Staff recommends that the City Council of the City of Elk Grove adopt a resolution authorizing the City Manager to execute an agreement with J4 Systems for on-call information technology services in an amount not to exceed $94,000. BACKGROUND INFORMATION

:

The Elk Grove Police Department is made up of almost 200 employees and has many complex computer systems that are used to maintain critical functions within the Department. From time to time, the Department requires the additional expertise of an information technology firm that can respond to its immediate needs. The department also requires a firm that is familiar with the unique complexities of a 24/7 law enforcement operation such as:

• Network Systems and Maintenance • Application Development

• Architectural Design and Implementation • Custom Programming • Unified Communications • Managed Services • Hardware and Software Installation

In November 2009, the Department issued a request for proposals (RFP) for on-call information technology services based on the service needs identified above. The Department received three responses and set up a team to evaluate each proposal. After evaluating and scoring each proposal, staff concluded that J4 Systems of Rocklin, California was the most qualified and provided the best value for its service expertise. J4 Systems has provided information technology consulting services to the City of Elk Grove in the past and has demonstrated their expertise, reliability, and efficiency. FISCAL IMPACT

There is sufficient funding identified in the Department’s FY2009/2010 budget, account #101-2270-422.20.06 for this purchase.

SYSTEMS FOR ON-CALL INFORMATION TECHNOLOGY SERVICES IN AN AMOUNT NOT TO EXCEED $94,000

WHEREAS, the Elk Grove Police Department is a complex 24-hour a day

operation with multiple computer systems; and WHEREAS, it is essential that the computers in the Police Department are consistently operating at an optimal level; and

WHEREAS, computer maintenance and support is critical to ensuring the computers in the Police Department are consistently operational; and

WHEREAS, staff conducted a competitive bid process to find the most qualified and best price; and

WHEREAS, the Police Department has sufficient funding in its Professional

Services budget for this service. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Elk Grove hereby authorizes the City Manager to execute an agreement with J4 Systems for on-call information technology services in an amount not to exceed $94,000.
