PLANNING COMMISSION RECOMMENDATION: Planning Commission recommends that PLN-USE-2016-025 be APPROVED with the following stipulations: (8-0, Johnson/Van Laethem, Hutchinson excused).
1. The applicant/owner agrees to preserve the triangular area in the corner of the property to the east of the drainage easement in a naturally vegetated state in perpetuity, as shown on the preliminary site plan titled “Conceptual mystorage” and dated July 18, 2016. If, for any reason, any vegetation is removed from this area, a landscape plan for replacement will be submitted to the Environmental Coordinator. At the discretion of the Environmental Coordinator, the landscape plan will, at a minimum, provide large canopy trees, small canopy trees and shrubs in sufficient numbers and size to recreate the natural area. Planting of replacement materials will take place within the first planting season after the removal of the natural vegetation.
2. The applicant/owner agrees to construct a 3-foot high landscaped berm
along the southern property line and the western edge of the drainage easement as shown on the preliminary site plan titled “Conceptual mystorage” and dated July 18, 2016. The applicant/owner shall install and maintain plant materials on the berm in accordance with a landscape plan to be submitted with the final site plan. The landscape plan shall be subject to the review and approval of the Landscape Coordinator. The berm shall be constructed and all plant materials shown on the approved landscape plan shall be installed prior to the issuance of the certificate of occupancy. If the use changes and the future parking spaces shown on the preliminary site plan are constructed, necessitating removal of part of the berm, the applicant/owner or successor in interest shall install a 6 foot opaque fence prior to the issuance of a certificate of occupancy for the new use.

3. The applicant/owner agrees that there will be no access to Old Butts Station
Road except that a gated emergency access may be permitted if required by the Fire Department.
4. The applicant/owner agrees that the height of the building shall be limited
to no more than 43 feet.
5. The applicant/owner agrees that the building shall be in substantial conformity with the elevation drawings dated May 19, 2016 and accompanying artist’s rendering as determined by the Planning Director or designee.
Mrs. Shaffer read PLN-USE-2016-025 into the record for commission review and action.
Staff Presentation:
Mrs. Shaffer stated that based on the findings in the staff report, Planning staff recommended that PLN-USE-2016-025 be APPROVED with stipulations as listed in the official agenda.
COMMISSION VOTE:
Commissioner Johnson moved that PLN-USE-2016-025 be APPROVED with stipulations as listed in the official agenda and as recommended by staff. Commissioner Van Laethem seconded the motion. The motion was carried by a vote of 8 – 0, Commissioner Hutchinson was excused.
