MINUTES

City of Denison Main Street Advisory Board

August 22, 2019 Denison City Hall

A quorum being present the meeting was called to order at 8:07 a.m. by board president Mark Denison. Members attending: Mark Denison, John Akers, Linda Anderson, Nitia Musico, Roy Spore, Randy Sedlacek, Makenzie Rains Members not attending: Tommi Homuth, Elsie Russell Also attending: Donna Dow, Denison Main Street director Melanie Truxal, Main Street coordinator Rebecca Robinson, City of Denison Marketing & Tourism Coordinator Brian Hander, Denison City Council Diana Theall, Denison Area Chamber of Commerce John Akers moved approval of the minutes of the July 25, 2019 regular meeting. Roy Spore seconded the motion. The motion passed. Mark Denison led discussion of proposed mural guidelines for downtown Denison. Clarifications, edits, and revisions were discussed. Discussion included responsibility for maintenance; minimum property standards relating to murals; policies for removal by subsequent building owners; and the designated signature for the Certificate of Appropriateness and Notice to Proceed—once the mural proposal has been approved by the Historic Preservation Board and the Main Street Design Committee. It was agreed that the Main Street Director or designate review; determine formal approval; sign; and provide these required documents to the artist and building owner. Mr. Denison will incorporate the revisons to the document, which will be submitted for approval to City Manager Jud Rex and the City Attorney. Linda Anderson moved to approve submission to the City of the guidelines for murals with the proposed edits, revisions, and clarifications. Roy Spore seconded the motion. The motion passed. SPECIAL PROJECT REPORTS Donna Dow updated the board regarding the TIRZ and the Designing Downtown Denison project work with Toole Design for the Main Street future plans. Bi-weekly phone meetings with the Toole design team continue. High-impact design elements distinctive to Denison’s downtown are being discussed, including some sort of “wow factor” design element for the corner of Rusk and Main Streets. Denison City Hall is at the southwest corner of that intersection. Phase I design is 90% complete. Some features and amenities are in flux as budgetary issues are evaluated and becoming more refined. Public meetings will be held after more specifics are determined, anticipated in late September. Alley Activation efforts continue. The City will offer for purchase 12” X 12” vinyl signs with the building address numbers and the logo of the alley. These—as well as a more decorative sign featuring a surround of artificial greenery; and decorative, supplemental light fixtures for alley doorways will be available. The purchase of one or more of these from the City is not required, however, building owners are required to post the building street address numbers in alleys. available for alley facades, as they have been for front facades. Denison Arts Council will provide a $300 supplemental grant for painted/decorated dumpsters in downtown. A call for artists and the application forms are on the DAC website. The list of artists compiled by the Arts Council will be available to building or business owners who wish to commission the decoration of a dumpster. Downtown Denison, Inc. was not represented at the meeting and there was no report. Chad Leasure has replaced Kathy Pryor as DDI president. Another meeting will be held to discuss transferring ownership of Heritage Park to the City, or continuing its ownership by Downtown Denison, Inc. Dianna Theall reported on behalf of the Denison Area Chamber of Commerce. Planning and preparations for the annual Fall Fest continue. The festival will be held on October 5th downtown. The New Teacher Luncheon at Rustico restaurant was well-attended and successful. On September 11th Texas state congressman Reggie Smith will host a meeting about proposed legislation. The Christmas parade will be downtown on December 5th. Parking Day will be on Main Street on Saturday, September 21. Individuals, organizations, groups, and businesses are invited to participate. Rebecca Robinson, Denison Tourism and Marketing Director has organized a social media and marketing workshop for business owners on August 28th at 6:00 p.m. at City Hall. The Discover Denison.com website provides information about Denison events and activities for locals, tourists and visitors. It is continually updated. A poster-size Denison visitors’ guide is now available. Melanie Truxal reported that the spreadsheet of the status of downtown properties is continually updated and is available. American flags have been placed along Main Street. Putting the flag out and bringing it in is the responsibility of the building or business owner or tenant. John Akers will recruit volunteers at Touchdown Alley before the September 6th, 2019, Denison High School football game. Others are invited to participate in volunteer recruitment for local public-service organizations. Donna Dow reported that a new tenant has leased space in the Chase Bank building on Main Street. The call center is expected to employ approximately 75 people who will work in shifts. The movie Dumbo will be shown in Heritage Park on August 31st. The Dallas Street Choir will perform on September 14th at Waples Memorial United Methodist Church on Main Street. The free performance is presented by Denison Arts Council, in collaboration with the City and the Denison Ministerial Alliance. Eisenhower birthday activities will be held on October 12th, beginning at sunrise at the Eisenhower memorial and continuing at the Eisenhower Birthplace.

The annual Monsters on Main event will be downtown on October 31st. A travel package is being organized for the Eisenhower Memorial dedication in Washington, D.C. on May 8, 2020. There being no other old nor new business, John Akers moved that the meeting adjourn. Randy Sedlacek seconded the motion.
