The Virginia Beach Sheriff’s Office recognized those who have received promotions and those

who have retired over the past nine months during a ceremony on Saturday, Jan. 14, at the Law

Enforcement Training

Academy. Sheriff Ken Stolle

promoted 14 individuals to the

ranks of corporal, sergeant,

and lieutenant, and two to the

rank of captain.

The Sheriff’s Office also

celebrated the retirement of 17

members (10 deputies, 5

auxiliary deputies and 2 civilians) who collectively accounted for more than 300 years of

combined service. Congratulations to the newly promoted and best wishes to our retirees.

In the ongoing effort to improve service delivery to the city, the Department of Information

Technology adopted the Information Technology Infrastructure Library (ITIL) methodology

as industry best practice for IT service management. ITIL is the most widely accepted approach

to IT service management in the world; it helps individuals and organizations use IT to realize

business change, transformation and growth.

A department-wide training plan for ITIL was developed, including on-site, certified instructor-

led classes. IT team members have embraced this comprehensive approach to delivering the best

possible service. Some of the department’s training accomplishments to date (FY15-FY17):

100% of IT staff completed IT Service Management Awareness Training in FY16

57% of IT staff completed ITIL Foundation Training

97% of those who took the training have achieved ITIL certification

The department now has two members that are certified ITIL Experts on staff

Starting this spring, members will be able to take classes online. Additionally, an ITIL

Awareness and Foundations class will be offered at no cost. In alignment with initiatives of the

City’s first-ever Master Technology Plan developed in 2014, the IT department is committed to

providing outstanding service to the City of Virginia Beach and its customers, and will continue

to ensure that our members have the proper tools and practices in place to move the City forward

through innovative technology projects.

The Planning and Community Development Department is seeking input to measure their

customer service satisfaction efforts, with hopes to enhance future service experiences.

or by completing a survey card, which will be available at Planning’s service counters. A link to

the online survey will also be included in all of Planning’s correspondence.

and will open to the public from 2 to 5 p.m. with food trucks and live entertainment.

The Convention and Visitors Bureau participated in a

pier-side homecoming event for the USS Whidbey Island

by donating more than 40 dozen donuts and 300 branded

Koozies to the troops and their families. Along with the

donuts and Koozies, hundreds of Virginia Beach

attraction guides were distributed to the families as a way

to share ideas of how the reunited families could spend time reconnecting while having fun in Virginia Beach.

The City of Virginia Beach and the BEACH Community Partnership will conduct the annual

Point-in-Time Count of people who are experiencing homelessness on Thursday, Jan. 26, from

4 to 7 a.m. During the count, teams of citizen volunteers, nonprofit service providers and city

staff, assisted by Virginia Beach police officers, will canvass each of the city’s four precincts and

survey individuals who are without shelter.

In coordination with the count, the faith community will hold

Project Homeless Connect on the same day, from 8 a.m. to noon

at the Virginia Beach United Methodist Church, 212 19th St.

Project Homeless Connect will provide supportive services and

resources to assist homeless families and individuals in moving

closer to ending their homelessness. These include referral to

housing resources and veterans’ services. Participants may also

receive services and resources from local businesses and

organizations such as medical screenings, hygiene kits, haircuts

and food.

Each year, more than $1.4 million is granted through the

Continuum of Care to Virginia Beach agencies that provide

housing and supportive services to the homeless. The data

collected from the count also enables the city to assess the size and characteristics of the

homeless population in order to help develop and enhance strategies for preventing and ending

The 2017 Season of "Atlantic Shores' Dancing with the Seniors" program will start on

Monday, Feb. 6. This free, 8-session series spans through May 18, on Mondays from 2 to 3:30

p.m. at the Sandler Center for the Performing Arts. Exclusively for seniors 55 and up,

participants will learn ballroom, Latin, cultural, line dances and more, concluding with a “Senior

Prom” on May 22 to allow participants the opportunity to demonstrate their newly developed

The Sister Cities Association of Virginia Beach (SCAVB) held its inaugural Youth Ambassador Gala, a fundraising and scholarship event for high school-aged candidates, on Oct. 15, 2016 at the Princess Anne Country Club. Entrants competed to earn $2,000 and the title of the first ever Youth Ambassador to represent the City of Virginia Beach through SCAVB by building healthy relationships with municipalities around the world. The winning candidate, Mindy Medrana, was chosen out of five competitors for her exceptional accomplishments within her school and community.

Norwegian Lady, Miyazaki Garden and the Anchor at Kemps Landing as symbols of the results of these relationships. Along the boardwalk at the oceanfront and Town Center, we have Peace Poles that delineate these sister cities, depicting the miles and kilometers to each city.

This July 2017, Sister Cities International's Annual Conference will convene in Virginia Beach with attendees from all over the world. The theme this year is "Global Communities Make For International Peace." Each of our sister cities have been invited to have a delegate attend this conference and four of our six sister city mayors (Japan, Germany, Norway and the Philippines) have committed to attend the Mayoral Summit as well as the conference.

Sister Cities Association of Virginia Beach is a tax- exempt Virginia corporation. We are governed by a Board of Directors and supported with numerous in-kind contributions, as well as a small line item of funding in the City budget. Happy New Year, one and all. This past year has been a memorable one for the Sister Cities Association of Virginia Beach.

The first Youth Ambassador for SCAVB was named this past October. Mindy Medrana was one of many qualified students from various international

cultures and was selected in a judged competition at the Princess Anne Country Club.

SCAVB was honored to share in welcoming Miss Universe, Pia Alonzo Wurtzbach, who brought so much pride and excitement to Virginia Beach, particularly the Filipino Community.

In 2016, Sister Cities International celebrated 60 years of international people-to-people experiences, cultural exchanges, life-long friendships, economic advantages, and municipal partnerships which have inspired world peace. President Dwight D. Eisenhower began this program in 1956 with people exchanges, which have become municipal partnerships between 1,200 cities in the United States and more than 2,300 international muncipalities all over the world. Virginia Beach has sister cities in Norway, Japan, Northern Ireland, the Philippines and friendship cities in Germany and Nicaragua. Arrowhead Elementary, Cape Henry Collegiate, Kempsville Middle School and Tallwood High School have each enjoyed international partnerships with our established sister cities. We have the

Youth Ambassador Gala continued

The Youth Ambassador Gala showcased the candidates' outstanding talents, goals and achievements. The winner was selected based on academics, talent and professional ability to preserve international relationships to promote international peace through understanding and respect among cultures.

Mindy Medrana is currently a senior at Princess Anne High School in the International Baccalaureate program with a 4.41 GPA. In addition to excelling in her

studies, she believes in participating in organizations that allow her to further her education and make an impact on the community. Mindy is the coordinator of her middle school's leadership workshop, president of the Latin Honor Society, secretary for her high school group Cavs in Action, and enjoys volunteering at her church and dance group.

Miss Medrana's involvement in the community demonstrates her experience in service and is a great choice to serve as the first Youth Ambassador for the Sister Cities Association of Virginia Beach.

Lessons Learned from Sister Cities International's Youth Leadership Summit

This experience helped me to learn how to break out of my shell and work as a team leader rather than the silent kid in the back of the group. It is what gave me the courage to interact with our local Sister Cities members in Washington D.C. In turn, I took the leadership skills I gained from the summit and am now a member of the youth board for the Sister Cities Association of Virginia Beach. I feel that getting more people engaged in these types of diplomatic activities shows that Sister Cities really is bringing "peace through people."

Celebrate Spring at the 11th Annual Cherry Blossom FestivalPlease join the City of Virginia Beach and SCAVB at the 11th Cherry Blossom Festival on Saturday, April 1, at Red Wing Park (rain date April 2). This annual event is one of the featured attractions of the spring season in the city, showcasing traditional performances, diverse culture, activities and more.

Started in 2006 as a way to introduce authentic Japanese culture to the community, the festival promotes the long-lasting friendship between Virginia Beach and our sister city Miyazaki. In 2005, the Japan Education Culture Center, a local nonprofit organization, donated 150 Yoshino Cherry trees to the city, which has created the beautiful promenade at Red Wing Park. Since then, the Japanese garden area has expanded - an Azumaya (authentic Japanese gazebo) was built and a boulder of peace monument was donated to the park by Dr. Hiroyuki Hamada to recognize 50 years of dedication to Japanese heritage culture in Virginia Beach.

Over the summer, I atended the 2016 Youth Leadership Summit at the 60th Annual Sister Cities International Conference in Washington

D.C. One of the activities of this four-day summit was participating in the U.S. Diplomacy Center's diplomatic simulation. The focus of this year's simulation was nuclear non-proliferation, or stopping the spread of nuclearized weapons across the world.

We were split into groups and marked as different countries in an international nuclear negotiation. My group was deemed the neutral country in the negotiations between two other countires over whether they possessed nuclear weapons or not. To resolve the issue, our country, the United States, the International Atomic Energy Agency (IAEA), the Professionals Engaged Against Conflict Engagement (PEACE), and the two other countries had to work together as a team of diplomats and come to an agreement.

Miss Universe 2015 Visits Virginia BeachThe second annual Fil Fest was held Oct. 21-22, 2016 at Virginia Beach Town Center. With South Hampton Roads now home to more than 50,000 Filipinos, thanks in part to the location of the world's largest naval base, this intergenerational event showcased the region's Filipino settlement and story through dance, music, food and the arts.

One of the biggest highlights of this year's Fil Fest was a visit from reigning Miss Universe, Pia Alonzo Wurtzbach. Pia wowed the crowd at a private gathering of over 250 people at the Philippine Cultural Center including attendees Mayor William D. Sessoms, Jr., Norfolk Mayor Kenny Alexander, Hampton Mayor Donnie Tuck, Representative Bobby Scott and Delegate Ron Villanueva. Mayor Sessoms presented her with a key to the city and proclaimed Oct. 22 as Miss Universe Pia Wurtzbach Day in Virginia Beach.

Miss Wurtzbach had not yet visited a Filipino American community and Hampton Roads was the first on her list. Pia is only the third woman from the Philippines to hold the title of Miss Universe. That brings an incredible sense of pride to Filipinos around the world.

A Meal with the Mayor of MossWhile on vacation over the summer in her homeland of Norway, SCAVB board member Astrid Gulas was invited to lunch by Mayor Tage Pettersen, the mayor of Virginia Beach's sister city, Moss. The mayor is very excited for the Sister Cities International Conference in Virginia Beach this Summer 2017, and will be attending with his wife and son.

The young mayor has accomplished many things for his city, such as starting programs to help schools, and people with Alzheimersand other disabilities. He has also worked to merge Moss with nearby towns, which will happen this fall. Mayor Pettersen has applied to the Parliament as a representative for Moss come Fall 2017.

Cheers the Holidays, Norwegian Style, with Gl�ggThe holiday season usually brings together family and friends, and what better way to celebrate than over food and drink. Toast to the holidays with this traditional Norwegian drink, glØgg. Pronounced 'glurgg,' it is a mulled wine drink made with red wine, sugar, and spices such as cinnamon, cloves, cardamom and bitter orange. GlØgg is served warm with raisins and slivered almonds in each cup, and often paired with risgrØt, or Norwegian style rice pudding. Although this spicy drink may not be for everyone, any Norwegian juleboard (Christmas party) would not be complete without it. Try it for yourself with this recipe.

Christmas GlØgg

2 cups water12 cardamom seeds2 cinnamon sticks12 whole cloves1/2 orange peel, zested1 cup white sugar1 cup raisins1 cup blanched almonds4 cups Muscatel wine4 cups port wine or burgandy red wine2 cups brandy

Bring water to a boil and add cardamom, cinnamon, cloves and orange zest. Stir in sugar until melted. Let sit overnight.

Place raisins and almonds in a large saucepan. Strain sugar/spice water over raisins and almonds.

Pour Muscatel, wine and brandy into the pan. Heat over medium heat until hot, but do not let it simmer.

Serve with raisins and almonds in each cup. Enjoy!

Fun Fact from the SCAVB Archives...

The sister city relationship between Virginia Beach and Miyazaki City, Japan was adopted by both City Councils and chartered by Sister Cities International on May 25, 1992. In 1997, Miyazaki City Mayor Shigemitsu Tsumura came to Virginia Beach with a Delegation to celebrate the Fifth Anniversary of the two cities relationship. To commemorate this anniversary, the Miyazaki Garden was dedicated at Red Wing Park.

Foreign-Born U.S.A. Population Increases Need for Citizen DiplomatsMembers of the SCAVB have been exchanging cultures with other countries for nearly 60 years. The basic foundation of the international organization started by President Eisenhower is that understanding cultural differences can be a bridge to world peace. The demographics of the United States has changed since the 1950’s when Sister Cities was established. According to the U.S. Census Bureau, the foreign-born population has increased from 10.3 million in 1950 to 40 million in 2010. Traveling abroard is not the only way to experience diverse cultures anymore. The exciting opportunity to be a citizen diplomat could be as close as one’s next door neighbor.

The need for understanding, sharing, and respecting cultures is especially important for children. In 2010, the U.S. Census Bureau recorded 70.6 million children under the age of 18 living in the USA. Approximately 17 million children (about 1 out of 4) were living with at least one foreign-born parent. Children have a great

opportunity to be citizen diplomats. SCAVB recognizes this opportunity by encouraging high school students to become members of the organization. The newest project is the establishment of a Youth Ambassador who represents SCAVB in the community for one year.

The U.S. Diplomacy Center at the U.S. Department of State defines citizen diplomacy as “the concept that the individual has the right to help shape U.S. foreign relations "one handshake at a time." Citizen diplomats can be students, teachers,

athletes, artists, business people, humanitarians, adventurers or tourists. They are motivated by a desire to engage with the rest of the world in a meaningful, mutually beneficial dialogue.”

This is an exciting time to live in the USA. People from around the world are becoming U.S. citizens in increasing numbers. A multicultural society enriches lives. SCAVB is poised and ready to help transform citizens into citizen diplomats not only for world peace, but for the peace of America.
