01110:1 GENERAL DESCRIPTION

01110:1.1 This specification covers the WORK required to construct the Str. #38-New Design section of the Riverside – New Design 69kV Transmission Line.

01110:1.2 This is a comprehensive specification intended for application to

electrical utilities construction. It shall be the responsibility of BIDDERS and subsequent CONTRACTOR to obtain a clear understanding of the applicability of the various sections shown herein relative to the WORK described in the following Summary and Reference Documents.

01110:2 SUMMARY OF WORK

01110:2.1 The WORK consists of rebuilding the Riverside (Str. #38) to New

Design 69kV Transmission Line. This line section is approximately 1.06 miles in length and consists of twenty-seven (27) structures. The structures are of steel pole design to accommodate a single circuit 69kV transmission circuit, one shield wire, one (1) three phase 34.5Kv circuit, one (1) three phase 12kV underbuilt distribution circuits, and a single CATV/Tele/FO ADSS cable. The 12kV circuit and neutral are to be transferred from the existing structures. The CATV/Tele/FO ADSS cable relocations or installations are not part of this scope and will be done by others at a later date. The conductor, shield wire, and ADSS will continue from Str. #62 to New Design, but the 34.5kV, 12kV, neutral, and other joint use will continue along Piney Forest Rd. The 34.5kV will span from Str. #61 to a new engineered steel pole (Dist #31) across Piney Forest Rd., where it will convert back to Hendrix cable.

01110:2.2 Where feasible, the old wood poles will remain or cutoff if occupied with

CATV/Tele/FO cable(s). CONTRACTOR will be required to transfer all existing single phase circuits, taps, and services. The majority of new steel pole structures are within close proximity to the existing wood pole structures locations (see plan and profile drawings).

01110:2.3 All outages are to be coordinated through the City of Danville.

ACSR, one (1) wire per phase, three phase wires per circuit. Under NESC Heavy Loading condition, design tensions are: • 4,500 lbs. from Str. #38 to New Design

01110:2.6 The new conductor for the 34.5kV circuit from Str. #38 to Str. # 61 is

556.5 “Dove” kcmil 26/7 ACSR, one (1) wire per phase, three phase wires per circuit. Design tension is 2,800 pounds under NESC Heavy Loading condition.

01110:2.7 The conductor for the distribution circuit (to be transferred) is 336.4

“Merlin” kcmil 18/1 ACSR, one (1) wire per phase, three phase wires per circuit. Design tension is 2,200 pounds under NESC Heavy Loading condition. The structures are designed to reconductor with 556.5 “Dove” kcmil 26/7 ACSR in the future.

01110:2.8 The conductor for the distribution neutral circuit from Str. #38 to Str. #62

(to be transferred) is 4/0 AWG “Penguin” kcmil 6/1 ACSR, one (1) wire. Design tension is 2,000 pounds under NESC Heavy Loading condition.

01110:2.9 The new shield wire from Str. #38 to New Design is 7#8 AW. Under

NESC Heavy Loading condition, design tensions are: • 1800 lbs. per ruling span from Str. #38 to New Design

01110:2.10 There are underground utilities throughout the WORK site/right-of way.

The CONTRACTOR is to verify any underground utility locations before any excavation.

01110:2.11 Due to close proximity of energized lines, proper care shall be taken by

the CONTRACTOR to prevent touching, fouling, or otherwise causing interference with the existing power/distribution lines.

01110:2.12 The above described WORK is located in Pittsylvania County in the state

of Virginia. The WORK will be on existing transmission/distribution rights-of-way as shown on plan and profile drawings. An overall route plan will also be provided.

01110:3.1 All materials will be furnished by the OWNER and installed by the CONTRACTOR, refer to Specifications and Drawings.

01110:4 CONTRACTOR’S USE OF PREMISES

01110:4.1 Confine operations at site to areas permitted by: • Law • Ordinances • Permits • Contract Documents

01110:4.2 Do not unreasonably encumber job site with materials or equipment.

01110:4.3 Do not load any part of structure with weight that will damage or

endanger structure. 01110:4.4 Assume full responsibility for protection and safekeeping of products

stored on premises. 01110:4.5 Use of site: Comply with OWNER’s requirements for:

A. Access and egress procedures. B. Requirements for identification of workers. C. Prohibition against firearms. D. Procedures for transportation of workers. E. Requirements for security inspections of:

1. Storage facilities. 2. Vehicles. 3. Tool boxes and lunch pails.

F. Safety and fire prevention requirements. G. Pollution control regulations. H. Weather emergency procedures. I. And such other rules and procedures as the OWNER may

establish from time to time for its entire property, job site, and the project.

01110:5 OWNER’S RIGHT TO ACCESS FOR OBSERVATION OR OTHER WORK

01110:5.1 OWNER and OWNER’s Engineer reserve the right of access to any part of the WORK, at any time, for the purpose of observation, or inspection of work and may stop work if legitimate cause such as unsafe work practices, illegal activity, etc. In addition, the OWNER reserves the right

to install other WORK, either with its own forces or with other contractors.

01110:6 PREMIUM TIME WORK

01110:6.1 Premium time work within the scope of the project shall be deemed to

be included in the Contract Price and the responsibility of the CONTRACTOR, with no claims for premium time recognized as legitimate Contract Price change.

01110:7 WORK DONE OUTSIDE SCHEDULED HOURS

01110:7.1 CONTRACTOR shall notify OWNER in writing and in advance of any of the Contractor’s personnel or subcontractor’s personnel working or having cause to be on the premises beyond scheduled working hours.

01110:8 PLACING FACILITIES IN SERVICE (ENERGIZATION)

01110:8.1 The transmission lines shall not be energized or placed in service until approval is given by the OWNER. Such approval will be granted only after all interested parties are present or have waived their right to be present. The CONTRACTOR shall notify the OWNER as far in advance as possible of the date upon which the WORK will be complete.

01110:9 BILLS OF MATERIALS

01110:9.1 City of Danville to provide all materials.

01110:10 PROTECTION OF PROPERTY AND EXISTING FACILITIES

01110:10.1 The CONTRACTOR shall be responsible for the protection and safekeeping of all existing structures, utilities and roads, both public and private, which will be encountered within the scope of this WORK during the contract period. The WORK of this contract will require the CONTRACTOR to enter upon the OWNER’s Client’s facility. It shall be the CONTRACTOR’s responsibility to adequately protect the facilities from any and all damage in accordance with the provision pertaining to safety and protection in the General Conditions.

01110:11.1 The CONTRACTOR shall employ for this project a superintendent who has had experience in the installation of electric power transmission lines similar to the type of construction involved in this project. This person shall have served in the capacity of superintendent of an organization that has been actively engaged in the installation of overhead transmission lines. The BIDDER shall submit with his proposal, the name and experience record of the superintendent he proposes to employ. His experience record shall indicate that he has had complete experience in all phases of work involved in overhead transmission line construction, and his record shall be given in sufficient detail to permit a ready check of his experience and qualifications. The superintendent shall have full charge of the WORK and shall have the authority to direct, alter, and negotiate changes involving the basic work or the work of a subcontractor. The superintendent shall be “on the job” for the full duration of the construction period. If for any reason this person is relieved of his duties during the period of construction of this project, the CONTRACTOR shall designate another person as acting superintendent and this person shall be approved by the OWNER.

01110:12 LOCATIONS OF STRUCTURES

01110:12.1 The location of the transmission structures is indicated on the drawings. The OWNER will provide for the installation of stakes and markers for the exact location of each pole. It is the CONTRACTOR’s responsibility to ensure that the reference staking in the field corresponds to the centerline layout on the plan and profile drawings. In the event a pole stake is removed or displaced as the result of the CONTRACTOR’s activities, the stake shall be replaced at the CONTRACTOR’s expense by a certified surveyor approved by the OWNER.

01110:12.2 The concrete foundations for these structures will be installed under this

contract. The CONTRACTOR is to verify the proper location and orientation of the concrete foundations and poles with respect to structure orientation prior to installation.

01110:13 RADIO COMMUNICATION

01110:13.1 The CONTRACTOR shall install in his field office adequate radio facilities with sufficient power to communicate with mobile radio receivers in the various automotive equipment operated by the CONTRACTOR. A transmitter-receiver shall be installed and maintained in certain mobile equipment in order to provide a two-way communication between cars, trucks and base station at the field office.

01110:14 OWNER’S REPRESENTATIVE

01110:14.1 The OWNER will designate a person or persons to act as field representative and liaison for the OWNER, as well as for the OWNER’s Engineer. This person will observe the work on a day-to-day basis and will determine in general if the WORK is being executed in accordance with the plans and specifications. He shall be authorized to point out any discrepancies or deficiencies in the WORK to the CONTRACTOR and to request the CONTRACTOR to correct the discrepancy.

01310:1 DESCRIPTION

01310:1.1 The CONTRACTOR is responsible for all project coordination. 01310:2 DUTIES OF CONTRACTOR

01310:2.1 The following requirements are not to be construed as setting limits on the CONTRACTOR’s responsibilities, but intend to guide the CONTRACTOR in the administration of its responsibilities.

01310:2.2 Coordinate all work with the OWNER to remain up to date on scheduled

and un-scheduled outages as necessary to accomplish the work. 01310:2.3 Establish on-site lines of authority and communication. Schedule and

conduct progress meetings among OWNER’s representative and subcontractors.

01310:2.4 Construction schedules:

A. Prepare detailed schedule of CONTRACTOR operations and for all subcontractors on project.

B. Monitor schedules as work progresses:

1. Identify potential variances between scheduled and probable completion date.

2. Recommend to OWNER any adjustments in schedule to meet required completion date.

3. Provide summary reports of each monitoring. 4. Document all changes in schedule.

C. Observe WORK to monitor compliance with schedule:

1. Verify that labor and equipment are adequate to meet and maintain the schedule for the WORK.

2. Verify that product deliveries are adequate to meet and maintain the schedule for the WORK.

3. Report any noncompliance to OWNER, with recommendations for remedy.

4. Verify that adequate services are provided to comply with requirements for WORK and climatic conditions.

5. Verify proper maintenance and operation of temporary facilities.

6. Administer traffic and parking controls for construction workers.

01310:2.7 Ensure that specified cleaning is done during progress of WORK and at completion of Contract.

01310:2.8 Energization (If Required by OWNER):

01310:2.9 Final completion:

A. Upon determination that WORK is finally complete:

01660:1 DESCRIPTION OF REQUIREMENTS

01660:1.1 Transport, deliver, handle, and store materials at the job site in such manner as to prevent damage, including damage which might result from the intrusions of foreign matter or moisture from any source.

A. In all cases, comply with:

1. Material and equipment manufacturer’s instructions regarding movement and assembly limitations.

2. Other conditions which are required to maintain the original quality of the materials and equipment.

01660:1.2 Maintain packaged materials in manufacturer’s original containers with

seals unbroken and labels intact until they are incorporated into the WORK.

A. Packaged material shall bear the name of the manufacturer, the

product, including brand name, color, stock number and all other complete identifying information.

B. Packaged showing indications of damage that may affect conditions

of contents are not acceptable. 01660:1.3 Remove all damaged or otherwise unsuitable materials and equipment

01720:1.1 The WORK under this Specification shall include limited survey work if required.

01720:1.2 The OWNER may furnish (one time) all structure, structure reference

and anchor location stakes, in advance of construction.

01720:1.3 The installation of all reference and location stakes for construction purposes shall be the responsibility of the CONTRACTOR regardless of any prior survey staking by the OWNER.

PART 2 – PRODUCTS

No products required. PART 3 – EXECUTION 01720:2 GENERAL REQUIREMENTS

01720:2.1 The CONTRACTOR shall protect all reference stakes and pins used for locating the transmission line center line, structures, foundations, and guy anchors. If necessary, he shall add additional flagging to ensure that these reference points are not disturbed. If any such points are disturbed during the construction period, the OWNER shall arrange for a one time replacement any additional replacement shall be the responsibility of the CONTRACTOR.

01720:2.2 It is the CONTRACTOR’s responsibility to check the reference stakes,

with respect to the centerline layout on the plan and profile, prior to excavation.

01720:2.3 The CONTRACTOR shall maintain and replace all benchmarks and

reference stakes as required throughout the course of the project to enable the CONTRACTOR to install the completed transmission line in accordance with the Drawings and Specifications and to allow the OWNER to check the accuracy of the CONTRACTOR’s work. All costs associated with this effort will be borne by the CONTRACTOR as an incidental cost to the construction of the line.

01740:4.1 Execute cleaning to ensure job site, premises, adjacent and public properties are maintained free of waste materials and rubbish.

01740:4.2 Wet down dry materials and rubbish to lay dust. 01740:4.3 At reasonable intervals during progress of WORK, clean job site and

public properties, and dispose of waste materials, debris and rubbish. 01740:4.4 Provide dump containers at show-up site for collection of waste

materials, debris and rubbish.

A. Permit OWNER’s other contractors to place waste materials, debris and rubbish in containers provided by this CONTRACTOR.

01740:4.5 Remove waste materials, debris and rubbish from job site, premises,

adjacent and public properties and legally dispose of at public or private dumping areas off OWNER’s property.

A. The OWNER may permit disposal of construction debris within the

OWNER’s property provided that CONTRACTOR. 1. Complies with such sorting requirements as OWNER may

01740:5.1 In preparation for substantial completion or use, conduct final inspection of sight-exposed interior and exterior surfaces, and concealed spaces.

01740:5.2 Remove grease, dust, dirt, stains, labels, fingerprints, and other foreign materials, from sight-exposed interior and exterior finished surfaces.

A. Clean and polish all factory finished surfaces such as plastic

laminate, plated metals, stainless steel, and factory baked-on enamel surfaces.

01740:5.3 Repair, patch and touch-up marred surfaces to specified finish, and to

02220:2.2 All paved roads shall remain open to the traffic at all times. Flagmen are

A. The CONTRACTOR shall disassemble existing wood pole structure and remove wood pole in a manner which will not damage the structure components.

B. Holes remaining from removed structures shall be backfilled with native soil and tamped in one foot lifts.

returned to the OWNER’s facility. 02220:4.2 CONDUCTORS

A. The conductor shall be returned to the City of Danville’s stock yard on Monument Street and placed in the designated salvage bins.

02300:2 PROJECT CONDITIONS 02300:2.1 Locate existing underground utilities in the area of work. If utilities are to

remain in place, provide adequate means of protection during earthwork operations.

02300:2.2 Should uncharted, or incorrectly charted, piping or other utilities be

encountered during excavation, consult with the utility owner immediately for directions. Cooperate with owner in keeping respective services and facilities in operation. Repair damaged utilities to satisfaction of utility owner.

02300:2.3 Do not interrupt existing utilities serving facilities occupied and used by

OWNER or others, except when permitted in writing by the OWNER and then only after acceptable temporary utility services have been provided.

02300:2.4 Protect structures, utilities, sidewalks, pavements and other facilities from

damage caused by settlement, lateral movement, undermining, washout and other hazards created by earthwork operations. Refer also to Article 3-02, Protection, for additional requirements.

02300:2.5 Use of Explosives: The use of explosives is not permitted without prior written

permission from the OWNER.

of all pole foundations as specified on the structure drawings. PART 3 - EXECUTION 02300:4 INSPECTION 02300:4.1 Examine the areas and conditions under which installation is to be performed

and notify the OWNER’s Project Site Manager, in writing, of conditions detrimental to the proper and timely completion of work. Do not proceed with the work until unsatisfactory conditions have been corrected in an acceptable manner.

02300:5 PROTECTION

02300:5.1 Protect public and adjacent properties, on and off site, in accord with applicable laws and ordinances.

02300:5.2 Utilities:

A. Protect and support active utility lines in a manner to prevent damage.

Methods subject to OWNER's approval.

B. Maximum length of open trenches: 350 feet. Cover or barricade all open trenches at the close of the workday. All trench work shall comply with current OSHA regulations.

C. Where excavation for utility lines occur in the vicinity of existing utilities,

whether indicated or not, protect and support the existing utility lines in a manner to prevent their damage or failure.

1. In the event that damage or failure does occur, immediate repair and replacement shall be made in an acceptable manner as part of the work of this Section.

02300:5.3 Water Control:

A. Do not allow rain, surface or subsurface water, or other fluid, to accumulate

in excavations nor under or about the structures.

legally dispose of the water or other fluid, by temporary pumps, piping, ditches, dewatering of other approved methods. All methods subject to OWNER's review and approval.

1. Do not allow rain or surface water from construction areas to run off or contaminate existing landscaped or paved areas.

2. Maintain adequate pumping equipment and backup equipment on hand at all times to provide for emergencies.

02300:5.4 Bench Marks and Survey Control Points:

A. Protect bench marks and survey control points from damage and/or

displacement. 02300:6 PREPARATION 02300:6.1 Layout Work and Reference Points:

A. Before starting layout work, check through and verify all principal governing dimensions and make a general check of elevations and grades called for on the Drawings.

B. Locate benchmarks, monuments, and other reference points for elevation and location of new WORK. Notify the OWNER of any apparent discrepancies in indicated locations

C. Protect reference points from dislocation or damage. Replace or repair

immediately any points damaged, destroyed or dislocated. D. Accurately locate new work on-site according to Contract Documents and

Construction Drawings. E. Denote areas allocated for storage of various materials. Select storage and

working areas to avoid interference with subsequent operations. F. Do not proceed with construction work until reference points and layout

A. The CONTRACTOR shall excavate earth, rock, tree stumps, roots, pavement, foundations and other materials encountered. All excavated

materials shall be disposed of by the CONTRACTOR unless required for backfill material. Rock encountered during the excavation will be paid for as an additional unit. For the purpose of this bid, rock is defined as any dense material that slows the forward advance of digging to less than 3” per hour with standard carbide bits and requires the use of explosives, hydraulic or pneumatic breakers, or core barrels to remove. The Owner must be notified if rock is encountered. If explosives are required, the blaster must be knowledgeable, experienced and certified, and all the local, state, and federal laws must be followed including transporting and storing the explosive. Any rock encountered must be recorded on the appropriate form enclosed in this booklet. Rock will be calculated based on the designed hole diameter and depth for the specific pole being installed and not the actual hole diameter.

B. The center of the excavated hole shall be within ± 3” laterally of the

centerline of the specified location.

C. The excavated hole shall be vertically plumb.

D. For direct embedded poles: 1. The hole shall be excavated a minimum of two (2) feet deeper than

the setting depth to allow for a layer of crushed stone to be placed under the pole.

2. The hole diameter shall be as small as possible, but not less than a total eighteen (18) inches greater than the point to point diameter of the bottom of the pole shaft, in order to allow sufficient room for proper compaction and consolidation of backfill material.

E. For drilled pier foundations, if holes are drilled deeper than required, the

extra depth shall be backfilled with compacted No. 57 crushed stone before the steel reinforcing cage is set.

F. Excavations shall be maintained in a safe, clean and sound condition up to the time of placement of foundations. Whenever necessary, the CONTRACTOR shall re-excavate materials which have accumulated in previously prepared holes. Any muck or other unsatisfactory bearing material or the entrance of water into excavations previously prepared shall be removed and replaced with well compacted backfill at the CONTRACTOR’s expense. The CONTRACTOR shall effectively cover all holes when not attended to prevent hazardous conditions and ensure safety of people and livestock. The CONTRACTOR shall be responsible for all damage to persons, property, and livestock as a result of ineffective covering.

G. Generally, surplus excavated soil shall be uniformly spread at the site. The spreading of excess excavation material should not channel surface run-off water past the pole location. When holes are in the yards of property owners, the excess soil shall be removed from the site and disposed of. If excess excavation material conflicts with farming operations or endangers livestock, the material shall be disposed of at suitable locations selected by the CONTRACTOR.

02300:7.1 Unexpected Conditions – The CONTRACTOR shall notify the OWNER’s

Site Representative of unexpected subsurface conditions and discontinue affected work in area until notified to resume work.

02300:8 DEWATERING

02300:8.1 All work areas occurring below the groundwater level shall be drained, dewatered and maintained in stated condition while work is taking place at those elevations.

02300:8.2 Dewatering methods shall be those selected by the CONTRACTOR, subject

to approval by the OWNER.

02300:8.3 CONTRACTOR shall be responsible for maintaining dry excavations and sub grades continuously while work in each area is being done. Water level shall be reduced to sufficient depth to assure that bottom soils are not saturated or develop a quick condition.

02300:9 BACKFILL FOR DIRECT EMBEDDED POLES

02300:9.1 Backfill – Native Soil A. After the pole is placed in position and aligned properly, the excavation

shall be backfilled. Soil removed from the excavation can be used unless it contains large stones, muck, frozen material, roots, organic material, etc., or is rejected by the Line Inspector. The material used for backfill shall contain sufficient natural moisture or added water to ensure that the backfill can be adequately compacted.

B. When backfilling , one shovel shall be used in filling the hole, while one

or more pneumatically operated taps continuously tamp the earth until the hole is completely filled. Placement and tamping of the backfill shall be done evenly around the pole to ensure maximum compaction but not less than 95% Standard Proctor. Care shall be exercised during the placement and compaction of backfill material so that the pole or any attached grounding materials are not damaged by the operation.

C. At the completion of the backfilling operation, the backfill material shall

be banked and compacted around the pole to an elevation of six (6) inches above the natural ground line to prevent “ponding” of water around the pole after backfill settlement.

D. If soil cannot be used as backfill, then soil borrow obtained by the

CONTRACTOR and approved by the Line Inspector shall be used as backfill. Any borrow material shall conform to the requirements stated previously for the use of excavated soil for backfill material. If local soil is not suitable, crusher run or No. 57 washed, crushed stone shall be used.

02300:9.2 Backfill – Crushed Stone

A. Crushed stone shall be used for backfill when specified on the drawings,

when water is in the hole, or when specified by the OWNER. The crushed stone shall be No. 57 washed or an OWNER approved equivalent. Crusher run is not a substitute for crushed stone when water is present.

B. The crushed stone backfill shall be placed in even lifts with a maximum

depth of six (6) inches per lift. Stone backfill shall be compacted mechanically tamping each lift after placement in the excavation. The

maximum uniform density from the bottom of the excavation to the natural ground surface shall be attained.

C. At the completion of the backfilling operation, the backfill shall be banked

around the pole to an elevation of six (6) inches above the natural ground line.

02300:9.3 Backfill – Concrete

A. Concrete shall be used for backfill when specified on the drawings, or

when specified by the OWNER. B. Concrete backfill shall be 3000 PSI. It shall be placed in a manner which

will prevent segregation of the aggregate and cement. Care should be taken to avoid getting soil mixed with the concrete.

The following provisions are applicable only to the extent, in the opinion of the OWNER, to which the CONTRACTOR’s Work activities either directly or indirectly affect the surface topography of the work site.

02370:1 SOIL EROSION AND SEDIMENTATION CONTROL

02370:1.1 Soil erosion and sedimentation control during the work shall be the responsibility of the CONTRACTOR. The CONTRACTOR shall install and furnish all materials as needed or as directed by the OWNER or the OWNER’s Engineer for the following: • Temporary Silt Fence • Construction Entrances • Culverts • Ford Repair and Improvements • Stone and Gravel of Access Roads • Water Bar Installations • Seeding, Fertilizer, Lime and Mulch

The CONTRACTOR shall supply unit pricing at the time of bid.

PART 2 – PRODUCTS 02370:2 EROSION CONTROL MATERIALS

02370:2.1 Silt fence shall be specified and conform to all standards of good practice.

02370:2.2 Construction Entrances shall be specified. Aggregate size shall be

approved by the OWNER. 02370:2.3 Culverts – The CONTRACTOR shall furnish all materials and install

culverts in locations specified by the OWNER if OWNER deems necessary. If it is necessary in the CONTRACTOR’s opinion that additional culverts are required, the CONTRACTOR shall notify the OWNER prior to installation.

02370:2.4 Ford Repair and Improvements shall be as specified by the OWNER.

The CONTRACTOR shall install and furnish all materials according to the Construction Drawings.

02370:2.5 The CONTRACTOR shall install and furnish all materials for Water Bar Installation according to the Construction Drawings. The OWNER shall specify location and quantity of Water Bars.

02370:2.6 Seed, fertilizer, lime and mulch – The CONTRACTOR shall furnish all

labor, equipment and materials to seed areas as specified by the OWNER if the OWNER deems necessary.

PART 3 – EXECUTION 02370:3 EROSION CONTROL MAINTENANCE, GUARANTEE AND PENALTY

02370:3.1 CONTRACTOR shall install temporary erosion control devices as directed prior to beginning site work.

02370:3.2 CONTRACTOR shall, throughout the life of the active project, maintain

in good working condition, temporary erosion control devices to the satisfaction of both local and state regulations.

02370:3.3 When directed to do so by the OWNER, CONTRACTOR shall make

immediate modifications to temporary erosion control devices. These situations may occur during field construction where devices other than those shown on Drawings may better protect the construction area from erosion and siltation.

02370:3.4 When directed to do so by the OWNER, CONTRACTOR shall take

immediate steps to repair and maintain any erosion control devices to the OWNER’s satisfaction and to local and state inspectors. If CONTRACTOR fails to take necessary steps to complete required maintenance of erosion control devices within 24 hours after being notified to do so by OWNER, OWNER will notify CONTRACTOR to cease all further work on the project until such maintenance work is completed to the satisfaction of the OWNER and local or state inspectors. CONTRACTOR will also not be allowed to use this work stoppage time as a basis of requesting additional time to substantially complete the project or for defrayment of anytime delay penalties which may be imposed for uncompleted work.

02370:3.5 When in the opinion of the OWNER, it is necessary to perform

modifications or maintenance to erosion control devices and when, after due notices, the CONTRACTOR has failed to make such required modifications and/or maintenance work and the cost of same will be deducted from funds due CONTRACTOR based on actual materials and

labor cost to the OWNER, plus a standard rate for equipment rental when required, plus and addition of 20% of total cost for Administration.

02370:3.6 CONTRACTOR will also be responsible for payment of any fines levied

upon the OWNER as a result of erosion control violations, even though demand for payment of such fines may be levied on the OWNER. If CONTRACTOR fails to pay such fines for erosion or control violations, the amount of such fines will be deducted by OWNER from payments due CONTRACTOR for project work, and such deductions will be used to make payment of such fines.

02465:4.2 Bottom of pier holes shall be essentially level and free from any mud or

loose material, and be de-watered and inspected, where possible. General and drilled shaft notes on the foundation detail drawing shall be followed.

02465:5 HOLE STABILITY

02465:5.1 Earth walls of drilled piers shall be protected, when necessary, against cave-ins, displacement of the surrounding earth. and/or groundwater intrusion by means of temporary steel cylinder liners, or casings, and/or drilling slurry. The decision to use a stabilization system, and the choice of this system, will be mutually agreed upon by the CONTRACTOR and OWNER’s Project Manager.

02465:5.2 Drilling slurry mix shall meet the requirements of Section 2.3.5.2 of ACI

336.1 and drilled shaft notes on the drawings. The preferred method of forming the slurry is to use a mixing plant or machine and prepare the slurry before placing. The CONTRACTOR shall be responsible for removal and proper disposal of all slurry residue after construction.

02465:5.3 Use of casings for drilled piers shall require prior written permission of

the OWNER’s Project Manager. 02465:6 TOLERANCES

02465:6.1 Shaft dimensions shown on the design drawings are intended to be a minimum.

02465:6.2 Center of each pier shall not vary from its designated center by more than

1/4 inches.

02465:6.3 Drilled shafts shall be installed plumb within 2% of the total depth.

02465:6.4 Anchor bolts shall be installed plumb and within 1/16 inches of designated location.

02465:7 PLACING CONCRETE

02465:7.1 Concrete pours shall be scheduled to allow concreting of the entire pier without interruption due to break periods or end of workday. Cold joints are not allowed in drilled pier foundations.

02465:7.2 Concrete must be placed in an uncased hole within 12 hours after

excavation, unless safety provisions are taken to protect the public and allowed by the OWNER’s Site Manager.

02465:7.3 The hole shall be continuously monitored during concrete pouring to determine if any caving occurs. All concreting shall stop if caving occurs and all loose earth, contaminated concrete, and other materials shall be removed before concreting is resumed.

02465:8 TREMMIE POUR

02465:8.1 Concrete in a hole with water and/or stabilizing fluid shall be placed by means of a tremmie pipe with a minimum diameter of 10 inches. Tremmie placement shall not be attempted until the fluid level in the hole has stabilized.

02465:8.2 Tremmied concrete shall not be vibrated. Vibration of this concrete may

cause mixing of the concrete and soil. 02465:9 CONCRETE IN DRY HOLE

02465:9.1 Concrete in a dry hole may be placed by the free-fall method if it falls to its final position without striking the sides of the hole or the reinforcement/anchor bolt cages, as long as this process does not result in concrete segregation or other undesirable effects.

02465:9.2 Acceptable methods include the use of an “elephant trunk” hose or

hopper centered over the hole. The use of an inclined chute and “baffling device” (e.g. shovel) to direct the concrete downward is not acceptable.

02465:10 REMOVAL OF TEMPORARY CASINGS

02465:10.1 Temporary steel casings shall not be lifted off their bottom seals until there is enough concrete in the shaft to balance the groundwater, or slurry, level outside the casing. This measure is required to keep a positive head against inflow of water at the bottom of the casing as it is raised. Every caution should be taken during casing removal to assure that contamination of the concrete by adjacent soil, slurry, or water does not occur. Vibratory casing removal equipment may be used.

02465:11 CONCRETE FORMS

02465:11.1 All piers that require a reveal shall be placed using forms that extend a minimum of 6 inches below the ground line. The top concrete finish shall be smooth finished with a steel trowel and all exposed edges shall be chamfered 3/4 inch.

02582:4.5 No member shall be assembled which in the opinion of the

CONTRACTOR or OWNER is not acceptable. If any member is rejected after erection, it shall be removed and replaced by the CONTRACTOR without expense to the OWNER.

02582:4.6 Structures stored pending erection shall be sorted and neatly stacked, supported with suitable blocking furnished by the CONTRACTOR, so that no part of any member shall be in contact with the ground. No members shall be used as unloading or loading skids.

02582:4.7 Structures shall be received by the CONTRACTOR and stored

temporarily at the storage site. The CONTRACTOR shall be responsible for removing the structures from the temporary storage site to the structure sites. Cost of this moving shall be at the expense of the CONTRACTOR.

02582:4.8 Pole sections shall be handled and/or lifted only at the lifting points

recommended by the manufacturer using nylon slings or nylon chokers with adequate protection.

02582:4.9 Where practicable, pole sections with arms should be assembled on the

ground; poles and pole sections shall be blocked near the lifting points so that they are reasonably level. Poles shall be assembled so that they do not have to be rolled over prior to erection.

02582:4.10 If slip-jointed pole sections are furnished, the ends of each section will

have match marks identifying proper sections and orientation of sections to be assembled. These match marks must be properly aligned and the sections must be kept level during assembly. Any damage to the slip joints caused by improper alignment shall be repaired at the CONTRACTOR’s expense.

02582:4.11 All poles with slip joint connections are equipped with jacking nuts or

lugs on either side of the joint for assembly by means of mechanical, hydraulic or electric assembly tools, which shall be furnished by the CONTRACTOR.

02582:4.12 Any Lubricant types to be used on the slip joints for assembling pole

sections, must be approved by the OWNER. 02582:4.13 When jacking pole sections together with hydraulic jacks, equal

pressure must be applied to both sides of the joint at the same time. The hydraulic jacks must be identical and connected to ensure equal jacking pressure to both units. If a mechanical means of jacking is utilized, the devices shall apply equal pressure to both units. While the sections are being jacked together, an approved means of vibrating the poles must be provided. Striking the poles with metal hammers is prohibited. Pole sections shall be jacked together to the tolerances specified on the assembly drawings, or the manufacturer.

02582:4.14 A lock washer shall be placed next to and under the nut of each bolt,

except anchor bolts. In the case of bolts used in tapped holes, a lock washer shall be placed under the head of the bolt. The end of the bolt shall extend at least one thread length beyond the outer face of the nut, but not more than one and one-half (1-1/2) inches.

02582:4.15 Unless bolt torque values are indicated on the fabricator’s drawings, all

nuts or connection bolts shall be tightened with torque wrench to the following torque values:

02582:4.16 Field welding will only be permitted with prior written authorization

from the OWNER. Per OWNER’s request for welding to reinforce or modify fabricated steel or for other reasons, the welding shall be practiced only by personnel well trained in the art and shall be in accordance with the provisions of the American Welding Society Specification AWS D1.1

02582:4.17 When provided, lifting eyes shall be used. If no lifting eyes are

provided, wire rope or nylon chokers with adequate protection for the pole surface shall be used. During erection, individual pole sections shall be tied together with adequate straps or slips below the lifting point.

02582:4.18 Poles shall be erected with the top 1”+/- from location specified. The

ends of the crossarms shall be within 3”+/- from a line perpendicular to centerline on tangent structures and within 3”+/- from a line on the bisector for angle structures. The ends of horizontal post insulators shall be within 1”+/- from a line perpendicular to centerline on tangent structures and within 1”+/- from a line on the bisector for angle structures.

02582:4.19 After installation of pole, regrade any damage to the soil so as to

provide drainage of water away from the pole.

02582:4.20 Structures shall not be set on concrete foundations prior to 28 days after

the concrete has been placed without authorization from the OWNER. 02582:4.21 Where any damage has occurred to a galvanized finish, the

CONTRACTOR shall remove all rust and loose galvanizing by wire brushing or sandblasting. The damaged area shall be repaired with touch-up galvanizing materials provided by the OWNER. All repaired finishes shall be in accordance with manufacturer’s recommendation and approved by the OWNER.

02582:4.22 All costs associated with the touch-up of pole finishes will be borne by

the CONTRACTOR as incidental to the major items of work.

02586:3.1 Guy anchors used shall be as indicated on the drawings. For anchor locations see Plan Profile Drawings.

02586:4 TOOLS

02586:4.1 The CONTRACTOR shall furnish the appropriate size and type of equipment for installing the screw anchors to the specified holding strengths in accordance with the manufacturer’s recommendations.

PART 3 – EXECUTION 02586:5 INSTALLATION

02586:5.1 The default anchor for all guyed structures on this project is a power installed helix anchor. The capacity of these anchors is based upon their installation in soils of average quality, or better (e.g. loose to medium dense sands, firm to stiff clays, and silts). The OWNER’s Representative should be contacted for guidance when soil conditions not meeting this criteria are encountered (e.g. wet, swampy conditions or other soft soils). Rock anchors shall be used when solid rock is encountered at, or near, the ground surface, such that full embedment depth of a helix anchor cannot be obtained.

02586:5.2 Helix-type screw anchors shall be installed per the manufacturer’s

recommendations and the following general instructions.

A. Tighten the anchor rod to the helix with a wrench before

installation. B. The helix and rod must be installed directly in the line with the

down guy. C. Anchor should be installed such that it will advance into the ground

at a rate of about 3” per anchor rotation. Both rotational speed and down force should remain slow and steady for a smooth anchor installation with the torque motor setting at low speed and high torque.

D. Do not allow anchor to “churn” in place during installation.

“Churning” of the anchor essentially augers the hole and reduces anchor holding capacity. Adequate down force must be applied by the drill rig to prevent this from happening.

02586:5.3 Rock anchors shall be installed per the manufacturer’s recommendation

and the general instructions.

A. Drill a 2 3/8” diameter hole into the rock, for Chance R196L Rock Anchor.

B. Install a rock anchor and turn rod until the anchor is firmly

expanded against the side walls of the hole. C. Fill the anchor hole with grout where the hole is exposed to

weathering or moisture/water infiltration. 02586:6 TESTING

02586:6.1 Uplift testing shall be performed during anchor installation on screw anchors in order to verify conformance with design requirements. The CONTRACTOR shall provide all necessary labor and material to perform one (1) test per structure. See drawings for test loads and procedures.

02586:6.2 Anchor reports must be completed and submitted to the City of

Danville for each guyed structure. Blank report forms are in Attachment E.

02590:3.2 Ground rods shall be installed so that the tops of the rods are a

minimum of 24 inches below the surface of the original ground line. 02590:3.3 The CONTRACTOR shall measure and record the ground resistance on

forms acceptable to the OWNER before the shield wires are installed, and after installing the ground rods as shown on the drawings. The CONTRACTOR shall furnish the equipment for making these measurements.

02590:3.4 Grounding shall be installed immediately after the structure has been

erected. 02590:3.5 The CONTRACTOR shall take ground resistance readings during the

installation of each ground rod to determine if additional grounding is required.

02590:3.6 The CONTRACTOR shall keep an accurate record of each ground

driven, together with the number of feet in each ground. ”Structure Grounding Records” sheets shall be signed by the OWNER’s Site Manager at the end of each day’s work in which the grounds were installed.

will safely support vertical, lateral, static and dynamic loads that might be applied without deflection, until such loads can be supported by the concrete structure.

03100:5.3 Design formwork so it will be readily removable without impact, shock or

damage to cast-in-place concrete surfaces and adjacent materials.

03100:5.4 Design formwork so it will be sufficiently tight to prevent leakage during concrete placement.

03100:6 FORM CONSTRUCTION

03100:6.1 General: Comply with ACI 301 unless otherwise specified or permitted. Construct formwork, as required, to obtain the exact size, shape, line level, alignment, location, elevation and grades, as indicated on Drawings for the finished structure.

03100:6.2 Fabricate forms for easy removal without hammering or prying against

concrete surfaces.

A. Form intersecting planes to provide true, clean-cut corners, without exposing edge grain of plywood on finish concrete.

B. Provide openings in forms to accommodate work of other trades.

Accurately place and securely support items required to be built into the forms.

03100:6.3 Forms for exposed concrete:

A. Do not use metal cover plates for patching holes or deflects in forms.

B. Provide sharp, clean corners at intersecting planes, without visible edges

or offsets. Back joints with extra studs or girds to maintain true, square intersections.

C. Use extra studs, walers and bracing as required to prevent bowing or

pillowing of forms between studs. Do not use narrow strips of form material which will allow bowing to occur.

D. Assemble and erect forms so they may be readily removed without

damage to exposed concrete surfaces.

E. Form molding shapes, recesses and projections with smooth-finish materials, and install in forms with sealed joints to prevent displacement.

F. Fill any unwanted joint openings with specified joint filler and finish flush

to match adjacent form surfaces.

03100:6.4 Corner treatment:

A. Unless indicated otherwise on Drawings, form exposed corners between beams and columns in manner to produce square, smooth, solid tight fitting joints.

B. Unless detailed otherwise on Drawings, provide a chamfer on all exposed

corners with specified strips. Miter chamfer strips at all changes in direction.

03100:6.5 Provision for other trades:

A. Coordinate formwork design, construction and placement with all trade

and other contractors.

B. Size and location of openings, recesses and chases are the responsibility of the trade requiring such items.

C. Accurately place and securely support items which are built into forms.

03100:6.6 Cleaning and tightening:

A. Thoroughly clean forms and remove chips, wood, sawdust, dirt and other

debris just before concrete is to be placed.

B. Re-tighten forms during or immediately after concrete placement, as may be required, to eliminate any leaks.

03100:6.7 Taping of joints:

A. Apply pressure sensitive tape over all formwork joints which will be

exposed in the finish work.

moving loads, vibration, or other concrete placement operations.

Test Cylinders: Take one composite sample in accordance with ASTM C172 and cast four (4) cylinders from each day’s placement of 50 cubic yards or fractional part thereof of each mix design Take samples as concrete is deposited in forms. Make cylinders with date, sample number, and point in structure from which sample was taken. Do not take more than one sample of four (4) cylinders from any point or batch of concrete.

1. Make and store cylinders in accord with ASTM C31.

2. Curing: At end of 24 hours, take cylinders to laboratory and store under moist curing conditions at approximately 70 degrees F. until tested.

3. Testing: Test cylinder in accord with ASTM C39. Test cylinders at age 7 days and 28 days.

a. Seven-day strength: Not less than 60% of specified 28 day compressive strength, fc'.

4. Mix Adjustment: Should test results indicated concrete strength below specified 7 day or 28 day minimum requirements, laboratory will adjust mix proportion in future batches as necessary to achieve specified minimum requirements.

5. Concrete failures: Should test results show that concrete strength requirements for any portion of work falls below 28 day minimum requirements, secure core or prism specimens of hardened concrete and test in accord with ASTM C42. Notify OWNER’s Project Manager in writing of results of concrete tests.

03300:3.4 Ready-mix plant inspections: Testing laboratory will inspect batch plant

to check sieve analysis for quality and moisture content of aggregates, check mix with design mixes, check cement being used with these reports, check loading of mixer trucks, and certify quantities of materials loaded in each mixer truck.

A. Certification: Provide batch tickets signed by the dispatcher and the

laboratory inspector at the ready-mix plant. Each batch ticket shall state batch quantities of cement, water, fine aggregates, coarse aggregates and admixture contained in each truck load.

1. Deliver to OWNER's representative on job site a properly signed ticket with each load of ready-mix concrete.

03300:3.5 Payment:

A. CONTRACTOR will pay all costs for all tests and inspections.

03300:8.2 Manufacturer's job site representation: A competent field service

representative from the manufacturer of the admixture selected for use shall be available at the job site to provide advise and consultation on the use of the admixture material, including the effect on the concrete in place. The representative shall be available on short call at any time requested by the OWNER’s Site Manager, CONTRACTOR, or concrete producer.

03300:8.3 Admixture Types:

• Type A: ASTM C494, water reducing. • Type D: ASTM C494, Water reducing and retarding. • Air entraining: ASTM C260. For all concrete.

03300:8.4 Quality: Conform to ASTM designations specified for the various types.

A. Do not use admixtures which cause excessive (up to 10% more than

concrete without admixtures) shrinkage. B. Do not use admixtures which contain calcium chloride or

triethanolamine. C. Do not use admixtures which cause corrosion of embedded steel.

03300:9 CONCRETE MIXES

03300:9.1 It is intended that concrete for all parts of the concrete work be homogenous, and when hardened, possess the required strength, durability, water tightness, appearance, resistance to deterioration and abrasion, and other qualities as specified or required.

03300:9.2 Mix proportioning: Proportion mixes in accordance with ACI 301. Use

only mixes designed by a laboratory selected or approved by OWNER.

A. Provide concrete which will develop specified compressive strength, fc', at 28 days equal to that noted on Drawings.

1. Assume 4,000 psi concrete for any portion not otherwise noted.

03300:9.3 Entrained air: All concrete shall be designed to entrain air by use of an approved air entraining admixture. Total air contents shall comply with requirements for severe exposure of Chapter 4 of ACI 318 unless otherwise specified in the contract documents.

03300:9.4 Temperature: The temperature of the concrete as placed shall not exceed

03300:9.5 Coarse Aggregate Size: Unless otherwise specified in the Contract Documents, use course aggregate conforming to ASTM C33, No. 67.

PART 3 – EXECUTION 03300:10 INSPECTION

03300:10.1 Assure that excavations and formwork are completed and that excess water has been removed from excavations.

03300:10.2 Verify that bottom of excavations are level and free of any mud or loose

material. 03300:10.3 Verify that steel reinforcement, anchors bolts and other embedded items

are in their proper locations and adequately secured against shifting during placement of concrete.

03300:11 INSTALLATION

F. Deposit concrete in continuous operation until section being placed

has been completed.

03300:11.2 Consolidating concrete: Use mechanical vibrating equipment for consolidation. Internal vibrators shall be the largest size that can be used properly in the work, as described in table 5.1.5 of ACI 309R. Be sure an adequate number of operating vibrator units are on-hand to properly consolidate the quantity of concrete to be placed, including spares for emergency use.

03300:12 DEFECTIVE CONCRETE

03300:12.1 Concrete will be deemed defective when: • Tests on specimens fail to show strengths specified. • Not formed as indicated or detailed. • Not plumb or level where so indicated. • Not true to intended grades and levels. • Cut, filled or re-surfaced, unless under direction of OWNER. • Debris is embedded therein. • Not fully in conformance with provision of Contract Documents.

03300:12.2 Defective concrete shall be removed and replaced, or at discretion of

OWNER’s Site Manager, adequately strengthened and re-surfaced in a manner acceptable to OWNER’s Site Manager.

03350:6.2 Thoroughly saturate concrete surfaces and maintain them uniformly wet for period not less than 7 days after concrete has been placed.

A. During the curing period, soak the surfaces as often as necessary to

maintain thoroughly saturated condition. B. It is mandatory that water curing be continued as a case of emergency

during holidays and weekends. 03350:7 FINISHING FORMED SURFACES

03350:7.1 Finish all surfaces of formed concrete which will remain exposed in the finish work. Provide surfaces uniform for the intended texture; free from imperfect joints, fins, "honeycombing", air pockets or "bug" holes, or other such imperfections.

03350:7.2 Remove rough spots, stains and hardened mortar or grout from intended

smooth surfaces by rubbing such surfaces lightly with fine carborundum stone. Use liberal amounts of water and rub sufficiently to remove defects with changing texture of concrete.

03350:7.3 If intended smooth surfaces are not of uniform texture, treat as follows:

A. Prepare a mix consisting of one part Portland cement, 1-1/2 parts fine

sand, and sufficient water to produce a grout of the consistency of thick paint.

B. Wet surface to be treated and apply grout uniformly with a brush,

completely filling air holes. Immediately float, scouring the surface vigorously. Allow cement grout to partially set for an hour or two depending on weather.

C. When grout has sufficiently hardened so it can be scraped from

surface with the edge of a steel trowel without removing grout from small air holes, cut-off all that can be removed with a trowel, allow surface to dry thoroughly, then rub vigorously with burlap to completely remove surplus.

D. Further finish exposed intended smooth surfaces, if necessary, by

means of honing with a carborundum stone to uniform surfaces as directed by OWNER.

E. Complete entire operation of any area the day it is started.

F. Do not use dry cement sacking. 03350:8 FINISHING AND CURING FLAT WORK

03350:8.1 Finishing:

A. After the concrete has been placed, consolidated, struck off, and leveled, the concrete shall not be worked further until ready for floating.

1. Float and trowel finish as soon as possible in accordance with requirements of ACI 301.

2. Provide slopes as indicated on Drawings, or as directed by OWNER.

B. Provide fog-spray equipment for use during finishing to maintain

adequate surface moisture and reduce plastic shrinkage. 1. Immediately after fresh concrete has been brought to a flat

surface, a shiny film of moisture will appear on top. As soon as the shiny surface disappears, it must be restored and maintained until troweling, by providing a light film of moisture with an atomizing type fog-sprayer.

2. Use frequent light applications of moisture rather than excessive wetting. Temperature, humidity and wind conditions will dictate the amount of spray required for proper control.

This reference is not intended to be restrictive, but is intended to convey to the prospective bidders the general style, type, character and quality of the article required by the Specification. Products of other manufacturers of equal quality will be approved when incorporated in the Bill of Materials to be submitted in accord with the General Conditions of this Specification, but the OWNER shall be the final judge as to the quality of all articles.

16125:2.2 Guys:

A. The guy wire to be used on this project shall be galvanized steel

strand of the extra high strength type. The steel wire shall be manufactured in conformity with ASTM A475, “Zinc-Coated Steel Wire Strand.” The weight of the galvanized coating shall be class “C”. The size and characteristics of the strand shall be: 1/2” HS 19 strand, ultimate strength 19,100 lbs. Guy wire to be furnished by OWNER if required.

16125:2.3 Splices

A. All in-line splices for transmission and distribution wires shall be of compression type which will produce a joint with a rated breaking strength in excess of the wire. OWNER to furnish all compression splices. Compression splices shall be installed in accordance with manufacturer’s recommendations, the presence of the OWNER’s Representative.

PART 3 – EXECUTION 16125:3 INSTALLATION

16125:3.1 Installation Guidelines

A. All wire work shall be done in accordance with the manufacturer’s recommendations and these Specifications. The “Guide to the Installation of Overhead Transmission Line Conductors”, IEEE 524, latest edition, shall be used as reference.

E. If there is a discrepancy between the guide and the manufacturer’s

recommendation of these Specifications, the manufacturer’s recommendations shall take precedence.

16125:3.2 Stringing Procedure Approval

A. The precise stringing procedure which the CONTRACTOR intends to use shall be submitted to the OWNER for review and approval prior to any wire work. This procedure shall include a description of all major pieces of equipment to be used, number of crews, composition and responsibilities of each crew, proposed equipment set-up locations, wire reel locations, locations of all splices, and locations and descriptions of temporary snubs and anchors. Submittal of the stringing procedure will be required a minimum of 10 working days prior to the commencement of stringing.

16125:3.3 Wire Reels

A. Storage - Prior to installation, reels of wire shall be stored blocked-up off the ground and adequately supported so as to avoid damage to reel, lagging, and wire. Wire and reels shall be kept free of standing water, dust, and mud.

B. Inspection - Lagging or other protective covering shall be removed at the job site and the outside layer of each reel shall be examined by the CONTRACTOR and the OWNER to be sure that the wire is in good condition and that no rails, staples, or other sharp objects, which would damage the wire during unreeling, protrude on the inside of the reel heads.

C. Identification - Identification tags and markers shall be retained on

the reels. The CONTRACTOR shall record on forms acceptance to the OWNER the reel number, length of wire, and the structure numbers where the wire was installed, for the OWNER’s future reference.

16125:3.4. Fittings

A. Splice Joints – If required, make all joints or splices in the phase

conductors and static wires by means of full tension compression joint hardware. For phase conductors, the hardware may consist of two compression type sleeves, one for the steel core and one for the overall conductor. The fittings shall be of a type having a rated breaking strength in excess of the conductor with an equal or greater conductivity than that of the cable. The joint fitting shall be installed in strict accord with the manufacturer's recommendations as to the exact procedure, type of dies, number and sequence of compressions and filler paste.

B. Compression Connectors – The compression connector or jumper splice fitting shall be rated to assure conductivity equal to or greater than the wire.

16125:3.5 Tools and Equipment

A. General 1. The CONTRACTOR shall furnish all tools and equipment,

stringing sheaves, ropes, temporary anchors and protective material required to install the conductor and overhead ground wire.

2. Tools and equipment for the wire work shall be of the proper size and type for the job and shall be in good working condition. Sheaves, tensioners, pullers, wire grips, compressors and dies shall be properly sized for the specific wires to be installed. All tools and equipment shall receive the written approval of the OWNER prior to their use.

B. Stringing Sheaves

1. The selection of stringing sheaves shall be in accordance with IEEE Conference Paper No. CP63-85, “Selection of Conductor Stringing Sheaves”. The sheaves shall have groove contact faces lined with neoprene. If total conductor angle at stringing sheave exceeds 30 degrees in horizontal or vertical places, two (2) sheaves in tandem shall be used. In all cases sheaves shall swing freely and not bind against structure.

2. The sheave shall have a "bottom of groove" diameter of 10 to 15 times the cable diameter. The depth of the groove shall be at least 25% greater than the cable diameter. The radius at the base of the groove shall be a minimum of 10 percent and not more than 25 percent greater than the radius of the cable.

3. The sheaves shall be aluminum alloy and the grooves of the sheaves shall have a polished smooth finish or a suitable neoprene or rubber lining.

4. The hangers for the stringing sheaves used in stringing of any section of wire shall be of such length that the wire in the sheave is held at a uniform distance, not exceeding two (2) feet, above or below the position in which it will have when finally placed in the suspension clamp, strain clamp or compression deadend.

Tensioner bullwheels shall be neoprene lined and of the proper size and design for the wire being pulled. Tensioning of the wire on the wire reel is prohibited.

D. Dynamometer Calibrate the dynamometer to be used for this operation by an independent testing laboratory immediately before the date of the start of this project. Use this dynamometer exclusively on this project. Submit a test report from the laboratory indicating the accuracy of the instrument well in advance of the sagging operation. This report shall include the instrument serial number.

E. Thermometer

All thermometers used for temperature measurement of stringing conditions shall be certified.

F. Communication Radios

Provide and use radio or other means of communication during all stringing operations between the cable reels and the winch trucks. This requirement shall also include the pulling in of the "bull" line. The communications systems used shall be approved in advance by the OWNER.

16125:3.6 Damage

A. It is imperative to avoid damaging the wire or the associated fittings

in any way. It shall be the CONTRACTOR’s responsibility to protect the wire and fittings against damage.

B. Damage is defined as any deformity on the wire which can be detected by sight or touch. Kinked, twisted, abraded, “bird-caged”, or flattened wire will not be allowed to remain on the line.

C. If the wire and associated materials are damaged due to

CONTRACTOR’s mishandling, faulty equipment, or negligence, the CONTRACTOR shall replace the damaged sections, including furnishing of necessary materials, in a manner satisfactory to the OWNER and at no additional cost to the OWNER.

D. All sections of wire that are damaged by the application of grips shall be replaced.

16125:3.7 Waste

A. The CONTRACTOR shall conduct his stringing operation to keep

waste to a minimum. Lengths of conductor shorter than 500 feet shall be considered as scrap and shall not be spliced into the line without specific approval of the OWNER’s Engineer. Short deadend spans and jumpers shall be cut from these scrap lengths whenever possible. All unused scrap pieces shall be wound in coils and returned to the storage yard. Pieces of conductor over 500 feet long shall be consolidated on as few reels as possible, with temporary splices, on reels furnished by the OWNER. Each reel shall be clearly marked with the conductor type and size, length and position of each piece, and the empty weight of the reel. The CONTRACTOR shall transport all returnable reels to the City of Danville’s stock yard on Monument Street and place them in a designated area for return to the manufacturer.

16125:3.8 Protection of Work

A. The CONTRACTOR shall protect all work until final acceptance by the OWNER, including taking necessary precautions to leave all incomplete work in a safe and secure manner when left overnight or during periods of inactivity.

16125:3.9 Temporary Grounding

A. During the wire work, the CONTRACTOR shall take all necessary steps to insure proper temporary grounding of the structures, cables, and equipment. All applicable federal, state, and local safety regulations shall be kept to insure that they are all removed and the line can be safely energized at the end of the construction period.

16125:3.10 Guard Structures

A. Guard structures shall be furnished and installed by the

CONTRACTOR, where required, to prevent the conductor or overhead ground wire being pulled from coming into contact with or interrupting the use of existing overhead electric supply lines, communication lines, road, highways, and railroads crossed by the transmission line.

B. Where the new conductors are to be pulled in across and above existing energized lines, erect guard structures where indicated and elsewhere as required. In addition, place plastic or rubber insulating shields over the "exposed" energized conductors.

C. If not part of the right-of-way agreements previously executed,

permission to install guard structures of private property or public highway right-of-way shall be obtained by the CONTRACTOR.

D. Size, location, design, strength, excavation for and construction and

removal of guard structures shall be the CONTRACTOR’s responsibility. All guard structures shall be constructed with timber or wood pole crossarms unless other construction is required and approved by the OWNER. At roadways guard structures will be set, lighted, etc., as required by the roadway authority. In all cases where the guard structures are set within the shoulders and/or median area of roadways, the structures shall be marked with flashers and have warning signs set out along the roadway to warn motorists as a safety precaution.

E. After completion of all wire work, the CONTRACTOR shall remove

the guard structures, fill and compact all pole holes, and restore the right-of-way to its original condition.

16125:3.11 Joints and Splices

A. Use of wire reels shall be carefully planned to minimize the number of full tension splices. No splices shall be permitted in spans over rivers, spans crossing interstate highways, main lines of railroads, and major communication and power lines. In other spans only one splice per span will be permitted on each wire and this splice shall be no closer than 50 feet to any structure without approval from the OWNER.

B. Splices when required shall be compression type, and made in accordance with the fitting manufacturer’s recommendations in the presence of the OWNER’s Representative.

C. Make all connections not requiring a full tension joint by means of aluminum compression connector. Jumper loops and jumper loop splices shall be designed and rated to assure conductivity equal or greater than that of the continuous wire.

D. Install a repair sleeve where the condition of the conductor warrants its use and only with the approval of the OWNER.

E. Make up tension splices for the conductor and shield wire within the spans in which they occur. Do not pull through the sheaves or blocks.

F. Unless otherwise instructed by the OWNER, make up tension splices on the ground before conductor is pulled and sagged.

G. Any loose strands shall be worked down to the wire ends and then fastened at intervals with banks of tape. The ends of the wire strands shall be examined for defects; defects shall be brought to the attention of the OWNER.

H. Install splicing sleeve so that the maximum length of conductor shall be entirely within the sleeve to obtain maximum holding power of the joint.

I. The lengths of wire ends to be inserted in the splicing sleeve of

deadend fitting shall be cleaned with a stainless steel wire brush, emery cloth such as wet or dry Fabricut manufactured by Minnesota Mining and Manufacturing or equal means, to obtain perfectly clean and bright surfaces.

J. At the completion of pressing operations, die marks and burrs shall

be sanded smooth and all wrapping, binding and excess grease and compound shall be removed. The strands of the wires shall be snugly seated when the splice or deadend is complete.

K. The CONTRACTOR shall clean the splicing or deadending sites of

all scrap and debris and dispose of same in suitable location away from the line.

L. Slight bends in the sleeve of fitting may be removed by hammering,

using a hard wood block to protect the fitting from the direct blows of the hammer.

16125:3.12 Stringing

A. It is the CONTRACTOR’s responsibility to make the proper determination as to which structures can have unbalanced tensions. It shall be the CONTRACTOR’s responsibility to install all structural members in the structures before subjecting structures to conductor

loads and to reinforce all structures which require such reinforcing prior to application of wire stringing loads.

B. The CONTRACTOR shall pull each conductor and the shield wire

supported at each pole by an aerial stringing block or sheave.

C. Pulling wires along or through wet ground, mud, water, slurry ponds, etc., where foreign material will adhere or enter the interstices of the wire shall not be permitted.

D. Wire tension during stringing shall be high enough to ensure that the

wire does not drag across the ground, underbrush, trees, towers, fences, guard structures, or any other surface other than the stringing sheaves. A stringing tension of not less than 50% nor more than 80% of the initial sagging tension should be used.

E. The conductors shall be kept from touching ground, water, or above

ground objects including guard structures. Each instance of cable contact with such foreign objects will require CONTRACTOR to suspend further pulling operations so that a thorough inspection of contact area can be made by the OWNER.

F. No more than two reels of wire may be pulled at a time. Full tension

compression splices shall not be pulled through the stringing blocks.

G. No wire shall be pulled before or during adverse weather conditions, as determined by the OWNER, so as to avoid delays in sagging and clipping operations and to avoid damage to conductors in the sheaves due to high wind loadings. If all three phases are strung in one pull, the middle phase shall lead the other phases by 100 feet.

H. The utmost care shall be exercised during the wire stringing

operation to avoid damage to conductor or overhead ground wire strands. CONTRACTOR’s personnel shall be stationed along the line in sufficient number as wire is being strung to inspect for problems or damage to wires. If damage is found or personnel safety is compromised, the stringing shall be stopped.

I. The CONTRACTOR shall continuously inspect the wire as it leaves

the reels. If the wire has an accumulation of dirt, oil, grease or any other foreign substance, such substance shall be removed as the wire leaves the reels during the stringing operation by a method approved by the OWNER.

J. Use a sufficient number of hand-lines and other precautionary measures with lineman stationed on poles to prevent excessive whipping of the new conductors and to carry same free and clear of existing live lines or other obstructions. Under no circumstances shall the conductor or pulling lines be allowed to sag down into the street or road crossing where pedestrians or vehicular traffic would be endangered or the conductors damaged by such traffic. No conductor or guy strand shall be rolled off the reel and dragged into position along the ground or pavement.

K. Complete each section of the line between two guyed dead-ends before the conductor is sagged. Snubbing of conductors or tying off the conductors shall be allowed only when approved come-alongs are used. The size and method of application of the come-alongs shall be in accord with the recommendations of the manufacturer of the conductors.

L. Ends of conductors used for dead-ending that have been twisted and

snubbed for pulling eye attachment or come-alongs shall be clipped and wasted. Any section of the conductor with noticeable abrasion, kinking or other damage received during the stringing and pulling-in operations, shall be cut and replaced with a perfect section and spliced in an approved manner before the corresponding section length is cut for permanent dead-ending. In no case shall there be multiple splices of a single conductor in the same span or in adjacent spans.

M. Conductors and shield wires shall be tensioned to initial sag within

24 hours of being pulled through the stringing blocks. Conditions involving high pulling tensions (strong winds, long crossing spans, etc.) may require sagging within a shorter time frame.

N. Determine the conductor temperature at the time of stringing by a certified sagging thermometer, furnished and maintained on the job during the sagging operations. The sagging thermometer should be installed at or near the conductor before actual sagging operation to allow temperature stabilization and far enough above ground to avoid ground heat radiation effects.

16125:3.13 Sagging

A. Do all sagging by means of suitable sag blocks and in no case shall any conductor be resting on an arm or other attachment during the sagging operation.

B. If wires are sagged using the “wire tension” method, use a tension

indicator or dynamometer in pulling up all conductors to the specified sag and tension. This tension indicator shall be used primarily to avoid the possibility of over-stressing the conductor during the pulling-up operation. The maximum tension during this operation shall not exceed initial tension allowable for the conductor at the air temperature specified.

C. The OWNER will furnish CONTRACTOR with sag-tension data for

the various wire sizes and spans covered by Specifications for this job. Wires shall be sagged to the proper tensions in accordance with the initial stringing sag and tension tables provided. Sags shall be checked by sighting with target and transit as indicated in the IEEE Guide.

D. The transit shall have suitable attachment for mounting on towers or

steel poles. Targets shall be clearly legible. For sagging up to and including five (5) spans, the sagger shall make at least one (1) transit set-up with the sagger located in one (1) of the longer spans near the far end away from the pulling end. For sagging pulls of more than five (5) spans, the sagger shall make no less than two (2) transit set-ups with the first set-up located in one (1) of the longer spans near the far end away from the pulling end and the second set-up located in one (1) of the longer spans near the pulling end. As far as practicable sags shall be checked in level spans longer than the ruling span.

E. Suitable thermometers shall be provided by the CONTRACTOR.

These thermometers shall be inserted in a basket made from conductor with a sufficient number of center strands removed to allow entry of thermometer.

F. The thermometer shall be suspended from the structure near the

sagger’s position, at least one-half (1/2) hour before sagging so that accurate readings may be made at the time of sagging. The method of using the thermometers shall be approved by the OWNER. Sagging operations shall not be carried on when, in opinion of the OWNER, wind prevents satisfactory sagging. Before pulling cable to sag, precautions shall be taken to prevent this operation from affecting the sag in adjacent, previously sagged sections.

G. The CONTRACTOR shall select the length of each pull and the sag

span, subject to the review and approval of the OWNER. The

CONTRACTOR’s sagging method must result in uniform tensions throughout the sag and the allowable sag tolerances must not be exceeded. Re-sagging of incorrectly sagged sections of line shall be at the CONTRACTOR’s expense. The CONTRACTOR shall budget his time so that a reel of wire is sagged within 48 hours after the start of the stringing operation.

H. Required accuracy in sagging shall be such that with wires bolted or

pressed in final position the actual sag shall not deviate from the computed sag by more than (2) conductor diameters low and (0)

conductor diameters high.

I. Conductors and shield wires shall not be re-sagged after initial tensioning operation, unless directed by OWNER

16125:3.14 Clipping-in

A. Clipping-in of conductor and shield wire shall be accomplished as

soon as practical, no longer than 72 hours after stringing operation or 48 hours after being pulled to initial sag, and before wires are damaged by abrasion and flattening or breaking of strands due to vibration in the stringing sheaves. The CONTRACTOR shall be required to replace damaged wires or repair such at his own expense.

B. Wires shall be lifted from the sheaves using standard suspension

clamps or plate hooks 8 inches larger to provide adequate support for the wires without damaging individual strands or kinking the wire.

C. After conductors have been permanently sagged and dead-ended, and

the section length checked for uniformly distributed sag, position conductors in the suspension clamps. Tighten and verify that the clamps are securely drawn up.

D. U-bolts on suspension clamps and strain dead-end clamps shall be evenly torqued to the manufacturers recommended values. Keeper plates shall be in place and properly seated. Conductor strands within the area of the fitting shall be clean. The acceptable cleaning method is use of a steel brush, cotton rags, and solvents.

16125:3.15 Jumpers

A. Jumpers shall be installed as shown on the drawings. Compression jumper terminals shall be used with compression deadends and compression jumper connectors shall be used with strain clamps. The

installation of these items shall be included in the conductor and shield wire installation costs. All shall be installed in accordance with the manufacturers’ recommendations.

B. Install jumpers of the same size as the main conductor with

clearances as indicated.

C. Excess length of conductor from the wire stringing operation should be used to make up the jumper loops.

D. Jumper loops, when completed, shall present a smooth uniformly

curving appearance without sharp bends or “cork screws”. 16125:3.16 Final Adjustments

A. The CONTRACTOR shall make any necessary adjustments in the wires or clamps at any time during the construction period to insure that the wire is at the proper tension, sags are within tolerance, and overhead ground wire assemblies hang plumb, at no additional cost to the OWNER.

16125:3.17 Fiber Optic Ground Wire

A. All OPGW wire work shall be done in accordance with the manufacturer’s recommendation and the “Guide to Installation of Overhead Transmission Line Conductors”, IEEE 524, shall be used as reference.

B. The Fiber Optic Overhead Ground Wire (OPGW) shall be strung

using the controlled tension method of installation.

C. The stringing blocks used for OPGW shall be neoprene lined and have a minimum diameter of no less than 40 times the OPGW diameter. This minimum diameter is recommended to help prevent the deformation of the aluminum pipe that protects the optical fibers. Smaller diameter blocks can be used at tangent structures, depending on factors such as string tensions and angle through the block.

D. The following are other recommendations to help prevent damage to

the OPGW:

E. An Anti-Torsionsal Device shall be installed between the OPGW and the pulling line. This is to prevent the OPGW from twisting while being pulled. The anti-torsional device attaches to the OPGW with a Kellum type grip.

E. If vibration dampers are required for the span, they should be

installed immediately after clip-in. Damper may not be required at every structure, see plan profile for location.

I. The OWNER will furnish CONTRACTOR with OPGW sag-tension data for the various spans.

16311:1 WORK INCLUDED

16311:1.1 The work includes installing strain and suspension insulators of the type normally used for line and substation construction.

PART 2 – PRODUCTS 16311:2 MATERIAL AND FABRICATION

16311:2.1 All Suspension/Strain Type Insulators for the new pole structures will be furnished by the OWNER.

PART 3 – EXECUTION 16311:3 INSTALLATION

16311:3.1 Insulators: Carefully distribute and handle insulators and assemblies. Replace any insulator unit which has been chipped, cracked or broken by the CONTRACTOR at no additional cost to the OWNER. Wipe all insulators clean immediately prior to their installation with only clean rags, free from any abrasive material. The insulator shall be clean and all other parts free from mud, oil etc.

16311:3.2 Insulators should be stored in such a manner as to prevent accumulation

of dirt, mud, oil, grease, or any other foreign substance. 16311:3.3 All insulator and hardware shall be assembled in accordance with the

assembly drawings. 16311:3.4. Insulator strings or assemblies being installed shall be supported or

restrained in a manner to prevent the possibility of damage and deformation to the end fittings of the insulators.

16311:3.5 Workmen shall not climb on insulators during wire stringing operations

or at any other time. Insulators that are damaged by such activities shall be replaced at the CONTRACTOR’s expense.

16311:3.6 When clipping is complete, suspension insulator strings and/or

conductor shoe must hang in a vertical centerline plane of the structure within a tolerance of two inches (2”) in level country with approximately equal span lengths. A tolerance of up to four inches (4”) may be allowed in other circumstances.

16311:3.7 Cotter key eyes on insulator strings and hardware items must be oriented toward with the head, or in such a way to facilitate easy removal during hot line maintenance.

16311:3.8 Pins and bolts to insulators to insulator string assemblies must be

oriented with the head upright wherever possible. 16311:3.9 Pin-type insulators must be tight on the pins. On tangent structures the

top groove must be in line with the conductor after tying in. 16311:3.10 Polymer insulators should not be lifted by there polymer sheds. Slings or

pulling ropes should never be placed over the sheds or housing. Polymer insulators should be thoroughly inspected before installation. Damage insulators should not be used.

16312:1.1 The work includes installing all hardware and fittings to be used for line

construction, conductor clamps, conductor fittings, and grounding hardware.

16312:1.2 All hardware shall be of the size and type as specified on the Drawings.

Manufacturer’s trade names and catalog numbers are given for reference purposes and to denote the quality standard desired. This reference is intended to convey the general style, type, character and quality of the article required.

PART 2 – PRODUCTS 16312:2 MATERIALS AND FABRICATION

16312:2.1 Hardware: Hardware shall conform in all respects to applicable Standard Specifications, latest revision, of the American Iron and Steel Institute (AISI), the American Society for Testing and Materials (ASTM) and National Electric Manufacturer Association (NEMA).

16312:2.2 Steel: Except where otherwise specified, all steel hardware bodies shall

be forged steel conforming as a minimum to AISI C-1038 SBQ Steel, or flame cut steel conforming as a minimum to ASTM A-365 carbon steel, cast steel conforming as a minimum to ASTM A-148 cast steel, or cast ductile iron conforming as a minimum to ASTM A-445.

16312:2.3 Ferrous Parts: All ferrous parts shall be hot dip galvanized in

accordance with American Society for Testing and Materials (ASTM) Specification A-239, A-123 or A-153 as appropriate. Recommended practice of ASTM Specification of A-143 shall be followed to safeguard against embrittlement.

16312:2.4 Miscellaneous Hardware: Miscellaneous hardware, such as ball clevises,

ball eyes, eye nuts and dead-end tees shall be sized to fit the intended application and shall be rated equal to the rated strength of specified items.

16312:2.5. Nuts and Bolts: All hardware shall be furnished with hot-dip galvanized

carbon steel bolts and nuts, as specified on the drawings.

A. Bolts shall conform, as a minimum, to ASTM A-449, unless otherwise specified.

B. Nuts shall conform, as a minimum, to ASTM A-307, unless otherwise specified.

C. Bolt head and nut for insulator assembly hardware shall be

designated to minimize corona discharge. Bolt shall be readily removable after the fittings have been loaded to 50% of their minimum ultimate strength. Bolts and nuts shall have the American Standard UNC threads.

D. Machine bolts, double-arming bolts, eye nuts and all other hardware

shall conform to the applicable standard specification of the Edison Electric Institute, latest publication. Bolts shall be long enough to accommodate the necessary nuts, washers and locknuts without projecting more than 2 inches at the free end, except that they shall not project more than ¼ inch into the eye when an eye nut is used.

16312:2.6 Cotter Pins: Cotter pins shall be stainless steel and shall conform as a

minimum to stainless steel Type 304L. Cotter pins shall be of the “Humpback” or equivalent design so that ends need not be bent outward after installation.
