1.0 Project Background
The Government of India had launched Rajiv Awas Yojana (RAY) in the year 2009
envisaging tackling of the issues of inclusive growth and slum-free cities. Capacity building
and training is one of the focus areas for success of the programme and to support the
same, the Ministry of Housing and Urban Poverty Alleviation, Govt. of India has initiated the
National Programme on Capacity Building. The action research, documentation, exchange
of best practices and capacity building programmes are seen as vehicles of proper targeting
and effective implementation of urban poverty reduction programmes.
As part of the DFID funded support to National Policies for Urban Poverty Reduction
(SNPUPR), project support is provided to School of Planning and Architecture, New Delhi to
provide capacity building to the states and cities identified for support under this project by
the Ministry of Housing and Urban poverty Alleviation (MoHUPA). The School of Planning
and Architecture, New Delhi is the National Resource Centre for the Northern Region and
focuses in handholding for the cities of Shimla (Himachal Pradesh), Jaipur & Ajmer-Pushkar
(Rajasthan), Amritsar (Punjab), Leh (J&K), and Rae Bareily (UP). In addition it is assigned
the role of providing capacity building training covering all cities under SNPUPR.
2.0 Background of the Workshop
A City level workshop for Bhopal (Madhya Pradesh) was organised on the 22nd of December
2012 at the National Institute of Technical Teachers Training and Research, Shyamala Hills,
Bhopal. The one day workshop proposed was a follow up to the previous workshops to
interact with the RAY Project officers of the various cities in MP under RAY and awareness
generation for the additional cities included under RAY, to further the understanding of RAY,
explain the various technical guidelines and emphasise to start work on the ground by
preparation of pilot DPRs. There are 16 cities under RAY in Madhya Pradesh with 6 more
having been added to the previous 10 already existing.
The Minister of state for Urban Development – Madhya Pradesh, workshop was chaired by
the minister for urban development, GoMP. It was graced by the presence of the Principal
secretary, commissioners, mayors/presidents from the respected cities, representatives from

the UADD, municipal corporation of Bhopal as well as active participation of the SLTC and
SNPUPR team.
3.0 Objective of the Workshop
The purpose of the workshop was -
To reiterate the Understanding & provisions of Rajiv Awas Yojna
Understanding Steps in Preparation of “Slum Free City Plan”
To explain the various technical guidelines in brief and the procurements under RAY
Emphasis on Pilot DPRs for MP.
Chalking out of Action Plan for preparation of DPRs and SFCPoA.
4.0 Proceedings of Workshop
Introduction:
The workshop began with a welcome address by the chief Engineer, UADD who made a
presentation of the status of RAY in MP and the progress towards the same. He gave a
status on all the slum free city plans and the DPRs prepared and put forth.

The Principal Secretary Mr. Parihar further welcomed the team of SNPUPR and SPA for
undertaking the workshop in Bhopal. He emphasised that Madhya Pradesh has been a
pioneer in the field of appropriating property rights for the urban poor and has initiated
several programmes for the poor during the past 20 years. He further stated that the scheme
of RAY was innovative in its approach; however, MP needs to rethink and reflect on the
difficulties faced in the implementation of the programmes. This would be crucial to help
implement the RAY programme in a better and effective manner and satisfy the larger goal
of creating slum free cities.
He further emphasised upon the need of a dedicated team compromising of experts from the
Ministry level which could constantly be approached for support in implementation and other
capacity supports. The team could also focus help in identifying and exploring other models
in the context of Madhya Pradesh. He requested the team of SNPUPR and SPA to put forth
this request before the Ministry.
The Minister for Urban Development, Shri Babular Gaur extended his warm welcome to the
participants and expressed that Madhya Pradesh requires to do the most so that the poor
too get all the facilities like the other citizens and should take advantage of the programme.
He further emphasised that there was plenty of work to be done and very less time for the
same. He appreciated the efforts of the various teams involved in the project and stated that
the work needs to be completed fruitfully and efforts should be to keep Madhya Pradesh at
the forefront of good initiatives in this field.

Presentation by Professor (Dr.) Neelima Risbud
He stated that there is a lot of money for the purpose of addressing issues related to urban
development and the urban poor. However the same need to be utilised appropriately. There
is a need to involve the elected councillors and through active community participation of the
beneficiaries and along with the officials of the cities to bring about good work. He further
stressed that as it is the election year, one needs to initiate the programme carefully to bring
about desired results without causing distress to the people involved.
The introductory session was then concluded by the State nodal officer and a tea break was
announced.
Technical Session:
Issues in the Implementation of Slum Free City Plan: The technical session was introduced
with a presentation by professor (Dr) Neelima Risbud. She gave a presentation on the
issues related to implementation of slum free plans and programmes. Giving a background
on Madhya Pradesh and the various programmes and initiatives and programmes initiated
through several years, she stated that there is a need to learn from the issues that came up
in the implementation of the past programmes inorder to take advantage of the programme
of RAY in the right spirit and implement it successfully.
Guidelines for Preparation of SFCPoA: This was followed by a detailed session by Ms.
Archana Hinduja from the SNPUPR team who explained the various steps in the preparation

of the SFCPoA. She expressed the advantage that MP had over other states as a lot of
groundwork had already been initiated and completed in most cities thus, much of the
preparatory work was complete or near completion. She further explained the guidelines in
detail to all the participants.
Community Participation and DPR Preparation:
The post lunch session was taken up by a session on community participation in SFCPoA
and preparation of DPRs and addressing issues in preparation of the same. Balakrishna
Prasad dwelt in detail over the same and addressed the various issues taken up along with
the state coordinator, Mr. Anubhav from the SNPUPR team.

5.0 Discussions and Questions Taken
This was followed by a detailed interactive session where several issues and suggestions
were made:
With regard to the survey, the question was as to what would be the deadline to be
considered. As the survey was complete in many parts as of 2010, it was stated that
the same would be used and no fresh survey would be undertaken. The survey
would however, would be cross-checked on the ground.
The Collector of Bhopal further reiterated that a team of experts from the revenue
department, NGOs, consultants and engineers should be constituted to resolve,
address and advise in the implementation of the programme.
The issue of land was highlighted as to how the Ministry would address the same. It
was clarified that land was a State subject and all relevant orders were issued. With
regard to central government land, a study needs to be presented before the Ministry
analysing the same. The same is however being taken up by the Ministry with the
respective Ministries.
It was also clarified upon an issue raised by the Chinwada mayor that all kinds of
projects can be taken up under RAY. Upgradation would be welcome and only in
extreme cases relocation would be required.
It was suggested that all the Pilot DPRs be prepared at the earliest so that the same
may be forwarded to the ministry by the 15th of January 2013 as the pilot DPRs
would be accepted only till 31st of March 2013.
It was stressed that that all the Technical cells should be initiated in the cities as soon
as possible to help faster implementation of the programme.
6.0 Preparation of Workplan and Follow Up
A common action plan was discussed regarding preparation of the pilot DPRs which need to
be emphasised for a target of 31st January, 2013. Simultaneously it was also stressed that
all the SFCPoA which are under preparation need to be completed. The SFCPoA and DPRs
approved need to take shape into projects on the ground hence a lot has to be done in terms
of implementation of the projects.

The session concluded with a vote of thanks by Prof (Dr.) Neelima Risbud and an address
by the State Cordinator, Mr. Anubhav. It ended with a positive note and greater clarity on the
SFCP plan preparation and RAY implementation as was expressed by the participants.
