proposed boundary for its appropriateness under fhe City's historic districtcriteria.

Under the Glendale Municipal Code, an area must have at least 60% of its buildings be 'contributors' in order toqualify as a local district. "Contributors" continue to maintain enough physical integrity to display the traitsassociated with a period of development andlor architectural style, in addition to reflecting the history of theproposed district's development. The construction date (or date of historically significant alterations) also typicallyfalls with the Period of Significance proposed for the district. In addition, the survey update will reassess theearliersurvey's determination of buildings' eligibility as individual landmarks, at the local, state or national levels. (Pleasenote that the survey examines eligibility only. Declaring a building as an individual landmark still requires consentof the property ownef.)
